2:36All right, so we'll call the Heritage 12 meeting to order for today, October 7, 2024. Welcome all committee members, staff and any invited guests who are attending.
2:46We'll begin with the territorial acknowledgement. So as we gather, let us some time to reflect on our privilege to live and working wealth.
2:54A city built over rich indigenous histories. We are guests here and we should reflect upon the responsibility to care for this land.
3:01The people who live here today and the generations to come.
3:04If our actions today can move us towards reconciliation, we should take pause and make those decisions with intention and gratitude.
3:12This place you call wealth has served as traditional lands and a place of refuge for many peoples over time.
3:18But more specifically, the Adawandarok and the Haudenosaunee.
3:22This land is called as the tree lands and territory of the Mississaugas of the credit nation.
3:27Well, it lies directly adjacent to the Haudenosaunee tract and is part of the longest established traditional hunting ground for the six nations of the Grand River.
3:35Many first nations, Inuit and Métis peoples will come from across the Turtle Island called Well Home today.
3:43And item 1.3 on the agenda for someone who will approve the minutes from September 19th, not 19th, September 9th meeting.

4:18So we will go into our committee items. Our first one is 15th Forest Heritage Permit Application with Chuck.
4:24I'm just glad to share my story with you.
4:28We've received a heritage permit application for 15th Forest Avenue, which is located in the Brooklyn and College Hill Heritage Conservation District.
5:01The application is to add a second story addition to an existing first story addition.
5:10As far as I am aware, the proposal aligns entirely with the Brooklyn and College Hill Heritage Conservation District planning guidelines.
5:25The roof ridge will be below that of the original structure.
5:31The roof will be subordinate to the original structure because it's located in the rear yard. And the owner has proposed a party board cladding for the exterior, which is an accepted exterior cladding in the heritage district.
5:52This application was pretty straightforward. So I'm happy to jump straight into questions if anybody has any.

8:56All right. The next item on our agenda is 116 Gordon Street with Steven.
9:01Okay. Thank you, Sarah. I'm hoping everyone can hear me. All right. And on the screen.
9:20I have the staff report to the committee regarding 116 Gordon Street.
9:27Better known as the bold house building on on Gord.
9:33As I've stated in the staff report from heritage planning, we did bring an information report to the June 3rd meeting of heritage wealth.
9:42And that provided background information on on the subject property.
9:47And in a way was kind of a precursor preparation for consideration of what.
9:53What would become and was now a heritage permit application made by the city of wealth engineering department.
10:00So at the June meeting heritage wealth.
10:05The committee received staffs report and the motion passed recommended that staff.
10:11Evaluate our go to legal and to the chief building official.
10:17For potential exempt exemptions from being required to have a.
10:23Fencing for railing at the top of retaining wall.
10:28And I just want to provide a brief summary of the responses that heritage planning staff have received first from the chief building official.
10:38Essentially, it's the response was that a guard is proposed.
10:43On this retaining wall in order to comply with the.
10:47Interior building and this is the opinion and requirements of the chief building official to.
10:56To to remain in compliance with the building.
11:02A response that he received from illegal services.
11:09I wondered that although the heritage district identifies the walls along the speed and.
11:17Along the speed river and the time points under.
11:21According to street bridge continuing to the West, although the district planning guidelines does recognize.
11:28The wall stone walls that line the river floor door.
11:32It legal services does point out as well in section 3.2 of the district plan.
11:42That's.
11:44The removal that that section provides that the removal and I would say all alterations of heritage features is.
11:54It's permissible when where the chief building official determines that the property represents a threat to human safety.
12:02In its current state.
12:04So, also legal services, what wanted to advise staff that in the event that.
12:14The area of retaining wall was not provided in this situation. It may be seen as as gross negligence to not provide that feature.
12:25So, it's with that advice that heritage planning staff.
12:30The support that we had expressed in the June 3rd meeting the heritage wealth support for the idea of two things.
12:40That's the proposed rehabilitation of the existing concrete retaining wall you support, but also.
12:48The installation of a mental railing in front of the old house building.
12:55To the east of Gordon Street.
12:58And so what this does in staff's opinion is that it balances the need for compliance with.
13:05College of Irish conservation district. And, but also the requirements of the current.
13:10And the design as presented represents a reasonable change to the heritage attributes protected by the.
13:21The individual heritage designation by law.
13:25For the most, but also heritage district designation by law.
13:31So, that's the, the end essentially of my presentation. I can refer to imagery of the.
13:40Members, but I'm happy to answer any questions that may.
13:44Yeah, just to reiterate heritage planning staff's recommendation regarding heritage permit.
13:56The heritage permit as applied is for support for the application.
14:03The wall.
14:04The railing of the.
14:06It may not the railing design itself may.
14:11There may be some flexibility in the type of design of the railing on top, but it's staff's opinion that a railing is necessary.
14:20That would be 1 of my questions, even if we're ready to move on to questions is where any other designs for the railing considered.
14:35Such as, you know, using clear panels or.
14:40Something made with some stone to sort of match the retaining wall that's there.
14:48It's in the, in the report, it certainly sounds when it says the railing chosen, it sounds like the.
14:54That's a, that's a decision that's been made through the chair. I could respond.
15:02I'll respond in a similar way that I did some questions that came up with the June meeting.
15:08Staff supportive of the metal railing design as that there's there's several precedents in the city where it's been used in the context of.
15:20Heritage properties and in particular, it make I've always brought up the, the precedent of the river block area.
15:29Beside the spring mill distillery heritage building.
15:35I think maybe do elaborate a bit. The reason I'm supportive of the black metal fencing is that when viewing the riverscape from from bonus area or in the case of metal works area.
15:52The transparency of the metal tensing is this sufficient.
16:00The black dark coloring in my opinion, anyways, tends to to disappear.
16:09I shouldn't say disappear as much as it doesn't impose itself as much as other materials science might be.
16:17I also just add, I think it's important not not to be designing or proposing a design that creates something that that was never there in the 1st place.
16:32This would metal design that's that has transparency would be in my opinion, the practical approach.
16:44This is the amount of impact that this really would have at this particular part of the side.

