0:04My team does destination management and destination development.
0:07We work very closely with the division at the Gualt Chamber of Commerce who does destination marketing.
0:13So together we are a wealth tourism.
0:15But when I say on this table,
0:16mostly I'm speaking to you from economic development and tourism,
0:20and our work at the city to advance tourism initiatives,
0:23that of course have that economic development lens.
0:26So a lot of times when we think about tourism or when folks think about tourism,
0:30they're thinking about the cultural pieces and those kinds of things.
0:34But what we want to do here at this table is really talk about the business development
0:39and how we are supporting our businesses, our tourism operators.
0:43And I get flack from this.
0:46Not every tourism business is a business,
0:48well, or a for-profit corporation.
0:51So a lot of them are not for-profit corporations as well,
0:53like our festivals, which Anu represents.
0:56So yeah, so that's what we do.
0:58And then just like as a quick overview,
1:01economic development and tourism has a general manager, that's James Goodrun.
1:05We have economic development, which is run by Christine Chapman,
1:08who will be my co-staff liaison for this committee.
1:11We also have downtown revitalization or downtown renewal
1:14in our economic development and tourism department.
1:18And we have strategic real estate,
1:20which for those of you who are familiar with the economic development investment attraction,
1:27so it's our strategic real estate division oversees city lands
1:33and how we leverage city lands to grow economic development and tourism
1:36or to grow economic development.
1:39And then we also, of course, have an investment attraction portfolio
1:43that is more private land and bringing that online.
1:46But we'll talk more about that in our next session.
1:49So you'll see Christine and I the most.
1:52I'm sure you will see James here and there as well.
1:55And then you might hear from Stacy, who oversees our downtown portfolio
1:59or Luke, who oversees that strategic real estate portfolio.
2:03But you'll also hear from lots of city staff,
2:07especially when it comes to strategies, bylaws, those kinds of things
2:12that impact the business community.
2:16So you'll, this committee special,
2:19we have a lot of folks who will come and chat with us.
2:25So I will introduce myself.
2:27My name is Winnie Chan.
2:29I'm from the city clerk office.
2:31So clerk office is doing something for, mainly for the city council, actually.
2:35And also two of us, one is me, Winnie Chan and other folks called Liz,
2:43that we are taking care of M.R.S. 3 committees.
2:46In the past, we have 14 M.R.S. 3 committees
2:50because of the redesign project that we changed from 14 and downsized to seven of us.
2:55So economic development and tourism is one of the advisory committees.
3:00So I will provide a procedural advice and also all the administrative
3:07and also plaque services for these advisory committees.
3:10And you will see that I will just keep sending you guys emails, a lot of notes.
3:14And also, yeah, I will bombard your email.
3:17I'm so sorry about that.
3:18And also, you will be receiving a lot of my meeting invites
3:22from advisorycommittees at growth.ca, this email.
3:26So if you have any questions regarding procedures,
3:31you don't know what to do regarding some kind of rules
3:36and also regulations like legislative things, you just come to me.
3:39OK, so I will try to answer ASAP.
3:43And actually, we have meetings every month.
3:47So in between, if you have any questions regarding any procedures

3:55So one of my colleagues is Garrett.
3:59He is not here today because he is now in our conference.
4:04So that why I'm the only one here.
4:07But I think upcoming meetings that I will be mostly here

4:19So we now maybe we just are our members to introduce yourself to our folks.

