2:53Great. Thank you for our Digenis territorial acknowledgement as we gather

2:56Let us take time to reflect on our privilege to live and work in Guelph a city that's built over rich indigenous histories

3:04We are guests here and we should reflect upon the responsibility to care for this land the people who live here today

3:10And the generations to come if our actions today can move us towards reconciliation

3:16We should take pause and make those decisions with intention and gratitude

3:20This place we call Guelph has served as traditional lands and a place of refuge for many peoples over time

3:27But more specifically the Aniwaterok and the Hono Nishoni

3:31This land is held as the treaty lands and territory with the Mississaugas of the Credit First Nation

3:37And Guelph lies directly adjacent to the Haldeman tract and is part of the long-established

3:43Traditional hunting ground for the six nations of the Grand River

3:46Many First Nations Inuit and Métis people who have come from across Turtle Island called Guelph home today

3:53And with that is there any disclosure of pecuniary interest or any general nature thereof of the items in front of us tonight?

3:59Don't hear or see any and so we're hitting ourselves up with the consent agenda

4:08Let me see if anyone needs to pull anything the state of housing with the housing affordability strategy

4:43About the report and I just wanted to ask staff if if consideration

4:48per the letter to

4:50to consider

4:52Exploring that the supply of housing will that be added to the study moving forward?

4:58Through the marriage the counselor yes, it will and we do provide that in an annual report

5:03Regardless of this anyway, but we will take a look at it. Okay. Okay. Thank you. Thank you very much

5:08And as a follow-up your worship I wanted to to ask them

5:13Oftentimes I will sit and I will receive reports

5:16Particularly in say my role with public health that tell us the situation of things and things look dire

5:23With we received recently the the food basket telling us how many people in our community are

5:30struggling to to

5:33For food for their families and the role of public health is to report and to bury that information to other bodies

5:39With this report is there an opportunity to also explore solutions as part of the study moving forward

5:46So that we don't just hear year after year

5:50Where we have not met our target, but will there be exploration of solutions to those issues?

5:57Through the marriage of the counselor so yes, there will be throughout 2024 so this is the first step kind of this is the picture

6:04This is what we have today based on census information and then throughout 2024

6:09we'll be working kind of on the

6:12Right-hand side of the continuum along with the county working on the left-hand side of the continuum and bring them together for the end of

6:182024 so yes, there'll be more information and more engagement as well. Perfect. Thank you very much for that. Thank you worship

6:37Through you to staff I was just wondering because I didn't see very much on disability

6:43In the report and I know just from personal experience

6:46That intersections of disability and housing affordability and the types of housing that you need

6:52Are really interrelated and I only saw stuff about disability in regards to aging

7:00So is there going to be an expansion of the study where that's

7:04One of the demographics that's explored

7:09Through you mr. Mayor to the counselor

7:12Unfortunately, the only data that we have available to us is

7:17Through statistics canada and and that wasn't an indicator that that's available to us

7:23We do have some statistics on on newer housing that was built by the county. That's

7:29I'm considered accessible

7:32And I believe it's in in their report and it was touched on briefly within the state of housing report

7:38But in terms of the amount of housing and wealth that is considered accessible

7:42We don't have those statistics from

7:44statistics statistics canada

7:47Thanks, um through the mayor to staff. Is there an opportunity for us to

7:54create a feedback

7:56For folks so that we can get better

7:59data for

8:01local needs

8:06And through the mayor to the counselor so in 2024 when we start off the public consultation

8:10We expect that we will receive more feedback

8:13On that and probably some other items that we we don't have data on that we will consider as we move forward

9:20Be a consideration within this report as you move through 2024

9:27Through the mayor. So we'll we'll take that back and what is in our ability to to look at and what's not and what's

9:32You know, kind of the left hand side of the continuum versus right hand side of the continuum

9:35But well, we'll certainly we've made a note of that

9:38And we'll take a look at as we develop the strategy, uh, which we'll bring back before the end of the year

9:43Okay, and of course taking into consideration that rent control is really um

9:48a provincial

9:50Legislative issue. Yeah, not ours

9:54Our comment sorry from councillor work and then I'll look to maybe you councillor Goller and our work to move in second

10:04So the fact that it's on consent and we don't have a presentation and all that stuff is

10:08Is not a reflection. I'd encourage anybody to read it

10:10Like it's really talking about trends and where people work in the different sectors and I was really impressed by the level of analysis

10:18That's sort of going to guide us going forward. So just kudos

10:21Uh, we we can really tell the amount of analysis that went into the report. Thank you

11:32And the first one we're going to hear about is 27 and 35 gene field avenue

11:39and so we'll have uh

11:45And uh, then we have one delegation and we have a little bit of correspondence

11:50And so, uh, thank you for coming and giving the overview in the presentation go right ahead. Thank you very

12:01Excuse me. Thank you very much. Uh, mr. Mayor. Good afternoon, mr. Mayor members of the city council

