3:54:25And so Councillor Booth,
3:54:29oh, I thought we would do bylaws and then,
3:54:31and then we can,
3:54:33because there's nothing in closed
3:54:34that will impact the bylaws.
3:54:36So I'm okay to do the bylaws, right?
3:54:37Yep, okay, good.
3:54:38So Councillor Boussatile will do the bylaws
3:54:40and then we'll head back into a closed session quickly, okay?
3:54:44Councillor Boussatile, please.
3:54:45Thank you.
3:54:46And through the mayor, that bylaws 202621213,
3:54:5021219, 21221, 21222, 21224,
3:54:56be approved subject to subsection 284,
3:55:00subsection 11, four of the municipal act.
3:55:09Okay, thank you.
3:55:10And just one more,
3:55:11just one second here if you don't mind.
3:55:13I think clerks, do you have another motion?
3:55:16I'm sorry, that was tabled.
3:55:20Not tabled, sorry.
3:55:21That was ready to go about Brownfield.
3:55:26You didn't get that?
3:55:28Okay.
3:55:31Councillor Goller,
3:55:32because I remember you indicating
3:55:33that you wanted to move that.
3:55:35Can I, I'm very sorry.
3:55:36I forgot to, there was an email that was sent out
3:55:40a week and a bit ago.
3:55:41Maybe a week ago in regards to directing staff
3:55:46to consider to look into the Brown,
3:55:47to the reconstituting and reestablishing
3:55:51and looking at the Brownfield grants.
3:55:53I had sent that to all of council.
3:55:57Councillor Goller, I believe you did mention to me
3:55:59that you would be willing to move it
3:56:02and Councillor Keran would be willing to second it, I think.
3:56:06If I recall, sorry, I'm going on the fly.
3:56:08I know we've just done the bylaws.
3:56:10Do I have permission here to just tie this motion
3:56:14for us back to the presentation that was just done?
3:56:18Because that's where it was good to land.
3:56:20Do I have, does anyone go to challenge me on that?
3:56:25No, okay.
3:56:26So do we have the motion that's ready to go?
3:56:28I'm sorry, I forgot about that.
3:56:30Yeah, okay, just give us a moment, okay, everybody?
3:56:43Just over to, through to the clerks.
3:56:47I just flipped you a copy.
3:57:04And so just as the clerks was looking to bring that up,
3:57:07this was something that we were looking to see
3:57:12if there would be council support
3:57:13to move forward on with staff.
3:57:16Because we're talking about housing,
3:57:18we're talking about incentives for housing,
3:57:20we're talking about removing barriers for housing.
3:57:24We have had successful programs in that realm in the past.
3:57:29One of them that we can maybe look at
3:57:33is in regards to Brownfield grants
3:57:36that have been used in the past
3:57:38to help accelerate and build housing.
3:57:42So with it being tied to the Housing and Guelph
3:57:462025 annual report, we felt it was important
3:57:49to bring that forward at this time.
3:57:51So clerks is ready.
3:57:54Is it okay to put up on the screen, Councillor Gowar?
3:57:57Okay, and then Councillor Gowar,
3:57:59if you don't mind reading it out for us.
3:58:02Thank you, your worship, for bringing this idea forward.
3:58:04I'd like to move that staff be directed
3:58:06to explore next steps to reestablish
3:58:08the Brownfield Community Improvement Plan
3:58:12and to report back to council in early 2027.
3:58:16Great, thank you.
3:58:17And I think I tried to do it justice in my preamble there.
3:58:21Is there anything staff want to add to that?
3:58:23It's been moved by Gowar and Koran.
3:58:28Anything to add before I call the vote?
3:58:30Terry?
3:58:31To your manager, we've got three just that staff
3:58:33are in support of the idea here.
3:58:34We can certainly get this work done
3:58:36within the timeframe that council has identified.
3:58:39And we do also have past success with this program
3:58:42in terms of unlocking housing.
3:58:43So it's definitely something worth looking into
3:58:46from our perspective.
3:58:48Great, thank you.
3:58:49Okay, is it okay if I call the vote on that then, everybody?
3:58:52Okay, I'll do that now.
3:58:53Is anyone against that direction?
3:58:58Nobody?
3:58:58Okay, that's unanimous as well.
3:59:00Nothing but unanimous here today, it's good.
3:59:02Okay, so I'm very sorry about that little mix up there
3:59:05and thanks for letting us go back
3:59:06to make sure that was captured under that item.
3:59:09And the bylaws are now done.
3:59:11So we do need a motion now to go back into,
3:59:17oh, so we didn't even do the bylaws yet.
3:59:19Oh, good, so actually I did it right
3:59:20before we did the bylaws.
3:59:22Good, so moved by yourself, seconded by councillor Downer
3:59:25for the bylaws.
3:59:26Anything on the bylaws, anybody?
3:59:29Nothing, I'll call the vote then
3:59:30as anyone against the bylaws.
3:59:33And that's nobody, so that is unanimous as well.
3:59:36All right, now for real this time,
3:59:38I do need a motion to move back into closed session.
3:59:41I do have to read it all out one more time.
3:59:44So it's under land use planning and legal considerations
3:59:48as per section 239, 3.11 of the municipal act
3:59:52regarding a meeting held for the purpose of educating
3:59:54or training the members.
