2:37At this point, for those that are able,

2:40I will ask you ask us all to stand

2:42as member Ross provides our Indigenous

2:45Territorial Acknowledgement.

2:47Member Ross.

2:52As we gather, let us take time to reflect

2:55on our privilege to live and work in Guelph,

2:58a city built over rich Indigenous histories.

3:02We are guests here and we should reflect upon

3:04the responsibility to care for this land,

3:07the people who live here today and the generations to come.

3:11If our actions today can move us towards reconciliation,

3:15we should take pause and make those decisions

3:17with intention and gratitude.

3:20This place we call Guelph has served as traditional lands

3:24and a place of refuge for many peoples over time,

3:28but more specifically, the Atawanda Rock and the Haudenosaunee.

3:32This land is held as the treaty lands and territory

3:35with the Mississaugas of the Credit First Nation.

3:39Guelph lies directly adjacent to the Haldeman Tract

3:42and is part of a long established traditional hunting ground

3:46for the six nations of the Grand River.

3:49Many First Nations, Inuit and Métis peoples

3:52have come from across Turtle Island,

3:54call Guelph home today.

4:01Thank you very much, Member Ross.

4:03Committee members, at this point I am going to ask

4:05if there are any indications of a pecuniary interest.

4:10I see none.

4:12At this point as Chair, I am going to ask for a motion

4:15on approval of the minutes for our June 11th meeting.

4:20Member Fitzpatrick and a seconder, Member Meir.

4:24All those in favor, please raise your hand.

4:27I believe that is carried, Madam Secretary Treasurer.

4:31I've confirmed with the Secretary Treasurer

4:33that we have no deferral requests.

4:35So at this point, Madam Secretary Treasurer,

4:37can you call the First Applicant, please?

4:41The First Application is file A-26-26,

4:46experienced to permit increased floor area

4:48for proposed detached additional dwelling unit, ADU,

4:52at 58 Glenholm Drive.

4:55If you wish to speak to this application,

4:57you can do so by calling the number displayed on the screen.

5:00That number is 519-822-1260, extension 2524.

5:07When you call in, staff will provide you with instructions

5:10on how you can delegate remotely by phone.

5:13Thank you, Madam Secretary Treasurer.

5:15Is the applicant here or online?

5:26Are you the applicant, sir?

5:28You're the agent?

5:29Did you want to make the presentation?

5:49Would you be able to come to the podium

5:51and address our committee?

5:57Can you state your name and your relationship

6:00to the application?

6:02Evan Slinger, and I'm acting on behalf of the agent

6:06for the application.

6:07Okay, thank you.

6:08And do you know if the sign was posted as per the Planning Act?

6:11It was, yes.

6:12Thank you.

6:13And do you, or your, as the agent,

6:19do you know if you and your group

6:23have read staff's comments and are you in agreement with it?

6:27Yes, we've read the comments and are in agreement.

6:31Okay.

6:33You have 10 minutes if you'd like to address the committee

6:36or if you have nothing further to add,

6:38you can just say you'll let the staff's comments stand.

6:44I have nothing further to add.

6:48Okay.

6:49If you want to wait right there, however,

6:52we may have some more information from staff

6:56and my committee may have some questions for you

6:59if you don't mind.

7:00Staff, do you have a presentation at all?

7:02Shaking of heads indicates no.

7:06And before I ask if committee has any questions for you,

7:11Madam Secretary Trescher, has anyone indicated

7:13that they would like to speak to this delegation?

7:17Mr. Chair, I can confirm there's no registered delegates.

7:20Okay, and no one online.

7:22And I'll ask the question.

7:23If there's anyone in the chamber

7:25who would like to speak to this application,

7:27seeing none, then I'm going to turn to committee

7:30and committee members, do we have any questions

7:31of the applicant?

7:36Yeah, Member Fitzpatrick.

7:38Through you, Chair, to staff,

7:42I see that the requested variance for the ADU

7:45is almost double the size per the bylaw.

7:50Your recommendations are that this is minor invariance.

7:56And my question to you is we've got lots of land here

8:01for this one and I can't see a problem,

8:03but are we setting a precedence for other applicants

8:08with smaller parcels?

8:13Through the Chair and Member Fitzpatrick,

8:14those ADU provisions were put into place

8:19with the average parcel in Guelph in mind.

