1:35All right. Thank you everybody for joining us. I'll call the meeting to order. It is Tuesday, April 25th.

1:432023 at 4 o'clock and this is a special council meeting. It's a orientation workshop.

1:50And it's in regards to our strategic plan. So this is, I think the,

1:55I think the third, at least, that we've had on this topic.

1:59And so we're moving things forward, appreciate staff and everyone involved so far.

2:05Is there any disclosure of pecuniary interest or any general nature thereof before we continue?

2:14And I don't hear or see anything.

2:17And so with that, I am going to turn it over to staff.

2:23And I think it looks like I might go to our CAO first, Scott Stewart.

2:28And so I'll mute and let you go ahead. Thank you.

2:33Great. Thank you very much, Mr. Mayor. Good afternoon, Council.

2:39So certainly while the mayor was right, this is our third council workshop on this topic, our strategic plan refresh.

2:46We're obviously in here, not in the chambers. We're inching towards more workshoppy along the way.

2:52So that's part of being in here. You know, the other site is just the ongoing orientations as well.

2:59But here we are. We're at that stage. You know, I know, we know our corporate strategic plan is one of council's most important tools for

3:09communicating priorities and strategic direction across the organization.

3:13That's not new to us. At our last workshop, council provided a lot of feedback.

3:18And our staff have been hard at work responding to it to get a successful workshop this afternoon.

3:25So we heard as we head towards the end of this process and we are heading towards the end of this.

3:30Well, let me say, I hope we're heading towards the end of this process.

3:34I'd like to remind you, Council, that the strategic plan is a living document.

3:40So as much as we might be getting through this process, it is a living one.

3:43It doesn't just go on the shelf. Remember to be seen again until four years from now.

3:48You know, there's lots of obvious things. We're adapting to legislative changes, external influences that impact our community.

3:56Even after the strat plan is adopted, the decisions and policy decisions, discussions that you'll have as council will continue to guide both the strat plan and our multi-year budget.

4:05And of course, as they're rolled around us changes. So will this plan.

4:11So in front of you today is the latest version of the city of guava 2024 2027 strategic plan and that's designed specifically based on your comments.

4:22We're obviously a part of that staff, but it's specifically the things that we've heard you say clear.

4:28So since the February 22nd council workshop, a lot has changed.

4:33So it doesn't take much for a lot to change apparently in these days, but a lot has changed over these last few months.

4:38The staff have worked to incorporate your feedback directly, which will be highlighted today.

4:44And we have planned out the initiatives and key performance indicators for each of the objectives.

4:50So as we move through that, council, I want you to know we've listened.

4:55We were listening. We have listened. We've taken what you've told us to develop a product that can be used for communications with the public.

5:03Residents businesses and it supports our internal business plan. And that's a big step as well.

5:08All that work planning that we do internally that gets us from here to the fall, which is the beginning of our multi-year budgets for us that gets it to you come December.

5:19It's important that we can do this work to get to that work that gets to the onboard work.

5:24Having said all that, I need to emphasize today isn't a budget exercise.

5:29I'm hoping that Trevor and Tara over here are fairly quiet today.

5:34There's an order of magnitude budgets, of course.

5:37I'm going to come to those things when it's decision making time.

5:41So we'll have order of magnitude, but we won't have everything down to the exact penny because we can't.

5:46And there's a lot of work to do to get to that.

5:49So these high level budget estimates that staff right, they're there to help illustrate illustrate either the scale of the initiatives for council.

5:57And many of you have already seen these through various programs or policy discussions.

6:01These estimates are not meant to be used for detailed policy development.

6:05Their estimates.

6:07Nor is council being asked to set those details today for the next four years.

6:12This set things up in multi-year budget. That's where a lot of those decisions will come.

6:17So this version brings us one step closer to our strategic planning journey by giving staff the direction required before we come back together to formally adopt document.

6:27So I'm hoping that's where we will be.

6:29I'm hoping this is making some sense and I'm hoping it'll make a lot more sense when we're done.

6:33You've got a lovely final draft document in front of you.

6:36There's more twink to do on this thing, but there's still work we've got to do.

6:41But we've got to do that between now and the nights and easy.

6:45We approve things.

6:46That's better if tonight's that boy, you left everything on.

6:51Then we've got bigger problems than that.

6:53So we want to hear from you.

6:56You're going to hear today from our consultant staff about the four themes, 13 objectives that are in the plan.

7:02The last workshop council did not identify any major gaps.

7:05That's important to us.

7:07There's no major gaps.

7:08That sounds like you're OK with it.

7:11So help us with that today as well, especially if you're not.

7:16So again, that work that was presented to you is there.

7:18So much of that work has focused on being more clear, simple outcomes driven language.

7:25And I encourage you to keep your comments at that governance level tonight.

7:28This is a strapline.

7:30We will do the work of business plans, guaranteed.

7:34That's where that works.

7:35And that's that whole use the year we roll.

7:39Keep that in mind as we work through these things as well.

7:42But we want to make sure the language is there so that you hear it.

7:45You know it and that it does exist.

7:49Probably this form is not the form for specific discussions, but we might have some specific.

7:55But we can't.

7:57We've got a bit of time, but we don't have all night either on this.

7:59There isn't time to do specific questions about every initiative.

8:03But certainly if you feel that there's something off, ask us about it.

8:06So this isn't don't ask any questions, but ask us about it, of course, without dragging all the way into sort of weeks.

8:13And every document will come back to know that we have the work plans and business plans will do that.