4:30So my name is Paul Blackburn.
4:31I'm the general manager of Polycon Industries Division of Magna.
4:35So we're located at the West End.
4:38We're one of the biggest employers under one roof.
4:40I would say we're the biggest employer under one roof in wealth.
4:44So we're 810,000 square feet.
4:47We just recently went through a major expansion where we a ton of investment
4:51into our building.
4:53So we had 120,000 square feet.
4:56We got a growth strategy to grow into well over 1,700 employees under our roof
5:01inside of the next year.
5:02We're a major supplier of only a component.
5:05So we typically do, you know, painted exterior parts and we supply everyone.
5:11So we supply obviously the automotive industry in Ontario's
5:16significantly changed.
5:17We got Brampton down.
5:18We've got, you know, Oshawa or sorry, Oakville on pause.
5:22We got Oshawa, which is going through some change as a result of the tariffs.
5:26And so, you know, again, we're we are.
5:31Our strategy is to stay relevant through this whole thing.
5:34Like I tell our workforce, you know, we're we're up against tariffs.
5:38And for now, we've we have we're OK.
5:42As I say, for now, because I don't know who knows what's going to happen.
5:45But again, we've got a really good outlook, strong growth strategy.
5:49And how I ended up here is just with dealing with James and, you know,
5:55the bill bond, some of the team members from the city.
6:00Again, we're trying to reestablish our presence in Guelph.
6:03So that's my game plan to say we're we're a big employer.
6:06We're here to stay when we've got, you know, we want to be active in the city.
6:13So my name is Christelle Mates.
6:15I wear a couple of different hats.
6:16So I'm the executive director of Business Center, Guelph Wellington,
6:19which is one of 47 small business centers across Ontario.
6:23It is our mandate to help entrepreneurs at all stages of the games.
6:26We work with ideation.
6:28We work with startups launching.
6:29And we also work with existing businesses and helping them with growth strategies.
6:34Just to give you an idea, we deal with in the given year,
6:37about twenty two thousand inquiries, which means emails, phone calls,
6:41people knocking on the door, come in to see us, which is
6:45quite substantial. I have a team of five of us.
6:47So that's pretty good.
6:49And we average we meet with about fifteen hundred
6:52clients directly, like one on one consultations, which means more than one time.
6:56So we run a busy office.
6:58I have an operations manager, Diana, and I have advisors who work.
7:03They are also business owners, which is great.
7:05So they work on contract with me.
7:07And so if you have the opportunity to meet with them,
7:09they've walked the talk and talked the walk because they they all own
7:13businesses of their own, as well as spend time with us.
7:16So I'm a former business owner several times over.
7:19I'm on my fourth or fifth business now.
7:21I do strategic consulting for larger companies.
7:24And so helping them facilitate change management, all kinds of good stuff.
7:28And this is certainly a time of change management.
7:31So, you know, it's fascinating to to see some some work that I'm doing
7:35on site of what I do as an entrepreneur.
7:38And as well, I also sit on the I'm just disclosing this because I sit on
7:43the DGA, which is the Downtown Association, sit on the board as well.
7:47So do you have a mind for that as well?

8:00My name is Anu Siksenam and I'm representing the festival sector
8:04from the board chair for the Goyal Fendt District Multicultural Festival,
8:08which is coming up this weekend.

8:14But in terms of my work, I work for the member of parliament,
8:18Dominique Bourlouk, and in the past I worked for Lloyd Longfield.

8:35Excuse me. My name is Damien Smith, a sleeper.
8:37I have been in the hospital, restaurant, food and beverage, tourism industry,
8:44despite my youthful appearance for 30 years.
8:47I was thinking this on the drive over.
8:48How's it been?
8:49Thirty years.
8:50I was very honored to be able to serve
8:55on the previous Tourism Advisory Committee,
8:59and I'm here kind of representing
9:02kind of that food and beverage side of things.
9:04One of the biggest things that we're certainly proud of in Guelph is the
9:09wealth beer bus event that we've been running out in our sixth year.
9:15Six local breweries all working together, all collaborating,
9:18all sharing costs to give the good people of Guelph and the greater area
9:24an award winning tourism experience.
9:27And I say that because in 2023,
9:29we won the Ontario Culinary Tourism Award of the year.
9:32So going up against all the big fancy things down in the egg and all that,
9:38little Guelph rose to the top.
9:41So very, very proud of that.
9:42And humbled and honored to be able to offer any of my experience
9:48to this group for the next year.
9:51Right. So I'm Lucas Ugueredo.
9:54I'm the side director for Sea of Animal Health.
9:56That's an animal vaccine company.
10:01We are a French company.
10:02I'm in Brazil as background.
10:04I live in Guelph for six years and I love to be here.
10:08My company here in Guelph, we make a huge investment in the north of the city.
10:13That's why I am new in Lucina.
10:15So we invested 80 million dollars in our new factory here.
10:20And for years, we grow from 19 people that we had before in the site.
10:25For now, we have more than 100.
10:27So I'm still growing.
10:30Yeah, and very happy to be here and be part of this community right now.

