2:37:06Councillors Mayor Guthrie City staff and fellow citizens my name is James Nolak I am physically

2:37:13disabled and I use a mobility scooter. I support and applaud the intent of Councillor Claeson's

2:37:19motion but I do not think it should move forward in this form at this time. Rather I think it should

2:37:25be revised and retabled in September. Ontario case law has established a precedent that landlords

2:37:32not business owners and not taxpayers are responsible for accessibility ramps landlords

2:37:38should pay for them. To be sure I think that stop gap is an excellent program I've known the founder

2:37:45Luke Anderson personally since the early days of the project his team even installed a stop gap ramp

2:37:51at my apartment when I lived in Toronto. As my experience and that of many others attests these

2:37:58ramps are partially effective short-term partial solutions but they do make a difference. The

2:38:05problem is they are addressing a problem which is long term the failure of landlords to make

2:38:11their buildings accessible. If you're going to start another stop gap pilot project in Guelph I

2:38:18think you need to aim it at landlords not business owners and in addition to temporary ramps you

2:38:25need to pressure landlords to provide permanent accessibility now. The relevant case law comes

2:38:32from the Board of Inquiry the body which preceded the Human Rights Tribunal of Ontario. The case

2:38:38in question is Quainnell v London Educational Health Centre 1995. The decision found that a landlord

2:38:45was responsible for the installation of a permanent ramp at a business in London Ontario. The landlord

2:38:51argued that the business owner was responsible but the board rejected this claim and found that the

2:38:57landlord was quote obligated to take immediate steps to provide wheelchair access by ramp to the

2:39:03first floor of the building end quote. The projected cost was about nineteen thousand five hundred

2:39:09dollars in 1995 which is about thirty six thousand dollars today. The landlord did not want to pay

2:39:16for this but the board found that he had quote not been able to prove that such an accommodation

2:39:22would constitute undue hardship unquote. The board even went as far as to consider the landlord's

2:39:28personal net worth suggesting that the value of his home could quote provide a net equity against

2:39:34which to provide sufficient funds and make the premises accessible end quote. The message from

2:39:41this decision is crystal clear landlords not business owners and not taxpayers are responsible for

2:39:49ramps and they have to pay for them. The project outlining this motion the present motion would

2:39:56use taxpayer money to buy temporary stopgap ramps for local business owners but doing so

2:40:02effectively rewards the neglect of their landlords. As an alternative if city funds are going to be

2:40:09allocated for this project I propose that some of them go towards developing a campaign to educate

2:40:15commercial landlords about their legal obligation to provide wheelchair access now which means

2:40:21permanent renovations as well as temporary measures in the meantime such as stopgap ramps.

2:40:27I suggest the city undertake this project in partnership with the downtown wealth business

2:40:31association which previously partnered with the city on a stopgap project in 2015. Clearly

2:40:39both groups share concern for accessibility this is good and Councillor Clatton who I meant to

2:40:45intended to address but is not here today obviously cares as well. As a business owner and a city

2:40:51councillor she is especially well positioned to champion this partnership and to create an

2:40:57innovative precedent in wealth that other municipalities can follow. I can help too I am

2:41:03connected to some of the key people and I have researched the case law later this month I have

2:41:08a meeting with MPP Mike Shreiner to discuss the relevant on provincial policies I invite

2:41:15Councillor Clason and also Councillor Caton to attend. I think that stopgap ramps will inevitably

2:41:21play an important role in wealth but passing this motion now is like setting out to fill

2:41:26potholes one at a time without a view of when or how or with what tools you are going to repay the

2:41:32entire road. I urge you to please refer your current motion back to staff and to retable a

2:41:41revised version in September informed by the wider legislative context. Landlords, landlords not

2:41:49taxpayers are responsible for these ramps let's use the powerful legislative tools that others

2:41:54have fought for to get them to pay. I welcome your questions I thank you for your time I have

2:42:00come prepared to respond. Thank you. Sorry thank you James thank you very much for your delegation

2:42:05is there a follow-up yep yeah a goller and then a alt please. Your worship. Thank you for your

2:42:13presentation Mr Novak. Some of the concerns that have heard from members of the public are that

2:42:20it's actually not just the ramp but that the businesses must make sure that the inside is

2:42:26accessible accessible washrooms wide enough spaces and when we talk about putting the owners on the

2:42:33landlord which I understand and I agree where does the business come in with the you know if

2:42:40they're putting in a ramp then they're also going to make sure that the other parts of the of the

2:42:45shop is accessible so could you tell me a little bit about how you see that working? Well I'm as

2:42:58you can see I can stand a little bit so I can sometimes park this outside and go in so I'm a

2:43:03maybe not the best my personal experience is maybe not the best response to this but yeah there are

2:43:09people who many people need an accessible washroom or counter heights or different kinds of

2:43:15interpretation and signage to be able to access a business without being discriminated against.

