2:59And a lot of delegations in in chambers tonight, which is which is great to see everybody.
3:06So we have our planning meeting and to kick things off, we're going to.
3:11Just stand as we acknowledge our national anthem.
3:17Great, thank you everybody and just now join me for a moment of silent reflection before we continue.

5:02And for our territorial acknowledgement, as we gather, we're reminded that Gualpha situated on treaty land that is steeped in rich indigenous history.
5:11And home to many 1st nations inuit and Métis people today.
5:15As a city, we have a responsibility for the stewardship of the land in which we both live and work.
5:19And today we acknowledge the Mississauga's or the credit 1st nation.
5:23Of the Anishinaabek peoples on traditional territory we are meeting tonight.

6:25And that will be in regards to 12 pool street, which is a proposed.
6:31Official plan amendment. We're going to kick things off with the presentation from our staff. And then we do have some delegations that have signed up as well.
6:40And so at this point, I will turn it over to you, Lindsay, where there you are.
6:46And I will mute, which everyone loves, and I'll turn it over to you.
6:57Good evening, Mayor Guthrie, city council, staff and members of the public.
7:03Tonight is the statutory public meeting for a proposed official plan amendment application for 12 pool street.
7:09Tonight is the public meeting and no decisions will be made on the application tonight.
7:20An application for an official plan amendment has been received for the lands,
7:24municipally known as 12 pool street from IVI group on behalf of the owner, Victoria Park Village, Inc.
7:30To redesignate the subject lands from the low density, greenfield residential land use designation to a high density residential land use designation
7:38with a site specific policy to allow a maximum net density of 208 units per hectare.
7:46The subject lands are located at the northeast corner of pool street and Decorso Drive off of Victoria Road South.
7:53These lands are part of the former Victoria Park Village subdivision.
8:02The existing official plan land use designation that applies to the subject lands is low density greenfield residential.
8:09Permissible uses within this land use designation include single and semi-detached dwellings and multiple unit residential buildings,
8:15such as townhouses and apartments.
8:18The low density greenfield residential land use designation permits a maximum building height of six stories and a maximum density of 60 units per hectare.
8:30The applicant has submitted a proposed official plan amendment to redesignate the subject lands from the low density greenfield residential land use designation
8:38to a high density residential land use designation with a site specific policy to allow a maximum net density of 208 units per hectare.
8:52The subject lands are currently zoned a specialized general apartment zone according to the zoning bylaw.
8:58However, the zoning for these lands is not in full force and effect as the zoning has been a subject of an ongoing Ontario Land Tribunal appeal since 2012.
9:07The zoning of these lands was deferred pending the submission and agreement on a future site plan application.
9:15The applicant is proposing to develop the subject lands with multiple dwellings,
9:20including a 308 four story stacked townhouse units around the perimeter of the block and a six to 10 story staff department building containing 185 units.
9:30That would require that would mean a total of 490 493 units and a density of approximately 208 units on the property.
9:39The majority of the parking for the proposed development will be underground.
9:50The next steps in this process is staff are going to review the submitted documents that were submitted by the applicant in support of the application.
9:58Once the application is reviewed and all issues are addressed,
10:00a report from infrastructure development and enterprise with a recommendation will be considered at a future meeting of council.
10:07So, if there are any members of the public at home or in the council chambers tonight that would like to stay informed on when on any future revisions of this application or when a decision will be brought forward by staff.

10:26And if you've already provided comments or are registered to speak tonight,

13:23Mayor Guthrie everyone else in the room please bear with me. It's my first time doing this.
13:28And I'm still falling out from camping on the weekend with the Boy Scouts.
13:33Please, please say no to this request.
13:41We are looking to maintain the quality of life in the neighborhood by standing up for the current and future residents. It's so sad.
13:49Seeing all these animals and the community being squished into this little spot.
13:58This would mean going from a planned 60 units per hectare to the proposed 208 units per per hectare.
14:06This would be a total of 493 units in a very small area.
14:11Which includes eight to 10 story apartment building is what I've been told is the new revision.
14:18The literature I was given in my mailbox was saying is six to 10 story, but then I was also told it's been changed. So I don't know what the information is anymore.
14:29We understand the financial opportunities is in changing the zoning, but think it also discounts community housing.
14:37This keeps a low density plan for this location as a high density is the best in areas that are access to shopping centers, grocery stores, even regular transit.
14:49It's my understanding there isn't any regular transit for another 10 years down Victoria is quite the walk from where this planned building is going to be in to the bus stops as well.
15:00And turn that ends up being a lot of isolation. The lack of parking is amazing. There is no place to park. We are in that community.
15:12We visit friends there. There is zero place for anyone to park along the street.
15:20When the building gets built. Honestly, there's even less. And again, that's a huge risk for isolation. You know, with isolation, there ends up being a whole lot of other problems with mental illness.
15:33The additional units request puts the density higher, which is actually a higher zoned area than downtown downtown has a much less zoning than what this building is.
15:46Here is why this development doesn't make sense for us. Residents will be isolated as there will be little parking, not just for residents, but for their guests.
15:57From the site map, there is very little visitor parking for 493 residents or units really potential overcrowding in the schools in the area, even if the zoning has changed.
16:08There is two schools that all the kids in that area would be going to. That's one public school and also one Catholic school rezoning that ends up being again one public school or one Catholic school.
16:20And those schools are already busting to begin with increased traffic on Victoria road, Zadok place in court right, which are already used as cut throughs for Gordon Street and the Hanlon.
16:31Torrance Creek. Bless you. Torrance Creek is designated for water runoff and has become significantly swollen for forming an unplanned palm.
16:42After the storm pond was created already a risk of flooding properties backing on to the Creek of McAllister Boulevard. We saw it happening. It has swollen so much we used to be able to get through it.
16:51There should be a further study on the impact to the diversity of the wildlife currently living in the land and assessment of the habitat for an endangered protected species.
17:02There are snapping turtles, wild turkeys, deers, herons, beavers and many more animals that are currently living in the land.
17:11I understand there will be an apartment building. I get that. But please, not so much, not so big, not so many people.
17:21I understand that for the growth of our amazing city. I'm not originally from here, but I know and I love the city. I love all the wildlife that we have.
17:31I love how everyone says hi when you're walking down the street. It's really a great city. I know that.
17:41Let's try to preserve the little nooks of the green space that really make us famous for with all the other surrounding cities.
17:48All of the environmental reports that have been seen predate the construction by fusion homes on McAllister Boulevard and ongoing construction on Decorso.
17:59The original environmental impact study was prepared in 2009 and the addendum was submitted to the Department of Agriculture and the Department of Agriculture.
18:09The last environmental assessment was done in 2017. This is all before anything was really built in that area.
18:17The environmental landscape in the area has changed considerably in the last five years. Please keep as low density green space as possible.
18:26Really, it's amazing how much that green space has changed and altered since everything has already been built and I know it's just going to get worse with all of these other buildings coming in and all these other people and the traffic and I understand there's going to be new lights put in there in 2028.
18:44What about now? What happens now with all this traffic? Thank you for your time.