10:40My name is Dennis Boss.
10:42Probably you can hear that I was born in Germany, spent half my life
10:46abroad in different countries.
10:48I have a hospitality background, worked in different hotels and the cruise ship.
10:52And then developed myself more into the business economic side.
10:59My wife and I came to Canada six years ago, became Canadians in December last year.
11:04So that's great.
11:08And we are now in Guelph since nearly three years.
11:13And we like it very much.
11:14I work downtown for Crosha Conciting.
11:16It's a land development company as a business intelligence guide to market
11:22research and such.
11:23And I'm finishing up my Doctor of Business Administration this autumn.
11:27So I can't wait to finish that finally on television because life is not boring enough.
11:33And I'm on the board of directors of the Guelph Chamber also since November last year.
11:39So with the storage marketing also need to change my mindset needed.
11:46But yeah, I was very surprised that I was.
11:50Amidst this application didn't see anything.
11:52And also there was emails.
11:54I was very happy about it.
11:55I always like to be engaged in the community.
11:59And I'm excited what will happen.

12:07expertise and their insight to the city and and to the city.
12:13And I think that's a great thing.
12:15Their expertise and their insight to the city.
12:17And and, you know, we've really appreciated a staff when we get such strong applications
12:23and people who really are interested in lending their expertise.
12:27Because I will say Council is always asking us, did you talk to the businesses?
12:32And we're economic development and tourism is really trying to grow
12:36everybody's engagement at the city with representatives from the business community.
12:41And with our and with our profit community and, you know, because we're
12:46because we're we're a city and we always want to make sure that we're speaking
12:51to people who actually know what's going on when it comes to growth and when it
12:54comes to making investments in this community.
12:57So we appreciate that you applied and we're so thrilled to have all of you here.

13:09we have paid a lot of efforts to do advisory commentaries, recruitment
13:15and also artists done for that.
13:17And I just want to express my appreciation towards all of you, because
13:22that we were very excited when we we see applications like your application.
13:28So I just want to say thank you very much.

