0:02So I'd like to do the Indigenous Territorial Acknowledgment.

0:09As we gather, let us take time to reflect on our privilege to live and work in Guelph, a city built over rich Indigenous histories.

0:18We are guests here who we should reflect upon the responsibility to care for this land, the people who live here today, and the generations to come.

0:26If our actions today can move us towards reconciliation, we should take pause and make those decisions with intention and gratitude.

0:35This place we call Guelph has served as traditional lands and a place of refuge for many peoples over time.

0:42But more specifically, the At-Wan-Durang and the Haudenosaunee.

0:49This land is housed as treaty lands and territory within the Mississaugas of the Credit First Nation.

0:54Guelph lies directly adjacent to the Haudenosaunee track and is part of a long-established traditional hunting ground for the six nations of the Grand River.

1:05Many First Nations, Inuit and Métis people have come from across the Turtle Island to call Guelph home today.

3:37welcome everyone and thank you for coming to my presentation here about the Victoria Road and Stone Road environmental assessment.

3:44I'm the project manager for this project, which is intended to study and recommend preferred solutions and preliminary designs for the roads and bridges at Victoria Road and Stone Road.

3:55So that we can support future travel needs previously identified in the wealth transportation master plan and the Guelph Innovation District secondary plan.

4:03Although the area around Stone Road and Victoria Road is currently quite rural.

4:07The area will grow more organized with time as the Guelph Innovation District develops to include thousands of new jobs and homes in the city.

4:16So the previous studies that we undertook recommended widening of Victoria Road and Stone Road. And the goal of our current project is to recommend how these roads should be widened.

4:27So the goal of our project is to develop the preferred road design concept to meet the future anticipated traffic and transit needs using a complete streets approach, implement walking and cycling facilities, and then also upgrade the storm water management facilities in this area to meet the requirements of the

4:432023 master plan.

4:46So designs of the road in this area is guided by the complete streets design guideline and most of Victoria Road and the western part of Stone Road here are classified as residential boulevards according to those guidelines.

5:00And the very first cross section at the top of the slide shows a typical complete streets cross section adapted to fit in the Victoria Road and Stone Road right away.

5:10This cross section has got wide planted boulevards with cycle track and sidewalk on both sides of the road. And the existing right of way on the majority of Victoria Road and part of Stone Road is actually already wide enough to fit this cross section with some minor adjustments to the boulevard

5:27and constrained areas. So by adjusting the width of the boulevard we can minimize potential impacts in a natural environment, social environment, cultural heritage, and property impacts in the corridor.

5:41And this includes minimizing impacts to the sensitive woodland and wetland areas around the Aramasa River and the Arboretum.

5:50However, we start deviating from the complete streets guidelines a little bit in some of the more unique sections of the road. And the first of these is on the eastern segment of Stone Road.

6:01This road is currently one lane each direction with a shoulder bike lane. And the road is classified as an employment boulevard, which means that it should have two lanes in each direction and a multi use path on both sides, as per the complete streets design guideline.

6:16However, we found in the traffic study that widening to four lanes on the eastern part of Stone Road is not actually required to support to support feature travel needs in the area, and that one lane each direction would be sufficient to carry the anticipated demand.

6:32We also wanted to try to avoid widening Stone Road too much, because if we did we would have to widen the bridge with additional construction cost. And the less that we widened Stone Road, the more that we're able to avoid potential environments to the potential impacts to the natural environment.

6:51So we landed on the concept that we have here, the bottom concept on this slide, which would, which has one lane each direction. There's a multi use path on the north side of the road, which would provide access to the future transit facility.

7:07Phase four of the future wealth innovation district developments and several of the third party trails that are accessible from the north side of Stone Road.

7:16This concept for Stone Road is currently the least costly of all the alternatives, because it doesn't require widening the bridge. And this concept is also able to fulfill the after transportation objectives in the area while minimizing potential impacts to the natural environment, cultural heritage, and the social and the social environments.

7:37We are also quite constrained on this segment here of Victoria Road north of their Amasa River. Under existing conditions, this part of the study area has two lanes in each direction, and there's a sidewalk on the west side of the road.

7:51There is also a sidewalk on the east side of the road, but it stops just short of just south of the ethnic supermarket Plaza.