12:07staff and members of the public

12:09My name is Eric rumple and i'm a the development planner reviewing this application

12:14The city has received an application for a zoning bylaw amendment

12:17From van harten land surveyors on behalf of 27 janefield incorporated to rezone the property

12:23known as 27 and 35 janefield avenue to permit the development of six semi detached dwellings and associated

12:31additional dwelling units while preserving the existing single detached dwelling at 27 janefield avenue

12:36The lands would be severed into seven separate lots with an additional retained lot at the south end of 35 janefield

12:43being left for future development

12:45Today's meeting is the statutory public meeting required under the planning act as well as the decision meeting for the proposed application

12:56the subject site is uh

12:592733 square meters in size

13:01Located on the southwest corner of janefield avenue and mason court

13:05The subject site currently features two single detached dwellings that front onto janefield avenue

13:11Uh, and the site's immediate surroundings are comprised of townhouses to the east

13:15Existing semi detached dwellings to the north and west and three single detached dwellings to the south

13:24The subject property is designated a low density residential in the city's official plan

13:29And the low density

13:31residential designation applies to lower density residential neighborhoods

13:34In permits detached semi detached and duplex dwellings as well as townhouses and apartments

13:42The subject lands are currently zoned residential single detached r1 b in the 1995 zoning bylaw

13:48The applicant is requesting to change the zoning of the subject lands from the current r1 b zone to a specialized residential single detached

13:56r1 b 50 zone where the existing detached dwelling at 27 janefield would remain

14:01And the six lots where the proposed semi detached dwellings would be located

14:05Would be rezoned to a specialized residential semi detached duplex

14:09r2-33 zone the zoning of the retained lot would remain unchanged

14:18The specialized regulation for the r1 b 50 zone to recognize the existing

14:23Detached dwelling at 27 janefield is to permit a minimum rear yard setback of 2.4 meters for the existing detached dwelling

14:32The r2-33 zone would permit semi detached dwellings and have the following site specific provisions

14:37To permit a maximum driveway width of five meters and to permit a minimum lot area of 192 square meters per unit

14:44specifically for proposed parcels three and four

14:50The subject lands are also zoned low density residential rl1 in the 2023 comprehensive zoning bylaw

14:56The applicant is also requesting to change the zoning of the subject lands from the current rl1 zone

15:01To a site specific low density residential rl1-22 zone where the existing detached dwelling would remain

15:08And the six lots where the proposed semi detached dwellings would be located would be rezoned to specialized low density residential rl1

15:15dash 33 zone or sorry dash 23 zone

15:19Again, the zoning of the retained lot would remain unchanged

15:25The specialized regulations for the rl1 22 zone to recognize the existing detached dwelling is to permit a minimum rear yard setback of

15:332.4 meters for the existing detached dwelling

15:36And to permit a maximum exterior side yard setback of 10.6 meters

15:40This is the setback in between the dwelling and the frontage along janefield avenue

15:45as

15:46the rl1 zone already permits semi detached dwellings and

15:50And permits driveway width of five meters

15:53The only site specific provision for the rl1 23 zone would be to permit a minimum lot area of 192 square meters per unit

16:01For the proposed parcel or for proposed parcels three and four only

16:06Staff note that the proposed semi detached dwellings can form to all

16:09required setbacks

16:14On the screen now you can see the proposed severance plan

16:17To recap at the top right of the severance plan is the is proposed parcel five where the existing detached dwelling at

16:2427 janefield is to remain

16:26And directly to the left fronting onto mason court are proposed lots three and four

16:31These are the semi detached dwelling lots with the proposed lot size of 192 square meters

16:38At the bottom of the plan is the proposed retained parcel that would not be rezoned as part of this application

16:43Staff's review of this application includes evaluation of the proposals conformity and consistency to the 2020

16:50Uh provincial policy statement and the growth plan for the greater golden horseshoe

16:54Evaluation of the proposals conformity with the official plan

16:58Evaluation or review of the proposed zoning review of supporting documents submitted with the application

17:04Through consultation five comments from the public have been received

17:08Regarding the proposed application the comments have raised concerns

17:12Regarding increased traffic and parking demand on janefield avenue

17:17Regarding these concerns each of the proposed parcels conforms with the parking requirements outlined in the 1995 and 2023 zoning bylaws

17:25And the proposed semi detached lots

17:27Provide three parking spaces

17:29Two in each driveway and one in the attached garage

17:33Traffic engineering staff have reviewed the application on multiple occasions and in their professional opinion

17:38The proposal will have an insignificant impact on traffic in the neighborhood

17:42And as such a traffic impact study was not deemed necessary and was not requested by traffic engineering staff

17:49As outlined in the staff report staff recommend approval of the proposed application

17:53With a holding provision to ensure that development of the subject lands does not proceed

17:57Until an updated storm water management report an updated noise study and an esa reliance letter are provided to the satisfaction of the city engineer

18:06Thank you very much, and i'll be pleased to answer any questions council may have