13:38that's like to stop the first and share the platform.
13:46So so.
13:57OK, so I would talk about the roles and responsibilities and also some
14:02procedural training for for ACOC, particularly actually that we were
14:07speaking about the roles of members, role of chairs and role of just like
14:12Alex and me, what exactly we are doing.
14:16So, you know, I just wanted to like spending like I hope to spend like
14:22half hour on that because it's too much.
14:25OK, it's really too much.
14:26OK, so the gender, you can see the one to 10 that, you know,
14:29as some of them are short.
14:31OK, don't worry about it.
14:33It's one to 10. Yeah.
14:34So the first one is about the advisory committee's governance
14:39framework. Actually, I had a very special role on that because
14:44actually I am originally an academic scholar that working on this
14:50project specifically to change to redesign the ACOC for the city of growth.
14:56So two years ago, we started working on this project together with the city
15:01together, University of Grove and also the city of Grove together,
15:04and that we collaborate in the kind of like collaboration between the scholars
15:08and also their practitioners and to develop a kind of governance framework
15:14which is the only one in Ontario, I would say, or in Canada, actually.
15:19So this is a very, very big experiment for how to
15:24fly to, I would say, or like how to make our ACOC better.
15:28So, you know, in growth, that's just like we have 100
15:33citizens, I would say residents serving on ACOC, actually.
15:36And originally speaking, we have 14 ACOC.
15:40We have 106 members, actually.
15:43And, you know, but ACOC, advisory committee, it's not very
15:48it's not very attractive to the scholars because as rarely researched it,
15:54not a lot of evaluations, no one actually have any interest to know about this.
16:01But, you know, my team, as a kind of academic scholars and with
16:06universities, two professors together, we form a group and to want to support
16:11this kind of advisory committee is because you may know that this is a kind of
16:16like very resources consuming, actually, because we consume a lot of resources.
16:22For example, like we need to have procedures, we need to have staff to support
16:26compared to other kind of like community engagement, just like the town hall meetings
16:30or like the survey, you know, we use a lot of resources.
16:34We use a lot of public money to that.
16:36So, you know, if we do not have a very good framework to how to
16:41to guide the creation, how to how to decide is like to to maximize the function of this
16:47that actually we are wasting this.
16:48So, so this is why we have this kind of like research on that.
16:54So, recreated is using recorded community and get just scholarship,
16:59just like just like the collaboration between the academic and also the long
17:03academic partners.
17:05For this case, it's the city of growth and University of growth together.
17:08And because this is not this is not new, actually, because a lot of members
17:14that complain in front of media actually that we do not know what we are we are doing.
17:19We do not know what exactly that is is is is doing our comments.
17:26We put our comments and where it's going.
17:28Reduct now.
17:29So those kind of like I would say complain, OK, and is like we we would like
17:36to use this sling or to respond to this kind of this kind of like
17:41unsexed inspection, I would say.
17:43So we we have a lot of research doing.
17:47We have surveys and into our existing members.
17:51We have interviewed with them.
17:53We interview our council members and interview city staff like Alex and also
17:58like we have a working group that actually, yeah,
18:03she is one of our working group members that to have to develop our framework together.
18:09So finally, our framework was approved in I forgot it's on time ago.
18:14I'm sorry. Just like last year, November, and then we we implement this kind of
18:21framework like how to do improvement, this kind of language against the language
18:25and do some kind of like redesign of our existing committee.
18:29So the existing committees, the seven committees that already approved that in
18:34the last month council meeting.
18:35So I would say or do we search done and we all good.
18:41And we go into the next steps is we are now having you guys here to be our
18:46ACOC members and we try to new framework for the new the new practice of ACOC.
18:54So I would like to highlight something here's at the commitment.
18:58So this is what I'm very proud of when I wrote the governor's framework.
19:04Actually, we have some commitment for the advisory committee.
19:07So this is a kind of like community engagement.
19:09There's a kind of like a platform to shape the city's threat goals.
19:14This is very important because in the previous setting of ACOC,
19:18we do not have any language between like the city's strategies and also ACOC.
19:24They're not collected.
19:25Actually, we don't know how they collect.
19:27Okay.
19:27So we try to adopt the deliberative practice.
19:31That means that we can try like because maybe one member takes something and
19:37the second members, they don't agree.
19:40It's really doesn't matter.
19:41You know, we have a kind of processes like we have a kind of consensus at the end
19:47of this kind of discussion outcome.
19:48So this is a kind of recorded deliberative practice.
19:52We try to do this in any ACOC, the new ACOC.
19:58So we hope that ACOC should have some leave that and professional expertise,
20:03not just professional expertise, but some leave the expertise for itself.
20:07Like for example, like transportation advisory committees.
20:10Actually, we have a lot of members, they have leave the expertise to providers.
20:15What exactly they want to have in our transit services.
20:21Something like that.
20:22So we have diverse membership and also we need to establish a very clear
20:28communication between ACOC and City Council.
20:31How we can do this, because this is one of the, I would say grievances that
20:35the committees members complain about because they really don't know if they
20:39provide some kind of comments, feedback on some policy.
20:42They really don't know if the City Council will see it or like incorporate in
20:45their policy or what they really don't know.
20:47So we try to do better for the communication.
20:51And also it's like the seven point seven is very important because actually
20:57because ACOC is very need a lot of resources.
21:01Then we hope that we can support ACOC in a more sufficient way.
21:07You know, in the previous setting is like we just like trying to do something,
21:14something similar.
21:15But actually we do not have standardized procedures, but now we have
21:18seven committees we wanted to standardize all this stuff.
21:21So this is what we would like to highlight for the second commitment in our
21:27governance framework.
21:29And this is the critical features.
21:31Okay.
21:32So we want to establish effective communication.
21:36We would have our staff leaders on not doing any administrative things, not
21:41doing any procedural advice, but very strategic level responsibilities.
21:45So just like Alex and Christine, we're taking care of all strategic level things.
21:51Okay.
21:51And all the procedures and ministry and things collect office will be taking
21:56your care.
21:57So the division of labor will be clear, I would say.
22:00So we also have a terms of reference is clear up to date and we will
22:06regularly revisit it.
22:07So one year later or two years later, we will try to reveal our terms of
22:13reference together to see if this is still a line with the strike goals of
22:19the whole city.
22:20So it's more makes sense because because if our strike goals, especially
22:25because the election is coming next year in great.
22:27So, you know, you know, I would say the council council member may have
22:32different kind of strike goals they would like to have.
22:35Right.
22:35So how ACOC could match with or align with that kind of strike goal they
22:39propose that is very important.
22:41So we also try to do some new recruitment efforts.
22:46Of course, now we just doing target and recruitment.
22:48That means like we invite all the members or the advocates to apply by
22:53yourself, right?
22:54But actually that we also prepare something like random representative
22:58sampling that something like we just send out all the mail to, for example,
23:04like 1000 residents, invite them to apply to ACOC.
23:10But currently it's unfunded because the council not yet fund us this kind of
23:14like a recruitment effort.
23:16But we hope that we can get this one thing.