7:59So currently Victoria Road is classified according to the complete street design guideline as a residential Boulevard. And ideally, it would have nice wide planted boulevards and cycle track and sidewalk on both sides of the street.

8:12But as you can see from the top photo in the top right hand photo on the slide.

8:18We've, it's the space available to us is really very tight. We have residential buildings on the west side of the road and commercial buildings on the east side of the road, and trying to implement the full complete streets cross section will have some significant impacts to the social environments, as well as incur a high cost relative to the other alternatives.

8:40While we were developing the alternatives, it was also important for us to try to provide an adequate width and buffer for the pedestrian and cycling facilities on Victoria Road, because there's a very large hill near the river, and we were very aware that users might need more space when traveling up or down the slope.

9:02So, because of the lack of space between the existing residential and commercial buildings, we ended up having to separate out some of the active transportation facilities as shown on the left hand map on this slide.

9:19Anyway, on Victoria Road, we'll still have two lanes in each direction and sidewalk on both sides of the road.

9:29But the cycle track will be separated. We'll keep the northbound cycle track on the east side of the road while the southbound cycle track will have to detour through an adjacent laneway and the Aramosa River Park before rejoining the main facilities on Victoria Road.

9:45And the advantage of this facility is that, of this option, is that it allows us to avoid costs associated with hydroprol relocation, allows us to avoid property impacts, and it lets us still have a full width cycle track to support our proposed cycling spine network.

10:04We also have very limited space on the bridge, so you folks will recall that there is a steep downhill slope in this area when going northbound.

10:14So, we've added barriers between the active transportation facilities and the vehicle lanes in this area.

10:21We had to combine the sidewalk and the cycling path into a multi-use path in this area in order to fit the barrier, but it was important to us to ensure that pedestrians and cyclists are protected from traffic when traveling up or down the slope because it can be quite physically and mentally demanding.

10:37So, the full cross section of the bridge is shown in the bottom right hand figure on this slide.

10:44In addition to the road cross sections I've just showed to you, the Victoria Road and the Stone Road study is currently also recommending a new roundabout at the Watson Parkway and Stone Road intersection.

10:59It's recommending protected intersection upgrades at existing and proposed signalized intersections.

11:05And finally, we're recommending a new trail crossing at the Royal Recreational Trail on Victoria Road just south of the bridge here, as shown in the trails master plan as well.

11:19The feasibility of the following crossings though are still being evaluated as part of the traffic impact study and that includes an additional trail crossing on Stone Road west of the Aramasa River to connect featured city trails on the north and south sides of Stone Road,

11:35and also a potential pedestrian crossing or new signalized intersections somewhere on Victoria Road between York Road and the Aramasa River.

11:45And the purpose of such a potential signal would be to help improve pedestrian connectivity to the commercial areas, to the plaza at York and Victoria as well as to help create gaps in traffic for vehicles to be able to enter and exit the plaza.

12:04However, these items are still under review right now, but they will be incorporated into the preliminary design if recommended after the traffic study is complete.

12:14So currently we're in the stage of the study where we're trying to get feedback from the public to confirm and refine our preferred designs for Victoria Road and Stone Road.

12:28We just held our open house on June 11th where we got lots of useful commentary and we're hoping to get some feedback from the committee here as well on the designs that we have shown.

12:41After we have collected feedback and confirmed the preferred design, we will prepare the environmental study report to fully assess and identify impacts and mitigation measures for the preferred design.

12:55And that report is slated for completion in early 2027, after which we'll issue the notice study completion and proceed to design and construction as planned in the capital budget.

13:07Anyway, that brings me to the end of the presentation and I would be really happy to hear any comments or questions that you folks have at this point. Thank you so much for listening.

13:18Thank you Nancy. That was a lot of information.

13:23So basically, I'm not even reading the recommendations. So the two recommendations that Nancy was looking for today from us as the committee is that the AAC received the information above the Victoria Road and Stone Road environmental assessment check.

13:41And the accessibility advisor committee provides feedback on their preferred design and that's what we're going to talk about now.

13:49Does anybody have any questions for Nancy regarding this presentation?

14:10Yes. Is that basically where the old turn on turf grass place is or what?

