1:02Yeah, of course. So, as we gather, let us take time to reflect on our privilege to live and work in Guelph.
1:10A city built over rich indigenous histories.
1:13We are guests here and we should reflect upon the responsibility to care for this land. The people who live here today.
1:20And the generations to come if our actions today can move us towards reconciliation.
1:25We should take pause and make those decisions with intention and gratitude.
1:29This place we call Guelph has served as traditional lands as a place of refuge for many people's over time.
1:37But more specifically, the Adironduranc and the Haudenosaunee.
1:41This land is held as a treaty lands and territory of the Mississaugas of the credit 1st nation.
1:47Guelph lies directly adjacent to the Haldeman tract and is part of a long established traditional hunting ground for the 6th nations of the Grand River.
1:55Many 1st nations, Inuit and Mithi people have come from across Rhode Island and call Guelph home today.

4:13Carrie, thanks. Okay. 2.1. Very exciting. Introduction to the Guelph Innovation District Block Plans 1 and 2.
4:25And presenting the, or providing us with some information is Dave Aston of MHBC Planning,
4:35representing Fusion Homes, right? And Lindsay, Senior Development Planner with the City.
4:44I don't know whether you're going to participate or not, but the 2 of you are shown as the presenters. So over to you guys.
4:51Yeah, so before Dave starts, I just wanted to do a little introductory, but so as the chair has already mentioned,
4:58my name is Lindsay and I'm a Senior Development Planner with the City. And so Dave is going to be doing the PowerPoint presentation.
5:06He's the applicant working for the landowner for blocks 1 and 2. And the purpose of the presentation is really just to introduce the Guelph Innovation District Block
5:14Plans 1 and 2 submission and review process. If you have any questions after Dave's presentation, Dave or I will be happy to answer.
5:23And then I also have a few specific questions for the committee after, if after initial questions or comments from the committee.
5:31So thanks. So I'll just hand it over to Dave now.
5:35Great. And can everyone see the screen? Okay.
5:43Yeah.
5:44Okay. So I'll just, we just have a brief presentation and first of all, thanks for the opportunity to present this to you tonight.
5:54We are also very excited on behalf of Fusion Homes. And I know that Fusion Homes is
6:02monitoring tonight or viewing tonight as well to ensure that we receive the feedback from tonight's meeting.
6:10Tonight's presentation really is a combination of a lot of work that's been done by
6:16our full team of consultants. And a lot of the slides you'll see tonight
6:22represent a huge amount of work and effort completed by Sasaki who are
6:31master urban designers, as I would refer to them, that were engaged by Fusion as part of coming up with a vision
6:40framework and design for the Guelph Innovation District. And we also have on our team, our engineering firm, MTE,
6:51Natural Resource Solutions, who's done all the environmental work,
6:54and GHD, who has been part of the transportation planning and analysis for the development. So we have,
7:05you know, a very experienced and qualified team that we've put together. And I would
7:14suggest that all of this work has been in collaboration with Lindsay and City of Guelph team.
7:22And so we're excited to be moving forward with the project. We've received and approved terms of
7:29reference. We've been working with the Technical Review Committee. So we'll present some slides this
7:36evening and happy to answer any questions and receive comments as we move along.
7:43So the Guelph Innovation District, as many of you know, is an area identified in the official plan.
7:50It's a secondary plan area. It's been talked about for many years as an area for new development
7:58intensification and new growth within the city. And so it was finally approved in 2017.
8:06But changes did occur recently to the secondary plan through the Minister of Approval of OPA 80,
8:15which was the city's official plan review. So we've been building on all of that background work that
8:22has occurred over time. There's four block plan areas. The block plan sets out employment and
8:30population targets. And we're working through that information with city staff. But the secondary
8:38plan itself sets a base framework of land uses to which the block plan that we're talking about
8:45tonight is building on in a little more detail, understanding how the site would develop with
8:52servicing, with transit, with parks, mix of uses, and all of those things that are going to bring
9:00the secondary plan really from a bunch of colors on a land use plan to the next step of details
9:08and what could happen there and what is the vision. So the block plan is a requirement for each of the
9:16areas. In this case, the block plan is the green and the blue area, which is our blocks one and two.
9:26Block three is to the south. That is also a block plan that is in early stages and moving forward
9:33as well. So the block plan itself is intended to establish more of the details of the form of
9:40development. It's to conform with the secondary plan or implement the secondary plan. And it looks
9:48in more detail at elements, including roads, lots or mix of land uses, where the stormwater
9:55management ponds are and how those interrelate with the lands, the parks, where those are located,
10:03how they will be utilized in the community, density, which is really the different mix and
10:10housing types and employment uses. So when we started off establishing the vision and the design
10:20framework that you see, there was a lot of work done and there was some early consultation done.
10:25Some of you may have attended or have been aware of a first consultation meeting that was held by
10:31Fusion and to get early input into what the vision and the design may be. So the starting point was
10:38to understand the background and existing conditions. This plan just shows the delineation of the
10:46natural features of Significant Valley gives you some idea of topography. We really want to understand
10:52how the site would develop by minimizing the amount of site alteration and utilizing the
11:01existing topography. And it gives an idea of where the initial road pattern and connections would be
11:09and the stormwater management facility. So a bit of existing conditions and understanding the
11:16structure that will lead to the ultimate vision or block plan for the lands. So the vision is to
11:25look at a master plan community that builds in innovative sustainable employment uses,
11:33integrated residential neighborhoods are really looking at this in context of neighborhoods
11:38and an urban village mixed use center. So this is the proposed block plan and you can see the
11:48different land use topologies that are there. There's the collector roads internal to the site
11:58modified grid approach to the collector roads identification of the employment lands.
12:04There's a school site identified we've had early consultation with the school board
12:10and they have identified a school site. So we've planned for that. The concept of a village center
12:18you can see with the park internal to the site. So as you come off Victoria across from college
12:27the idea is that there's a spine that heads plan north is to the left. So a spine that heads east
12:35west into the site with a central village and then a view that ends with the park. So we're
12:45looking at the mix of unit types kind of building the density around what we're calling a village
12:50center and outward. Then also looking at an employment node at the corner of Victoria and
12:56stone road and a corridor design along stone road. Can I just jump in? Yeah. Dave, Lisa and
13:06like Taggart here. Could you possibly zoom in a little bit more? I don't know how to do that.