23:24Just like we send out like mail out like invitation to like maybe 10,000
23:30residents.
23:31And if they are interested, they just come to us like, Hey, I'm
23:35interested.

23:44So yeah, we also like to we also propose compensation and coverage of

23:53For example, like because we wanted to have more marginalized groups to be part

24:00So we wanted to covering their participation related expenses, just like
24:06childcare, like mileage, transportation.
24:09And we also propose doing compensation for them.
24:12So this is also currently unfunded in the future.
24:16We hope to do that and we hope the council will fund us.

24:19So this is very important because we want our ACOC more diverse and also
24:27like attracting more marginalized group to be part of us.
24:30This is very important because from our survey, in the previous survey, we just
24:36sent out to more ACOC members, getting all the responses.
24:41And like, long-term speaking, the demographic data would be like more
24:48white men with a lot of income.
24:52So this is exactly what we get.

24:55So we hope this kind of redesign could attract more people who are actually
25:00affected by the policy, but they not yet participate in any policymaking process.
25:05So yeah.
25:08So at this moment, before I jump into that just related requirement, more boring

26:20you can pass the resolutions by vote.

26:24This is the way that we make decision for advisory committees.
26:28So, you know, ACOC feedback is provided on the topics is going before city council.
26:36And the resolutions might be communicated in full to the city council.
26:40That means that if the city council is going to do something, okay, and you
26:45already discussed something that you can just make a council pass a
26:50resolution and we will pass this to the city council.

30:24If we do not have five of us, that is, is not, um, it's not a real problem
30:31because we minimum that we need to have three actually.
30:35So, uh, that means that for, for this example, it's like three to five is
30:40acceptable for meeting a Corum.
30:42So we changed this.
30:43Actually, we changed this Corum, uh, regulations because, uh, in the past,
30:48that we need to have, um, uh, 50% plus one, but it's not important to members,
30:54but it's like the total number of members.
30:56For example, like if we want our committees, like 15 members, that we need
31:01to have eight members to meet the Corum.
31:04But actually that we just have like my members here because, uh, six of them
31:08already resigned.