8:24So the minimum lot size for a typical residential lot

8:27is 460 square meters.

8:29To put that in perspective,

8:30the 80 square meters typical maximum for ADUs

8:33would represent about 17% of the total lot size

8:36for a lot that size.

8:37In this case, the total size of this ADU,

8:42that's 147 square meters,

8:44would represent about 3% of the total lot size

8:47in this case.

8:49So that is the reason why staff are able to support

8:51such a significant increase.

8:54When you look at the size of the parcel in particular,

8:57staff are satisfied that it's minor in nature, yes.

9:00Okay, thanks for confirming that.

9:02Thank you.

9:03And any other, yes, Member Ross.

9:07Through you, Mr. Chair, to staff.

9:09So some of the parcel is in natural heritage area.

9:14Can you, do you have an idea

9:15of how many square meters that might be?

9:18Just roughly?

9:20Through the Chair to Member Ross,

9:22I don't know exactly how much is natural heritage,

9:24but I know that part of the property

9:26that is not natural heritage is about 4,200 square meters.

9:30So the size of this building would represent

9:32about 3.5% roughly of that non-NHS lands

9:37on the subject property.

9:38Okay, so the most of it is developable land then.

9:42Correct.

9:43Okay, thank you.

9:45Thank you.

9:46Any other questions for staff or the applicant?

9:51Seeing none, I just want to echo Member Fitzpatrick's

9:55question to staff.

9:57So there is no precedent that's being set here.

10:00I just want to, I know that that was brought up

10:03in one of the comments.

10:04So that really doesn't hold any sway at this point.

10:12Through you, Mr. Chair, that's correct.

10:13We look at each application on a case by case basis.

10:17So for smaller lots or lots that contain significantly

10:19more NHS than this lot,

10:21then our staff comments might be different.

10:24So yeah, we just look at this case by case.

10:27Okay, thank you.

10:28I just, when we receive comments from the general public,

10:33I'd like to make sure that there's a fulsome discussion

10:36on that, so thank you for that.

10:38Are there any other questions or comments?

10:42Okay, at this point,

10:44committee, what is your wish?

10:47Member, member, I know.

10:49I've moved to approve the application

10:53as recommended by staff.

10:55And do we have a seconder?

10:56Member Meir, any discussion on the application before us?

11:01Seeing none, Madam Secretary Treasurer,

11:04would you do the honors, please?

11:07Thank you, Chair, committee members,

11:08please indicate your vote by responding in favor

11:11or opposed to the motion,

11:12which is to approve the application.

11:14Chair Smith.

11:15In favor.

11:17Member Fitzpatrick.

11:18In favor.

11:19Member Mumbrenio.

11:20In favor.

11:21Member Meir.

11:22In favor.

11:23Member Ross.

11:24In favor.

11:25And Member Spears.

11:26In favor.

11:27That's carried, Mr. Chair.

11:29Thank you.

11:30Your application has been approved.

11:32Thank you.

11:34Madam Secretary Treasurer,

11:35may we have the next applicant, please?

11:42The next application is file A-25-26,

11:47variance to permit existing accessory building,

11:50shed in exterior side yard at 183 City View Drive North.

11:55I'll note for those attending the hearing remotely,

11:57if you wish to speak to this application,

11:59you can do so by calling the number displayed

12:02on that screen.

12:03The number is 519-822-1260 extension 2524.

12:09And when you call in staff,

12:10we'll give you instructions on how you can delegate remotely.

12:14Thank you.

12:15There's the applicant president.

12:17Yes, please come forward.

12:27Good afternoon.

12:28Can you state your name for the record

12:30and your relationship to this application, please?

12:32Yes, I'm Deborah Smith.

12:34I'm the owner of the property.

12:37Welcome.

12:38Thank you.

12:38And can you tell me if the sign was posted

12:41as per the planning act?

12:42Yes.

12:43Okay.

12:44And have you read staff's comments

12:45and are you in agreement?

12:47Yes.

12:49Thank you.

12:51Sorry for the tough questions.

12:52That's okay.

12:54Not everybody's used to public speaking,

12:56so please relax and we'll try and be as painless as possible.

13:03At this point, you have 10 minutes to address the committee

13:08and you can make as much or as little time,

13:11use of that time as you'd like.

13:12You can also, as the last applicant said,

13:16you'll let the application stand on its own,

13:19so please make as much use of that time as you would.