13:14So up where it says 65.9% if you could just maybe or close the tool window. Ah okay one second.
13:36Is that better? Yeah that's better. Okay. I could read the legend in the previous
13:42image so it was kind of like it would help you if we could actually read this stuff.
13:48You're really testing my IT capabilities there so thank you I'm glad I figured it out.
13:55So anyway we started with a street hierarchy. We know that there's some key structural elements
14:01to the streets making sure that there's traffic movement, that there's transit potential,
14:07and identification of the site entrances that will also function as gateways. From an
14:18opportunities constraints perspective again we took a step back and looked at where would we
14:25be proposing higher density, where would there be urban edges, and how would we deal with the
14:33extension of College Ave and what would that look like relative to the overall site. We identified
14:40opportunities for different connections to the existing trails in the area and where lower
14:47density development would be. So we're looking to transition the development density from Victoria
14:55to the rear of the site. This plan just gives a bit of an idea of a conceptual framework as we
15:04built on the constraints and opportunities, identification of the employment innovation
15:10zone. One of the things that we're really focusing on is how do we keep a connection or how do we
15:17connect green networks through the plan north, south, east, and west. A comment we heard very
15:25at that early consultation was that people wanted a space where they could walk. They could walk their
15:32dog, they could walk with the baby strollers, and how can we do that within the community
15:39in a way that isn't just sidewalks on roads. So we've looked at how do we deal with the roads and
15:45how do we deal with adjacent linear parks that create a space that isn't just a sidewalk or a
15:52multi-use trail that just appears to be part of the roadway, but functions more and appears to be
16:00more of a linear park. So we're very focused on making sure there's green connections through the
16:06site. Dave, I have a really general question. Do you mind if... Go ahead. Yeah. Okay, so within
16:14this whole development, like are all the roads, city roads, and all the parks, city parks, and the
16:21stormwater pond is city property? Like they'll be all maintained by the city? Yes, what we're showing
16:32here, all the roads are city roads. Some of the larger blocks, there may be private condominium
16:38roads and some of those larger higher, higher, medium density blocks. But what we're showing here
16:46would be city roads, city linear parks, city parks, city stormwater management facilities.
16:55So are these roads going to be like wide enough for bike lanes? Or is that too much detail and
17:02you're going to talk about that later? We weren't... I wasn't talking about that later, but I can't
17:07answer the detail. So one of the things we've been working with city staff on is the concept of the
17:13complete street. So what I would say is some of the main streets or the collector streets that
17:19we've identified, they will have sidewalks, multi-use trail, and bike lanes. So they'll be kind of
17:27functioning as though they can move vehicles, they can move bikes, and they can move people. So those
17:34would be the main roads. Not all of the roads will have that as you get kind of back into the community.
17:40I'll back up. So here on this slide where you see the primary roads, that's where we know for sure
17:49we're going to deal with vehicular part traffic, vehicular parking, multi-use trail, and bike lanes.
17:58So that would be the complete streets. The other roads would be more of the typical
18:05city streets, but what we've tried to do is have those linear park connections
18:12that allow for the multi-use trail in those areas that would be for bikes or walking
18:22through the plan and then connected back down to those complete streets.
18:28Thank you. So overall concept, again, this is just kind of what I try to do is break down the
18:40design tonight. So we have linear parks, they're connected to the linear parks will be
18:47other park spaces that could then have, you know, larger play spaces. One of the things that we're
18:54really looking at with the linear parks is the width of them. So there could be multi-use trail
19:00and then built into the linear park along the way of the multi-use trail could be a small play space
19:08or, you know, those active exercise equipment spaces. So we're trying to expand the width of the
19:18linear park to actually make them usable space as well. And then the key or the one of the focal
19:25points of the urban spaces is in the center of the plan at the village core, the downtown plaza,
19:32whatever you, you know, want to call it is an urban space in combination with a road network
19:41that could be closed off so that it could function as a public space that could accommodate, you know,
19:50food trucks or, you know, I always think of when the raptors were in the NBA finals and the city
19:58closed down in front of city hall for a watch party, you know, that could be something in this
20:04downtown plaza or this public square where the road would be closed off and there could be an
20:09opportunity there for public use of that space. This plan just shows kind of our thinking of the
20:19overall landscape framework where you can see the linear parks, the larger parks, the connection to
20:25the open space that would build on existing trails with new trail connections to the space. And
20:34we're also looking at kind of the stormwater management ponds that would be to the north
20:40and the south at the corner of stone and Victoria road, designing those to be something more than
20:45a typical storm pond. But they would be more of a feature that would have landscaping that they
20:53would have trails around them. And knowing that the one pond at stone and Victoria is really at a
20:58key intersection, a really great opportunity there to provide some landscaping and design for that pond
21:06as a bit of a gateway. And then looking at the employment areas and behind with massing and
21:12design that really frames that intersection. So this is a bit of the development plan. You can see
21:22the the mix of uses, the higher density core around that village center and the public square.
21:31And then the lower density transitioning to the rear of the site, the Victoria street corridor
21:36having higher density. And then the stone road corridor having the storm pond with the employment
21:43areas at that area within the plan. And the purple is the school. So, you know, it's in a good
21:53location that it doesn't appear to be central to this plan. But when you consider just to the south
21:59is the block plan three area, we think it's a good central location between block plans one,
22:05two and three for the broader Guelph Innovation District. So where we're at, we've submitted
22:15the block plan. We've had a few meetings with the city, we're anticipating a full set of comments
22:21sometime over the the next few weeks here. There is a public information center that's been arranged
22:29for July 10. And so those notices are going out to the community. The city, as we work through
22:38this process at some point will endorse the block plan. That's that's ultimately is the final block
22:45plan, which will then lead to the submission of the development applications, which would include
22:51an official plan amendment. There's some things we need to clean up with the official plan policies
22:57in relation to from the minister approval of the document and the secondary plan approval,
23:04some technical matters, and the zone change application and the plan of subdivision. And
23:11then the typical city process would occur with regard to how that would unfold for the review
23:19and approval of the development applications. So that's a that's kind of with a block plan and
23:26and a bit of the vision and some of the information. And happy to receive any comments

23:47You thought of course. Lisa has some questions. Thanks for the presentation, Dave. So I'm
23:55always asked about trees, because as they as the committee landscape architect.
