10:53Good afternoon, Mayor Guthrie, members of Council,

10:55staff and members of the public.

10:57My name is Kelly McCormick

10:58and I am the senior planner

10:59who's reviewing this application file.

11:02The city has received an application

11:03for a zoning bylaw amendment

11:05from the owners, Mario and Anthony Contrario

11:08to resume the property known municipally as 25 Alice Street

11:11to put the redevelopment into a semi-detached dwelling.

11:15Today's meeting is a statutory public meeting

11:17required under the Planning Act.

11:18No decisions will be made today on the application.

11:34Thanks for bearing with me.

11:36All right.

11:38So the subject site is comprised of an existing lot

11:39with approximately 17.7 meters of frontage on Alice Street.

11:43The site is located immediately south of Duke Street

11:46as the T intersection and between here on street to the east

11:49and Arthur Street south to the west.

11:51The site is currently occupied

11:52by a single attached dwelling and attached garage

11:55and is approximately 550 square meters in size.

11:58The subject lands are immediately bound at all sides

12:00by low residential dwelling units.

12:11All right.

12:12So subject property is designated low density residential

12:14in the city's official plan.

12:16The land use designation applies to residential areas

12:18within the city, which are low density and character,

12:20low density residential designation is intended

12:23to provide a variety of low density residential housing forms

12:26and types including detached, semi-detached,

12:28duplex dwellings, as well as multiple unit residential

12:31buildings such as townhomes and apartments.

12:35So the subject lands are currently zoned

12:37specialized residential single attached zone,

12:40the R1B-10 in the 1995 zoning bylaw.

12:44The applicant is requesting to change the zoning

12:46of the subject lands from the current specialized R1B-10 zone

12:50to a specialized residential semi-detached duplex zone,

12:53which is an R2 zone.

12:58The subject lands are also zoned low density residential,

13:01RL2 and the 2023 comprehensive zoning bylaw.

13:04The proposed development complies

13:06with the 2023 zoning bylaw.

13:08However, as it is currently under appeal

13:09in its entirety to the Ontario land tribunal,

13:11it is not enforced in effect.

13:13A zoning bylaw amendment is required

13:15to the 1995 zoning bylaw to facilitate

13:17the proposed development as it is currently under appeal.

13:24So as mentioned, the applicant is requesting

13:25to change the zoning of the subject lands

13:27from the current specialized R1B-10 zone

13:30to a specialized residential semi-detached duplex zone.

13:33And there are two specialized regulations

13:35that have been requested.

13:36These include to permit a maximum lot coverage

13:38of 47% of the lot area, whereas a maximum lot coverage

13:42of 40% of the lot area is currently allowed.

13:45And to permit a minimum lot frontage

13:46of seven and a half meters per each unit,

13:48whereas a minimum lot frontage of not less

13:51than the average lot frontage established

13:53by existing lots with the same city block faces required,

13:56which is approximately 12.1 meters.

14:00So the applicant is proposing to construct

14:02a semi-detached dwelling.

14:03The existing one-story detached dwelling

14:05and attached garage are proposed to be demolished

14:07as part of this proposal.

14:26Staff review of the application

14:28will address the following issues.

14:29Evaluation of the proposal's conformity and consistency

14:32to the 2020 provincial policy statement

14:34and a place to grow growth plan

14:36for the greater golden horseshoe.

14:40It will also include an evaluation proposals conformity

14:42with the official plan, review of the proposed zoning,

14:45review of the built form compatibility

14:47with adjacent and established land uses,

14:49review of supporting documents

14:50subended with the development application,

14:52review how the proposed development addresses applicable

14:55sections of the community energy initiative update,

14:58review alignment with the cities

14:59of affordable housing strategy

15:00and address all comments and issues raised

15:02during the review of the application.

15:04Once the application is reviewed

15:05and all issues have been addressed,

15:06a report with a recommendation will be considered

15:08at a future meeting of council.

15:10Any issues raised today will be noted by planning staff

15:12or future consideration as we evaluate the application.

17:18We're land use planners and we're acting as the agent

17:21for the registered owner of 25 Allis Street.

17:24We've reviewed the public meeting staff report

17:26along with the public meeting presentation

17:29and have no issues or concerns related to the assessment

17:32and the recommendations.

17:34So the proposal is straightforward

17:36as I'm sure you're aware,

17:37the site specific applications would not be required

17:40if the new comprehensive zoning bylaw would be in place.

17:42So I'll be happy to answer any questions you may have.

19:31I have a question about the floor area for the unit.

19:36The previous zoning bylaw required at a maximum of 40%.

19:42This unit has 47% coverage of the lot.

19:45What does the new approved bylaw that is not yet in effect,

19:50what would the maximum be under that bylaw?

19:53Through you, Mayor Guthrie to Councillor Goller,

19:56there is no requirement in the Commerhands of Zonabella

19:59for the maximum lot coverage.

20:01Okay, thank you for that clarification.

20:04And my second question, it's procedural

20:07because we just approved the zoning bylaw a couple of months ago.

20:11Now, if Council were to vote against this,

20:14would we actually be voting against our own decision?

20:18Just understanding, we're going to get several of these

20:21over the next year or so that comply

20:24with the approved zoning bylaw,

20:26but we still have to receive them.

20:28So just so that I understand

20:31if you could give me that information.

20:35Through Mayor Guthrie to Councillor Goller,

20:38that is correct because they are asking for no variances

20:41to the Commerhands of Zoning Bylaw.

20:43So it's straight up exactly what's in the approved,

20:46in the Council endorsed Commerhands of Zoning Bylaw.
