49:14I'll be very brief tonight council

49:16The University of Guelph has submitted an objection to the bill

49:19The University of Guelph has submitted an objection to council's intention to designate 37 Kristi Lane the glass conservatory on the University of Guelph campus

49:28In their notice of objection the university noted that they were objecting to the designation as a protective measure in case

49:36A dispute arises in how the designation by-law is drafted

49:40Or a dispute arises in the issuance of a demolition permit

49:44The university argues that since a demolition permit was approved the passing of any designation by-law is unnecessary

49:52Heritage staff are recommending that council approve the designation by-law

49:57Staff are committed to working collaboratively with the university

50:02As they salvage and retain the steel for future use in a commemorative garden

50:07The issuance of a notice of intention to designate has already ensured that the conservatory is carefully deconstructed rather than just demolished

50:17And that salvageable steel is retained and conserved

50:22A designation by-law will ensure the continued retention of the steel

50:27And when the university is ready

50:29To proceed with a commemorative garden heritage staff will be involved in that project through the heritage permit process

50:35As written the by-law ensures that the university has the flexibility it is requested to deconstruct the conservatory

50:44And to build a commemorative garden

50:47While also offering assurance that the salvage steel

50:50Will not be disposed of and that heritage staff will be involved in the development of a commemorative structure

50:57I recommend that you pass the by-law and thank you for your time. I'm happy to answer any questions

51:22Thank you. My god through you to mr. Malin just a comment you made at the end there where the city is going to be involved in the plans for

51:29the commemorative garden

51:31So my understanding is that this is not meant to be onerous that if there's no requirement to retain the steel

51:38That then there's no designation and all of that information about the rutherford conservatory just kind of vanishes into the ether

51:45Right like that you have to designate

51:48So that the history is recognized on an ongoing basis

51:52But can you just confirm for me like the the city's intention is not to be heavy-handed or directive in this way

51:58Can you just give us some comfort in terms of the relationship that you expect to see with the university?

52:10Through the mayor

52:11Our intention is absolutely not to be heavy-handed. We're actually we're looking forward to seeing

52:17What the university proposes and providing feedback and advice

52:22The university has also committed

52:25to

52:26bringing

52:27Whatever they propose to the heritage committee for feedback and advice, but that's what I intend to

52:33ensure that a portion of the steel at least is reused and

52:40To provide advice and feedback but not to be heavy-handed

52:44Okay, so through you America through the university has told us they want to do a competition with some of their landscaping architecture

52:51architecture students

52:53So again like can just give us some comfort that it's going to happen

52:58in a semester time frame when the time comes right so that

53:03They can execute on their vision and we can protect the history. It's it's going to be a collaborative thing not a

53:08onerous thing

53:10Through the mayor. Yes, we've already communicated with the university what that process might look like and I'm excited at the

53:17Prospect of a design competition that would fit within a semester

53:28Yeah, just a quick question and quick comment through you mr. Meir

53:33Just going back to some of the concerns that were put raised by my colleague

53:39We just need to understand relationships are fragile at the moment and there's a lot of transition happening

53:46especially at the university and

53:49I think we just would like to hear from you just assurances through the heritage permit process of that when that

53:57takes place process wise that

54:00You know

54:02I just need to understand how that process will be played out in a future scenario that

54:10You know they're going through the demolition and they're going to go through the construction. Can you just provide some assurances?

54:16for us

54:18Through the mayor so the the way the designation by-law is written only lists salvageable steel

54:24as the heritage attribute

54:26It doesn't list building form or any architectural details like that. And so the university has a wide degree of flexibility

54:35To reuse this material how it sees fit

54:40Thank you. And I think just a comment if you can continue to engage with them and

54:45Work with for to find a champion within the university on this so that it could be moved along

54:52Seamlessly, I think that would that's everyone's wish for this process. Thank you

55:45This is not a decision moment on this at all. This is this is continuing feedback

56:02There's been a lot of engagement touch points on this to this date

56:07And they've kind of all formed an opportunity for this draft that's in front of us now