19:13Thank you, Kerry, for your presentation. My question is very simple. I'm looking at the map and you mentioned the lack of parking in your neighborhood.
19:24Which streets were you talking about? Are you talking about McAllister? Are you talking about across from DeCorso, the newer area there?
19:35Honestly, all of it. DeCorso, you can't park anywhere down that street. Right now with 100 residents, I believe it's 100 residents.
19:45I know there's some people here. So 100 residents already there. There's 10 spots. Two of them are handicapped, which of course they need their spots.
19:56But there isn't any place to put any extra vehicles. Most families have two vehicles now. There isn't anything.
20:04Down McAllister, down the whole main road, there really isn't any parking, especially down near the end, around the bend. Well, you're turning into oncoming traffic. There's no parking.
20:17Mostly it's down to DeCorso in that area. That's a lot of homes squished into one spot.
20:22Speaking with Councillor O'Rourke, she filmed a video around the area showing everyone how squeezed in it is. I'm not sure if she gave everyone video. She said she was going to, but talking with her about everything, it drove it even more home.
20:42I don't know. Being there all the time and seeing it is not the same thing as seeing it on this video. It really drove it home to me.
20:50It's very tight. Thank you, Carys. Can I add to that? It makes me nervous about fire trucks and ambulances and all of that going in there. It's so tight. You can't get in and out. It's very difficult to move around.
21:08So that's something that worries me as well as also, I know we're talking about a new hospital coming. I've worked in healthcare for a lot of years.
21:17I've been also in the hospital before COVID even and my bed was in a hallway. It was in a hallway. There's no resources for extra people really to come in and get more care. That's before COVID. I know COVID's driven it way over, even over that.

21:43Thank you. I'm through you, your worship. Kari, thank you for your presentation. I have a similar question to counselor Hofland. What happens currently when people come over?
21:55If you ever have guests or if someone is visiting, where are they parking? Are they parking along the road on Victoria? Because if someone is visiting, the car has to go somewhere. What's currently happening?
22:11There's kind of a car shuffle or I tend to end up going when there isn't another person, another car there. I kind of try to plan it that way. Honestly, we don't get a lot of visitors because of that reason. Again, the isolation comes in.
22:27There's a lot of parking tickets. The buses, that doesn't work. We tried to arrange a tutor for my son to come from the university. Well, it was an hour bus ride on top of that. Another 20 minute walk just to get to the house.
22:45So an hour bus ride from the university to decor so like that's crazy really.
22:52Sorry to speak so plainly.
22:54Thank you for that clarity. I really appreciate it. And after counselor put out that video, I went for a drive by the neighborhood and I saw how the cars are already double and triple stacked on the driveways.

23:14I got another question from my counselor Gordon. Okay.
23:18Thank you, Mr. Mayor and thanks for your presentation.
23:22It did well for your first time out.
23:26You mentioned in your presentation that you said you, you know, there's going to, there needs to be any apartments there.
23:33And I'm pretty impressed with, I see you're in correspondence with your neighborhood about this does. I don't know if you can speak on behalf of them, but is there a sense of what kind of growth would be acceptable and sustainable in, in your view.
23:52I ran into a lot of people. I.
23:55I actually, we went around and we put 300 flyers in people's doors.
24:01I taped them up to post box. We've talked to people in the community. Very cool days running around out there.
24:10We got a lot of feedback about how not so much the eye soar about a 10 story building.
24:19But also the, the increased population that is, is that's a fear from what I've gathered from people.
24:28There's some people here who I've spoken to. I remember you.
24:33We've spoken on the street and it was, it was taking away the green space as well. There's deer back there. We watch them all the time.
24:43You know, out there, there's, there's deer and snapping turtles digging holes for the, their eggs and seeing the cranes flying in and it's just, it's amazing.
24:55This building coming in, it will completely wreck that it will completely destroy it.
24:59And the fact of having to wait to leave the street just to go get your groceries or to go pick up your kid from school. It takes 20 minutes just to even turn left sometimes on a good time.
25:14It is not a good outcome. If that helps, it's not a, not a good response, should I say everyone that I've spoken to one person told me to get a life.
25:28To actually sent in an email saying that I should find a hobby rather than putting notes in people's doors.
25:36Well, I think, I think more specifically to my question, it sounds like what you're saying is that there's a consensus that no, no development there is preferred rather than here.
25:52We'd like just 100 units per hectare. Or is there, is there a, a medium point? Cause we, you know, we do have to grow.
26:01Exactly. And that's why I understand there is going to be a building. We get that.
26:06But we don't need an eight to 10 story building there. You know, four, five story. So it blends in with the rest of the community. Not everything is here and then want to building here. That doesn't make sense.
26:19It doesn't blend in with the community. It's too much population. The light, the sound.
26:26Pollution is just, we were to hear everything from coming from like Alistair. Those townhouses over there. We hear everything. It does sound travels. So it's nothing is good. It's going to come from an eight to 10 story building.

26:46Thank you. Through you, Mr. Mayor. So, yeah, I just sort of following up on a counselor Gordon's question. So you understand that under the current zoning, they could develop their now townhouses up to six stories in that whole block and that tonight is, is a significant increase in
27:05designation as the application. So I just want to make sure because you're talking about the damage to wildlife, which would even under the existing in that area in that block would still happen. Right.
27:17But we don't have to have it.
27:19That's what you're saying. Okay. I just want to be clear. Thanks.
27:22Great. I think I was about to ask the exact same question in a counselor downer and Councillor Gordon just said so I think they've, they've nailed it for me to
27:38No, no, no, it's only 10 minutes of when I don't interrupt you. So you're, you're, you're good.
27:43But yeah, I guess I just I want to make sure that I guess I just want to repeat what Councillor Downer said there is existing zoning there.
27:54And and so what's allowed would be allowed that would take into consideration a lot of the issues that you already brought up in the. Is there any
28:04Because Councillor, I think it was Councillor Gordon or Councillor Hoffman mentioned that you're talking to so many people in your in your area.
28:11Is there anything that comes up at all with the recognition of the housing crisis that we're in right now and how density is would help in regards to more supply, which could create a more competitive market.
28:28Where actually density is actually a more environmentally friendly position has those conversations ever come out. And by the way, I'm only asking that question. I'm not advocating for this.
28:38You talked to the people I haven't talked to a couple, but not as many as you. So I just want to make sure that I want I just I'm just very curious if there's a recognition of those issues as well.
28:48No, it has come up. A lot of people have said they prefer single dwelling homes.
28:57Not only because of no, no, not only because of that because it would also bring down the cost of all the other single dwelling homes.
29:03Not because they prefer because it's not as massive, but because it would also bring down the rest of the all the single dwelling homes.
29:09There are two 10 story buildings going, talk about going up McAllister and Victoria, plus a bunch of other townhouses. There's a new subdivision going up another fusion subdivision corner of stone and and Victoria.
29:27There's that new building across from borealis. I can't remember street names. I'm sorry. I'm bad with streets. I just learned how to use a compass on the weekend.
29:35You know, there's like so many buildings going up and then there's that high school going up and which kind of late. It's a couple years behind because of COVID, but you know, there's there's all of these other buildings going up.
29:47Just boom pop there around all these houses. Can they not be in a spot where they're shopping nearby where there's a place that people can actually walk and go get their groceries rather than
30:02then having to walk 20 minutes to get to the bus to go get their groceries 3045 minutes away and then coming back with all of that. Like, can they can't there be buildings closer to grocery stores and amenities that people don't have to drive to or that they can take the bus to
30:19easier. I understand yes there's going to be a bus a regular more regular bus route. But again that doesn't help that walk getting to the bus stop. What about the elderly who would be going into more of these homes a lot of retired families that are going into
30:34apartment buildings like they're downsizing and going into condos or whatever else they can't get to the bus stop. They can't get to the grocery store. Yes, you can order food. That's an extra so much money for people who are on fixed incomes for the food to be delivered.
30:48Like, I work I took care of the elderly for a lot of years and I've seen all of this happening. Ageism is a huge thing and people forget about that as well.
30:58Okay, thank you. And I appreciate you. You indicating that that has come up in conversation, you know, with with issues of density and costs of housing and such. So I do really appreciate that. And again, just to reiterate, I'm not coming at it from any position of anything.
31:13I just I just wondered. So that's that's all the questions that we had. There's nobody further. You did do a good job for your first time. So we do appreciate you being here. Thank you very much.