2:43:23I'm not a lawyer but I think that the landlord is responsible for providing a building in which

2:43:30you know commercial activity can take place the specifics of that I would imagine are to the business

2:43:38you know that but the infrastructural remedies and infrastructural accessibility like washrooms

2:43:45and certainly getting into the business that is that is certainly on the landlord. Yeah I really

2:43:51appreciate your insight of this. Another point on this is that the AODA which is just come into

2:43:57effect it does not supersede the rights of disabled people to be that are outlined in the

2:44:04Ontario Human Rights Code or the decisions made by the tribunal those have more power it's more

2:44:09it's a more effective tool to get us what we want. I appreciate that thank you thank you worship.

2:44:15Thank you Alton and Pusatil. Thank you very much Mr Novak I appreciate what you've presented to us

2:44:23and consequently Mayor Guthrie I might move a motion to refer to September at some point I'm

2:44:29still considering it. You mentioned 2015 in the stop gap 10 years ago. Yes. I'm wondering if in

2:44:35your opinion the 2015 stop gap is demonstrative of precisely what you're saying to put in a temporary

2:44:43solution ultimately it becomes permanent and ineffective. I'm not opposed at all to temporary

2:44:50solutions or it's not even fair to call it a temporary solution a temporary parcel solution.

2:44:55They do make a difference I'm not at all opposed to them and I'm not at all opposed to taxpayer

2:44:59money being spent on them. What councillor class in proposes I think will inevitably be more effective

2:45:05because it's three years rather than one. The problem I and this is where my opposition lies

2:45:11without a comprehensive plan and some effort on part of the city to put the pressure where it ought to

2:45:17and use the legal tools that the province gives us to pressure landlords to make these changes.

2:45:24These temporary solutions don't make any sense they're like throwing life jackets overboard

2:45:31you know to the people who you're never going to rescue. They'll they will help them float for longer

2:45:36and if they can swim towards one of these floating personal flotation devices they ought to but what

2:45:43you need is a plan to put a life raft in the water and get them back to the ship.

2:45:48So both of these things are necessary but in the absence of the plan to actually rescue these people

2:45:53to actually get them dry to actually provide permanent access the temporary

2:45:58stopgap program makes no sense but I don't want my opposition to be confused with some kind of fiscal

2:46:04responsibility position against these temporary ramps I endorse it. Thank you and I didn't take it

2:46:10sorry yeah I'm speaking in a heat tone because I'm a little nervous but I genuinely appreciate

2:46:16your engagement. I think you're speaking quite well actually this is an important issue for you

2:46:21and for many people in the world including me. As I said you've raised a number of legal issues

2:46:28for me as well and I'm not comfortable supporting that till I do hear from our legal staff thank you.

2:46:34Okay make sure when we're when we're talking to Delgis it's just questions we can leave

2:46:39commentary till later okay Councillor Boussadil. Yes thank you for the delegation James. In your

2:46:46presentation and even just now you mentioned partial temporary partial solution partial kind of

2:46:53effectiveness and you also mentioned the AODA and so my question is does this temporary ramp

2:47:00constitute compliance with the AODA and do you have concerns that if I'm a business owner and I

2:47:07put it out there that hey I'm done kind of if you can speak to that and then I have a follow-up?

2:47:13I think yeah we all know in our relationships and our lives if you know yeah the temporary

2:47:18measures often turn into in the mind of the person who's doing it as the as once the relief

2:47:27it takes the pressure off to solve the solution and it often comes to stand for a permanent

2:47:32thing in place of it so yes that is a concern that's why I think any temporary ramp that goes

2:47:37into place needs to be accompanied by a campaign to pressure the landlords to to put in permanent

2:47:44solutions. I don't think what excites me about this case law where it's where it puts the onus on the

2:47:52on the landlord is it doesn't pressure any business owners who are obviously having a hard time and

2:47:57with tariffs and all this coming in it's they have uncertainties it doesn't put any onus on them

2:48:03to provide the the ramp so I'm not concerned that I'm not really concerned about business owners

2:48:11thinking this is a permanent solution because it's actually the landlords who are supposed to provide

