That staff be directed to finalize the proposed Rental Renovation By-law establishing a licencing framework for renovations requiring vacant possession, as described in the Affordable Housing Policy Program – Draft Rental Renovation By-law Report, dated June 10, 2026. That implementation of the Rental Renovation By-law will begin in 2026 with implementation costs being funded through the Affordable Housing Reserve (119), and the annualized costs of $374,000 being included as a base budget adjustment in the Operating Budget through the 2027 Budget Update. That staff be directed to implement the bylaw using existing municipal enforcement tools and report back annually. That staff be directed to monitor and assess the implications of Bill 97 and report back to Council at a later date on its impacts, including operational, financial, or policy considerations for the City.

2:06:26in there and and based on the what we heard from the constituents do you have any concerns that
2:06:33the bylaw will be ineffective unless those additional measures are added in now through the mayor to
2:06:44councillor Goller as indicated in our report we do believe the modest approach is the way to go
2:06:49obviously we would review the effectiveness as councillor Caton indicated and we would come back
2:06:54to council should we see any issues we'd also look at our other municipalities or and see how
2:07:00they're doing uh we we do believe that the uh the modest approach allows us to move in a more
2:07:07timely manner and to address some of the issues okay thank you worship thank you right thank you

2:07:21only question for me before i call the vote is i've heard you say a couple times
2:07:25that you know throughout the year you will look at best practices or any changes or things that
2:07:29are happening with other municipalities so that it can be considered by council um i just want to
2:07:33make sure if there's also any changes at the province that addresses these gaps um that that
2:07:40will also be brought back because we do not want to be doing any duplication here at all
2:07:48to the mayor uh you are correct and we've uh highlighted that in motion number four yeah
2:07:53just wanted to get out in the open so thank you all right i'll call the vote then on this one
