1:09:36that we did have a delegate for the 2023 year end
1:09:41operating budget monitoring report
1:09:43and surplus allocation and deficit funding,
1:09:46but that delegate has withdrawn meaning
1:09:47that it can be captured now underneath the consent.
1:09:52Is there anyone that needs to pull anything from consent
1:09:54or may I look to my colleagues to move?
1:09:57Looks like no one wants to pull anything.
1:10:00Would you be willing to move Councillor Ororech the consent?
1:10:02Okay, thank you.
1:10:03And Billings is going to second that.
1:10:07Is there anything further on consent?
1:10:10No, okay, I'll call the vote.
1:10:11I'll just comment.
1:10:12I'll comment before I call the vote, go ahead.
1:10:15Thanks, Mayor Guthrie, through you to staff.
1:10:17I just want to commend staff on particularly the surplus
1:10:21in terms of the capital budget.
1:10:23When there are overages on project,
1:10:25we hear a lot about it.
1:10:26And in fact, we're sitting with the capital surplus
1:10:29and we're so close actually to the operating
1:10:32and the capital budget in terms of percentages
1:10:34of what was proposed, what was executed,
1:10:38and then with a slight surplus,
1:10:39I just want to congratulate you on the management
1:10:42of the projects of the capital allocations.
1:10:45I think it is commendable
1:10:47and thanks to you, we're in a good position.
1:10:51Great, thank you.
1:10:52That's definitely worthy of a comment before I call the vote.
1:10:56Okay, so I will call the vote then.
1:10:57Is there anyone against consent?
1:11:00That's nobody.
1:11:01So again, that is unanimous.
1:11:03Thank you.
1:11:05Look, before we go to the one item with delegations,
1:11:10I do believe we have a pretty straightforward
1:11:13and quick one that we could take care of here
1:11:16on the agenda before we continue.
