That the City-initiated Zoning By-law Amendment to correct mapping errors be received and approved in accordance with Attachment-3 of Report 2025-526, dated January 20, 2026. That in accordance with Section 51(33) of the Planning Act, the application by the City of Guelph on behalf of the owner, the Estate of Stanford Robert Snyder and the City of Guelph for an extension to the Hanlon Creek Business Park Draft Plan of Subdivision 23T-03501 be approved with a three year lapsing date of November 8, 2029, subject to the original draft plan conditions approved by the former Ontario Municipal Board in its Decision/Order No. 3143, issued on November 8, 2006, and subject to changes made to the original draft plan conditions approved by City Council on October 12, 2021, and recommended in Attachment 5 of Infrastructure, Development and Environment Report, dated January 20, 2026. That in accordance with Section 51(45) of the Planning Act, administrative and technical revisions have been made to draft plan conditions approved by the former Ontario Municipal Board in its Decision/Order No. 3143, issued on November 8, 2006 to update standard wording and new service area names and staff titles, and update By-law numbers. That the application by the City of Guelph on behalf of the owner, the Estate of Stanford Robert Snyder and the City of Guelph for a red-line amendment to approved Draft Plan of Subdivision 23T-03501 to create a new Block for the purpose of a municipal water well, shown as Block 33a and a revised Block 33, be approved in accordance with the red-lined Draft Plan of Subdivision as shown in Attachment-4 of Infrastructure, Development and Environment Report dated December 9, 2025 and that Council approve housekeeping changes to the draft plan conditions to note the new Blocks. That in accordance with Section 51(47) of the Planning Act, City Council has determined that no public notice is required as changes to the draft plan conditions are administrative and technical in nature and are therefore considered to be minor.

1:54:46All right, this is you may remember. Uh, my will gregory project manager with planning and building services
1:54:51And I'm here again to present a city initiate a city initiate a suite of housekeeping amendments for the handling creek business park phase three
1:54:59This is the statutory public meeting and decision meeting for these amendments
1:55:06All right, so handling creek business park as as council is no doubt aware is located in southwest corner of the city
1:55:14Uh, it is a very large scale
1:55:18Um business park that's being developed in phases the original drafts of division approval was first approved by the uh,
1:55:25ontarian miss will board
1:55:27In 2006 and is being built out in phases ever since phases one and two are
1:55:33Substantially complete phase three is is undeveloped and that's the subject of these housekeeping amendments
1:55:38Which include a red line amendment and extension of the drafts of division approval and mapping corrections
1:55:44The city owns the majority of lands in phase three with the snyder estate's owning the remainder
1:55:51I'll start with the mapping correction because that's the most complicated aspect of this. So since 2006 the city has
1:55:57adopted a series of amendments including a substantial update to the official plan
1:56:02in opa 80 and the new comprehensive zoning bylaw
1:56:06In 2023 and one of the things that we've observed is that there's been a kind of drift in some of our
1:56:13designations that has affected our stormwater
1:56:16Block that we've identified in phase three
1:56:19specifically
1:56:21blocks 62 63 and 64 in phase four are all identified for
1:56:25stormwater
1:56:27But they are now designating the official plan as significant natural areas and natural areas and
1:56:32In the zoning bylaw as natural heritage system NHS those are our two most restrictive
1:56:38designations and zoning
1:56:40Designations that really don't don't allow for any sort of development whatsoever
1:56:47These three blocks are not in the core ecologically sensitive areas in phase three, which there are several
1:56:53They're not in the city significantly prevent the provincially significant wetlands or woodland areas or habitat areas
1:57:00Um, they're along the border. They're a bit of a buffer area
1:57:05so
1:57:06The staff are proposing this city initiated mapping correction to
1:57:11Redesignate these two parks in open space and open space zoning that would allow for the stormwater management
1:57:18development
1:57:19Because under the current zoning, uh, they would not be permitted and any sort of development of phase three requires zoning change
1:57:25So here's our proposed zoning map showing the three blocks 62 63 and 64
1:57:32um
1:57:33And we're proposing to rezone those to open space, which is still a fairly
1:57:39conservative and restrictive
1:57:42Zoning district doesn't allow for a lot of development, but would allow for stormwater
1:57:47And here is our proposed official plan designation
1:57:49Redesignating those same three blocks to parks in open space. Uh, just so our official plan and our zoning bylaw are consistent
1:57:59Okay
1:58:01And the next thing that we have in this suite of housekeeping amendments is a red line amendment
1:58:06Um, we're proposing to break up block 33 on the draft approved subdivision plan into two new blocks blocks 33 a and 33
1:58:14The reason for this is that what we're proposing is block 33 a
1:58:20Has been identified as a potential new well production site
1:58:24Um, and right now water services is going through with the investigation for that
1:58:29The reason we want to pull that out and not just leave it on the same
1:58:33Block is in the event that phase three is sold to a separate developer
1:58:38It's better if the city retains ownership over the well production sites
1:58:41Uh, we discussed a few different options of leasing it or easements, but retaining ownership is is the the cleanest solution
1:58:50Um, that added bonus potentially is there's an existing heritage building to 33 forestall
1:58:55Which is located on block 33 a so we're also preserving that heritage structure by retaining ownership
1:59:03Um, I should have also mentioned that because we're creating proposing to create a new, um
1:59:10Block, uh, we're revising two of the conditions of approval from the 2006 omb hearing just to just to reference
1:59:17The new block to make sure that when the subdivision is registered that we are following the appropriate procedure
1:59:24And and do the appropriate studies for the new block
1:59:28And finally
1:59:30We're looking for a an extension of the draft subdivision approval is currently slated to expire november 8th 2026
1:59:38That was a condition from the omb settlement that there was a five-year expiration period that council has extended on several occasions
1:59:46We're recommending a three-year extension to november 8th 2029
1:59:50Just to give enough time for development and to register the subdivision
1:59:55An extension now doesn't preclude someone coming back in 2029 as needed and requesting a subdivision a subdivision extension

2:31:27Um, thank you for joining us this uh this evening to discuss the proposed downtown gulf heritage conservation district
2:31:34As a quick recap heritage conservation districts are a proven approach to identify
2:31:40Identifying and conserving defined areas with cohesive cultural heritage characteristics
2:31:45In gulf, this includes our distinct locally quarried limestone structures street walls and architectural features in the downtown core
2:31:53Conservation districts are a planning tool that have been used effectively in ontario since 1980
2:31:58and in gulf since 2014
2:32:01Now often when we talk about heritage conservation and designations, it's easy to assume. We're only talking about the past
