3:04:44appointment policy update it's going to be very quick this is a housekeeping uh clauses um I went

3:04:52in fact there shouldn't be any mystery to it even our local press Richard called and asked me all

3:04:58the details and I gave him some background and he called me back and said there's no story here so

3:05:04nothing got in the local press but basically um our terms of our advisory committees of council

3:05:11we've created some terms of reference to brand new we reappointed committees I had some questions of

3:05:16staff about definitions specifically a definition of resident because there's a lot of

3:05:22acts in the provincial and municipal field that define a resident as a property owner or a

3:05:29tenant of property and there's lots of staff have a broader interpretation that could include

3:05:36occupants of a tenancy a spouse or a child of a tenant over 18 people who physically reside in

3:05:43Guelph but may be unhoused and so if we are going to define some of our terms within our policy

3:05:51broadly I think that council should have that broad interpretation in its policy so that we

3:05:57can be very clear about the definition of resident so I there's no identifiable individuals uh that

3:06:06I'm bringing forward uh but uh the motions on the agenda are that we suspend the terms of reference

3:06:14in their current form um specifically related to eligibility and qualifications

3:06:19and then staff return back to council with some further definition for that particular

3:06:28eligibility criteria great thank you as easy as that is who wants to second this one