2:48:16the permanent solution sorry does that make sense? Yes but my question was about whether or not the

2:48:22temporary ramp complements compliance with the AODA which my understanding is no it doesn't and

2:48:31no it doesn't. Okay my second question was whether or not you you made reference to in 2015 City of

2:48:38Toronto I remember 2013 around the same time City of Toronto do you hear of health and safety concerns

2:48:48limitations and also from an employer's perspective a temporary ramp means I know you're coming

2:48:55so I'm going to put it out and can you speak a little bit about that? Well the problem again I'm

2:49:02in a bit of a fortunate position because as you see I can get out of this thing but a lot of people

2:49:07who have mobility issues that have them using a wheelchair they have them in their arms as well

2:49:13so it's hard to knock on the door because the doors are often recessed especially in these

2:49:17beautiful old buildings downtown there's a step and then the door is on a little porch

2:49:21it can't even reach the door to knock and then my sister actually worked for a stock

2:49:26gap and she went to some of these businesses and it's one person who's working their minimum wage

2:49:32job and convenience store and they're charged with making sure that people don't steal from these

2:49:36businesses they wouldn't even come out and talk to Luke Anderson who was on the sidewalk because

2:49:43they'd get in trouble from their boss for leaving their posts where all the money is

2:49:47so it's not an effective solution to have the only person in the store required to come out and open

2:49:52the door. Thank you and what I heard from your presentation I think Councillor Goller's question

2:49:57as well it's it's more nuanced than the ramp it's also about as you're saying now the entrance

2:50:04you know the push button the the aisles and so on so it's a bigger kind of compliance thank you.

2:50:10One thing to keep one thing to keep in mind though I don't think it's a legitimate

2:50:17reason not to provide accommodation if you can't provide full A to E A compliant

2:50:22accommodation the Ontario Human Rights Code is more powerful than the AODA so it's not a way to

2:50:28prolong or delay putting accommodation because if you can only put in the ramp but you can't put in

2:50:33the bathroom you still have to put the ramp etc etc. Thank you James. Nothing further so thank you

2:51:24difficulties at the beginning but we got you so uh please feel free to go ahead you have no more than

2:51:29five minutes and there'll be a chime at four minutes and 30 seconds uh might be hard for you to hear

2:51:34it but uh but just don't go over the five minutes and then just stick around just in case there's a

2:51:38follow-up question okay I'll turn it over to you. Great thank you so much um good good afternoon

2:51:45everyone um thank you so much for having me and thank you so much to councillor class and for

2:51:49having brought this motion forward um I am a disabled 12th resident although I am mobile

2:51:58and I am also the founder of the wealth access library which provides uh free rentals of

2:52:06mobility aids and other accessibility devices so I know firsthand the inaccessibility of this city

2:52:14I also know firsthand how many people in this city can become temporarily disabled have become

2:52:19suddenly disabled I have had people coming to me who have been in car accidents who have suddenly

2:52:24needed knee surgeries and suddenly couldn't access their lives or this city in fact when I became ill

2:52:32for a while the access library had to go under and because I was the only one there doing it and that

2:52:39shows how fragile the systems are that we do have in place for people with disabilities in this city

2:52:46they essentially rely on people with disabilities to be doing this work it relies on people with

2:52:51disabilities to be coming here and arguing for our basic rights um I I would say that the city of

2:52:59wealth is already in breach of laws I'm happy to be following James because he made so many

2:53:07points that exactly are what I'm thinking which is that this is a fantastic motion

2:53:13and I would like to see several changes first of all I think that this motion should be immediate

2:53:19in that this should be something where businesses and also clients uh to those businesses can

2:53:28immediately request a stop gap and that that be something that the city has proactively available

2:53:39for businesses and customers to be able to request that rather than putting time and money into

2:53:47researching how many we might need we know we need them let's just let's just do it basically

2:53:56but my point today is that this is an amazing motion that is one very small aspect of what

2:54:03the city needs to be doing the city has a as mandated by the AODA there is the city's multi-year

2:54:11accessibility plan however this plan is so weak and filled with language that does not

2:54:22adequately fight for almost anything uh I'm sorry my notes aren't as clear as I want them to be

2:54:30right here but um for example the city's um uh uh FADM 2015 um the oh my gosh where are my notes

2:54:49I'm so sorry I would be doing well if I weren't on this that's okay we've uh we've paused for you

2:54:56because things happen so it's okay you take you tell us when you're ready and we'll start the timer