24:03And I was happy to note that you're actually showing the urban urban canopy and differentiating
24:09different levels of urban forestry. How close will you be to the target the city urban forest canopy
24:20target? I believe it's 40%. So that's not a question you have to answer tonight, but it's
24:30just I'd like to just put that out there to put to your consultants.
24:40I have a question for city planning stuff. So does the city I come into this
24:49this question as a consultant in Collingwood, does the city have a preference for having
24:57all the streets in in the public realm? Or are they still open to to having private streets
25:06within condominiums, particularly with respect to garbage collection and that kind of issue?
25:15Madam Chairman, I take comment on that. I'll turn it over to Lindsay. So I'll take the urban canopy
25:22as a comment, because I don't have that answer for you tonight on that level of detail on on
25:28whether we're meeting it. So I think that's a good comment. On the public versus private streets,
25:34my understanding in working with staff is whether it's if it does become a condominium private
25:43street, we work with the city on the site plan approvals relative to the truck movements and the
25:51term movements and city planning and waste management to to ensure that if there's public
25:57pickup available, which we do try to achieve most of the time, that there's the appropriate design
26:02for that to occur, not only waste management, but fire route and general snow clearing and
26:09general movement as well. So but happy for Lindsay to comment as well.
26:16Yeah, thanks, Dave. So I think you've you've covered most of it. So this is coming in as
26:21a draft plan of subdivision, whether it's going to be one plan or two plans draft plans of subdivision
26:27set out the public roads that are identified in our secondary plan, the arterial roads,
26:34local roads, obviously through the larger blocks will have private private roads or private
26:42townhouse developments. As Dave has said, everything goes through site plan approvals. So even if you
26:48had like a stacked townhouse development or a high density apartment site, it would be subject to
26:53site plan approval. And at that time, we would have our technical staff review it. So in terms of,
27:00you know, appropriate private street with garbage, our transportation staff would review it and so
27:09it would have to be in compliance with our development engineering manual because that sets out
27:12requirements for like waste trucks and fire trucks and everything like that. So all that stuff is
27:18reviewed. I think at this level, it's we're more at a higher level now with the block plan. But
27:23once we get into the subdivision and application subdivision applications, and then after that
27:28draft plan approval, final registration, and then once you get into site plan, that's where all the
27:33finer details come in. But I do, yeah, I think it's a good question and obviously stuff
27:44what we can consider in the future as well. I guess I'm wondering more about in terms of a policy,
27:51overall policy, does staff tend to prefer a more public realm for the streetscape and
28:01ultimately yielding to, you know, smaller block plans overall?
28:05So I think it depends on the size of the development. Yeah, that's something we can take back for
28:15consideration. I don't think we have a specific policy, but if you're creating a larger subdivision
28:20such as this with a lot of density, a lot of different housing forms, you would require public
28:27roads. I don't think we have a specific policy in terms of public versus private, but it's something
28:35that our engineering and transportation staff do look at. I guess I'm just interested because
28:42walkable neighborhoods tend to be smaller blocks. So you can have your quick dog's gotta pee walk,
28:51you can have your learning to trike walk, and then you can gradually work up, you know, so that
28:59there's sort of this fine mesh integration between the types of housing and
29:14it sort of also starts to prescribe who lives there and the mix between people from different
29:22ages and socioeconomic groups. So that's where I'm leading with that is just being cognizant of
29:30really good livable cities is to reduce the overall reliance on a private street
29:41and have as public a city as possible. Yeah, I think if I could respond there,
29:49I've made me to know that comment, but what I can share is the goal, the vision, the goal here is to
29:57create a livable space where people can be connected not just by vehicles, but by bike,
30:05by pedestrians, because it is something we heard very early on. And that's why we are looking at
30:12kind of the public roads and where there's not public roads, you can see there's linear parks
30:18that work through those larger blocks. So yeah, I think it's a good comment.
30:25I would suggest that we share that comment in the design thinking.
30:35Can I just add to that? I agree with Lisa and when I think of garbage, I think, and it is a detail,
30:42but it's important to talk about I think up front, is that wherever possible,
30:47if there are private roads and so on, that it's ensured that the city can collect the garbage
30:59in all these developments, because if it's not created right from the start where the city
31:07will pick up the garbage, then it becomes very costly for, for example, condo owners to switch over
31:17from private to city. So I think if the initial intent is to get the city involved in waste
31:25collection, and I know that they can do high rise now and townhouse are doing a great job
31:32providing the surface if these private condo developments want it, but I think that should
31:38be the initial intent. It makes it more fair with the private single family owner that has
31:46private or a city collection and some condos, you know, still have to pay for it.
31:55Yes, I would say that's really a fine detail, but what I would say is that is the objective. I know
32:04you see a block plan work, we're into the finer details of understanding how that works.
32:12And as we take those blocks and look at each of those blocks and the design, whether it's a
32:18townhouse or an apartment, the objective is to make sure that the design works in coordination
32:26with city waste collection for that pickup. I think that would be our objective as well, and
32:33we'll work with staff on that. It may not be at the block plan level, but it will be certainly
32:39in the later details. Any other questions from anyone else? Lisa, hold on, let me see if anybody
32:46else has any questions. Yeah, because I have two more. So, Morgan? Yeah, this might be a question
32:55for you, Lindsay. I'm just wondering what the status of block three is. So that's just south of stone
33:04road, is that correct? Or just on the other side of stone from blocks one and two?
33:10So, just I'm curious what the status of that part of the secondary plan is, and if there's any
33:18consideration of the future interaction of that use with this space? Well, the secondary plan lays
33:24out the land use is for block three. It is the same landowner for block three. Block three has
33:33not come in yet for, I know, the landowner and the consultant who is MHBC as well,
33:39is anxious to get block three going, but in terms of that, we would still have to review
33:45terms of reference, get that approved, and get all the background studies in and submit. So,
33:50block plans one and two are going ahead first. They're just at the initial stages, but we have
33:58approved the terms of reference for all the documents are under review.
