2:13:04Staff added a memo to this item saying that they were okay with a

2:13:0940 year lease with one 10 year renewal term.

2:13:12And that is the only change here.

2:13:48It's a question through you to staff in the memo that came to us on this,

2:13:54the last two paragraphs, I think are fairly pertinent.

2:13:57City is Landlord is responsible for major capital repairs and

2:14:01replacement.

2:14:02And then it goes on in a typical commercial lease for a long duration.

2:14:06It's common for Landlord to insist on a redevelopment clause.

2:14:10And I'm wondering what the significance of this is given that we are extending

2:14:15the lease and that this is a public building, not a typical commercial lease.

2:14:21Through the mayor to Councillor Allt.

2:14:28I may start and may see if our general manager of facilities and energy can come

2:14:32down and speak to you on that.

2:14:34I do know, I think sort of fundamentally we're comfortable with the proposed

2:14:38amendment in terms of the timing that we've got here,

2:14:41but Ian can speak a little bit more here to your specific question.

2:14:50That clause is about if we were to extend, so the memo speaks to the typical

2:14:56period of investment is that 30 to 50 year window.

2:15:00We don't know exactly when that will be.

2:15:02It's a bit of a gray area, 40 years in the future.

2:15:05And that those two paragraphs really speak to if we were to extend out to like

2:15:10a 60 year or a 70 year lease, then we'd be wanting to be looking at what

2:15:13happens in that period of investment because we're aligned to that period of

2:15:17investment that we've covered off the concern within those paragraphs.

2:16:06is worthwhile sometimes.

2:16:08So I think I just want to recognize you, Councillor Goller,

2:16:11for bringing it forward fair enough.

2:16:12But I also want to recognize staff for kind of being able to pull together the

2:16:15information that makes me, and I think many members of council feel a lot more

2:16:19comfortable in looking to support this than what was originally kind of proposed

2:16:22at the beginning, but at least kickstarted the conversation.
