2023-Q1 quarterly report on the operations of The Elliott Long-Term Care Residence, be received.

8:49Actually no I'm going to defer to Lilabeth Medina our administrator to see if she has any other

8:54comments this time. Lilabeth. Thank you Michelle. Just a few highlights from the report

9:07for the following key areas. The submission of our quality improvement plan, the complaints and

9:13mandatory reporting of the critical incidents as well as our key process improvements initiatives

9:19and projects. Our QFP submission the narrative and work plan submitted to Ontario Health

9:27as per timeline and we have implemented the chains of ideas and are monitoring our indicators to

9:34ensure that this changes support our QIP targets and metrics as you can see in the report. We're

9:40halfway in our Q2 and we're already meeting our targets. For the complaints we received two complaints

9:49in January. They were resolved in the satisfaction of the complainants and happy to report that in

9:56the months of February and March we did not receive any complaints. And just a highlight

10:03for our critical incident report. There's no major issues aside from our ongoing

10:11follow with our COVID-19 outbreak. We reported three outbreaks at this quarter and we continue

10:22to follow all directives and mandates on the reopening received from the public health as we

10:28ease the restriction both in a long-term care and retirement. And I would also like to provide an

10:35update for our current outbreak of COVID-19 in one of our resident home areas that as of yesterday

10:43the outbreak has been declared over and there's only two residents that has been reported

10:52to this outbreak. This concludes my comments and I'm happy to take any questions from this report.

11:01Hey thank you. Are there any questions from the committee of management

11:14Through you Chair Downer to I think Mr. Wolfe so a little bit as Medina thank you very much for

11:20the report. That's very helpful. I'm just wondering if you wanted to add with respect to the financial

11:26section was there anything in the provincial budget that is helpful or beneficial or concerning for

11:32the operations of the long-term care portion at the Elliott. So yes thank you through you

11:46Madam Chair in response to Councillor O'Rourke's question I can say that overall

11:54when the government announced on March 23rd the government

12:0020-23 budget and title building a strong Ontario. Overall I can we can say that in our sector the

12:08government put a significant amount of new money into the long-term care. However with the new budget

12:14there is no additional IPAC funding to help the homes to help combat infectious diseases

12:22including COVID-19 beyond the funding for training and the designated leads.

12:30As well as our association so we belong to Advantage Ontario for not-for-profit

12:36has advocated for the 5% increase across all the level of care envelopes. However

12:43we can only see in the budget that there's only two percent increase.

12:47But we know that the 9.7 increase in the food envelope is a significant help in our operation.

12:58So to highlight a few in the budget documents we can see that

13:10although the budget document itself does not contain many details related to long-term care

13:15however it was reported in our sector and highlighted that the continued supporting

13:23professional growth fund that is allocated to support to build the capacity of the staff in

13:31long-term care is really a significant help to assist us in building that capacity and skills

13:41for our staff. We're the new funding for the IPAC professionals to support the hiring of infection

13:49control leads because prior to pandemic IPAC lead is just embedded in one of the portfolio of the

13:59leadership clinical leadership team. So it's not there's no designated lead at this time the

14:06government had announced that there's a funding now to hire a full-time I think it's a 0.75

14:15full-time equivalent for the IPAC lead and IPAC personnel. As well as they continue to fund the

14:23education as well because that's we recognize that that's continued needs for our staff to make

14:31sure that our new hires our new staff onboarding receive that education and training. As well as

14:39in the funding announcement there was an increase in funding and the behavioral support Ontario

14:45the program will additional additional funding will enhance the program by investing in the

14:52specialized staff and equipments to support the conflict needs of our residents so

14:56it's a big impact for our for our sector as well although the Elliott community doesn't

15:04specialize into that behavior but with this funding we're benefiting as this as well because we have a

15:12full-time RP and BSO lead as well as the BSO on this funding. As well as the local priorities funds

15:21which is needs-based so this is access through Ontario Health so for example depending on the

15:29needs in the community if say for example there's a bariatric residence who needs to come in in

15:35a long-term care and we don't have the equipment so we can access this fund to support that way we

15:41can take that residence as well. So and investment of the government to put on 1.2 million to the

15:49Ontario personal support workers association to help with the recruitment and build that capacity

15:55and promote that PSW profession in long-term care would be a significant impact to our sector as well.

16:03Thank you. Thank you very much yeah we're all aware of sort of inflationary pressure so that's

16:10really helpful there's lots of moving parts but it's helpful to know that that some of those

16:14announcements were beneficial thanks very much. So are there any other questions or comments?

16:22Okay I'm gonna um oh Councillor Feit. Just a follow-up to the answer about the lack of

16:35IPAC funding for COVID is there any other funds that we can apply to for accessibility like for

16:44example air purifiers that would help with COVID that would come through a separate fund like an

16:51accessibility fund? Thank you through Madam Chair in response to Councillor's question.

17:04I can say that with that in 2022 we already have that IPAC capital funding that it's there but to

17:13where we're hoping that it's going to be um there's more additional funding but if if that's

17:20needed there's still some sort of funding that we can access through the IPAC capital funding.