34:02And I think there's some different land uses and density targets in that in block three, and there's
34:09more than one landowner as well in block three. So, I think Dave maybe can speak to it a little bit
34:14more because he is representing the landowner as well, but in terms of like an actual block
34:18plan process, that hasn't actually started yet in terms of our review of terms of reference or
34:22anything. Yeah, thanks Lindsay and through the chair Morgan to your question. That's correct.
34:30We have been working with a project team, generally the same, a little bit different for
34:36some time on block plan three. And we have been coordinating block plan one, two, and three to
34:44make sure that the roads align, that we're looking at how the densities are working,
34:50how the intersection is working at Victorian stone relative to the design of that as a gateway area.
34:59And we're looking at, you know, a park and block plan three and trails through block plan three and
35:07how those connect to the trails and block plans one and two. So, while it's not kind of officially
35:15in with the city, what I can suggest to you is that as a broad area block plan one, two, and three
35:23are being considered comprehensively. Does that answer your question Morgan?
35:31Okay, thanks. I know Lisa has a question, but I'll go to Justin and then Lisa.
35:39Yeah, I was just wondering, Dave, if you could give us a bit more of an outline sort of the
35:46unit mix at this point. Sort of then what are the numbers of the different unit types?
35:54Or if you have that or in general for this? So, I don't have the detail numbers of that. We're
36:04kind of still working through the land use, but what I would say is we're trying to strike the
36:11balance between a good mix of providing what I'd call the lower density, which would be the singles,
36:20the street townhouses, your typical cluster townhouses, and then into kind of the stacked
36:27townhouses and some of the mid-rise and then with the village center having more of the high rise.
36:33So, the plan has different height limits that really talk about the mix of uses.
36:42And so, I don't have the exact breakdown. We're actually still working with staff on some of the
36:49population targets, but I think what we're trying to achieve is a mix of all of them
36:56so that we have some low density, some of the missing middle type housing,
37:03some of the higher density that could be condos or rentals as well.
37:09Okay. Thank you. My one comment, just when I was looking at the kind of the one,
37:19one of your images, I don't remember which one. It did look like all of these unit types or things
37:25were somewhat segregated from one another. It looked like there was a section that was all single
37:31family, another section that was just street towns, another section that was clustered towns.
37:36Is that sort of, is that true to the case? My fear with that is always that we are sort of
37:45segregating people based on their housing type and housing type is very much based on people's
37:51socioeconomic status. So, we're creating sort of these different enclaves of people where we can
37:58create a bit more of a complete community if we mix those a bit more together.
38:05So, what the plan was showing what we're trying to achieve is it is a mix and I see what you're
38:13saying as far as how the plan looked. And we're trying to create that village core which has the
38:20higher density and then kind of shoulder the density out from there, if you will, and have the
38:26corridor along Victoria Street where the height is. So, in a way that there is a bit of a,
38:35I don't know if I'll call it segregation because there's a mix but as you get into
38:41what I would say the lower density, there's opportunity for single detached street-fronting
38:47townhouse, cluster townhomes which is a really good range of different types of units. But where
38:55we're kind of in the village core, that's where we are focusing the higher density.
39:01I think it's a good thing we can take a look at that as far as a mix but we are trying to integrate
39:09land uses where we can but still staying within the structural framework of the secondary plan
39:16that has a minimum and maximum heights. Okay, thank you. Okay, Lisa. Thanks.
39:31So, one of the things that I like to suggest because I don't often see it when you go to your
39:37public information session, it'd be really not great if some of the imagery of the places that
39:43you're trying to create look at the winter city. I've been studying a lot about communities in
39:57Scandinavia and even community planning that's happening in Alberta and looking at just the
40:06activities that can occur in the winter. And so we tend to really just focus on when it's all green
40:16and wonderful or maybe just a little bit too hot. But if we could, if I just put that out there as a
40:25suggestion that I think would be welcomed by Guelph, particularly since how well loved the
40:31skating rink is in front of City Hall. So that's one point. And then my last point is a bit more
40:39of a criticism. I'm disappointed to see that the park and massive great amount of open space across
40:49the back and the natural areas is only being shared with the public sort of on a keyhole basis.
40:56I would love to see less privatization with that space being in people's backyards
41:07and it more egalitarian in that it would be. I know it's not profitable to do single loaded
41:15streets but the quality of the city building that you do when you have houses on one side of the street
41:24and your bike paths and sort of more linear parks that are a little more intensive use
41:33than and kind of put a little jewel of protection along those significant natural areas particularly
41:43running a little very accessible park type active space above the top of bank or on the top back
41:53from the top of slope and then so that there's this sort of gradual stepping down into more
42:02more natural areas. So I'm just putting that out there. I know it's a really difficult thing to do
42:12but when you go to New York City and you see just how fantastic Central Park is that it is
42:21completely public at anywhere around the perimeter and I think there's an argument to be made for
42:28the land value of the houses across the street that overlook that. Yeah I just put that out there.
42:35It's it's not traditional current planning practice but if you really want to grab this one and do
42:43something completely innovative and amazing go for it. So I won't take that as a criticism.
42:52I'll take that as a comment a positive comment and what I can say to this group and I think
43:00with Lindsay would agree is that is a comment that we've heard and that is something that
43:07we are working with our design team to take a look at how could we
43:11how could we open up some of that a little bit more and find the balance between there's opportunity to
43:18have homes backing on but there's also opportunity to have it visible and accessible as part of the
43:24public realm. So that is something that we have received as a comment that we are looking at as
43:33a team so I appreciate that comment. Yeah and if I could just add that was actually that touched a
43:39bit on one of the questions that I wanted to ask so I think a lot of the questions I was going to
43:47ask I think the feedback we've been getting is really great and I think it's touching on a lot
43:51of points but one of the specific questions was with regards to whether what you're seeing
43:58if it's proposed provides sufficient public access opportunities to the natural heritage system.
44:03So I think that was a really good question from Lisa and stuff that we can take back like
44:08like Dave has said so that's and opening it up if there's anybody else who has any comments on that
44:14as well that question with regards to public access opportunities to the natural heritage system.