14:19Yes, it's the future GID street A is about 400 meters east of Victoria Road. It's a future road. So naturally I don't have it on any maps, but we can imagine that it's right between the Guelph Junction Railway and Victoria Road.

14:41And then based on the red proposed one way cycle track. So when you say that on the arrows on the west side of stone, sorry Victoria, that's for cyclists.

14:59Could you call?

15:02Yes, when a good word cycle I think, oh, it's a cycle, it's a bicycle lane. But on the map, it's on the west side of Victoria. It's this proposed one way cycle track.

15:14Yep. So on Victoria Road, we're splitting out the northbound and the southbound cycle track. The northbound cycle track will continue on the side of Victoria Road on the west, sorry, on the east side of the road.

15:28But because we don't have a lot of space between the buildings, the west, the cyclists who are on the west side of Victoria Road would have to detour through the laneway.

15:38And there was another question I had. Oh, the corner of the PDI building and that one way street. There was a set of lights.

15:49Yes.

15:50I've recently heard like last summer, I think, would that be something that would be implemented as well? Because there's really no crosswalk for pedestrians, bicycle people, literally anyone to cross safely between York and

16:06the river. You're basically going over four lanes.

16:10Yes.

16:11Yep. So the previous Florence and Victoria signal has been a very hot topic and that is something that we are currently analyzing in our traffic study.

16:24There's a lot of potential pros and cons associated with the traffic signal. Some of the advantages that you've noted already are that it would be great for pedestrian connectivity because it could provide the quickest way to get to the plaza without having to double back to York Road, potentially.

16:46It would make it easier for, it would have some benefit to operations at the PDI building over there.

16:55And it could potentially also create gaps in the traffic to help people enter and exit the ethnic supermarket plaza more easily.

17:05However, it has some downsides as well in that the York Road signal is actually pretty close already. We're a little bit worried about queuing on Victoria Road at the York Road intersection blocking our potential signal at Florence.

17:22And we're also trying to figure out exactly what safety, what are the safety impacts we might have in the area.

17:30So we are considering it very seriously, but we don't have a, we don't have the recommendation for the signal yet.

17:38I did see a note from Cheryl come in or a question.

17:44For you, Chair, would you like me to read Cheryl's message out loud?

17:47If you don't mind.

17:49Okay. This is a message from member Cheryl Stacey.

17:54They said, Hi, I had a question about the multi use walkway mentioned. Currently, there are accessibility barriers with cyclists using walkways and sidewalks, especially for those who are blind or have low vision.

18:08Those who are deaf or hard of hearing and those with mobility issues.

18:13How will these accessibility barriers be addressed? If the intention is to have a multi use combined walkway, oops, sorry, is the intention to have a multi use combined walkway for both pedestrians and cyclists. Thank you.

18:26And they also, the section mentioned where the road is narrow.

18:30Yep.

18:31To clarify, there is a multi a multi use pathway is also proposed for the eastern part of stone road. And I do acknowledge that it could be a little bit more difficult for cyclists with accessible for sorry for users with accessibility needs on a shared facility.

18:48At this time, we would.

18:51We haven't quite developed the treatments that would be required to help guide cyclist and pedestrians on on these paths, but we would hopefully have some signage that would direct cyclists to use one hand of the multi use path potentially and direct pedestrians and other users on to the other side.

19:13Otherwise, we would be looking into the design. We would be looking to best practice design guidelines to figure out how to alert people that the paths are indeed merging.

19:24And that folks should be a little bit extra alert that the treatment has changed. So, unfortunately, I guess my answer to Cheryl's question is that we haven't.

19:35Is that we haven't quite decided yet.

19:37But thank you for bringing it to our attention.

19:43The other thing while you were talking previously Nancy, you said that there was going to be put in a route about where was that that's not on our picture right.

19:54That is.

19:57That would be at Watson Parkway and stone road. So Watson Parkway and stone road was recently recently signalized and it also has a self bound right turn slip lane.

20:10This intersection experienced 17 collisions in the last five years.

20:15And we're hoping that conversion to roundabout will reduce the number of collisions and collision severity that has been experienced.

20:36So based on below pictures. So the two.

20:41The Victoria road north of the bridge and the road at the bridge both are four lanes.

