3:45Good evening everybody. It is five o'clock on November the 19th 2024. It is a special council meeting.

3:53I like to call the meeting to excuse me to order. And right off the top we are looking to go into a

4:00closed session as described on the open agenda with the title of Memorandum of Agreement Between

4:07City of Guelph and the Amalgamated Transit Union Local 1189. Now before I do that is there any

4:14disclosure of pecuniary interest or any general nature thereof for the closed item?

4:20Not hearing or seeing anybody on that. I'll consider that matter closed and just wondering

4:25if a colleague could please move to move into, move a motion to go into closed. I'll go Guller and

4:31Ault please. And is anyone against that? No that's unanimous so we will move into a closed

4:41session to discuss that matter. And when we're done we'll come back with a high-level summary

4:45and then we'll look to continue at the appropriate time our open session. Thank you very much.

14:38Okay hi everybody thank you very much that was a quick closed session.

14:45And I do have a statement to read coming out of closed session. And it states we received

14:54information from our HR team relating to the item on our agenda. And I'm very pleased to advise

15:00that we gave direction to staff to finalize and execute a Memorandum of Agreement with the Amalgamated

15:07Transit Union Local 1189 or ATU. These are our Guelph Transit operators and staff. We really

15:17appreciate the collective bargaining process and we want to thank members of both the city and the

15:21ATU bargaining teams for that collective discussion and work on this agreement. And

15:27ATU members do provide, it's very very clear this statement from council, ATU members provide

15:34valued service to our community. And so we thank them. And then with our city staff leaders and

15:41the ATU leadership I just want to acknowledge that they met over the past several months to

15:47formalize these details on this agreement. And we do look forward to it being now fully executed.

15:55So again on behalf of council thank you very much to everyone involved.

16:01And that was the that's the only update and summary from our closed session.

16:08Coming back into the open session now we do have some bylaws that are a carryover from

16:16November the 13th. But I'd like to just state one more time is there any disclosure or pecuniary

16:21interest or general nature thereof for the bylaws before we do those? Yes councillor Kerr-Royne.

16:28Thank you Mr. Mayor. If you could separate 4.1 and 4.2 I had previously declared a conflict when

16:34those items came before the planning meeting because they are related to my employer.

16:42Yep no problem. And yeah you've clearly stated that in the past so thank you for bringing it up again.

16:47Clerks if we could bring those up but what we'll do is I'll take the vote on those two first

16:53councillor Kerr-Royne so you can just kind of turn off your screen and whatnot. And then I will

17:00go back to just the last one okay. So councillor Downer would you be willing to move number one

17:07number one and number two? Thank you. Seconded by Councillor Clausson. Anything on those bylaws?

17:15None is anyone against? Nobody. So those passed unanimously recognizing that Councillor Kerr-Royne

17:22did not vote. And now we'll just look to move the last one which is 21013. Again councillor Downer

17:31are you okay to move that one as well? Thank you and Clausson second thank you. And is there anything

17:36on that one bylaw left? Nothing. Okay I'll call the vote. Is anyone against that bylaw?

17:42Nobody again that's unanimous so those are now finished from the November 13th meeting thank you.

17:50With that just give me a moment. We are now looking for a German so the special council meeting is now

17:58over but looking for someone to move a German please. Billings and Guller. And is anyone against

18:06adjournment? That's nobody so that's passed unanimously too. Our special council meeting for

18:13the delegation night it starts at six o'clock so we'll see everyone back here in 45 minutes.
