4:23:22Uh, so if I could have that motion put up please let staff be directed to bring options for downtown streetscaping to council for consideration

4:23:30In the first half of 2024 with any adjustments required to the capital budget and funding strategy

4:23:37To be made through the 2020 2025 budget confirmation. I believe you said that you would move that obviously and

4:23:46We'll go Quran on seconding that

4:23:50And just a little preamble before thank you worship

4:23:54part of the the reductions implemented by staff to to rein in the

4:23:59the increases were to look at the

4:24:03Plans for downtown gulf and go from a best

4:24:07Level of trim to a good level of trim when the downtown is rebuilt after the

4:24:12The construction that is coming in a couple of years

4:24:15through this motion

4:24:17Instead of having just the good options coming to us for consideration

4:24:20We're also going to see the best and the good and it gives us another opportunity to if need be

4:24:27increase the the level

4:24:30and

4:24:31Make options once we have that information in front of us

4:24:35Without this motion, we would only be receiving the good level of of rebuild for the downtown

4:24:40So this has no immediate

4:24:43Budget impacts, but it does open the door for us to say we would actually

4:24:47Want this to be enhanced in downtown and we want to put some more money behind it once we're actually looking at those options

4:25:40In the four-year budget right now. We have 15 million dollars

4:25:43That were what was pulled out

4:25:47The streetscaping for the differential between best best and good

4:25:52Just to assist with the challenges that we were having with the budget in the remaining

4:25:5710 years we do have the 35 million that was included for the streetscaping in the best

4:26:03Option but that was going to be further out

4:26:06um, the plan always was in q1 of 2024 to bring back a report to talk about the the functional design of

4:26:15Windham street and then in q2 of 2024 we were going to come back to

4:26:21Council through a workshop to talk about the various options and they would have included

4:26:26Good better and best at that point. So we were we're not in a we don't oppose the motion. We were going to do it anyway

4:27:22This actually is on the heels to previous discussion. I think we need more information about the scope and the timelines

4:27:28There is pent up community energy that

4:27:31That has been happening already organizations are already trying to plan their funding and their fundraising

4:27:37I think this will leverage not only the energy that's already out there. It could lead to additional fundraising additional information

4:27:45We have lots of good examples. I know the city of london is doing their bicentennial in 2026

4:27:49I don't think developing terms of reference

4:27:53Is we're not creating something from scratch. We've done this before other municipalities have done it

4:27:58But it will allow us to make better decisions moving forward and it allows our community to start

4:28:04Leveraging all of that energy

4:28:07On fundraising and planning from a logistical point of view things like just booking space in this city

4:28:13We're going to need to do that sooner than later. So, uh, let's move it up to 2024

4:28:17I did confer with staff that there would be no budget impact to

4:28:22Starting this work in 2024

4:28:31Is it a council appointed working group or is like how does this working group form?

4:28:37I may look to the clerks for guidance. We have in the past for specific

4:28:43projects had community working groups. It could be a

4:28:46That's what the terms of reference will tell us. Who are the stakeholders? Who are the people invited to participate?

4:28:52Who are the chairs? How will decisions be made?

4:28:55That's what the terms of reference and the scope that will come back from staff will be bringing for

4:29:01for for councils information

4:29:06So clerks can jump in if they want, but this wouldn't be this wouldn't fall under the council approved

4:29:12um, but it is a

4:29:15A public endorsement if I could call it that that council cron is is looking for

4:29:20Which I think is has validity to it. So, uh

4:29:34I think that the caveat here is that it's a community working group. So it's led by the community

4:29:38Uh, the development of terms of reference staff can support from the sense of providing examples and that type of thing

4:29:43But it's not going to be something per se that staff would bring forward in a written document and a formal report

4:29:49because then we we begin to sort of step into that space that the advisory committee of council framework talks about the difference between a

4:29:56community working group and an advisory committee and and advisory committees being firmly in the place that is a local board

4:30:02I think there's a want to make this a community working group that has flexibility to respond, etc

4:30:51So as they have another

4:30:53Projects you remember there the crane street bridge the under going under the hand line

4:30:58There's been a great partnership between our parks to

4:31:02Partman through gene math use and the trail group and this is something that

4:31:06The trail users are feeling very passionate about which why they want to transfer it into sort of a more of a community led

4:31:14A venture and to further assist

4:31:17Staff in moving this number one priority

4:31:20In forward and so I do want to thank gene for the discussion and john fisher that we've had

4:31:26And so I'm bringing forward this motion. We've decided because they're just initiating the discussion

4:31:30So we don't know whether it's ending up

4:31:32We're gonna make keep that 75 000 dollars in the budget right now because we don't know if that will be needed or not

4:31:39But this starts that discussion going and actually a

4:31:42Tentative meeting has already been set up. So to start that so

4:31:46Looking forward to this. It's great to see the community involved and we we got to be really

4:31:52appreciative and lucky and gulf here to have

4:31:55Such great partners who help us with our trail system

4:32:06Is that staffing or is that that monetary amount that's in the budget just a clarification?

4:32:11Well, that's what they'll need to get together in about the agreement

4:32:14But it usually means that it's they'll do the they'll do a lot of fundraising for this project

4:32:19John said it won't cost you any money, but we'll see how that goes as we're going through it all

4:32:24Because I don't know how big the scope of the project is but it it's generally led by the community and certainly it's it's staff supported

4:32:34I don't think we put any funding into the crane street bridge

4:32:37Or or the underpass under the handland. So yeah

4:32:53Take the lead on this

4:32:55They in no way can undertake commitments on behalf of the city right because this trail

4:33:00If I remember the trails master plan correctly is high complexity

4:33:04High cost as well

4:33:06And a number of land users. So I just want to understand we're not delegating authority or anything like that

4:33:11We're saying go ahead and take the lead on working with us on working with partners to see what's possible

4:33:17I just want to know that we are retaining all control over any agreements or funds

4:33:23So through the mayor to council work, I just got the thumbs up. So yes, you are absolutely correct

4:33:28This is about working with a great community partner

4:33:30But all of the control will remain with the city because as you've said this is an incredibly complex trail connection

4:33:35And there's a number of factors that we have to work through

4:33:38um

4:33:39related to the land and and how this trail will work so um

4:33:43But the short answer to your question is you are correct that we are not delegating any control over to the community group

4:33:49It's about having that partnership

4:33:51And our parks staff under mr. Matthews will continue to take the lead