44:21I think I would just second that as well I think that's a great comment Lisa and I was just looking
44:32at the planning reports and the conceptual framework and you can just imagine
44:40you can just imagine
44:43yeah having a like the road kind of in the paths and everything
44:47fronting that big community park that's all along the river
44:51who would totally change the character and open up I think for much greater public access if you
44:57had that just the homes on the one side at least for big chunks of it so I think it was a great
45:02comment Lisa and I would agree with that. Anybody else? Lindsay did you have any other questions to
45:13ask us? Well I think the discussion touched on a lot of the questions I was going to ask but
45:20is there anything in particular for blocks one and two that can be developed that you
45:27that you would say would be required for a complete community I think there's been some
45:31earlier discussion with regards to a mix of housing so the units were segregated to have
45:36a complete community but is there any other comments with regards to that? Any plans for
45:46dog park anywhere even within one of the parks? I don't think we know at this stage I think that's
45:56part of would be more of a detail that comes later on specifically but that's actually yeah
46:03that's that's a good question that's something we can definitely take back to our park staff
46:07when they're planning planning the areas and we'll we'll touch base with them and good feedback
46:12for that. Any other comments? Well let's not. Oh Justin go ahead. While we're thinking about
46:25sort of some of those amenities that help create a complete community some of the things I'm thinking
46:33of are library facilities I know I didn't see anything in there for a standalone building but
46:43I don't know if that would be something that you're considering within some of the mixed
46:46use nodes the library facility or something like file care I think is also incredibly important I
46:53know that's a bit some of these are moving a bit beyond the block plan level of thinking but
47:01I think it's important to make sure that those are considered when you're trying to create a
47:06complete community. Okay last call any other questions? Darren? I started trying to hit all
47:24the buttons here. Dave thanks for all the thanks for the presentation. I'm just I'm trying to and
47:34maybe this is more of a design comment and a little bit further down the line but I'm just I'm
47:40looking at the concept that's showing the building massing and I know that's not necessarily what's
47:49going to be built but I'm thinking about the Victoria Road corridor and the two sides of the
47:56street and I can't get this image out of my mind that it's just still going to be like a high speed
48:04corridor with a lot of the buildings that are fronting Victoria not having a lot of activation
48:12on Victoria particularly the part that you know has the arboretum on the other side
48:18so I guess anything that can be used maybe even in the public information center to
48:29show how that part of the corridor is going to be activated and not just end up with you know
48:35Victoria as it stands right now but some buildings around it I think would be would be really helpful
48:43and I can't even really tell you why I'm feeling like that looking at these images it's just I have a
48:50bad feeling about you know the south side of block I guess two if that's the furthest one south
48:57and the you know large public space there that's in the innovation section and then following up
49:06to perhaps I guess college college is how you access the little downtown plaza so
49:13I don't know something about looking at that image is just making me feel like it's going to be
49:20tough so and do a chair if I may if I may ask a question back it's a tariff that's okay
49:29when you talk about activated what what are you thinking about like
49:37maybe if you could share that and I'll kind of give you some thoughts on what we're thinking
49:45yeah totally um so I tried to quickly look back as I was thinking about this and
49:53like for example if there's retail on that stretch which I don't think there is except for maybe the
50:00interior streets because you go up college that's where the retail starts yeah um I'm thinking about
50:08like a pretty typical format where you know there's windows but we block them off so that we can put
50:15product there so I feel like if there was retail in that area that's an example of it
50:22you know not having a lot of interaction with with the street I think there's some medium density
50:30residential along that stretch as well I really should look at the plan a little bit no you're
50:36you're right it's okay but I think you know windows the fronts of those buildings I think some
50:47consideration for for how that looks and whether or not it's even just passively creating an
50:55interaction with the street giving people a sense that hey people are going to be here
50:59yeah people might come out this door and then be on the street so slow down right that type of thing
51:08I think the higher density residential you know is what it is so I think if there is going to be any
51:18you know private public space or courtyards I think the more we can do to just make it look
51:23like people are going to be there again like there is no unless something changes there is no
51:30access to the to the algorithm outside of that driveway so again there's not there's just there
51:37isn't a lot of there's a lot of reason for anyone to be walking on the other side of the street
51:43maybe if there was a reason for people to be on the this the blocks side of the street it would
51:50help out so I think again any sort of design that just gives a sense that people are going to be here
51:57and it's not just enough like it's not just Victoria as it stands right now with some buildings built
52:02beside it yeah okay that's helpful and I think it's that concept of Victoria Street being a complete
52:11street I think of kind of the idea of eyes on the street so we're not back lotting it's not
52:18back doors it's you know the corridor is is a part of the community it's not just you know
52:24the back of the community we've been talking about the massing is tough because it just looks like
52:32a mass and but we've been taught how do you have kind of fingers that work into the site from
52:39Victoria Street and design and articulation so when you're going down Victoria Street it's not just
52:46one big long stretch of buildings like what's the interest there and then one of the the things that
52:57that picking up in your comment that maybe we can take back to our design team is
53:02where we talk about the linear parks internal to the site maybe that's something we can look at
53:07along Victoria Street and do a little bit differently than just a typical road and sidewalk
53:14and create that as more of a softer space than road sidewalk tall buildings okay yeah good

54:53and that the initial feedback provided by us the planning advisory committee members
55:00on gulf innovation district block plans one and two submission to be considered by the applicant
55:06and staff so can I ask for a motion if I may sorry through you tier um if I may make a suggestion
55:17I the clerk's office in general would recommend including some of those comments and questions
55:23within the motion so that we're voting it voting on it as a whole procedurally and legislatively
55:31when taking minutes we're supposed to minute without note or comment but if we include those
55:36comments in a resolution as such then the committee agrees on all the comments that were provided
55:44and it kind of helps staff as well it's it's just a what a better structured motion and I took some
55:51some notes now I'm not a planner simple I tried to follow along as best as I can I can share my screen
55:59so that folks can review the questions and comments provided and if I'm missing anything
56:06please feel free to raise your hand or if I didn't capture what you were trying to say
56:12please let me know there is also the other option that you can move the two recommendations
