12:11Good evening, Mayor Guthrie, members of Council,
12:13city staff and members of the public.
12:15This is the statutory meeting
12:17and decision recommendation
12:19for a city-initiated zoning bylaw amendment
12:22to make minor changes to the transition policies
12:25in the 2023 zoning bylaw.
12:28It would allow specific sites
12:30with active site plan applications
12:32to be able to complete their site plan
12:34and building permit processes
12:36under the previous 1995 zoning bylaw.
12:44The 2023 zoning bylaw contains transition provisions
12:47that allow site plan and building permit applications
12:50that were already underway
12:51when the 2023 bylaw came into effect
12:55to continue to proceed
12:56under the previous 1995 zoning bylaw.
12:59Most of the transition provisions expired in April of 2025,
13:03which is two years after the 2023 zoning bylaw
13:06came into effect.
13:10Staff determined that 15 sites across the city
13:13still had active site plan applications
13:16that were impacted by the transition provisions ending.
13:20Approximately half of the sites are multi-unit residential
13:23and half are mix of industrial, commercial
13:25and institutional development proposals.
13:31This map illustrates the 15 sites
13:35that they're generally spread across the city.
13:39And these are sites that started site plan applications
13:41in 2022 or 2023 under the 1995 zoning bylaw
13:46and do not yet have site plan approval
13:48or building permits issued.
13:59Because the expiration of the transition provisions
14:02would impact these sites,
14:03staff recommended an amendment
14:05that would allow an extra two years
14:07for these specific sites
14:09to be able to complete their site plan
14:11and building permit approvals as currently proposed.
14:14Providing this flexibility will allow these sites
14:17the opportunity to complete
14:18their current planning processes
14:20and be developed as already reviewed
14:22through the site plan process to date.
14:24Creating efficiency for developers
14:26and avoiding the costs and review time
14:28needed for additional minor variances
14:30or detailed site plan revisions
14:32in order to comply with the 2023 zoning bylaw.
14:36For these reasons, staff recommend the amendments
14:38to the transition policies of the zoning bylaw
14:41to allow these specific sites
14:43and additional two years to apply for building permits
14:46under the 95 zoning bylaw.
14:48And I'm happy to answer any questions you might have.
