2:59:21yeah thank you through you chair rick so uh this is a common question but it's through to

2:59:2710.1.2 the wall all the way through so most of these items now moving forward have budget

2:59:32olympications did hear staff mention in the end of their presentation i think it's upwards of 18

2:59:3818 million dollars will be added to the capital budget this year um and the consequence of that

2:59:45will be deferrals on projects um respectfully i'm really hesitant to approve these things these

2:59:54items without understanding what those deferrals look like i only say that because selfishly i'll

3:00:01say this out loud i i'm nervous about the one major capital project that's been waiting

3:00:07for roads in the east end which is your road i do not want to be seen voting for deferrals today

3:00:15not knowing what they are only to find out in a few months that your growth gets pushed out another

3:00:2010 years so i would like some assurance from staff if they can't give that to me then i unfortunately

3:00:25won't be able to support these items today so i'm only i'm only asking this because we have

3:00:38gone through this exercise before where we we approve things mid-year only to get the sticker

3:00:42shock or shell shock that budget is what it actually means when we get the full picture

3:00:46and then we end up arguing at budget so i'd like to just have that clarification today thank you

3:00:51councillor gibson um is bakers at the podium and she can answer your question um so uh through the

3:00:57chair to councillor gibson i would say specifically to your project that you've just mentioned um we

3:01:05have been working alongside the mayor um prioritizing uh growth related uh capital projects that are

3:01:14going to uh create the capacity for housing in the downtown in g id in particular uh are in the uh in

3:01:24prioritization and so i can say that uh there is no impact on york for york road um and i can say

3:01:30that confidently right now um i would say though that we are not done and so to to um get into

3:01:39a lot of different project details right now would be really difficult to respond in the moment

3:01:45but i i can confirm that york road has not been uh impact okay that gets me about 50 there thank you

3:01:55i i do appreciate the work the staff have done to prepare the report and the prioritization

3:02:01of what we want to do downtown i still i'm struggling with not knowing what's being deferred

3:02:07and i and i also respect that staff aren't prepared to give us that answer today

3:02:11i just we've been through this type of exercise before and um i just it just makes me very nervous

3:02:18not seeing the full picture before approving this type of budget prioritization um maybe i'll just

3:02:25leave it at that and i'll wait for the next items one by one to come up if i have specific items

3:02:31that i want to ask questions about good that's how it works great well

3:02:36councillor oh sorry can't start yeah miss baker could if i could uh through through the chair

3:02:43i would just like to confirm though that um we're really looking for a policy decision today the

3:02:49budget piece of this this will not get approved um and implemented until the budget decision that is

3:02:58later this year so really today is about the policies this the level of streetscaping for

3:03:04example that council uh wants in the downtown like that's really from a staff perspective what

3:03:12we're trying to get confirmation on it's really important that we have policy decisions that then

3:03:17lead into budget so that we know what to capture at the time of budget and so i just want to say

3:03:23that out loud the the the waste receptacle receptacles is another one what is the design what is the

3:03:29policy what do you want in the downtown and then we'll be able to have the wholesome discussion

3:03:34at budget and and i can um i can confidently say you will see all the details about what has changed

3:03:42from last year's adopted budget and so you'll have that wholesome discussion um in october