56:19and trust that staff will take those comments and questions but you will not be seeing those
56:27comments and questions in them in the meeting minutes moving forward I think they should be
56:33and we did that at the last meeting when we were talking about the four units low density
56:41residential lots we added the notes or comments that we discussed as part of the resolution so I
56:49would prefer that we do include the comments as part of the resolution list so if you've got
56:58it to share then we should do that because none of us will remember or I won't remember what we
57:03talked about and then we'll say well didn't we talk about that why hasn't anybody addressed it so
57:08yeah exactly and then it also not that we see this really with this committee but there are other
57:12committees where we have seen that we add the comments staff will add the comments later on
57:18and we'll bring the minutes to the committee for approval and then there's also always the likelihood
57:23of oh I didn't mean it that way or that's not what I said and then you have to approve the minutes as
57:28amended and then it just lengthens the process a little bit more this way everybody can agree that
57:34this was the messaging that we were trying to get across so please let me know if I did capture it
57:41I'll share my screen now again I'm not a planner so Darren I'm sorry your last point was a bit of a
57:47struggle for me so if we just want to have a look here so essentially it's that the Planning
57:58Advisory Committee received the presentation introduction to Guelph Innovation District
58:03Block Plans 1 and 2 submission and review process and that the following initial feedback and I've
58:08added questions provided by the Planning Advisory Committee members on Guelph Innovation District
58:13Block Plans 1 and 2 submission be considered by the applicant and staff members ask questions
58:20related to the urban canopy specifically how close the project would be in achieving the city's tree
58:25canopy target members ask staff questions regarding private or okay wait let's let's let's do one at a
58:31time so are we all good with the first comment or let's just say if anybody has a comment to amend
58:40then yeah just let me know I can make my changes so everyone's good with the first one okay okay
58:47um member at members asked staff questions regarding private versus public streets and
58:52whether the city has a preference or policy that helps identify those streetscapes and the
58:57relevant city services provided and yeah feel free to speak up if I've missed something um members
59:10ask staff what the status of block three was and whether there is any future interaction with block
59:14plans one and two um members ask questions about the unit types and whether a number
59:24and details of the type of units identified in these district block plans could be provided
59:31okay um members provided a comment on the segregation of the types of units displayed
59:37in the district plans and if there's any opportunity to mix the different type of units okay
59:45members requested that staff consider exploring the winter city as uh as reference imaging
59:52I don't know what reference imaging means is that could that be amended to just that
59:59consider exploring um how the development will be be in the winter be our help me out here with
1:00:13some better wordsmithing here um members request that staff consider exploring how the development
1:00:23addresses the winter city okay the development addresses the winter city the winter city
1:00:33what we uh I I don't know that people will know what that means what is winter city
1:00:42like is it sports related is it functional is it like what it's all of that okay sort of urban
1:00:51design is often you know we have a lot of planning that an urban design that comes out of california
1:00:58and and the reality is we're not there um so so recognizing local context so maybe should we put
1:01:11quotes uh like winter city um or for example what it what it might include or the four season city
1:01:25well that's different than then winter city can you um do something like um addressing life in the
1:01:36city across all seasons just to be explicit about it without using like a name for it sure sure I
1:01:45I get that addresses all seasons sorry can you read that or no I'm sorry yeah something like
1:01:51addresses all season uh life in the city across all seasons and um there's there's uh the meeting's
1:02:08also recorded so if ever there's any questions as to what we meant by winter city or or what not
1:02:16the recording goes back to that Scandinavian um city's conversation that we were having earlier
1:02:22as well so if anybody or friendly staff is ever confused then they can uh reference that
1:02:34members come to know the location of the natural spaces and suggest making natural areas natural
1:02:39heritage system more accessible and visible as part of the public realm I don't think that captures
1:02:46what I meant um thinking that that that that the the natural areas are not
1:03:08behind back at private backyards and I guess Daren helped me with the language like is the term
1:03:15when I said keyhole is that yeah I think uh I think I understood um where you're going with that and
1:03:24by the way it's a great point um I think because I don't think your problem or sorry no problem I
1:03:29don't think the issue is with the location of the public space no no not at all I I think they've
1:03:34done a fantastic job of of that so I would say members commented on the natural spaces and suggest
1:03:45making natural areas more accessible and visible as part of the public realm you could say for
1:03:50example single loading streets adjacent to the natural heritage system like as an example that's a
1:03:58specific yes that captures what I what I was concerned about but I also don't want to lose your
1:04:06point about um access right because uh like feasibly the developers may or may not choose to do that but
1:04:19as it stands right now access to the natural system is only through either those linear parks or
1:04:25like I saw a lot of the existing trails recognized and it's just that kind of one access point that
1:04:31would be over by um the new stormwater pond probably like just to the north of the driveway into the
1:04:41if I if my interpretation of the map is correct um just to the north of the driveway
1:04:47I think the example of central park in New York City being on a street frontage for the entire
1:04:58perimeter is a really illustrative way to describe the condition that I'm concerned about so I'm
1:05:04just wondering if if if that there's I feel that there's too much privatization
1:05:14of the perimeter of the natural area
1:05:17if I may for a moment Lisa I'm wondering if we say something like members expressed concern
1:05:27about the natural areas being located almost exclusively behind
1:05:37private residential properties something like that or could we say limited street frontage
1:05:53yeah I think I mean what what you're getting at Lisa like if you look at in I don't know if
1:05:59folks have this up but they're planning justification report the the conceptual framework development
1:06:06plan um figure five it's it's like basically just blowing out all of that one row of houses that
1:06:15just goes like no single family and those really those would be the really desirable homes that are
1:06:21all their backyards are just along that and there's not even a path indicated like you said Darren
1:06:28it's just like the existing paths and access points off the streets right so it's I really like this
1:06:35idea if we could find a way to describe I think the central park example is great where it's like
1:06:40houses with their front yards you know sidewalk street and then green space like multi-use trail
1:06:48or whatever you know rimming that whole thing all the way from stone road curving all the way
1:06:55you know and then following the river all the way back up to Victoria right so there should be on
1:06:59figure five like a yellow pathway that goes along that whole perimeter rather than just a line of