18:13I think what we'll do is just uh, you can you can have a seat as we just have the delegation

18:17Come up and then we'll see if there's anything more from delegates that want to be involved and then definitely we'll we'll come back to us for some questions

18:26So it looks like jeff is already coming down on behalf of the applicant

18:33and uh

18:34So thank you for joining us jeff and uh, you know the drill you've been here before

18:38So it's no more than 10 minutes

18:41We have a chime now. I don't know if you've been here since the upgrades

18:44But at nine minutes and 30 seconds, you'll hear a chime that gives you that 30 second warning

19:01This is a great drawing right here of the whole application

19:04Um, just to highlight maybe some details

19:08There were requests for zoning variances on the big parcel at the corner parcel number five

19:14And that's because of that original house and where it's positioned

19:18It's got the biggest lot yet. We still need a variance because the frontage will be mason court and it needs a uh,

19:25variance or variance or zoning

19:28Zoning relief for the rear yard setback there and also the exterior side yard now and the new zoning bylaw has a maximum distance to the street

19:37This house is further than that maximum. That's why that special requirement is there

19:42Also to clarify parcels three and four. They're the first ones beside

19:47Uh, the one at the corner. They have a slightly less area than all the other than the required, um

19:54Zoning of requirement of 230 square meters there were requesting 192 square meters for those two pieces

20:02Those are some of the details

20:05The application was submitted with

20:08all the required reports

20:11we've

20:12received feedback from the city of guelph in that the proposal is to

20:18A recommendation is to uh,

20:20Prove these with a couple of holding provisions to deal with a couple of outstanding issues

20:26They're all being addressed in the meantime

20:29And uh, this will allow for efficiency and timeliness for this project to proceed forward

20:35You know the thing that's pretty obvious in this whole development is that

20:39um

20:40parcels

20:42One two six and seven

20:44They'll have semis with ad us in the backyard three and four the ones with the smaller area

20:50They will not have the ad us in the back

20:53um

20:54with me are the the

20:56People who are involved in this project that's uh, so I can Andrew back there and we're open for questions as well

21:03One of the things I know that will be asked is about

21:06um

21:07These will not be net zero, but uh improvements on the standards that are there. They will be having heat pumps and cooling

21:15Uh, we are looking at they we are looking at solar

21:19Um, but still trying to figure out the economics of that to make that work

21:24Um, the intention is to plant some trees where possible in the boulevards and some of the open areas

21:30and um

21:32I'm open to any questions or comments that staff may have

25:23We're used to seeing something come from receipt

25:26And then a couple months later it comes back for approval if we could just have some commentary on the new process here

25:34Yeah through the mayor to the councillor. So we have amended processes to

25:39Bring forward applications quicker

25:41If we feel that they can do not necessarily need two separate meetings

25:45Some of them that are a little bit more complicated or have more feedback like the previous two decision reports that we had community feedback on

25:52We do separate them

25:53But in this case we felt it was appropriate to do one combined meeting which we are allowed to do under the planning act

25:59We don't have to separate them

26:01And it brings forward housing quicker

26:07Thank you for that and comments your worship at this point

26:10I wanted to to thank the

26:13The proponent and staff for this I

26:15I appreciate that that there are concerns from the public and and real concerns about

26:20The increase in density

26:23But but when I look at this application from the from the street level

26:27It's going to look like

26:28Another house on that block and rather than having an apartment tower there

26:33You're able to have the additional dwelling unit on the back built in at the same time

26:37You know the close proximity to the university

26:40I think that it's it's helpful to have this this gentle density increases

26:45So so thank you so much for for bringing this forward to both of you

26:49Thank you and councillor Busuttil. Please

26:56To the staff I just I actually went to the site and walked around it and talked to some people on the sidewalk

27:01I do have a question about the Pemen and Lou of visitor parking when I spoke on the street to people

27:07They talked can you help me understand that in the context of the janefield parking situation?

27:14What I understood from a resident is that it's permit

27:17Based for parking there

27:20If you can explain it a bit because there was a great deal of concern about

27:23Intensification for and competition for that permit parking on janefield

27:31Through the mayor to the councillor so visitor parking is not required for this form of development

27:38So they will have the parking in the driveway

27:41Certainly the onus will be on the developer if these are rental or sold to ensure that they

27:48future tenants know the parking that is available on this site

27:53so

27:53absolutely there's

27:55You know limited parking, but they do meet the the bylaw requirements for parking on this site

28:01Thank you in just the context if you could help me understand the parking

28:05On janefield the permit process is a by certain developments get the permits

28:11I'm not sure on on how and this residents concern was competition for those limited permits

28:19Through the mayor to the councillor

28:21I will have to check with our operations staff and determine if if janefield is permit parking and I will

28:27I'll send you a response on that tomorrow

31:19You know wishing you all the very very best as you move forward with whatever the next steps are for you

31:24But I thought I would just say thank you to you Graham for for doing what you've had to do