13:22Yes, I'd like to let the application stand.

13:24Thank you.

13:26Okay.

13:27At this point, I'm going to ask if there are any members

13:31of the public present who would like to speak

13:33to this application.

13:35I don't see anyone.

13:36Is there anyone online who would like to speak to this?

13:42Mr. Chair, I can confirm no registered delegates.

13:45Okay, thank you.

13:46And does staff have a presentation they'd like to make?

13:49No?

13:50Okay.

13:51Committee members, do we have any questions of the applicant?

13:55Member Ross.

13:58Drew, you, Mr. Chair, hello.

14:01So I noticed from the drawing that there was an old shed

14:05removed in 2025.

14:07Correct.

14:08And then when was the existing shed constructed then?

14:13Or was it already there?

14:15No, we started building that one before we took

14:17the old one down.

14:19Okay.

14:20Yeah.

14:21But we removed the old one.

14:24Okay, yes, I only saw the one and I was curious

14:28about what the timing was.

14:29So the one that we see here today is a replacement

14:32for the old one in terms of its function.

14:35Yes.

14:36Okay, thank you.

14:37You're welcome.

14:39Thank you, Member Ross.

14:40Any other questions?

14:44Seeing none, I'd like to ask a question of staff if I may.

14:49This is essentially before us because it's in a,

14:54essentially a side yard, is that correct?

14:59To the chair, yes, that's correct.

15:02The bylaw does not permit accessory structures

15:06on the exterior side yard or front yard.

15:09That's why it's being brought to the committee today.

15:12Okay, thank you.

15:12I just wanted to be clear on that.

15:16Any other questions, committee members?

15:19If not, what is your wish?

15:24Member Fitzpatrick.

15:26I motion that the application be approved as submitted.

15:31And we have a member Spears is seconding that.

15:34Any discussion on the motion before us?

15:38Seeing none.

15:40Madam Secretary,

15:41Chair, would you call the vote please?

15:44Thank you, Chair, committee members,

15:45please indicate your vote by responding in favor

15:47or opposed to the motion,

15:49which is to approve the application.

15:51Chair Smith.

15:52In favor.

15:53Member Fitzpatrick.

15:54In favor.

15:56Member Mbrenio.

15:57In favor.

15:58Member Meir.

15:58In for you.

15:59Member Ross.

16:00In favor.

16:01And Member Spears.

16:02In favor.

16:03That's carried, Mr. Chair.

16:04Thank you.

16:05Your application has been approved.

16:07You can stand and enjoy the rest of the proceedings

16:10or escape as you see fit.

16:12Thanks, Your Honor.

16:13You're welcome.

16:15Madam Secretary Treasurer,

16:16may we have the next applicant please?

16:21The final application for this afternoon

16:24is file A-27 slash 26,

16:27variance to permit increased height

16:29for proposed accessory building,

16:31detached garage at 22 Teakwood Place.

16:35I'll note for those attending the hearing remotely,

16:37if you wish to speak to this application,

16:39you can call the number displayed on the screen.

16:41That number is fine 19-822-1260 extension 2524.

16:46And when you call in,

16:47staff will give you instructions

16:49on how you can delegate remotely.

16:52Is the applicant present?

16:55Yes, he is.

16:56There we are.

16:58Can you state your name for the record please?

17:01Yes, it's Brandon Ladsby.

17:04And are you the applicant or are you the agent?

17:09I am the applicant and the homeowner.

17:14Very good, thank you.

17:14And can you tell me if the sign was posted

17:17as per the planning act?

17:20Yes, I had both sign posted,

17:22one in the front yard and one in the backyard,

17:25where the proposed garage will be located.

17:32Okay.

17:33And have you read staff's comments

17:35on are you in agreement?

17:38Yes, I have.

17:40I guess I'm agreeing with all.

17:42I would like to remove the trees

17:44on the back property line for the garage

17:46to go back further,

17:48but I believe I need to speak with landscaping

17:51further on that.

17:52Okay, well, you'll have a moment to expand on that.

17:58This is the sort of performance part of it.

18:00And so with that, you have 10 minutes

18:04that you can tell us all about your trees.

18:09So at the moment, I have four spruce trees

18:11along the back property line of the house.

18:14I currently have a small shed that I built beside it.