2:55:01again to catch up okay don't don't sweat it okay um okay let's go okay um this is me

2:55:10okay we're with you don't sweat it yeah the city of wealth's own policies the city of wealth is

2:55:15already in violation of its own policies um everything from the city's 2015 facility accessibility

2:55:23design manual which is itself already a decade old um you know section 4.5.10 states that at

2:55:30least 50 percent of entrances should be accessible now this is specifically for uh city funded and

2:55:38like publicly owned businesses or sorry um like services facilities um but the language in it

2:55:46is so non-binding at least 50 percent of entrances should be accessible not must should there's no

2:55:53information on how which entrances who is in charge of enforcing that anything like that um section

2:56:014.5.11 it applies only to which does speak to uh residential buildings and things I believe um

2:56:10applies only to new or renovated city buildings not existing barriers um we are essentially we are

2:56:18failing our disabled communities um this is not hypothetical this is approximately 25 percent of

2:56:27Canadians and this is a city that is aging and I mean to count to quote um council of Canadians

2:56:37with disabilities versus via rail 2007 the duty to accommodate is proactive it is not

2:56:43fulfilled by merely responding to individual complaints this is codified you know case law has

2:56:50done this we like uh section 11 of the Ontario human rights code states that constructive

2:56:57discrimination including systemic or structural barriers that disproportionately harm disabled

2:57:02people are illegal regardless of intent good intent is not enough um the AODA states in uh and

2:57:12the accessibility in Ontario regulation 191.11 the integrated accessibility standards um section

2:57:204 subsection 1 public sector bodies shall establish implement maintain document a multi-year

2:57:26accessibility plan section 4 uh subsection 3 these organizations shall shall prepare an annual

2:57:33status report and post it publicly and section 11 subsection 2 these plans must be developed in

2:57:39consultation with the accessibility advisory committee. So, Kendry, Kendry I'm so sorry to interrupt

2:57:45you I just let you go over a little bit of time there just to make sure you got to the end of your

2:57:48sentence um am I is did you just have one more sentence there did I cut you off uh I'll let you

2:57:55wrap it up with I can just wrap it up with the city of wealth needs to have a comprehensive

2:58:02a more properly codified and enforceable comprehensive accessibility plan and this

2:58:07needs to be just in one part. Okay, thank you thank you and just stick with us just in case there is a

2:58:14follow-up okay let me just check my councilmates okay uh Councillor Goller please.

2:58:26I wanted to follow up that there was another another letter another delegate that said that

2:58:31really this is the responsibility of the landlord um and that the city should not be

2:58:36focusing on the businesses do you have any thoughts about that whether you know we should

2:58:40go back and look at the process or or because your call is that we should just do it right away

2:58:46so I just wanted to to get your take on that. I mean I don't think that those are necessarily

2:58:54in disagreement I think that whether it's the business or the landlord that gets in touch

2:59:02either way there should be an immediate mechanism for interested parties to be able to state that

2:59:09that they are interested in this and that they would like to request to have access to a stop gap.

2:59:25thank you take care all right those are the only two uh delegations that we had on this matter

2:59:32now uh you know it's obvious to everyone uh Councillor Colassen is not here to speak to it um she did

2:59:40brief her wardmate Councillor Goller quite a bit on this um uh you know I think I think it's been

2:59:49recognized from even both delegates you know there's this uh position of Councillor Colassen I

2:59:54think is is honorable and trying to help with access but I think we're all shaking our heads in

2:59:58agreement with that there and and I think I think that's great um and so I think it just it's just

3:00:05it's on us now to sort of kind of manage working through this you know do we make a decision today

3:00:11or not you know all that's that's that's that's honest here so Councillor Goller I'll turn it over

3:00:16to you uh first I know Councillor Alton and then uh and then we'll sit till but let's see what Councillor

3:00:23Gowler does first um thank you to your worship the the wording of the motion particularly the

3:00:32first two two sections is that we give direction for our staff to work with the accessibility

3:00:37advisor committee and the stop guard foundation I think we should do that today I think there's no

3:00:43reason to delay that and whether it is that they end up working with the businesses or with the

3:00:48landlords I think we can leave that to the accessibility advisory committee and the stop guard

3:00:55foundation to to give us advice on that I think for us to try to um micromanage the wording at

3:01:01this point may not be the most fruitful way to move this forward but if we put it up there I have

3:01:07full trust that the members of the accessibility advisory committee will be able to look at this