32:06This proposal has been an interesting journey. When Kerry and myself started this.
32:11We were notified by the city of Guelph.
32:14Even though the letter was dated March 10.
32:16We really got it March 20 in our mailbox.
32:19Even though we check our mailbox. I check it at least twice a week. My wife checks it once every every, every day.
32:27And we have correspondences coming in Kerry as well said she didn't get the correspondences on March 10. She got it on March 20.
32:36When I launched my petition, or I should say our petition.
32:40I launched it on March 26. It ran from March 26 to April 8.
32:46A total of 13 days.
32:48In that time, we visited neighborhoods on Decorso, McAllister, Zadok.
32:55And many more streets near the schools.
32:59It's really interesting because when I had this petition put forward, I didn't expect to get emails from all the people who I guess signed my petition.
33:11When I submitted my petition to city hall, it was 125 petitioners.
33:16Those who were able to scan my QR code, go online.
33:20I believe today the number is at 139 or 138. I'm not sure.
33:26That's only been 13 days.
33:28And you have 125 people who've signed. I've not paid for any marketing.
33:32I dropped a few flyers stuck it on a mailbox.
33:36That was basically it Kerry and myself.
33:41First off, I'd like to off the 125 people or the 125 voices, if you will.
33:48I would like to apologize if I don't capture any of you today.
33:53I know for some of you, it's been very emotional.
33:56Some of it, some of you, it hits home.
33:59I will try my best to go through the topics that all of you have discussed.
34:04So today when I speak, I feel very proud to speak for these 125 people who took the time to meet with me in front of their homes in negative seven degrees to explain to me their concerns.
34:19So first I will talk about decor so street where 12 pool street is being proposed.
34:26On the second day when I was canvassing if you will with Vincent, with Kerry Vincent, a gentleman approached me and he said, do you live here?
34:35And I said, no, I don't.
34:37This, have you ever driven down decor so I said, well, I walked from my neighborhood says, do you do you notice something?
34:46Not really.
34:47He's like, it's a one lane.
34:49Like just one car can get in.
34:51I'm like, I guess he's like, do you know how hard it is during rush hour to get to my job?
34:57And I said, no, he says you have everybody trying to leave that street.
35:01He's like, have you seen the lights?
35:03And I'm like, what lights?
35:04He said exactly.
35:05There are no lights is being proposed.
35:09He says, at the course of lane, it's a one lane.
35:14You have people coming out getting on to Victoria.
35:17And he said to me, guess what's on Victoria?
35:20I said, I don't know.
35:21He said, another one late.
35:24He said, you have all these individuals in the morning trying to get out of their homes trying to get to work.
35:31And I said, wow, that's pretty interesting.
35:33And then he asked me, how do you propose with this new 10 story coming in as is we're having difficulty going from decor sort of Victoria.
35:43How do you propose everyone's going to be able to get in and get out safely?
35:50I said, I don't know.
35:51He said, well, when you do get to City Hall, make sure you mention it.
35:55I said, I will.
35:56He then asked me, did you see the bus stop here?
36:01And I said, no, he's like, there isn't transit here.
36:04So he asked me, do you know what that means?
36:06And I said, do tell me.
36:08He says, that means everyone will have to use their own vehicles.
36:12And then he said, have you counted the number of visitor parking spots?
36:16I said, I haven't.
36:17And he said, it's about 10 and you're lucky if you get one.
36:23I said, wow, that's interesting.
36:25He says, yes.
36:26He says, if you put in a 10 story building, how much more visitor parking is going to be there?
36:31And then he told me, most families, they have two vehicles.
36:37The proposed parking does not meet the requirements.
36:41He says, on top of that, how is there going to be the outflow of all these parking spaces
36:46all onto decor so all from decor so onto Victoria?
36:51Where's the planning for it?
36:53I said, I'm not sure and I can't speak on it, but I'll let them know.
36:56He said, please do.
36:57I said, I will.
36:59He then asked me, have you looked at the proposed new development or amendment Gordon Street?
37:05I said, no, I haven't.
37:06He said, have you looked at the one at Stone Road and Victoria with Fusion Homes?
37:11I said, I haven't.
37:12He says, do you know how many high density buildings have been built in Guelph in the south end over the last three years?
37:18Do you know how many more are coming?
37:20I said, no.
37:22He says, do you know what's the similarity between all of them?
37:25I said, no.
37:26He said, they're all using Victoria Street.
37:29One road for all these developments.
37:34I said, well, that's something.
37:36And then he said, I told him, you know, there is a transportation impact study.
37:39Maybe you should review it.
37:40You seem to have a good caliber on this.

37:48Has the study looked at highway 34 and highway 46, the roundabouts and not from a quantitative analysis, but from a qualitative one?
37:56Do you know how many people wait between the hours of 11 o'clock and three o'clock just waiting so they can go around the roundabout?
38:04You have Victoria and Gordon all pulling in there.
38:08He said, you know how inconvenient that is?
38:10Just waiting on a roundabout.
38:12I said, yeah, I have enjoyed it myself.
38:14He's like, imagine what it will be like after all these developments are up.
38:18I'm like, yeah, there'll be a lot of traffic.
38:20He's like, that's putting it lightly.
38:22I said, fair enough.
38:25Then we worked our way to parking.
38:29He said, I love to host people.
38:31I love people to come home.
38:33I love people to cook for them.
38:35My wife likes to cook for them.
38:36Here's the problem.
38:38Even though our home, it's great.
38:39It has a kitchen and has a dining.
38:41When people come, they have nowhere to park.
38:44I asked them, where do they park?
38:45He says on the side of the road and they get tickets.
38:47And more than once, he says, a lot of people don't like to come over because they know they're going to get tickets.
38:53There's no side streets near Decorso.
38:55It's just Decorso in Decorso out.
38:57There's nowhere to park your car.
38:59I said, that's pretty tough.
39:01He's like, it is.
39:02He says, please mention that to them because he's unable to have guests over.
39:06I said, I will mention it to them.
39:08After we talked about traffic and parking and the lack of transit, this was another pressing issue for a couple of people.
39:18Some of the elderly said, who do live at Decorso said, there is no bus.
39:23He said, they're a little too old.
39:26Their eyesight's not as good to drive.
39:29He said, before we have all these people here, it would be nice to have a transit road.
39:33I said, I'll mention it.
39:36The fourth point would be schools and daycare.
39:40This was a little bit disheartening and I was unaware of this.
39:47At least four parents came up to me and they said, they're still waiting for registration in local schools, particularly both the schools, the public and the Catholic.
39:59They said that registration is not so simple.
40:02You have to get in line.
40:04I said, that's really tough.
40:06They asked me, do you have kids?
40:08And I said, not yet.
40:10They said, do you plan on putting them in daycare?
40:12I said, of course.
40:13They said, good luck with that.
40:15They've been on the list for about, their neighbors have been on the list for about 10 to 11 months and they haven't gotten a spot.
40:23I have another gentleman as well by the name of Dan.
40:25He's a school teacher, great guy.
40:27He also lives in our community.
40:29He's still waiting to get into daycare.
40:31It's not possible.
40:33The services are just not there for the current community.
40:36This was something I had learned about schools and daycare.
40:39The next point would be the environment.
40:44When I had spoken to Lindsay, I guess she had mentioned to me that because this is an addendum, the last environmental impact document was done in 2017.
40:53A few people that I met at the University of Guelph, they told me,
40:59we understand it's an addendum.
41:01However, nature didn't stop in 2017.
41:05From 2018, 19, 20, 21, 22, the waters or the wetlands, they have swollen.
41:14As Kerry Vincent had said, what used to be a creek, there's a fair amount of water there.
41:19One of the biggest concerns some of the students and the teachers at the University of Guelph asked was,
41:27if they're going to be doing construction there, they're about under 100 feet from the wetlands.
41:32How are they going to prevent all the debris, all the other materials from getting in?
41:38Because those wetlands go right into Torrance Creek that also go into other waterways.
41:44Thank you.
41:50In conclusion, keeping in mind traffic, parking, lack of transit, schools and daycare environment,
41:56typically a product or any financial transaction is either categorized as a good or a service.
42:04We don't see in any way how this proposal serves the community.
42:08I'm going to give you one more sentence to wrap it up because I'm a nice guy.
42:12Thank you.
42:16I guess that was my conclusion in which the proposal, any transaction by the builder, it should be,
42:21we look at it as goods and services, it should be good for everybody and it should serve the community.
42:28The fact that we have issues with traffic, parking, lack of transit, schools and daycare, environmental issues,
42:36and quite frankly, I'm able to stand here today and say it in a very calm manner.
42:42I can assure you the people that I've met, the 125 voices that I've met, they were not the nicest thing.

