5:53a administrative recommendations in front of us here with the appointments especially around Tara

6:02Baker our new CAO is by default having to be added and such so there are recommendations maybe I'll

6:08ask the clerks just to put that up on the screen and look to any member just to help me move those

6:25that's been tabled is there any questions other than that I mean the recommendations are pretty

6:38historically because I wasn't around when we first made the decision for the only the CAO to be the

6:44only director was there a reason why we had that in the past through you mr. mayor to councillor

7:00Kaden when I think it was in 2019 there was a design for both GMHI and GGR I know that we're

7:08only speaking of GMHI at this point where the CEO of the municipal corporation was de facto

7:16the CAO of the city but I believe that the intentions of the two documents again we're speaking

7:22of GMHI only here but the intentions of this document is to change the the actual board

7:28composition to increase it to three individuals and then that board can convene and make any

7:36resolution changes to the board as it requires then report back to councillor the shareholder

7:46great thank you I was just wondering if there was a benefit to only having one versus three

7:51historically but thank you very much thank you I would maybe just add oh okay sorry

8:02before I add anything I will go to staff go ahead thank you through your mayor Guthrie to

8:06councillor Caton there is a distinction between a board that is governed by one director versus

8:12three so obviously a board governed by one director has one person who is responsible for

8:17has authority to make decisions that are made at the director level whereas a board of three

8:23allows for diversified opinions on decision making it is better for risk management in my

8:28opinion and is consistent with the kind of the desire in the governing documents to have a board

8:34that is experience and qualifications based so I do think it's it's a better governance model to

8:41have three versus one I can't speak to the intention of having one in the beginning but usually that's

8:47intentionally to kind of centralize control in one person who has authority to make those decisions