1:07:06backyards so sorry that's not making it easier for you to capture these are all great these are all
1:07:16great edits somebody just needs to tell me what to to type and and very slowly and I can I can make
1:07:21those changes so what I'm wondering about is if I were to summer try to capture it again here's
1:07:28in other words my thing attempt is that we would like to see then then the natural access to the
1:07:38natural heritage remain in the public realm and having an having 100 street frontage adding this
1:08:05here or do we want to edit so the sentence says now members commented on the natural spaces and
1:08:18suggest making natural areas natural heritage system more accessible and visible as part
1:08:27of at the word of of the public realm and having 100 street frontage be considered
1:08:36does that cover that captures what I meant and okay if others feel that that they support that
1:08:47my only other thought is to specifically say something like I said earlier of members expressed
1:08:54concern about the current plan and then the rest of the sentence has written now
1:09:10about the current plan yeah so members expressed concern about the current plan
1:09:19having single family homes exclusively backing onto and blocking off the public realm
1:09:34from the natural areas I think we could just not not presuppose the housing type just having
1:09:41private property yes that's a good point back on to or block the natural spaces from the public realm

1:14:43previously um but the clerk's office has really only started supporting a certain amount of advisory
1:14:50committees for a year and a half now um planning it doesn't have that many meetings but um uh and
1:14:58with that um being in clerks we do follow procedure the municipal act and there's a certain way of
1:15:05taking minutes and we want to um apply the same level of um procedure that we do with counsel
1:15:12as well um so that being said the municipal act says that when recording or taking minutes the
1:15:20clerk shall record without note or comment um and so um adding those comments after when
1:15:28when um moving a general motion that the following comments be provided to staff and
1:15:33counsel for consideration um although okay um it's it's just better procedure um to include
1:15:42those motions in um together and again this is really just coming because clerks we are now
1:15:49stepping in a little bit more and and we're just trying to to get back on track with proper procedure
1:15:55and following legislation um but again it's the will of the committee if this does take a bit of
1:16:01time to do um in meetings and we've seen it with other committees as well um but minutes should
1:16:08be always resolution focused um and that being said those comments should be included in that
1:16:15um in that motion um so I don't know if that that answers um it's just it's it might be a quicker
1:16:23way to get comments to to counsel but it also helps staff understand and um not have to interpret
1:16:30what you were trying to say during the meeting and then and then add that to the report later on so
1:16:35this way it's all laid out um it's nice and clear and um it's easy for staff to go back
1:16:42in reference as well um and and um respectfully I'm not chasing after comments after the meeting
1:16:48I much prefer it this way because we've reviewed it we all agree right now while we've discussed it
1:16:56what it is that we want noted rather than wait later and rely on someone else to interpret for us
1:17:04so it may take a little bit of time but these are really important didn't know it's done
1:17:08and we know that the minutes will include these yeah and it's something that we can work on together
1:17:19as well um there are two options moving forward we either do it this way or um you can pass a
1:17:26general motion that the feedback and comments be uh provided to staff for consideration um but uh you
1:17:33won't see those comments added to the minutes later on because again minutes should be resolution
1:17:38focused um and if it's not included in the in the in the motion then um it shouldn't be included um
1:17:45anywhere well if anybody really disagrees I think we carry on in this way and if it becomes a
1:17:53problem in the future we can talk about it again how's that yeah yeah I I don't want to give anyone
1:18:02the impression that uh I I don't think we should do this this is if this is the best way to do it
1:18:10then absolutely let's continue to do it this way um I was more curious about why um and that's
1:18:19that's helped a bit so uh thanks yeah no problem and we'll see and we'll see this kind of applied
1:18:25throughout um other committees as well um as clerks provides a little bit more support um to
1:18:31those committees but again um nothing is very much standardized across our committees but for those
1:18:36that clerks do support um we are we are we have our little rule book and procedures that we like to
1:18:43follow and this is this is one of it Lisa I will try to format my comment better and we'll actually
1:18:53type it up and make it easier for the minute taker you know next meeting that's appreciated but again
1:19:00and if it's easier for for um for uh members as well if you're coming into a meeting you've
1:19:05previously read um uh the agenda and have a an understanding of what you'd like included in it
1:19:13you can even create your own motion you can send it to the staff liaison or clerks and we can have
1:19:18it up and ready for you to go so you don't always have to go from the recommended motions you can
1:19:23come and bring your own recommended motion to the committee um for consideration as well so um again
1:19:29and we're we're happy to help craft those and draft those with you so um yeah great well Liz

1:20:07affordability strategy public engagement and Kushla Matthews development advisor will be giving us
1:20:14the update Kushla hi everyone um so I will hopefully try and make this as short as possible so you
1:20:21can get some of your evening back um tonight so I just wanted to um provide an update on uh where
1:20:28we are in terms of the development of the housing affordability strategy uh so we have had some when
1:20:35I was here last time I let you know about some upcoming um public engagement events that were
1:20:39happening and that included a public private workshop um so interviews as well as an engagement
1:20:45piece that we had last week on Thursday um which was a full on public open house at the royal city
1:20:53mission um and it was in person and there were two sessions there was one from two to four p.m. and one
1:20:59from six to eight p.m. so uh just in terms of how that went it went it went quite well there were
1:21:07some really good numbers um we were also able to hear from voices that we typically don't hear from
1:21:13um and in sometimes in a planning um a planning engagement session so that was good to hear as
1:21:21well as voices that we generally do hear from so it was a good mix of people um what I wanted to
1:21:29show you today and ask you either individually or as a committee um to do I'm just going to
1:21:35share my screen it looks like a presentation it's not um okay uh so can you all see that
1:21:50yeah yep okay great um so in terms of um again at the engagement piece we had a hard like a hard
1:22:00copy of a working a workbook and this is essentially what it looked like and um so it talked about
1:22:07some of the draft visions and goals that have been um that we've learned about or have been
1:22:12drafted through our housing affordability focus group and through the other public engagement
1:22:17that I mentioned and we also identified some draft actions that we have heard from people so far
1:22:26and we also um had what we call the reimagination station so um our housing affordability strategy
1:22:32focus group which comprises of uh members of the community as well as staff um one of the ideas
1:22:41that came from that was to take a look at the housing continuum and I'm talking about the
1:22:46housing continuum as if you you all know what that is but you might not if can I just get to