43:40Thank you, Tracy. It's Mayor Guthrie speaking. We appreciate you joining us. And I am going to reset my clock here,
43:50and I will mute and you can have up to 10 minutes starting now. Go ahead.
43:55Okay. So my name is Tracy Tucker. I'm here on behalf of the applicant, Victoria Park Village,
44:01who is the developer for the entire subdivision. Next slide, please.
44:07So the subject lands, as you heard, are located within the, or west of Victoria Park Road on south, and they are located in the existing approved subdivision for the area.
44:24It is an existing block, which has is adjacent to the environmental lands. We are aware that they are there. The studies and everything were approved and the subdivision was built and designed based on the
44:38approvals of those previous environmental studies. Next slide, please.
44:44So the proposal before you today is for an official plan amendment to allow for a 6 to 10 story residential apartment building.
44:53So it steps on either end of the building and then in the central of the site, it will be 10 stories with perimeter stacked townhouses that are four stories in height.
45:02There is an underground parking garage.
45:05And the parking is proposed to be provided at 1.25, I believe, which is the city's requirement for zoning. So we did keep it in line with the zoning because we were aware of the traffic or the issues over on with transit.
45:25And there is also surface parking for visitors as well as there will be some visitor parking underground on this site.
45:32We have provided amenity space and we are proposing a density of 208 units per hectare. Next slide, please.
45:42So the proposed building, it is so you can see it is stepped on the ends of it as well and then in the middle, it will be a bit taller.
45:50Next slide. And then the stacked townhouses will allow for, I believe it's four units per block with a per section. So basically one per floor at the end of the day.
46:05And we'll be four stories in height parking for these will also be provided underground with access to the units from the underground.
46:13Next slide, please.
46:17So currently the lands are designated low density greenfield residential, which permits multiple dwellings, including apartments up to 50 persons and jobs per hectares limit and the maximum of 60 stories with a max density of 60 units per hectare.
46:37So the plan is actually based on the entire subdivision if in reading the policies, the, it's not a site specific because this was developed as part of a subdivision. Next slide, please.
46:51So the proposed official plan amendment is to bring this site to a high density residential with which permits a max height of 150 or 10 stories and the maximum density of 150 units per hectare.
47:06The goal is to have 493 units on site with 2.4 hectares of land at 208 units per hectare and 10 stories. So there would be a site specific policy requirement to permit a density of 208 units per hectare.
47:24Next slide, please.
47:28So in the growth plan for the greater horseshoe, greater golden horseshoe the greenfield development has a minimum density of 50 people in jobs per hectare over the greenfield area and I do understand through the land needs assessment it was identified that wealth is currently providing this at about
47:4862 people in jobs per hectare and they are proposing to increase policies to or the recommendation was to increase policies to 66 people in jobs per hectare.
48:01And so phase one of the subdivision or phase one of the into the subdivision without the subject lands has 287 units and 7 7.13 hectares of land which equals about 40 people or units per hectare.
48:25And then phase one and two with the proposed subject land development would increase that to 780 units with 9.5 hectares of land and a total of 82 people per hectare.
48:40So all of that the there was 29.8 hectares which has been removed from the density calculation that includes open space environmental landstorm water management roads as well as the proposed park in the subdivision next slide please.
48:57So as mentioned this is the proposed site plan we do have the central building with the stack townhouses along the perimeter.
49:08So let's go to the next slide please. And we did also do so one of the requirements was a shadow analysis, and this shows that I mean during the winter months when the most and most of the impact will be on the environmental lands from shadowing, but that is during the
49:26winter months when those are expected to have higher shadow levels.
49:34So, in conclusion, the official plan to amendment requested to permit development of 493 units will contribute to the minimum Greenfield development density targets for the city.
49:47It will provide additional forms of housing for the city. This is important because it provides additional housing that is affordable.
49:57So this is a smaller unit to the lous younger people to get into the housing market right now. I myself can, I can't get into the housing market to buying a single family home.
50:09So this would provide options for young professionals young families to get into the housing market at a more affordable rate.
50:18There are not increased adverse impacts on the environment. So these lands have already been.
50:25They are, there's nothing on these lands right now there is a sales trailer and for the most part everything else has been stripped because the lands have been cleared for the development.
50:37So the environmental lands have been evaluated and are protected through the draft plan of subdivision and the requirements of our draft plan of subdivision and approved plan of subdivision agreement.
50:47And there's adequate servicing to accommodate the proposed development. I will note I did hear lots of comments about parking.
50:55So, with the parking right now decor so drive only goes basically to the edge of 88 decor so.
51:04There's obviously not going to be a lot of parking. The subdivision will build out there will be more roads, which will open up a little bit more on street parking.
51:13And we did acknowledge in our traffic study that yes, there is some issues at the intersection of the course so and Victoria that will need to be.
51:24And that will need to be signalized before at or before 2028.
51:30Next slide. That concludes my presentation. So I'm here if anyone has questions.

51:56What I look at this, this concept plan.
52:00The amenities space is I see people will have balconies.
52:05I'm wondering about green space any connectivity to the natural area behind the subdivision. Can you expand a bit on that.
52:14Yeah, if we can pull up I believe it was the third last third or fourth last slide of my presentation and show the site plan.
52:35So there is a manatee space provided in between the units there's walkways there so there'll be a little bit of a manatee space with this back town has is along the course so and then there is an amenity space up by the top of Keegan court in the kind of
53:21block and then there's also a path on the
53:26further west which heads up to the future blocks to the north, which it would line up with the new else good drive.
53:37Thank you, Ms Tucker. My second question has to do with well that slide is up. Thank you.
53:44I'm not clear on the underground parking and who that who that services.
53:50If you could pull that slide up again to the clerks.
53:57You speak of the underground parking but I'm not sure what block.
54:01So the underground parking will service the entire block.
54:06It is located there's an access at both ends of the apartment building. And there will be each of the townhouses will have access as well.
54:15So I guess I'm not sure that's the underground and there will be a portion of the visitor because we are aware that the visitor parking on the upper level on the surface is not.
54:25There is not enough so there will be a bit there parking within the underground as well. And we have designed it to comply with the requirements of the zoning bylaw.
54:37I guess I'm a little thick because I'm not understanding.
54:41So the block to the south, which is currently developed will their parking will remain as is its site plan approved.
54:48It was zoning approved. They have their approvals.
54:52The single family homes will have their driveways as well as the parking will remain as is.
54:58So I think that's a good question.
55:00The other question is whether the parking will, whether or not the site plan approved.
55:07The single family homes will have their driveways as well as I believe there will be a non street parking plan or has been an on street parking plan provided for that.
55:15And then the other medium density block across the road has also has on their own visitor parking, everything will be contained for this site on this site for exclusive use of the parking block.
55:28for exclusive use of the owners and visitors of this site.