16:58Yeah, I guess one question. So the drawings show the addition of like a two meter wide designated walkway along the edge.
17:07Does that impact the need for railing at all like it because that's not really there currently right.
17:14I mean, you can walk up to it obviously, but it's not like a designated walkway.

19:33Jump in part of our legal response was that railings are required where the public congregates.

19:43Whether there is a trail there or not.
19:46People currently gather in this location and it is relatively high traffic.

20:02What, what when that retaining wall is stored, we may run into the same scenario.

20:12Through, through the chair, I just like to reiterate another comment that I made it in the, in the report itself.

20:21Today, and today's report, but also in the June meeting.
20:25It's important to understand that this particular part of the retaining wall is, is not the very same as the whole the 1930s stone walls that are to the west or downstream from the Gordon street bridge.
20:40This proposal would essentially recreate the existing appearance of the wall as rehabilitation.
20:49Just with the added.
20:51Reyes.
21:08Like clear glass panels.
21:11Like fencing that has.
21:13They're like separated by like metal posts. So it's like a metal block post when the clear glass panel in the city right now.
21:24Through the share I.
21:27I'm not aware and this may not be the right person to be answering this, but I don't recall any.
21:35In fact, representative parks planning is, is not is not checking your ideas. In fact, the response to these and negative.
21:45I think you'll likely see glass panel guards on the buildings.
21:51So it was more than in public park situations.
21:55But, but also the engineer consulting engineers.
21:59And city of Guelph engineers aren't recommended.
22:03And.
22:04And I hear you saying the city of Guelph engineers are not recommending a clear panel there, but do we have any reasoning from them as to why.
22:25I, there, I have not been already through a whole lot of discussion about glass panel as an alternative.
22:36The my experience with glass panels involves.
22:44Well, first of all, there is keeping them clean enough to see through can be an issue.
22:55But I think they may they may function well enough to be considered, but again, they weren't recommended by our engineering services.
23:12And in my, in my own opinion, I tend to think that the.
23:18The design that's proposed release the type of that allows the air air to flow through and and as itself level of transparency would would be.
23:30In my opinion, but I can't think of a compelling reason to choose glass over top of.
23:41Metal when I have engineering, but also parts not supporting that that type of design.
23:48I suspect to maybe a good spot for graffiti and other behavior of this glass like services right that someone versus metal.
23:58I think in a downtown adjacent area and in my mind that would be a risk of something like glass would be graffiti and do you say no services.
24:07And so maybe questions is it decided that this like this or is it will be similar to or this is the defense thing that's final versus.
24:26Has been decided.
24:28I don't believe that the final design for the defense or railing guard has been confirmed that'll be the last aspect of the project to be finalized.
24:43I understand that there could be some flexibility in the design itself, but I think we have a couple of good precedents with this particular design.
24:57So it'll be same or similar.
25:04Very specific comments related to that fence that anyone would like as part of the motion.
25:12Maybe just that it should come back to the committee for review and comment like when once the design is confirmed or if there's different options.
25:22I think to include a comment that other other designs be examined at least for visibility, including the idea of having a clear panel. I mean, I don't think anything would make it easier to see.