32:40So the only way that ACOC provide formal feedback is through passing a
32:45bad solutions, just like I, what I said is like you pass resolutions in the meetings
32:51and we will pass the resolution to the console because every week.

32:59We have information line to the council members.
33:01So they can know, they just can know what exactly the ACOC passed resolutions.
33:06What exactly that you discussed and also what exactly that you want them to hear

33:16So, um, we need 50% plus one majority of the member to approve the resolutions.
33:24For example, like, uh, now we have one, two, three, four, five, six, right?

33:33And then we say carried carried inside past.
33:36And then we just, we will pass this resolutions to the council,
33:40so council members have also a council.

35:23or like, uh, some follow up questions that, uh, we are always doing actually
35:27everything doing this.

35:30So, um, so this is like the ACOC, like this is the meeting that council gets the
35:36report every Friday, but if a staff department comes and they are actually
35:40going to council with a staff report and they have consulted with ed tech.

35:48parking strategy, right?
35:49And they, we, they have asked you, what do you think of the staff recommendations
35:53for this parking strategy?
35:55Well, if you don't agree with the staff recommendations and you pass a resolution
35:58where ed tech is not in support of, you know, parking on the top of city hall.

36:05Well, then in the staff report, it would say, you know, under our consultations
36:11heading, cause that's part of it.
36:12We consulted the economic development and tourism advisory committee.

36:25and every motion that was made to help them inform their decision.

37:13But I would say it's like, um, many sections of that only applicable to
37:18members of city council.
37:19That means that the city council members need to, uh, you know, their
37:22code of conduct to align with those kind of sections, but part of it will be
37:27related to, um, ACOC members.
37:29So, um, this is not, um, um, very, I would say it's like, um, one of that will
37:37be the most important, I would say, is conflict of interest.
37:40Um, as for what I, I, I said earlier, actually that we, we need to know,
37:45we will know about that.
37:46This, uh, some project or like some policy will, you will have some conflict
37:51between interests.

40:05you may see more like the mandates and also like, uh, what exactly the
40:10purposes of this advisory committee is.
40:13And row of staff liaison, uh, that means Alex and Christine, that, uh,
40:19actually they will be the one advanced on high level decision making.
40:25And, you know, have, you know, because they are, uh, the subject expertise,
40:30economic development and also tourism so that they know about the strike
40:34goals and also priorities of the, of the city.

40:39So, um, actually, uh, they will be the one and sure that the advisory
40:44committee will contribute to the, to the overall goals of the city.

40:58terms, maybe some knowledge, maybe some skills, um, relevant to the ACOC mandates,

41:11building and also, and if, um, some kind of like, uh, facilitations and also,
41:17um, yeah, they will know.

51:31communication from the city.
51:33Well, we came and we asked you, you know, how could we improve?
51:36What are the tactics that might be better for communicating to residents, to
51:39your employees, but also getting people into the business, right?
51:42So, um, and then we take that back and we, we incorporate that.
51:47That doesn't, that didn't necessarily come to council, but something
51:50that did come to council, you know, was, um, you know, our, uh, the plastics
51:56bylaw, the, um, uh, waste, the waste and reusable and singly single use, right?
52:04And so like that was an example of this is going to impact businesses, whether
52:08it's straws, takeout containers, those kinds of things.
52:11Um, so we came to, to GDAC asked for perspective on that.
52:16And then that bylaw actually went forward to council saying, you know, we consulted.
52:20So those are the kinds of ways that we will incorporate your feedback strategically.
52:25Um, whether it goes to council or whether it comes back into city hall, but we
52:29will always let you know how your feedback has been incorporated, whether
52:33it's just with staff or with council.