57:58So, affordability is basically providing housing that more people can actually afford to buy.
58:05Right now, there is a housing crisis.
58:08Housing prices are going up to exorbitant rates.
58:11A single person generally can't afford to buy a house on their own or without having
58:17support of family with down payments or going well above asking.
58:22So, this would provide opportunities for, yes, it's a smaller unit, but it allows
58:27you to get into the housing market.
58:30It may not mean that it's affordable to everybody, but it is more affordable in the sense that
58:37it opens the market up to more people than just dual income families who have support from other
58:45outside sources as well.
58:46Okay.
58:47And at present market values and present construction costs,
58:51what are we estimating affordable would be in just a ballpark figure?
58:55In this situation, I don't know what they're looking at for the pricing.
59:01Right now, I know everything is in flux.
59:04We could have a something could cost you $20 today that will cost you $45 tomorrow.
59:10So, construction fees by the time this gets through the official plan, the zoning, the
59:16site plan, I can't speak to that because values of everything in construction are going up and
59:23very volatile at this time.

59:29Are you able to discuss any federal initiatives that the IBI group might be looking to take
59:37advantage of for this building project?
59:40We have not looked into any federal initiatives.

59:57I'd like to know why it is that you can't build within the existing zoning on that property.
1:00:07Through you, Mayor.
1:00:08So, the existing zoning on the site actually doesn't support it, is still under
1:00:16appeal with the Ontario Municipal Board or Ontario Land Tribunal, which has been appealed
1:00:22subject to the future site plan.
1:00:24So, that's not what we're here for.
1:00:26We're actually here for the official plan.
1:00:29And in our opinion, we weren't, it's basically the density on the site should be calculated for
1:00:37the entire subdivision, which we comply with the densities for the entire subdivision of
1:00:42a green within the greenfield designation.
1:00:46So, we have had to come in because there was a difference of an opinion.
1:00:50And this site is now being suggested to be a high density site because we're proposing
1:00:56different land forms or building forms than what were proposed back in 2006 when this subdivision
1:01:04just started.
1:01:07And then we also have asked for the increase in height, which we would have needed the official
1:01:11plan amendment form.
1:01:13Who suggested this be high density?
1:01:16This was through our.
1:01:18You were the city.
1:01:20So, was it the developer or the city that suggested this be high density?
1:01:24When we proposed with our proposed plan, it was that was when it was suggested that it should
1:01:28an official plan amendment was needed to make it a high density block with the proposed site plan.
1:01:36I just want to be clear.
1:01:37You applied for the high density staff didn't ask you to apply for the high density.
1:01:41Correct.

1:01:44So, the other thing I want to understand a bit better, I just, I'm not clear about the town,
1:01:49the four story stack townhouse.
1:01:53Because I thought that there was a stacked townhouse in which I usually think of as a
1:01:58couple of stories, but you're saying there's a unit on each floor of these in these blocks.

1:02:07So, there's a townhouse is only one floor.

1:03:59So, for the affordability and the net zero, that will be designed through the site plan.
1:04:05We have been in talks with the developer about creating potentially a more lead certified
1:04:12building, making it a bit more like environmentally friendly and also sustainable building practices
1:04:19obviously will be required and any requirements under the building code will be implemented as required.

1:04:28But there's no commitment at this time to solar ground source heat pipes.
1:04:34Heat pump, complete renewable net zero building.

1:05:05So, you know, Gordon Street has many six to eight store buildings.
1:05:08We have some nodes like in Pair Island Paisley when I see this type of density.
1:05:13I'm trying to understand on when I read the planning justification report, I didn't see it.
1:05:18Could you help us understand from your perspective, how does the six to 10 store building fit?
1:05:24You know, I see how phase one fits, but I'm not seeing how phase two fits into the neighborhood.
1:05:30Yes.

1:05:32So, the building we're trying to get because of the affordability, the housing crisis
1:05:38going on, we are trying to increase densities.
1:05:40And because given the location of this block, it was always proposed to be a higher density block
1:05:47because it is you, there is direct access essentially with just slow getting out to the
1:05:53court, you get out to the course.
1:05:54So you can get both straight from the course.
1:05:56So out to Victoria.
1:05:57So you'd only be passing the residents on the existing 88 decor.
1:06:02So you're not filtering it through the entire subdivision.
1:06:07So, and with everything else going on to the north, we do know there is some more higher
1:06:11density coming through this area.
1:06:14The difference being we have a large environmental parcel at the beginning at the front of our site.
1:06:20So we can't develop that.
1:06:21Ideally, that would be where we would have put higher densities.
1:06:25But we're looking to save the environment.
1:06:28We don't want to get ruined it.
1:06:30So we're trying to increase the densities on site through this block.

1:07:01So phase two for the single family homes, I believe they're all under construction
1:07:06are going under construction now for the this block specifically.

1:07:15And that I believe we were looking approval later this year, which would put us to site plan,
1:07:21dealing with the OLT for the zoning end of this year early next year.
1:07:26And with construction potentially being end of 2023 beginning of 2024.

1:14:37So I currently have or I had a purchase agreement on that development and I am in a
1:14:45group a WhatsApp group with other people that have purchased already units that were available.
1:14:50First of all the builder talks about affordability but they took our chance on affordability about
1:14:59terminating our contracts after we were one year with them under contract with them.
1:15:05They terminated our contract without further explanation.
1:15:09So I would like to bring that but the other thing they are looking for is selling the
1:15:15same lots at a higher cost.
1:15:17So affordability there you go.
1:15:19One thing the Corso is a one street in one street out even when we go visit the site.
1:15:26It's a squeeze if there is a lot of people going into those town homes.
1:15:31So a question for the developer when they say they're building this
1:15:35four floor stacked town homes is that going to be the same issue you already have on the site
1:15:42where people cannot have people over.
1:15:44And one more thing about the developer has people living there.
1:15:48There is no public transportation that comes in into the development and I feel so bad because
1:15:54there is a lot of those families that may have only one car.
1:15:58They may have kids at home.
1:15:59There is not even a park that was built already.
1:16:02They should have started with that.
1:16:03Those people are living there for a long for a few years already for a long time without having
1:16:08a park on that subdivision for those kids and those stacked on homes already built.
1:16:14So I think that's all I have.