25:38The other side of the river than than a clear panel.
25:41So, I mean, could be the.
25:43But I'm sorry ready.
25:50Cut out towards the end there.
25:54Okay, sorry. I what I was saying is in terms of comments that I'd like included is, is to ask that at least the clear plan panel idea be considered.
26:04Given that that would the option that would provide the most visibility across the river.
26:11And, you know, whether I don't know if the decision that they are leaning towards is based on cost or some other.
26:19Consideration, but I don't think there's any harm in examining the idea of a clear panel.
26:24Steven, would that come back to the committee to review or in a situation.
26:34Through the chair, I think that the best.
26:40The best way to approach this is the staff staff is very planning staff is recommending the design as opposed.
26:48If there's a major change is comes up or is presented and think a major change likely should come back to the committee for consideration.
27:01This as the item before this on the agenda, this, this item is, is approval by the general manager planning.
27:10And Harris, well, comments would go to first of walking.
27:14Or that if, if the proposal does, you know, changes are considered by the approval authority, then it likely shouldn't be brought back through.
27:28But as I said earlier, my.
27:32The staff position at the moment is, is to have a.
27:36A railing design that's same or similar.
27:39So, what's been presented.
27:42I'm happy to bring back the comments from from the committee that that other options be considered for example, the clear glass.
27:52Yes, that was all I was suggesting is that it considering that the.
28:02The motion is that heritage well provides the following comments. So, just suggesting that we include that in the comments that that's something that could be examined.
28:10So, the comment that I have in addition to the recommended notion is that other designs such as their panels to improve the disability.
28:22And it's hold that up.

28:38Can I just ask, maybe not a full comment, but just ask about the repair of the company wall itself.
28:44Looking at the drawing, so it looks like they're adding a full.
28:48Like new facing to the entire wall is that correct? See, the entire length all the way along.
28:54That's correct.
28:56It's like a 6 inch thick kind of reinforced.
29:01I guess the question is there, is there a condition assessment report.
29:05Like identifying a need to do that, like, as opposed to just doing localized repairs.
29:11I'm just thinking, I know they're going to, they're saying they're going to stamp it to look like the existing, but.
29:15I mean, it's going to look a lot different afterwards.
29:19And the current.
29:20The current construction of the wall.
29:23In my opinion anyway.
29:25Was there a need to do reface the entire thing?
29:30Well, the project had identified the need to repair.
29:34Stabilize repair existing wall.
29:38With with pretty major repair.
29:41So in order to do that, it's necessary to create a new, a new surface.
29:46And then we're going to have to do the retaining wall.
29:49Now, new, not necessarily having the appearance of brand new and not looking old. There are ways that the surface could be.
29:59Given.
30:01Given an appearance that in some ways might look a bit like the, like the weather ball that we're all used.
30:10It said the main thing is that the wall is structurally sound when the project is done. The appearance of the wall is the intention is to try and have the wall look as much like what the intended wall and look like when it was built.

30:26Or built as to what it appears now.
30:30Okay, so I guess you're saying so the percentage of repairs needed on the wall is so great that you basically have to reface the whole thing.

32:07Will which street would law and memorial for our character.

