4:38:23Things, what would you be willing to do that? Okay. And then Galler will second it. So the recommendation is at least on the floor, but I'll turn the, turn the floor over to you.

4:38:34Thank you. Through you, Mr. Mayor, I have an amendment.

4:38:39If clerk could put that on screen please. So, here are the three amendments. I'm just going to read them out in full and then I'll explain how they're different or what is new.

4:38:51So, I want to replace paragraph two, section eight, part one with where a member has chosen to enable public participation and comments on a social media account with content specific to the role as a member.

4:39:02The social media account will be considered a municipal public forum. Once a member establishes their social media as a municipal public forum, they cannot selectively exclude members of the public from that forum because they are critical to the member or express objectionable or contrary views.

4:39:17And number two is to replace paragraph three, section eight, part one with a member is not required to enable public participation and comments on their social media.

4:39:25Where a member is enabled public participation and comments on social media with content specific to the role as a member, they should exercise due restraint prior to blocking individual members of the public from viewing or commenting on their social media.

4:39:36A member may be justified in blocking users where necessary to protect the member's social media account by preventing it from being overrun by spam spots or disseminating abusive hateful or insightful communication.

4:39:48And number three is members who have created a municipal public forum have a duty to moderate abusive, bigoted and hateful comments towards community members and groups when made aware of such comments.

4:39:59Moderation options vary from platform to platform and may include deleting or hiding user comments or posting with comments disabled.

4:40:07So the first two currently exist within the code of conduct that was proposed by the integrity commissioner and I went through my changes with the integrity commissioner and after back and forth and edits they had no problem with them.

4:40:22The first one, the only change to what is existing in the current staff version is that it only applies to content specific to their role as a member.

4:40:35So say you have, you know, a boat hobby account and you're just posting stuff about boats on there, then that is not subject to blocking.

4:40:48Like you can, no one can go to the integrity commissioner to say they've been blocked from seeing your boat content. So it has to do with your role as a member so that it's not so broad that anyone can come at us for integrity complaints about not being able to see it.

4:41:06And the same thing with the second paragraph. It's, we've added in that a member is not required to enable public participation and comments on their social media. So you don't have to create a public forum with your social media.

4:41:22And you should be careful on blocking people if it's special role as a member.

4:41:29The new content is number three. And so it's similarly to how we're ensuring that people have access to our content that's relevant to our roles for charter rights and freedoms.