1:16:44Thanks Mayor Guthrie.
1:16:47I grew into a community in Milton that had one in grass egress road
1:16:57and that is my major concern with this development.
1:17:02The trepidation that was felt by many in the community of predominantly single family homes
1:17:11and semi-detached was quite pronounced through the first five years of my residents there.
1:17:23One way in, one way out, not the best way to develop a community.
1:17:31My questions have to do with why the developer believes that having 208 residents per hectare
1:17:41is a good use of this particular block.
1:17:50Having no public transit for eight years from the beginning of the development
1:17:58of this particular block is very concerning.
1:18:01I did a search on Google Maps to see how long it would take to get to various food amenities,
1:18:10grocery stores from that location on public transit as it currently exists and the times
1:18:17vary from 20 minutes to an hour and a half depending on which store you choose to go to.
1:18:25As someone that has chosen to no longer have personal car ownership,
1:18:32I believe that the city has a responsibility to help those that wish to reduce their personal
1:18:41carbon footprint and I do not believe that this particular built form on this particular site
1:18:54is a way that this city should be going at this time.
1:18:57I do believe in affordable housing and from what I've heard this evening, I do not believe
1:19:04that these particular units will necessarily be affordable.
1:19:12I also question the quality of life that is available to the individuals that move there.
1:19:19Having moved into a brand new community that was in its second year of build,
1:19:24I understand that it takes time and at the same time, I wonder how long that time will be
1:19:31given the fact that the east end of Guelph is still essentially a food desert.
1:19:39And I also question whether this is actually something that will bring us toward net zero for
1:19:482051. Yes, it is a high density development, but is it in the correct place? Thank you.
1:19:59Great, thank you. And let me see if there's a follow up for you. There's none
1:20:02on screen and none in the room. So thank you. So with that, thank you to all the delegations
1:20:10that have come forward tonight. So what's going to happen now is I'll bring it back to council
1:20:19if there is anything else other than what has already been stated because staff have captured
1:20:28everything stated by our questions and by the delegations as well as they take it away. So
1:20:36is there anything else? I'll go to Councillor McKinnon first and then Gowler.
1:20:42Thank you, Mr. Mayor. Councillor Orr can't be here tonight at the meeting and she has forward
1:20:49a little statement that she would like me to read on her behalf which addresses some of her concerns.
1:20:55So in 2010, the entire Greenfield subdivision was planned as a mix of single detached,
1:21:00semi-detached townhomes and even apartments, hemmed in by natural heritage. The subdivision
1:21:04totaled 489 units up from the zero when the land was a golf course. The 2013 OMB draft approval
1:21:14plan increased the entire subdivision to 503 units including 168 dwelling units on the block now
1:21:20known as 12 Pool Street. Today the proponent is asking for 493 units on the same block,
1:21:27more than what was originally planned for the entire subdivision in 2010. Nearly three times what
1:21:33was approved for this block in 2013, it is totally inappropriate. The proponent is asking for 208
1:21:40units per hectare on the property. This is higher than the density downtown or at Clare Gordon,
1:21:45both areas with access to transit options and easily walkable to a range of amenities.
1:21:52It is not an intensification hub. It is a strategic, is not a strategic oath area.
1:21:57Hemmed in by natural heritage, 12 Pool is not easily walkable to many amenities and has no road
1:22:02connectivity to neighboring subdivisions like McAllister or Ark Road. All of the assumptions
1:22:08underpinning the high density residential in other parts of the city do not exist for this property
1:22:13and for its future residents. It is not identified as high or even medium density in the recent
1:22:19shaping golf proposals because it is not suitable designation for this area. We need to acknowledge
1:22:24the context of the property as well. In fact, existing properties in this subdivision are
1:22:29already experiencing issues related to parking. We need to consider these impacts prior to a full
1:22:34build out of the subdivision. Imagine for a moment that you are hosting a celebration. Will all of
1:22:39your guests arrive by transit, walking or cycling? Probably not. However, the narrow road, close curbs
1:22:45cuts and low rates of visitor parking means that there will be very limited parking across the
1:22:50subdivision with no overflow parking capacity on DeCorso, Victoria or Argo. Regardless of the
1:22:57proponents plan for underground parking, the high water table and nearby ponds may pose
1:23:02severe limitations in this regard. While we strive for thoughtful intensification of
1:23:07greenfields, we are required to be vigilant of the future quality of life for its residents.
1:23:12There are few existing properties with 120 meters circulation radius. Thank you to the
1:23:18residents who came to speak up for their future neighbors. This council must receive the application
1:23:23but reject the egregious over intensification it proposes. It is not aligned with our official
1:23:29plan. It is not our vision for quality of life in Guelph. Thank you. Okay, thank you. Gaur,
1:23:36I believe, was next. Thank you, Thierry Worship. I have a comment or question to staff with regards
1:23:46to the access to parkland. It was mentioned that because of the surrounding areas being
1:23:54wetland, naturalized areas, will there be adequate access for the people living in this
1:24:01development given the once it is built out increased density? I don't know if that is something that
1:24:06maybe you will take back. I am concerned about a lack of access. In their planning justification
1:24:14report, they say things within three kilometers. They have all these things. I don't know if there
1:24:19is anything walkable to meet the needs of the density they are asking for.
1:24:29Through the Mayor to Councillor Goller, there is a park block in the approved subdivision. It was
1:24:38part of phase two. The park block was dedicated to the city. The park block hasn't been built out
1:24:45yet. That parkland dedication was based on the original draft plan of subdivision with the
1:24:50original number of units. Looking at the additional units that they are proposing, we would have to
1:24:57get further comments from our park staff with regards to additional parkland requirements,
1:25:03whether that is in cash and lieu. In this case, there wouldn't be additional land because the
1:25:08park has already been dedicated and all the other blocks have already been created through
1:25:13phase one and phase two registration. In this case, it would most likely be
1:25:18a top-up in accordance with our parkland dedication bylaw. We can provide a further response to that
1:25:24in our recommendation report council. Thank you very much for that. I would just be looking at
1:25:31and I realize it is not being built yet. If we have timelines for when that would happen and
1:25:37whether it is a community or a neighbourhood park, I would appreciate that information. Thank you.
1:25:41Thank you, Councillor Downer. Thank you. So, with Councillor Rourke, I would add that
1:25:52I'm not a fan of underground visitor parking. I that this rarely seems to work and has usually
1:25:59ended up taking over by people that live in the units. But I think council work has summed up a
1:26:05number of issues that I have. The other thing, I have a question of staff because the issue of
1:26:11affordability and growth and how we need to grow. So, I was looking on the city's website. So,
1:26:18this question would be to Ms. Walkley, I believe. The growth management and affordable housing
1:26:26monitoring report from 2020. So, first is when will the 2021 be out? And just sort of from your
1:26:39understanding, right now we have in 2020, we had close to 9,000, 8,707 designated and available
1:26:51units that could be built today or tomorrow. Is that still around the case? Because the issue
1:26:57of supply keeps coming up and we need more housing. And yet, we still don't quite understand
1:27:04whether or not building what's available, what's approved. Thank you. Through the Mayor, to
1:27:10Councillor Downer. So, the 2022 growth monitoring report will come out in June and that'll be the
1:27:19updated numbers based on this, especially we have the census data too. So, we'll actually have a
1:27:23better, a more realistic number. I will say for everyone listening that the number for an affordable
1:27:28unit in 2021 was 420,125. I know we did not receive an answer from the applicant tonight,
1:27:35but that is the affordable ownership value that we have for 2021. Rental was just because I have
1:27:45a fact in front of me and I want to share it. It was 1295. So, I will share that as well. So,
1:27:51those are the affordable housing numbers we have. We will update the supply based on how many
1:27:56permits we issued in 2021 versus the number of units we approved. So, we do keep very accurate
1:28:04records of our supply. The province does require us to keep a short term and a long term supply.
1:28:10So, we will have those numbers updated for the June report. There's a short term supply and then
1:28:19the designated and available that so in 2020, the designated and available was 8,707. Do you
1:28:31anticipate that to be that high again? I think it will be within probably a couple of
1:28:38hundred units either way. We'd have to double calculate it, but it will be very close.
1:28:43So, just a comment, Mr. Mayor. It's my concern around this conversation around the lack of
1:28:49supply that is leading to the rising prices. And there's some things not driving because
1:28:57we have a significant amount of supply that could be built on within the next few months if
1:29:03the developer so chose. And that's total greenfield and infill, so in the built-up area. So, it's
1:29:12hard to reconcile those that I'm just pointing that out because we keep hearing about the supply
1:29:19issue. Thank you. Let's go to Councillor Billings then, Belle. Through you, Your Worship. I totally
1:29:31agree that this is not a suitable location for high density and not in line with our official plan.
1:29:37So, I wanted to ask through you to planning staff, does this proposed site meet any of the
1:29:43criteria in the OP for high density residential? Through the Mayor to Councillor Billings, that's
1:29:53something we would review as part of our review of the application and bring that forward in a
1:30:00recommendation report. Certainly, but you can't comment on it now? Well, I can provide some comments,
1:30:09but obviously a more fulsome review would be more appropriate through looking at all the criteria.
1:30:15But one of the criteria is that a high density residential site should be on an arterial road,
1:30:22which this is not. And I can't think of any other, there's a number of criteria,
1:30:31but that was the main one that came to mind. I don't know if Krista had any other comments.
1:30:40I just, sorry, I don't have the OP policies right in front of me with regards to the criteria,
1:30:43but that's something we would do as part of a formal review. Okay, thanks for your help, Lindsay.

