5:01:26attached but uh connected to that correspondence is uh Dave Ashton and Ryan Scott from fusion homes
5:01:33and uh they'd like to speak to us about this item so I'll turn the floor over to the uh it's a joint

5:01:53great thank you mayor and uh good evening everyone uh counselors staff and public uh we will be very
5:02:02brief here uh with ryan from fusion homes um we submitted a letter we wanted to attend this evening
5:02:10to request that uh counsel defer or refer as we put in uh the decision to
5:02:18move forward with the notice of intention to designate uh the 320 Victoria road south or
5:02:25but we've identified and referenced as the GM frost building uh we've been working with staff for
5:02:33almost a year now I think on the block plan and the block plan process and recently
5:02:38uh submitted applications and we're having discussions with staff on applications for the lands
5:02:47what our request is intending to do is to provide the opportunity for a dialogue and
5:02:53discussion to occur on the GM frost building and opportunities related to conservation of that
5:03:01building we submitted with our plan and as part of the block plan we've been having discussion on
5:03:08the building uh the uses surrounding the building opportunities associated with the building and
5:03:15so we think that uh deferring and kind of bringing everything back to council as part of a package
5:03:23would provide the best comprehensive approach potentially for consideration of not only the
5:03:29GM frost building but ultimately the entire block plan and the gid development which leads to the
5:03:37second point is that we're looking and requesting some direction uh to city staff to bring forward
5:03:46the block plan for council endorsement we think that it's at the point where uh council should
5:03:53have an opportunity to review again we've been working with staff on um resolving comments
5:04:02we think that the latest submission addresses a number of them there are some that may require
5:04:09further discussion and we understand that our latest submission has been circulated so we're
5:04:14hoping to get some direction to bring that forward for council for consideration before you break for
5:04:23the summer so that is our two requests this evening and we're happy to provide any additional
5:04:30information or respond to any questions that's it for the two of you then okay great thank you
5:04:39and uh any questions for the delegates then before we come back to consider what we're doing
5:04:43councillor Allt thank you very much mayor Guthrie through you to the delegates and thank you very
5:04:48much for presenting um the the first question they're both fairly simple could discussion not
5:04:54occur after designation of uh potentially use and so on uh through mayor to the councillor
5:05:03discussions can always occur we just think that there's a good opportunity now to have the discussions
5:05:09determine an outcome and then move forward with a final resolution or outcome associated with the
5:05:15building we think that a comprehensive approach makes some sense to look at it and then to move
5:05:21forward thank you the next question is ideally what would be a time frame that you would like to have
5:05:32thank you through the mayor um it was i believe it was um you know if it was
5:05:44i think you break in july or august so if it was june or july i think you know we recognize it's
5:05:49going to take staff some time to to review and so that's what we would be looking for
5:05:56the sooner the better but we recognize there's time associated with review
5:06:00i apologize i said the sooner the better and i was thinking what you were suggesting after july
5:06:06just after july i was that wasn't clear on what you meant yes yeah or after august that's
5:06:13when you said the sooner the better you sort of lost me oh sorry i our request would be that
5:06:20it would be june or july june or july this year before you break in august fine thank you i just
5:06:26to let you know full disclosure i will ask staff if they have any objections yeah thank you so any
5:06:32other sure councillor Busuttil yes thank you thank you for the delegation just a question of um if
5:06:40you know a delay or a deferral of this decision in your view would adversely impact the state of the
5:06:45building uh through mayor to the councillor no seeing nothing further thank you very much
5:06:59and uh we'll now contemplate it okay so thank you very much so uh the regular motions that were
5:07:10recommended to us are from staff to sort of move ahead with the notice of the intention to designate
5:07:15and and such but we've heard from the owners in regards to their ask
5:07:22i guess i guess uh i know we councillor Goller i believe is going to be bringing forward a motion
5:07:28to defer but i guess to the clerks it would be wise for us to put these on the floor because
5:07:35we can't do a deferral until these are actually on the floor or to amend these what would be the best
5:07:40to amend this right yeah so mr. mayor to you you could put the staff recommendations on the
5:07:47four on the floor and then move the deferral okay all to busatil thank you we'll move them so
5:07:53there are at least on the floor and then i'll go to you councillor Goller go right ahead and then