3:01:13and work with stop guard foundation and come back and maybe tell us well actually this you know we

3:01:18should make these changes or we should proceed in this way but I think at this point that one

3:01:24in the second section did we explore opportunities for local sponsorship opportunities for the

3:01:28initiative I feel very comfortable supporting those having trust in the abilities of both city staff

3:01:35and at our advisory committee so I would encourage my council colleagues to let this move ahead and

3:01:41having heard the concerns from Mr. Nowak who delegated I believe that when the accessibility

3:01:48advisory committee comes back to us they may very well say well this is what you need to do

3:01:53with landlords to make this happen thank you so you're moving you're moving the first two motions

3:01:59yes you're just just just so we can get them on the table yes please okay no problem and is there

3:02:04a seconder then for those first two motions okay Richardson is willing to do that so those two

3:02:09are on the floor and that's what's live right now speaking to the motions either questions of staff

3:02:16if need be or commentary alt and then busetil and I did see uh kateen and uh billings as well okay

3:02:24thank you very much mayor guttree I am quite supportive of the intent of this motion but

3:02:30uncomfortable with actually how it is actually written out and I would like to move referral

3:02:36to the end of the month so that we can have staff weigh in and I would like to hear from

3:02:41Ms. Sayles about any of the ramifications that we need to consider including potentially

3:02:46legal ramifications I'm very concerned whether we can compel landlords and I also wonder whether

3:02:53in fact by entering into an agreement to do this whether we do create an obligation and a liability

3:02:59for the city when in fact this is not necessarily our our area of responsibility through the mayor

3:03:10to Councillor Allt I'm happy to weigh in on sort of the time oh I'm sorry I've moved referral I don't

3:03:14have a seconder yet I just realized okay uh billings I see is I have a few hands go up here but I'm

3:03:22trying to spread the love around so billings is seconding the referral but now to the question

3:03:27Jodi sure thanks through the mayor to Councillor Allt I'm happy to weigh in on the timing for you

3:03:32as the motion is currently written it would have staff work to develop an implementation plan as

3:03:39well as a budget for council's consideration at budget which is sort of mid-october is the public

3:03:44date that budget documents are before you the AAC next meets in on the third week of September

3:03:54and so as you can appreciate that's already a pretty tight timeline for us to do consultation

3:03:58with the AAC about what would be brought back for budget and so referring this to September

3:04:02would be a challenge and I would suggest if council wants to refer this to September we would need

3:04:08to work with the mover so that the mover perhaps in the mayor or council come up with a number that

3:04:15is appropriate for budget and certainly we can look for opportunities to engage the AAC and others

3:04:22through the implementation and and the communications planning for this kind of campaign

3:04:28it would just be that if the AAC were to be consulted on the number that is to be included

3:04:32in budget the timing there is very tight. Point of order your worship. Okay I've heard a point of

3:04:40order go ahead Councillor Gowder what's the point of order? For clarification your worship the

3:04:44motions that were tabled do not have a request for the budget and staff responded to the budget

3:04:52that was not tabled so I just wanted to get a clarity so what if there it does though it says

3:04:58right here to consult with the accessibility of our committee and the stop foundation to develop

3:05:03a recommended level of annual funding. It doesn't say when your worship there's no mission of September.

3:05:12Oh okay I think regardless though of that point Councillor Allt had other points

3:05:19further than just that so the referral still stands it's a legitimate motion to still table

3:05:26is that what your motion your point of order is about? No just to staff's response I wonder if

3:05:30they would change if September was not the target for them. I think where staff are jumping in is

3:05:40due to the referral that Councillor Allt has tabled to allow time to have the mover Chair

3:05:48Cawson who's not here come at the end of this month even because if you're referring I'm sorry

3:05:54let me you've got me asking questions now are you looking to refer this just to the end of this month

3:05:59for council to ratify the referral off or are you looking to rat or to refer this completely

3:06:05until a different time and not for council at the end of this month? That's a very good choice.

3:06:10It's an excellent question are we still dealing with the point of order or can I go on?

3:06:15I'm going to get off the point of order and I'm going to get clarity from the mover of the

3:06:19referral so Councillor Allt has a floor. Thank you Mayor Guthrie I thought that if staff could

3:06:24bring back some recommended time by the end of the month by our next meeting to work with

3:06:32the movers so that we could have something that is effective I think that the principle is we all

3:06:37want to do what's right we need to make certain that what we do is right and that's the challenge

3:06:42right now so if would it be appropriate for staff to bring back anything preliminary by

3:06:49the end of the month or is that even too tight for something to say we can't do it until November?