1:31:00So I think that there are so many things wrong with this submission. It's and as summarized by
1:31:15the High Councillor O'Rourke's statement, it's just not a proper site for intensification,
1:31:25because anyone living there has no shopping or work amenities within walking distance. So they
1:31:34would be compelled to own, you know, probably two cars per unit. So the ratio of 1.25 is meant to
1:31:46reflect high density development that's in walkable neighborhoods, which this isn't nor will ever be.
1:31:55So I would encourage city staff to refuse the official plan change and return it to Council
1:32:13for speedy approval so the developer can get on with another plan. So I'll put the receipt on the
1:32:27on the floor. Thank you. Yeah, Councillor Hoffman is seconding to have it on the floor and
1:32:35thank you, Councillor Bell. Okay, seeing nothing further, I think, oh, Councillor Hoffman,

1:32:46So I just want to reinforce Councillor Bell's comments and it's so true. It's not walkable.
1:32:55There's no transit available, severe traffic issues, and no amenity space. So I think this
1:33:03application is going to have to go a long way before I'll be able to push the yes button.
1:33:08Great. Thank you. So my closing comments before I call the vote to receive,
1:33:17you know, I just think I would really want to encourage the developer. I don't know if the
1:33:22developer has reached out to the community at all. It seems like a lot of organization by the
1:33:28community in regards to tonight. And there's obviously a lot of concerns. And this Council has
1:33:38seen some good success when developers actually, you know, meet across the table with or on the
1:33:44on the front porch with the neighborhood and actually discuss some issues. And I think for
1:33:50us to be looking at these kind of complete communities, it's not about the complete community
1:33:55of the existing neighborhood with the future neighborhood, but the complete communities
1:34:00includes the conversation with the developer that's going to be creating that other that
1:34:05that other neighborhood, right? So if you could, if you could please take my mayoral advice in
1:34:12trying to set up an opportunity to meet, that would be probably some good advice to take.
1:34:19And I hope that the community in turn says, okay, you know, we're willing to talk to and try to
1:34:25work some things out. I think that would be that would be a very, a very good thing. Other than

1:34:58In our official plan, we have some policies related to the rural urban fringe. And this is on
1:35:03the boundary. Victoria is the boundary of Pustulinch Township. Now it's a little bit inside Victoria
1:35:09Road. So I don't know if it's in with within a certain number of meters that we call the rural
1:35:14urban fringe, but Councillor Bell spoke to it never being developed in the future. And I just,
1:35:22it tweaked my memory that there is the Torrance Creek Wetlands. It is another golf course that
1:35:30this really is the edge of town. And quite often we'd say, well, the edge of town eventually will
1:35:35grow out. But I would like the staff to examine whether this edge of town will in fact ever
1:35:42grow out given the natural heritage in the rural part of this quadrant of golf. Thanks.

1:39:21this is, it would be nice to have some outdoor space at this location for the students. But I

1:39:35to say, through you, Mayor Guthrie, there are programmed outdoor and indoor amenity areas for
1:39:42the occupants of the building. So they're a bit closer to actually the building and much more
1:39:46accessible. So there's a whole area on the one side of the building that's planned for outdoor
1:39:53amenity areas and gathering in social areas. And then there's a number of indoor amenity areas as well
1:39:58that could be used year round. So our focus was on creating those spaces closer to where the
1:40:05students will actually come and go from the building. And then the interior spaces are even easier
1:40:08for them to get to. Okay. Great. Thank you. I just, I'm having trouble seeing them on the
1:40:16site concept plan. Yeah. So the total, through you, Mr. Chair, if I can just add a little bit more.
1:40:23The indoor amenity area right now is just shy of 14,000 square feet internal to the building. I think
1:40:31if anybody has visited a holiday in at any point in time in their life, they understand what the
1:40:36atrium internal to that looks like. The pool will be filled in. There's a lot of communal area,
1:40:42working area, gym, et cetera, that's been provided for the students to really feel like
1:40:50a residence and a community resident that you would get in first year only for second, third,
1:40:54and fourth, and potentially grad students as well. And then the outdoor amenity area is just
1:40:59greater than 2000 square feet, which will also have a barbecue area, a lounge area with associated
1:41:06outdoor bicycle parking and an area for them to access during those months. In those areas,
1:41:13there's also raised community gardens, which we are working with the University of Guelph to work
1:41:20with their agricultural program to look at those types of, maybe it's an herb garden, maybe it's
1:41:28some additional space there in that outdoor amenity space. So that's what we have right now
1:41:35in the retrofit of the existing building. Great. Thank you. I'm glad I asked.

1:42:41we are proposing about 100 bicycle parking spaces right now that are proposed. We're looking to add
1:42:48a bit more for visitors as well. Some are internal that also include a bike repair station as well,
1:42:54and then a covered portion of outdoor bicycle parking that once again this building will be
1:43:00professionally managed in 24 hours surveillance on it. And so that is secure not just from the
1:43:05ability to secure your bike, but also from that operator as well. Great. Thank you, Dana and

1:43:54We are at a presentation now for the next and final item, which is the Notice of Objection
1:43:59to Intention to Designate 919 York Road. And a quick presentation from our senior heritage planner,
1:44:09Stephen, are you available for us? Okay, clerk's just saying they're going to get him for just
1:44:23a second. So just please hold. Hi, Stephen, I think it's Mayor Guthrie. I think clerks have
1:44:37indicated you are available. We just need you to turn your camera on for us. I'm sorry, Mr. Mayor.