5:07:58your worship and uh just because there's no chance for for discussion um once the this
5:08:06motion has been tabled i just wanted to ask staff um what is the timeline for the block plan
5:08:12in your perspective to come back to council we just heard from the applicant that they feel
5:08:17that it's ready so if i could hear from you uh what is your timeline on this through the mayor
5:08:24to the councillor so the block plan submission was received on march 14th according to the guidelines
5:08:30that we have for this op amendment uh staff have 60 days to comment and then we have 60 days to get
5:08:36a report to council so that's the timeline that we're aiming for and that's been communicated with
5:08:39the applicant okay so so we it may not hit june or july but it would certainly be this year uh
5:08:50i'm just i'm here to the council absolutely yeah okay okay with your worship um if it's okay with
5:08:57you i would like to table a motion that the designation of the frost building be deferred
5:09:03until the block plan for the wolf innovation district is presented to wall city council
5:09:08but no later than march 31st 2026 um i see councillor gibson has his hand up as a second
5:09:16there and if i could um the rationale there for no later than march 31st 2026 uh just so that
5:09:23uh as was was mentioned by councillor old so that there's no further deterioration of the building
5:09:29we don't push this off for for two years and also in conversation with my colleagues this would also
5:09:36make sure that we deal with it this term of council and we're not passing the buck to the next
5:09:40term of council okay thank you it's been moved in second and and alt has a question uh yes but
5:09:48it's for staff america three um because i had heard the the delegates suggest july i wanted to ask
5:09:55you whether whether you considered july or earlier than march 31st to be preferred and if you do i
5:10:01would make an amendment to the date uh through the council through the part of the councillor um
5:10:10since it was just received at the end of march and circulated i don't know what those comments
5:10:14are going to say yet so um i'm content with that the councillor's timeline and we're going to bring
5:10:20it as as quickly as we can and we've communicated that back to the applicant we're going to bring
5:10:23it as quickly as we can thank you i'll leave it as it is thank you and downer please hit through
5:10:30you mr. mayor staff i'm not quite clear what a deferral of the designation would do like the heritage
5:10:39it's word designation so uh how it gets incorporated into development and how it gets
5:10:47dealt with is something that can happen i think that's better to determine before you do the
5:10:52block plan but like i'm just wanting to hear staff's thoughts on that through the mayor to the
5:11:00councillor so this item has gone to heritage gulf we have their recommendation which is included
5:11:05in the report you have staff's recommendation so that is is going to stay and is going to come
5:11:08forward with the with the block plan um submission it's our understanding that they want it to be
5:11:14dealt with um with several elements that are perhaps um requesting councils to change uh in
5:11:20the block plan process and they would like to deal it deal with it all as one package um as far as
5:11:25timing it's okay for us as far as timing that the deferral until the block plan process um
5:11:34but it will absolutely be then a decision of council on by looking at the block plan as a whole
5:11:38that i guess is what they're asking for for council to do and at this point we don't know
5:11:43if their intent is to um move forward or not i'm going to interrupt because i was just i just
5:11:50i forgot it's just been a little while long day i guess there's there's no debate no discussions
5:11:56nothing on a deferral i have to call the vote immediately so i've allowed three questions
5:12:00to go which i should not have done i'm very sorry i've just come an honest accident so i just need
5:12:06to call the vote on the deferral immediately so i'm going to call that right now is there anyone

5:12:23if i could uh i would like to ask a question now on not on the deferral so i just want to get clarity
5:12:30on the time frame question that the the delegation had just had about coming back so if i'm hearing
5:12:39you correctly on say on the block plan on the 60 days from the time you kind of receive to be able
5:12:47to go through the system and then 60 days to bring something back to council so i'm just doing the math
5:12:52on the fly here so i to me it lands in august do you think you will have something back to us before
5:12:59august because i mean time is of the essence on everything not just this i would really like us
5:13:04not to hit august when that means they got to wait till september so i'd really like to try to get
5:13:09something back to us before our break is that is that a possibility um to the mayor so it's a possibility
5:13:17but at this time until we have all the comments from circulation i don't know and we're not there
5:13:21yet but it's certainly something that we're trying to to make happen okay all right well we'll we'll
5:13:28we'll leave it at that then and uh and that's anyone wants to further the discussion i'm going to