20:48Or when it goes to south of the bridge, basically where the work looks like it's going to be done. It's only going to remain two lanes. Correct.

20:57No, at that part I'm going to go back to the previous slide. So for most of Victoria road, it's going to be two lanes in each direction still.

21:05So our study area is all of Victoria road between York road and stone road and I've separated the two segments that we've discussed by the Aramosa river.

21:16Because we have a lot more land on Victoria road south of the river and we have not very much land on the north side of the river.

21:24So on the north side of the river, you saw the very narrow cross sections.

21:29The multi use path, the barrier and the cyclist detour because we can't fit the ideal facilities on whereas south of the river we're able to fit the larger cross section up here.

21:44As you can see in the top picture.

21:48So this is what the majority of Victoria road will end up looking like.

21:55Is there any, I feel like I'm asking all the questions so you guys have to jump in here too.

22:00Is there any way, oh sorry, is there anywhere in Guelph that's existing now the same design that we can kind of put a picture to your words?

22:16Oh gosh.

22:20Let's put you on the slide.

22:22I, I'm just very suddenly drawing a blank. I want to tell you something. I want to tell you Gordon and stone, but the moment that it popped into my head, I realized that had on street bike lanes.

22:35So why don't we imagine maybe Gordon and stone where we have the protected intersection, but imagine that the bike facilities are raised.

22:44And that the boulevard between the active transportation facilities and the road is much wider.

22:55So, I'm sorry.

22:57That's also a bit of imagination using that.

23:01I wasn't expecting to do today.

23:11Just a comment on thinking after the presentation, perhaps something else comes to my for Nancy. We can always follow up with the committee and provide those examples. Yeah.

23:22Um, yeah, because I think what you're saying is there's not a lot of I'm recording. There's not a lot of foot traffic out that way yet.

23:32Um, yeah, it's because of the story and still there's no sidewalks. There is a bike lane, but it's very small.

23:38Um, but like, ideally, I think you said it, did you want the work to start in 2027 or you're looking at completing the assessment in 2027?

23:53Yeah. Um, so I would like to finish the study by early 2027. Um, then construction on the road wouldn't start till 2030. Um, at the earliest.

24:05I'm sure.

24:07All right. Um, because like you said, it is going to be, um, because there's a lot of land there that can be used properly. So there will be a lot of hopefully foot traffic, audible people, um, things like that.

24:22So, um, like Sarah said, you know, if you do have an idea of what you have in mind, you know, that's something already existing in Guelph.

24:35Um, you know, we kind of look at that, but, um, so I'll ask one more time, but then we're going to change this.

25:35Through you, chair, the comments that I've captured are, um, that the accessibility advisory committee provides feedback on the preferred design.

25:45And the feedback is that staff provide clarification regarding the flow of cyclist traffic that staff implement traffic lights or and or a crosswalk between York and Airmausa River.

25:58And that staff address the accessibility barriers of a multi-use walkway that impact those who are blind or have low vision, those who are deaf or hard of hearing, and for those with mobility issues.

26:13Um, that sounds great. I see. Can we say an accessible crosswalk? Yes. So, um, thank you, Cheryl. Under section number two or some recommendation number two.

26:25Can we put instead of that, can we put excessive, excessive, accessible crosswalk? Yes.

26:33Um, and the other thing that you mentioned Nancy, and while Jordan was reading that out, you said the bike lane would be a raised, a raised bike lane.

26:43Yep. So it would be a cycle track. So rather than being on the same level as the road, um, it would be on the other side of the curb. So you would see vehicle lane, curb and gutter, planted boulevard, and then cycle track.

26:57Okay. And then obviously like everything was like a track or the raised, the raised cycle track would have the, you know, to code for the curb cutouts and have like all the little grading and everything like that for the visually impaired.

27:17You mean in the buffer between the sidewalk and the cycle track? Yes, we would have the tactile buffer there as well to delineate the two spaces.

27:25Okay. Perfect. Can we bring up the recommended, absolutely.

27:31So these, oh, well, can we also capitalize river? Yes.

27:37Yeah, so based on what Cheryl's, no, it's not Cheryl's suggestion, we're just basically going to change, sorry, not change. We're going to add an accessible crosswalk between your car or mostly river for the staff to implement has a traffic light.