1:44:50and hear you. I'll turn it over to you. You have some brief comments before we continue on this item.
1:44:55Go ahead. Thank you, Mr. Mayor. Good evening, Mr. Mayor and Council. I have a few,
1:45:02I have two pages of information I'd like to bring to the committee, and I'm just going to make sure
1:45:09that I'm looking the right way here. And I'd like to provide a brief summary of aspects of the staff
1:45:19report before you regarding 919 York Road. All of the information I'll refer to is already contained
1:45:27in the staff report, but the following points are key to understanding some of the recent changes to
1:45:32the Ontario Heritage Act that make it necessary for Council to make a decision at this meeting
1:45:39regarding their intention to designate the Matthews Farmhouse at 919 York Road.
1:45:44A property may be designated under Section 29 of Part 4 of the Ontario Heritage Act if it meets
1:45:53more than one of the criteria used to determine cultural heritage value or interest as set out in
1:46:00Ontario Regulation 906. Staff maintain the opinion, which is supported by Heritage Guelph,
1:46:08that the Matthews Farmhouse at 919 York Road has significant cultural heritage value and that its
1:46:15heritage attributes should be protected by designation under the Ontario Heritage Act.
1:46:21Following the staff report to Council on December 13th, 2021, Council directed the City Clerk to
1:46:27publish and serve a notice of intention to designate the property. A notice of intention to designate
1:46:35was published and served on December 23rd, 2021. An objection to the intention to designate was
1:46:42received by the City Clerk on January 20th, 2022 from the legal council of the property owner,
1:46:50which is Brody Limited. I want to just briefly describe some of these changes that have occurred
1:46:59to the objection process for an intention to designate. Councilors will know that the More Homes
1:47:07More Choice Act, otherwise known as Bill 108, came into force on July 1st, 2021. Schedule 11 of this
1:47:16act made changes to the Ontario Heritage Act, which included amendments to the designation
1:47:22process and its prescribed deadlines. Subsections 6, 7, and 8 of Section 29 of Part 4
1:47:31are new provisions in the Heritage Act added through Bill 108. Subsection 6 states that if a
1:47:39notice of objection to Council's intention to designate has been served, Council shall consider
1:47:46the objection and decide whether or not to withdraw its notice of intention to designate
1:47:52within 90 days after the end of the 30-day objection period. In the case of 919 York Road,
1:48:00Council must decide whether to advance or withdraw its intention to designate before April 24th, 2022.
1:48:10Subsection 7 states that if Council decides to withdraw the notice of intention to designate
1:48:17the property after considering the objection, they shall withdraw the notice by causing a notice
1:48:23of withdrawal. And the third subsection, subsection 8, states that if Council decides not to withdraw
1:48:32the notice of intention to designate the property, a heritage designation bylaw must be passed within
1:48:39120 days after the date of publication of their own notice of intention to designate.
1:48:47So in summary, if Council intends to proceed with the designation process for 919 York Road,
1:48:55you would need to pass a designation bylaw before April 24th, 2022. As you're aware, a proposed
1:49:04bylaw is included as attachment three of the report for your consideration.
1:49:11If Council approves the heritage designation bylaw, a notice of passing of the bylaw is required to
1:49:18be published. Any person who objects to the bylaw may appeal to the Ontario Land Tribunal by giving
1:49:26the tribunal and the city clerk within 30 days after the date of publication of the notice of
1:49:32the bylaw's passing, a notice of appeal setting out the objection to the bylaw and the reasons
1:49:39in support of the objection. The Ontario Land Tribunal or OLT would hold a hearing and make a
1:49:47final decision on the matter. So in closing, staff recommend that Council continue with its intention
1:49:55to designate 919 York Road and that proposed heritage designation bylaw number 2022-20689,
1:50:05seen in attachment three, for 919 York Road be approved in order to meet the prescribed deadlines
1:50:13of the legislation. I'm happy to answer any questions that may come from Council. Thank you.
1:50:20Okay, well thank you. Let me see, there's no questions in here. Okay, on screen I have
1:50:27Billings and ALT, please. Through you, Your Worship. In the report, staff say rehabilitate for a
1:50:38practical future use, but given the current zoning and the proposed zoning as natural heritage zone,
1:50:46what would that use be? Like what is the viable after use given the current and the proposed zoning?
1:50:58Through you, Mr. Mayor, the draft comprehensive zoning bylaw has natural heritage strategy zoning
1:51:06going right over the area that's right over the house or the Matthews Farmhouse. Planning staff
1:51:12are currently looking into this to correct it and to add it to the zoning for the commercial
1:51:20mixed use center designation. Okay. I should say that they're currently looking at this
1:51:30possible correction. I'm not necessarily stating that this will happen. It's something that's being
1:51:34looked into by by planning staff. Okay, but if that doesn't happen and if that's not recommended by
1:51:41staff, then what is the viable use? Because right now it's Parkland and if it does get
1:51:49the natural heritage zone, what would a viable use be? What would it look like?

1:52:30Thanks, Mayor Guthrie, and I can respond to that as well. So we have looked at this through the
1:52:36comprehensive zoning bylaw that will be coming back for draft in July and we are looking at
1:52:41amending that zoning to ensure that it does have a viable future use. The preservation of this
1:52:47heritage building and other buildings, which we have done site-specific or committee of
1:52:50adjustment zoning on, is important to the city. So it will be coming back with a future use that
1:52:55would make it more viable for someone. Hope, Councillor Billings, we think you're still muted there.

1:53:16absolutely saying it will not remain as park, the zoning as park land right now.

1:53:51Alt. Thank you, Mayor Guthrie. First of all, thank you to Mr. Robinson for the succinct statement.
1:53:59I'm happy to put the motion on the floor and I have one question. So I would be looking for a
1:54:05seconder. I'll go, Councillor Hoffund. Thank you. Thank you. And the question actually is probably
1:54:15through you, through staff to the chair of heritage. I was wondering if there were any
1:54:21comments that the Heritage Committee would like to make or has staff expressed itself
1:54:26appropriately and there's really nothing more to be said. Thank you, Councillor Allt. And through
1:54:34the mayor, I think staff has actually expressed themselves well. The notice of intention to
1:54:41designate exactly says what heritage call feels about the property. It's a very rich property with
1:54:51unusually rich with two streams of heritage involved. The association with the reformatory
1:54:58as well as a rural colonial post-settlement association. So we're very keen to see it
1:55:06designated and stand with staff when recommending that Council does not withdraw
1:55:15their notice of intention to designate. Thank you. Thank you, Mr. Mayor.

1:55:24Yes, thank you, Mr. Mayor. There's some of the public discussion and comments we've heard and
1:55:29certainly what we've heard from the current property owner is that it is prohibitive to repair
1:55:35due to the years of it being vacant. And I just want, my comments are that I hope Council will
1:55:42support the designation. It does meet the criteria. I don't want to reiterate that part of the debate.
1:55:51But I do want to add that adaptive reuse of a structure in any state, as long as it's solid,
1:55:56and this is a solid structure, can be repurposed. And so I feel confident that once
1:56:09an appropriate use is examined through our planning staff, and I've seen lots of great
1:56:14examples of dwellings repurposed for a number of uses, anything from education,
1:56:22demonstration site, residential, cafe, like there, I just think exploring those uses is an
1:56:29important part of its adaptive reuse discussion. And I look forward to the owner putting out an
1:56:36RFP to see whether that community interest, an offer went out to the city to purchase the property
1:56:46for a dollar. And I encourage the applicant and the owner to pursue that in the community as well,
1:56:51because I think our community is very innovative in the adaptive reuse of heritage buildings.
1:56:57So I'd like to encourage that as a next step. Sorry to interrupt. Thank you. Thank you very much.

1:57:08Yes, thank you. So upon reading the objection by the owner, I think he has brought forward
1:57:20points and information that weren't apparent in our original intent. I think it
1:57:31will be very difficult to find an adaptive reuse for this. So I won't be supporting the designation,
1:57:46and I would ask you to separate the two recommendations. Thank you.

1:58:27that, which I'm going to support this for the reasons that were laid out by the chair of heritage,
1:58:37wealth and staff that are in unison on this. But I think the big takeaway is what we heard from
1:58:46our planner tonight, our head planner, is there is going to be looking to have a zoning that will
1:58:51be applied to this. Yes, it's the will of council. Honestly, I can't think of any reason why we wouldn't
1:58:57approve that in literally a few months. That change of use in zoning will probably open
1:59:07many, many opportunities to rethink that land, either for the owner, or as Councillor Caron suggested,
1:59:15other nonprofits, other opportunities that can be looked upon there. So I think the strength
1:59:23of the recommendation to approve, I believe had some solid ground on it prior to what our planner
1:59:30said about the zoning changes, but even more so now because of that possibility. So I just want
1:59:36to encourage the owner on that as well to look forward to that. Okay, with that, is there anyone
