That Appendix A of the General Reserve and Reserve Fund Policy be amended to reflect the change to the Public Art Reserve Fund (#356) sources of funds to include Council approved transfers from the operating budget and approved surplus allocations from the operating budget at year end and amend the authority/timing to include capital budget. That costs associated with the Public Art Policy update be referred to the multi-year budget process. That the potential future relocation of the City Hall clock be referred to staff, in consultation with the Public Art Advisory Committee and the Guelph Museums Advisory Committee, for costing and consideration as part of commemorative celebrations in 2027.

16:02I just have a quick question about the correspondence
16:04that was attached to the report.
16:07So the correspondence is from John Fisher,
16:09and within it he discusses the definition of public art.
16:13And in particular, there's two items
16:15that I wanted to ask a question about,
16:16and how, actually, I just think that they're addressed
16:19in potentially our culture plan,
16:21and a motion coming from Councillor Bustetil this evening.
16:25So I'll just read quickly,
16:28and then I'll hand it over to you.
16:29So he's asking for a broader definition of public art,
16:33and then, you know, little later on,
16:35encourages people to interact and be curious
16:37about public spaces.
16:38And then a broader definition also
16:40would include historical artifacts you are likely
16:43to find stored in city warehouses.
16:44So those two items, I was just hoping
16:46you could kind of speak to them,
16:47and how they might fall into other places.
16:52Sure, through the Mayor and Councillor Klassen,
16:54the beauty of having the three reports
16:56before you tonight, the public art policy,
16:57the culture plan, and the Parks and Rec master plan
16:59is that they really do all dovetail together,
17:01and they function as a unit.
17:03And so many of the things that Mr. Fisher is referring to
17:06are actually included within the culture plan,
17:08when we talk about a lot of our culture plan recommendations
17:11that will cover off some of what he's mentioned,
17:13as well as the Parks and Rec master plan,
17:15specifically things related to placemaking.
17:18And so I think everything that he's looking for
17:20does get covered off between these three reports
17:23that do all work together.
17:25As you've indicated, we also know that Councillor Busuttil
17:27is bringing a motion tonight specifically regarding
17:30our civically owned artifacts.
17:34And so I think I'll probably be speaking a little bit more
17:36about that later this evening as well.