32:29So thank you for having me today and you're going to talk about you multiple strata we're planning from.
32:42Will it street to one on road that runs along the GGR or nor between.
32:50The 2 rooms that I mentioned and right beside the city cemetery.
32:56It is an interesting reality because it'll act the well to or the Goddard's real trail with the trans can of the trailer or both existing within well.
33:06And it'll connect with the new cycling from right in the structure that has just been installed in the intersection of the which.
33:14And speed up new.
33:17So we completed a verdict impact assessment is part of our study.
33:23The verdict impact assessment identifies 1st nations histories and part of it.
33:30And then I find that the project is for the that is on the land between the light street number 3.
33:37It was negotiated in 1784 and 75 and 1792.
33:43And we also have some new details about with one memorial.
33:47Park side theory.
33:49And a lot of the furniture charts that are noted in there is that it's the primary cemetery serving while the surrounding areas.
33:58Established in 1853.
34:01It's prominent locations at highway 6.
34:05It is a garden cemetery design of the mid to late 1800s and it has a park like setting rolling topography ornamental shrubs.
34:16And then widespread victory in green stones.
34:19And it is the late 19th.
34:22And then we have a section of the retrovival nozzle the end, which is the privately drew Jacob mostly in which I feel like you all.
34:32Far more about I do.
34:35So, what we're proposing is a choice is just a rendering of the trail that shows most of.
34:43Mostly beside the cemetery from wood line.
34:48To like the midpoint where a crock like where the trail cross with a cemetery road passes within the two halfs of the cemetery.
34:57So, what we're proposing is a 3 meter wide actual trail.
35:02And we're going to construct it constructed using bi-axle of grids that protect all of the trees that are located within the cemetery.
35:10There is a decent amount of vegetation like structures that will be removed selectively between the cemetery and.
35:18The trail.
35:21And we're also going to remove the chain link fence that exists currently between the cemetery and the trail and we'll be putting in a flag railing that will run along the.
35:33Like so from this slide all the way down to the other end.
35:38The reason that we're removing the chain link fence is so that it'll feel safer for people so they don't feel like they're tunnelized.
35:44A fence railing.
35:47The trails craze are going to generally follow the race.
35:52The platform or freeze within there and.
35:58That was.
36:00And then there'll be rust stations located every 200.
36:04And then there'll be 350 meters plus or minus 50 meters, which is our standard for access like providing rust areas for accessibility purposes.
36:14The trail will not be led at this time.
36:18We don't currently like any of our trails at this point, but maybe that'll be something for future reference.
36:26So the other half the trail design from the access road to Woolwich Street. So it'll connect to the multiple path.
36:36The other thing to mention is like just set up the access road.
36:41The grades there drop significantly. So we are going to have to put in on the urge for taking wall.
36:47And it'll be about 2 meters high. We'll do our best to save these existing trees in there. But I.
36:54There's some as preserved right now, but a couple of them are dead in the cemetery. We've been working very closely with to make sure that we're not impacting any.
37:03Any issues with the like their operations, the trees, anything like that.
37:11So in terms of the heritage impact assessment, it's identified as a candidate cultural heritage landscape in the city's cultural heritage action plan.
37:24So through the age, they identified those heritage attributes and then they reviewed the design to understand what the impacts would be.
37:35So in terms of the development of the cemetery, it's relatively, I guess, a mind piece.
37:40Most of the development.
37:42Both the development of the cemetery started at the corner of Woolwich and Woodland. So it's quite far away and most of the gravestones that are located close to our property or like the 1950s.
37:56You know, 2000s. And then on the other side of the cemetery, I think they're they started in 2006.
38:02And the heritage attributes, they're fairly minimal.
38:06The historian who I feel like that's not the correct terminology of the person that completed the heritage of our study, but I'm.
38:20For getting her title and she had made recommendations for our projects. If she had identified that the trailing really went in with the surroundings. She had suggested we did Brown.
38:32And we're still reviewing those details are typical as black open the considerations.
38:39Obviously the retaining wall as low as possible to be visually compatible with the cemetery. So we are going to do a stone block retaining wall.
38:49And we're doing it as low as possible, but there's a lot of stormwater management issues. And we're like to get the grades to be in the right spot.
38:58We get the joint retaining wall because in that spot does the train tracks are probably about two meters high. So that's kind of where that was coming from.
39:09And she also recommended that the benches use cemetery. So traditional slated back arch bench design, which we're going to just use our standard arch bench. The ones that are out front, city hall.
39:21And then minimizing construction impacts through post construction, like restoration, the cleaning of the great stone like that, all of which were working with the cemetery very closely on.
39:34Kind of agreements to work with them and just make sure that like, whatever the construction that we're being respectful of people that are, you know, there for barrier, learn, terminate or what have you.
39:45So, if you have any questions, just let me know. Any recommendations, I'm happy to take those back as well.

