51:33hesitant because I don't want staff to have to stay till the end of the evening. Just a quick

51:37question. Thank you. Why don't we take that question then if it's a quick question? Thank you,

51:44Chair. Through you to staff, just the documentation around recruitment, hiring, and involuntary

51:50departure procedures for municipalities has no reference to the city's internal auditor.

51:56The internal auditor is really the sole person who reports directly to council and really is an

52:03important person for us in order to be able to validate. I'm just wondering if staff can let us

52:10know under the new strong mayor's powers, what is the mayor's responsibility in terms of hiring or

52:17firing an internal auditor? I'm just trying to understand what happens with this person because

52:23it isn't a very important function. Sure. Through you, Chair, to Councillor Oroch, as the legislation

52:32sets out and as the City of Guelph has a general manager of internal audit, that person is not

52:38identified in the legislation and thus the legislation of protected people, as you may

52:43generally think of it, does not apply to the city's general manager of audit.

52:48Perhaps the clerk has anything to add? Thank you, Ms. Sales. Through you, Madam Chair, the only

52:55thing I would add is again, there is a list of positions within the new section in the act that

52:59is relating to the updated authority for heads of council. It does list an auditor general. It's

53:05nuanced, slightly different than the internal auditor sort of structure that we have. Yes,

53:10the internal auditor in our current arrangement does report to council, has a sort of a dotted

53:15line administrative reporting relationship to the CAO from a structure standpoint, but obviously does

53:19report and is sort of beholden to council in that regard. There are a series of other statutory

53:24positions that do have legislated and statutory responsibilities directly to council, things

53:29like City Treasurer as an example. But in the contemplation of the way the act is written

53:34with that new section to Ms. Sales point, it does not explicitly list an internal auditor,

53:39and the auditor general function is one that we see in very few other Ontario municipalities,

53:44namely the larger municipalities in Ontario, Toronto and Ottawa being the ones that come

53:48to mind off the top of my head. Okay, thank you, Chair Beacot. Thank you. Is there any

53:55Council that would like to pull item 8.2, Council and Committee meeting schedule? Seeing none,

54:03can I have a Councillor move and second, 8.1 recommendations and 8.2 recommendations? I see

54:09Councillor Downer and Councillor Billings. I assume that you are moving and seconding? Yes,

54:16thank you. Is there any further to either of these items? Seeing none, I'm going to call the vote.
