Long-Term Care Bed Expansion Project Update Report, be received.

18:29to go on to the um long-term care bed expansion and first I'll just ask uh Michelle if she has

18:37any comments or if uh any of your staff before on the report before we put it on the floor.

18:44I don't know if Norm has any comments Norm do you have any comments you'd like to make?

18:50Thank you Michelle for your Chair Downer. Some very quick high-level comments on the report. We

18:56provided our monthly project update report. We are in status yellow and that's due to the fact

19:03that we have missed a deadline with our latest submission for our working drawing so it was

19:08over a month past two. The good thing is is that it doesn't put our main deadline which is August

19:1411th where we submit to the Ministry of Long-Term Care for an approval to construct. That is the

19:21critical document where the Ministry will tell us whether we are permitted to carry on with the project

19:28and begin construction. So even with this late submission of our working drawings based on

19:35our current project plan we still have enough time that we can go through back and forth with the

19:42Ministry once more to fine tune these drawings and still be in a comfortable position to make that

19:49August 11th submission to the Ministry. In the meantime while the Ministry considers our working

19:56drawings that were submitted on the 22nd of May we continue to move forward with our tendering process.

20:03We have recently approved five construction managers for the the purpose of working on our

20:11project. We also have provided tender documentation and received tender responses from those five

20:19pretty approved groups and we are now in the process of evaluating those those tender responses.

20:27So again we continue to move forward and at the same time we are waiting for the Ministry to get

20:33back with comments on our working drawings. Again I want to be sure that everyone understands that

20:38at this time we don't believe that there's a significant risk to our August 11th date

20:44and for the purposes of initiating construction with the Ministry's approval.

20:50I'll stop there and respond to questions. All right thank you that was helpful. Okay

20:55Councillor Chew what would you like to know? Thank you Chair I think you already answered my question

21:01but I guess just for clarification to the public the construction manager has been awarded.

21:06No the construction manager has not been awarded as yet. We are in the process

21:13of evaluating the tender responses received from the five construction manager proponents

21:19involved in the tendering process. Okay thank you. Are there any other questions? Councillor O'Rourke?

21:31Thank you Chair Downer through you to the Elliot staff. I'm just wondering if you want to explain

21:35what the what part of the the timing difference was right so the intent to

21:42have a certain model within the designated beds and then having to to readdress that and just some

21:49quirks along the way it would help us to understand. Okay through you Chair Downer to

21:55Councillor O'Rourke. The reason for our delay was at the beginning or at the outset of our project

22:02it was our intent to implement the butterfly model of care in this new construction area.

22:07We were very excited about it. We had already reached out to the the company that that assists

22:13long-term care homes with implementing that that model of care and our preliminary plan

22:19submissions to the ministry included many elements in fact all the elements that we believe were

22:25appropriate for the implementation of that model of care. The ministry however is not as

22:35engaged in that that specific model of care as we had hoped and as a result we took likely an extra

22:45submission time which is 20 days according to the ministry 20 business days which is four weeks

22:51and we we ended up having to go back and forth and making an additional submission to the ministry

22:56by the time that we received approval of our preliminary plans so that is why we are in a

23:03delayed status however we believe that the ministry would adopt and embrace the model of care

23:10and I don't think they embraced it quite as much as we had hoped. Thanks Chair Downer. Yeah I just

23:17found it interesting that you could you could retrofit existing places now for the butterfly

23:23model. You were trying to be proactive and just sort of do it right the first time but that's not

23:29that's not how this goes so I just thought it'd be helpful we talked about the butterfly model of

23:33care before and we've asked about you know progress on that so I just wanted kind of an update on

23:53Thank you Chair just for myself and members of public what what is the butterfly model of care?

24:00Sure I'm not the one wondering. So the real expert on that is Lullaby but I

24:05Lullaby if you'd be so kind just to respond to that question. I would be more than happy. So the

24:14butterfly model of care approach is a person-centered care approach. We're in it does involve

24:25the principle of care so do we have a neutral care controlling care all those aspects that

24:33we're going to be training the staff on how we care for our residents. So at this point

24:37Iliad provides a high standard of level of care to our residents but it's more on

24:42clinically approach and task approach but we want to move away from being task or clinical

24:49approach being an institution but provide a person-centered approach we're in it's all about

24:56our residents so it involves altering the environment so that's why it kind of impact our

25:06our project at this point because we're incorporating it with the new build instead of

25:11out making our renovation later on because as you can probably know that when you talk about

25:20dementia dementia carol Alzheimer's it affects the level of wayfinding it affects the cognitive

25:32it affects the environment it's a big factor in caring for those our seniors when they're into

25:42the late states of dementia. So it's basically it's a model principle care approach we're in

25:50we're moving away from being institutional but being so when you when you look at that

25:55butterfly model it's it's actually there's a slogan is free to be me so we're just allowing them to

26:02kind of look into their expression so it's the responsive behavior and kind of looking into

26:09other other ways of caring for them. That's that is why good okay thanks any other questions today?