18:19I am asking if I can remove two of the trees

18:24to move the garage or the shed a little further

18:27to the left and built a new proposed garage

18:32in the place of my existing shed.

18:36I was hoping to put them back further

18:39just to have the garage further back on the property

18:41and out of sight for my neighbors and others.

18:46It's kind of flatter ground back there.

18:49I mean, it is a shame to remove two trees,

18:52but we kind of feel it's a good spot for it.

18:57Yeah.

19:01Okay.

19:03Is that your presentation?

19:06Yes.

19:08That's great.

19:08If you want to wait right there,

19:10there may be some committee members

19:13who wish to have a conversation with you a little bit.

19:17So if you want to just stand by,

19:21at this point, I'm going to ask city staff

19:24if they have a presentation or comments on this.

19:30To you, Mr. Chair and members of the committee,

19:33just want to clarify that the variance

19:35for this application is for the height of the proposed

19:39garage and that the trees will be reviewed specifically

19:43by landscape planning staff when the tip is submitted.

19:50Correct.

19:50Thank you for clarifying that I was going to draw that out

19:56if my colleagues hadn't.

19:58So thank you for that clarification.

20:00Sorry, yeah, I guess the application

20:01is for the height restriction on the trees.

20:05That's correct.

20:06Thank you.

20:07And so at this point, I'm going to ask,

20:09is there, are there any registered delegates online?

20:13Madam Secretary Treasurer.

20:16Mr. Chair, there are no registered delegates.

20:18Okay.

20:19And is there anyone in the chamber

20:20who would like to speak to this application?

20:24Seeing none, committee members,

20:26do we have any questions of the applicant?

20:28Member Fitzpatrick.

20:30Through you, Chair, to the applicant.

20:35This is an application for a garage.

20:37So, and possibly to staff, city staff as well,

20:42is there a plan driveway that's going back

20:45to give vehicular access to this garage

20:48or is this meant to be a shop?

20:50Yeah, there's no, no access for vehicles.

20:53I have a snowmobile that I would store in it,

20:55but otherwise it's more so just for a shop to,

20:59you know, kind of the product or projects and this and that,

21:02but I don't plan on driving back there

21:05or anything like that.

21:10Thank you.

21:12Thank you.

21:14I can see your confusion.

21:15It is noted as a driveway

21:18and that was one of my questions as well.

21:20So we're a little sympathetic tonight.

21:22So thank you for that.

21:24Any other questions of the applicant?

21:27Member Spears.

21:28Yeah, through you, Mr. Chair, to the applicant.

21:30I noticed standing at the street

21:32and looking down the property line,

21:33it appears that there's a gate to the street behind

21:37that could allow vehicular access.

21:42The way you're building this,

21:43it looks like that won't be possible anymore.

21:47Correct.

21:48Okay.

21:49So that wasn't part of it.

21:51As I saw that, I thought,

21:52I wonder if they're gonna put a door in the back

21:55of the garage to allow access through that gate,

21:57but I guess not.

21:58No, no, there's like the curb on speed veil is in

22:02and there's a lot of people,

22:05they have two driveway accesses in the city of Guelph

22:08anyway, so I wasn't planning on doing it.

22:10We just used the gate to, you know,

22:12come and go from the sidewalk,

22:13but I don't plan on driving

22:15or pulling anything through those gates.

22:19Thank you very much.

22:23Thank you, Member Spears.

22:24Any other questions?

22:26Seeing none.

22:29Committee members, what is your wish?

22:36Member Meir.

22:37Motion for approval.

22:40And we have a seconder.

22:41Member Spears.

22:44Any discussion on the motion before us?

22:47Seeing none, Madam Secretary Treasurer,

22:49would you call the vote please?

22:52Thank you, Chair.

22:53Committee members, please indicate your vote

22:54by responding in favor or opposed to the motion,

22:57which is to approve the application

22:59with the one recommended condition.

23:02Chair Smith.

23:03In favor.

23:04Member Fitzpatrick.

23:06In favor.

23:07Member Mambrinho.

23:08In favor.

23:09Member Meir.

23:10In favor.

23:11Member Ross.

23:11In favor.

23:12And Member Spears.

23:13In favor.

23:14That's carried, Mr. Chair.

23:16Thank you.

23:18Your application has been approved,

23:19and so you're free to disconnect