3:06:56Through the mayor to Councillor Allt and I think I neglected to answer the second part of your

3:07:00previous first question which was about a legal opinion which is outside of my scope and I don't

3:07:04believe we have legal staff here I'm not sure if acting DCAO of corporate services is interested

3:07:11in weighing in on whether legal staff can can support this by the end of the month but I wouldn't

3:07:16be in a position to comment on that. Through the mayor to council I want to take that away for a

3:07:21conversation with staff I'm not available to do that today. Okay what we need right now is for you

3:07:29as the mover of the referral to tell everybody are you looking to refer this for the respectful

3:07:52I think I think that's probably if I could just jump in everybody I think that's probably the

3:07:56wisest and I think the fact that Councillor Clawson will most certainly by hear back from what

3:08:01this meeting was about maybe some of the narrative or concerns that came up she may then be able to

3:08:07work with Chair Caron and staff in kind of waiting through the next few weeks until council and then

3:08:15and then it can be tabled kind of at that point. With the referral there do I need to go through my

3:08:23list of everybody else that wants to continue to speak on this because I'm now I now have a

3:08:28speakers list based on the referral motion. Is there anyone that wants to speak on the referral

3:08:59deferral and the timelines and what referral sorry not deferral referral and the timelines for

3:09:06plans for downtown streetscaping things like that because I believe that some of the streetscaping

3:09:14plans included changing elevations so that a storefront access could be improved. Does this

3:09:21referral cause problems around you know the timelines for those works?

3:09:28Through the mayor to council Bousatil to answer your question directly no it does not.

3:09:34Billings. So through you Mr. Mayor I was just wondering by the end of the month is it then

3:09:42possible for staff to give their position? I mean we heard a number of things besides the fact that

3:09:48it is the landlord's responsibility but we also heard that we have an issue as well with respect

3:09:56to the the city so I was just wondering and and also I have an issue with respect to if this falls

3:10:02in the category of bonusing so is it possible to have a small report or a memo by the end of the

3:10:09month on on the issues that we heard and and the city position? So through the mayor to councillor

3:10:23Billings I think at this point what we can probably commit to is maybe a bit of an email

3:10:29or or a short memo on on the revised agenda just with the short month here I don't think we're going

3:10:38to be able to do the full process and and I do want to just caution in terms of the ability

3:10:44to respond to everything that was said we're not in a position to create a plan in that timeline

3:10:51we we can give a little bit of advice on what we've heard and and what the what the timeline

3:10:56through the fall could look like just in terms of I mean trying to scope the expectation here

3:11:03if if that's satisfactory yeah a short memo would be because it was the violation comments and

3:11:10also the bonusing that I have an issue with so that would be great thanks Tara okay hearing nothing

3:11:22further from a question perspective or comments on the referral I think I'll get ready to call

3:11:26the vote on the referral then okay to the end of this month so I think you know just with councillor

3:11:33not being here I just want to reiterate thank you to her for you know raising the concern I think

3:11:38councillor is being able to bring forward ideas is a is a healthy thing and and it's just kind of

3:11:44waiting through it and I think that's what we're in the midst of right now I would also like to just

3:11:49say you know 10 years ago when we did this it was I believe it was mostly run by the DGBA

3:11:56it was a DGBA I believe initiative at that time and so I know councillor Colasin feels like this is

3:12:04more than just outside the geographical area of the DGBA which I tend to agree with so I would

3:12:10also just suggest that maybe there's maybe there is partnership here more than just sponsorship

3:12:15partnership but maybe there's partnership here with not only the DGBA but a reach out to the

3:12:19chamber of commerce and things like that that can see can see about about trying to implement

3:12:24something like this or as you know the delicate James said the advocacy piece that is needs to be

3:12:32just as strong on you know provincial advocacy and things like that around landlord responsibility

3:12:38and things of that which I don't want us to forget about either so all these are things I think

3:12:43councillor Colasin can we can speak to her about and we can see what she brings forward here at the

3:12:48end of the month whether it's in this form or maybe a some of the revised form we can give her

3:12:53that opportunity and that grace to to have a few weeks so thank you and I think it is a great

3:12:59thing by the way the the stop cap is a good thing and I I still still I still see businesses downtown

3:13:06that got them 10 years ago that are still using them I think they are they are a good thing so

3:13:11with that I'll call the vote on the referral is anyone against the referral for the end of the month