40:42All right, we'll move into section three designation updates. And we'll go to 3.5 which is 328 will the street popular heritage evaluation reports with chat.

41:07228 will which street is not only a fine example of Gotham revival architecture in the city that it's as far as here just after where it got the revival real heads in the city.
41:23It was built in 1876 by.
41:27Builder Frederick Jane Chubb.
41:31Chubb was active in wealth from 1876 to 1881.
41:37Primarily as a builder. This is as far as I'm aware, the only building that he actually designed.
41:46Though he was only here for five years, he left quite a mark on wealth and it was involved in some very significant building projects in the late 1870s.
41:57Most notably the Wellington hotel at the corner of Aramosa and.
42:03Which.
42:05Chubb Paris was built in 1876.
42:12And as I mentioned earlier, it's a very rare and unique example of a.
42:20Gothic revival.
42:22Road house in the city of well.
42:27It's constructed of Belleville crest brick and decorated with carved limestone coins, sills, and the date stone that you can see here.
42:38It's also retained many of its original attributes. It still has many of the original windows and front doors.
42:48As well as the decorative gingerbread barge board that can be seen this image here.
42:56We found that it met.
43:01For the criteria for determining cultural heritage value or interest.
43:08In my criteria 1.
43:10It's a rare and unique example of a Gothic style row house in the city.
43:17In my criteria 2, because it displays a high degree of craftsmanship.
43:22And it's coins, sills, and keystones.
43:27In my criteria 4, because it's of its association with Frederick J. Chubb.
43:32And it met 2 contextual criteria. The 1st, it.
43:37It's to the character of the area because the facade is located so close to Wall Street.
43:44And it was our opinion that it met criteria 9 because it's an architectural landscape on 1 of Wells.
43:53So, we are recommending designation.
43:58For this property and I'm happy to answer any questions that the committee may have.

44:12Thanks, Jack. Is this are these individually owned units or is it like the entire building is owned by 1 person?
44:18My understanding is that the entire property is owned by 1 individual.
44:25Okay. And is there have been any outreach to them about support of this designation?
44:31I tend to do that after the committee considers the 1st report. Just so I kind of have a mandate that the committee also agrees that it should be designated, but I'll be doing that shortly after this meeting.

46:00312 which is 33 normally cultural for me. Great cultural heritage evaluation.
46:08Thank you, Sarah.
46:11I'm happy to bring this cultural heritage evaluation report for the modernist house that was built in about 1963 at the end of dormie lane.
46:47I can if, if need be, I can scroll back through the staff report from the statement of section.
46:56But I thought I would just really jump to staff's recommendation about the cultural heritage value of this particular, this particular house on this property.
47:08The property meets the building meets 3 of the 9 criteria under the regulation of the entire heritage.
47:18And planet hairs planning staff recommended that it has designed physical value.
47:24It has some historical associated value, but it has a lot of contextual value.
47:31And it's so therefore meets criteria 1, 4, and 8.
47:37It's important to point out and this may be a bit of a case study in what can happen.
47:44Through alterations made by property and so for time.
47:49But even though a property may have been altered and still maintain its basic.
47:58Physical or design valid.
48:01After alterations and that's my opinion.
48:05The particular building or dwelling.
48:09So, all those significant changes that made since 2018.
48:13Many of the structures key heritage attributes such as the original form, passing flat roof and central clear story. They remain intact.
48:25The original exterior finishes have been covered with paint. The carports been placed.
48:34And some low front entrance walls been removed, but, but even so, it's heritage planning staffs recommendation that it still has enough physical integrity. So good representation mid 19th century modernized design.
48:51So, the design and physical value is, as I just said, it's a, it, we feel it's a good representative example of California inspired modernized residents.
49:04Which was designed by a welfare architects in new William J Campbell.
49:12The historical or associated value is we feel is met.
49:18In the home of William and learn is that they were avid golfers. They had connection with business and real estate community, but more, maybe more significant would be its house, the contextual value and the sighting of the house itself.
49:36So, it's linked to its surroundings through the Zadok family's connection to the sport of golf.
49:43And the layout of the building is oriented such ways to allow the rear elevation courtyard of an optimal view of the field golf club.
49:54So, I'm, as I said, I'm happy to refer to other parts of the report. I'm hopeful that the committee members had a chance to read through the images. I'm happy to answer any questions.