1:22:51show fans who don't know what the housing continuum is can you briefly yeah yeah so the housing
1:23:00continuum is essentially just visually showing along right now it's sort of a linear way of
1:23:05showing the range of housing that exists within a community um and we typically talk about it in
1:23:11terms of left side and right side so on the left side of the housing continuum you would start with
1:23:16emergency shelters um people living rough and then moving along the continuum it would be
1:23:22supportive transitional housing rent gear to income affordable rental and then into the private
1:23:28um ownership market private market of um of rentals or home ownership so our housing affordability
1:23:36strategy focus group had indicated that maybe we should take this out to the community as as a way
1:23:44of um engaging with people to see if ownership how home ownership is still the goal or objective
1:23:52for people in our community or is it something else do we need to start including other forms
1:23:57of housing models alternative forms of housing models in this housing continuum does it still
1:24:02need to be linear um can it be circular like other other municipalities that were done anything
1:24:09any ideas we were open to um taking out to the community and receiving so is that sort of provided
1:24:17a good summary of what the housing continuum is okay so in terms of what um I'd like to share with
1:24:25you today is essentially um after this meeting um send you all a link to this workbook essentially
1:24:35this online workbook so it wasn't available online or electronically when we did um engagement last
1:24:41week but it is now so what I'd like to do is send it to you um electronically through an email
1:24:47afterwards and if you have the time and if you have if you would like to um provide your thoughts
1:24:53based on some of the questions that are asked so for example here these are some of the things
1:24:58that we've heard about um according to the what should be in the vision and again that vision is
1:25:03sort of the high level statement of where we'd like to be you know 10 20 30 years from now in
1:25:10terms of housing affordability um and asking is there anything else that you would include what
1:25:15are some ideas that you may have um another one is we've also had draft goals or goals that we
1:25:22've heard of and we ask people at engagement um what they think about the draft goals that are
1:25:28written here would you rephrase them do you have different draft goals that you would like to include
1:25:35um again are there any targets or ways to monitor housing affordability and wealth keeping in mind
1:25:43that um the housing affordability strategy may from a city perspective will mainly focus on
1:25:50private market housing um but are there any things that we should be we should think about
1:25:55tracking or monitoring over over time and showing and and showing those um we also have some draft
1:26:03actions and I don't expect you to what I what I'm just wondering is if you see the different colors
1:26:09along the left hand side of the screen here so essentially those colors show that there there
1:26:15were six different themes in terms of the draft actions that that have come to the to the four
1:26:22and under each draft action are sorry each theme are some draft actions and so what we ask people
1:26:30to do is place a check mark beside the top two that they feel um we should recommend or that we
1:26:39should prioritize and it goes the same way for each of the six themes and then finally um
1:26:46if there's any other thoughts or you think we're missing any draft actions um either short, medium
1:26:51or long term um we would definitely welcome that feedback and then finally again it's what the
1:26:57reimagination or the rethinking of the housing continuum um we ask people to sort of sit down
1:27:03there were markers, paper um whatever they like to start and draw or just write words
1:27:11that sort of thing and re-receive that as feedback as well so um for this group I would if again if
1:27:19you have time um to fill this out within the next um you know into early July um we would
1:27:29welcome that feedback or if you would like to chat amongst yourselves offline outside of this as well
1:27:35to determine if PAC would like to submit sort of more um collaborative comments or group comments
1:27:43I think that could be possible as well so in terms of next steps though with this we will be
1:27:50working over the summer um to really sort of prioritize those actions and the vision and
1:27:57the goal so that we can come um in the fall with a draft strategy which will be October 8th
1:28:02we'll be going we'll be going October 8th to council and then doing further public engagement
1:28:08on the draft and then coming anticipated December 10th with a final um housing affordability strategy
1:28:19Okay so really for this committee it's for us to consider whether we just individually once
1:28:30because you're going to send us the link whether if any of us are interested is to fill in that
1:28:36that report presentation whatever workshop document uh and send it back or whether as a group
1:28:44we decide to have a separate meeting to go through it together and then submit
1:28:52correct what do you think we should do feedback it's a long document I think it would be uh
1:29:13I think it'd be tough for us to get together again and we may not necessarily all agree with
1:29:22what we should be including in that report and uh I think it would take honestly just looking at
1:29:30all the pages there I think it would take us quite a while as a group to try to go through it
1:29:35that's my personal feeling um but I don't know what the rest of you think
1:29:42I think Darren what do you think I agree Maria um I think uh best to maybe
1:29:52as Kushla suggested send this out individually after the meeting and then if
1:29:57if members feel strongly about it they can provide feedback okay Lisa I agree okay is everybody else

1:30:19clarify that if if you do provide feedback it is individual feedback so yes that form will be
1:30:25provided to you you send it back directly to staff as a resident not necessarily as pack
1:30:34um as whole so just just to clarify and then um yeah just to make sure that there's no
1:30:42offline decisions and and um conversations happening but yeah um okay so real okay so then
1:30:52Kushla I think we we've agreed that uh you'll send that link to us and then those that are
1:30:59interested could could fill it in and send it back and so when I look at this proposed resolution
1:31:05I don't think it fits that I don't think we should be uh putting a motion forward for this
1:31:15recommendation uh because we really haven't received much more other than an update
1:31:23right like there's no resolution there to be had would you agree with me Liz um so you can
1:31:32so so Kushla did provide just a um a brief a verbal update to the committee so you can still
1:31:39receive the information that way so that the planning advisory committee receive the staff
1:31:43verbal update on the housing affordable strategy um but that the following comments and such provided
1:31:50by the committee because there wasn't any comments um or discussion that happened on the matter we can
1:31:58slash that last one if that were okay so the motion maybe should be that the planning advisory
1:32:05committee receive um the verbal staff presentation update on the housing affordability strategy
1:32:16are we good with that resolution so can I get someone to move that Lisa you oh

1:33:28which I'm sure you will um we're all very friendly um but they'll um they'll be joining your meetings
1:33:35moving forward and offering the same type of support that I was so so helping draft those
1:33:40motions um any procedural advice and whatnot um so so yeah so thank you to the committee for being
1:33:48open and accepting of some new changes over over the last year and a half and again everybody in
1:33:55the clerk's office I might be biased we're all pretty amazing so you'll see some new faces during