8:19You're doing work plans and business plans are not doing the governance part.

8:22You will be able to do both, but you can do this and then hold us to account.

8:25That's what you've got to do.

8:27Certainly the sales will be happy to take any offline comments that you might have.

8:32You know, might be one of those boy, I really need to understand that.

8:35Totally.

8:35We'll do that for sure.

8:37What are the appropriate staff that have to do that?

8:39So with that, I'd like to invite Miss sales of general manager for strategy innovation and a government services to come on up and walk us through a little bit.

8:48Jody.

8:50Thanks to you.

8:52So I recognize that you have a full schedule of meetings this afternoon in the evening.

8:57So we are going to try and move it along for you through the workshop.

8:59Today's workshop is divided into parts in the 1st council here, but all of the changes made to the strategic plan based on your feedback since we last met.

9:07And that includes the 2 council workshops as well as all of the 1 on 1 discussions you've had with our consultant and staff, of course.

9:14And the 2nd part of today will allow for council to review the plan in its entirety as we work toward our final draft to return to council for formal adoption.

9:23So let's move into a quick overview of the strategic planning process.

9:27As you know, strategic planning is how our organization's leadership will define its vision for the future and identifies the work we will do to get there.

9:35And for us, the work that's identified our objectives. Once the objectives are identified staff identified strategic initiatives and key performance indicators to action the goals of the plan and measure our progress.

9:49When these elements are completed, they form the major components of our strategic plan.

9:54And there are some pieces in the plan that's in front of you that are yet to be defined and that's okay.

9:59Take for example, the work underway to identify gaps and opportunities related to homelessness, mental health and addictions.

10:05That work will return to you in September and its scope and budget will become more clear then and because we consider this a living document, we will update that and implement it through the multi year budget.

10:16We know the council's a dynamic decision making body and while the strategic plan guide staff, we recognize the implementation plan comes through the important policy discussions that are had by this council.

10:27So this is best illustrated by the strategic planning cycle that you've seen before. Once the strategic plan is adopted by council, the organization transitions to the multi year budget.

10:38For the fall.

10:40And as the world changes around us this cycle helps us to continue to adapt to those changes. So through our annual performance reporting process, which takes place in June.

10:48The city is able to measure our progress made on the plans objectives and we'll also use this point in the cycle to review if there are changes necessary to the document itself.

10:58And if needed, we restart that cycle and in the last term of council, you saw this in practice when we updated the plan to underscore the importance of equity diversity and inclusion.

11:09Over the last 4 months, we've had many strategic planning discussions and in response to your feedback, we've really tried to balance the language to be more outcomes focused.

11:17We recognize, as I said that some outcome, some initiatives are still in the planning stages and that's okay.

11:23We've adopted this flexible approach that allows council to make policy decisions and is these projects come forward over the next 4 years be integrated into the multi year budget.

11:34So, I guess now seems like an appropriate time to turn it over to miss Baker who will talk to you for a moment about the multi year budget and how it fits into our strategic planning cycle.

11:47Great. Thanks, Miss Sills and good afternoon everybody.

11:51Multi year budget for the city is where the strategic plan and initiatives are funded for the implementation by staff.

11:58Council is the governing body who make these funding decisions and these decisions set the pace and the scope of our implementation.

12:06For the workshop, our subject matter experts within the organization developed high level estimates for each initiative of the new strategic plan.

12:14And these estimates are preliminary and will be more accurately defined as the policy.

12:19The citizens are proposed to council during the development of the multi year budget process this fall and then through each subsequent confirmation budget with council.

12:28Each initiative's estimated budget requirements are represented by dollar signs to indicate the skill of the funding and you can see that in your packages.

12:35So, $1 sign is up to 500,000 to is between 500 and 5 million.

12:42$3 signs are 5 to 15 million and then finally $4 signs indicates anything above 15 million of investment.

12:51The initiatives before you today are not funded solely through taxes. So that's another thing to keep in mind. The dollar signs represent the cost and we'll have a reflective mix of funding sources, including grants, development fees, rates and other partner contribution sources in addition to taxes.

13:11In some cases, the initiatives also have existing council approved budgets and so the investment will all be net new impact.

13:19For example, the South End Community Center project is funded by both development, charges and taxes with the project funding already approved by council.

13:27Another example is the long term financial framework item, which does not require any additional funding because it can be completed through existing staff resources.

13:36This is in contrast to other initiatives that still require policy decisions by council to shape the costing,

13:42like the city's role in homelessness, mental health, addiction and addiction, or the city's role in helping to create a sustainable community.

13:50And so those estimates are provided for you, but there's still work to do.

13:54Through the multi-year budget process, council will have final approval of the strategic plan budget and can decide which initiatives receive more or less budget.

14:04Everything is scalable and it's our commitment to you that we will present the budget in a way that links the investment directly from these initiatives with the ability for you to dial up or down and have that conversation.

14:18To have the up or down conversation and meet your definition of affordability.

14:27The completion of the strategic plan does not mean the budget is formalized for 24 to 27.

14:33The budget will still be the gas pedal and this will be done through the multi-year budget process and this doesn't mean that it will all be this fall.

14:43We have the confirmation process for a reason and that will mean that you can reflect on your decisions through the performance reporting cycle.

14:50When you saw in the circle, we have plan budget report.

14:53So you'll be able to continue to follow that cycle each year and make policy decisions for the initiatives in the planning stages and then make budget adjustments as necessary.

15:04And that's really the value in the process that we can then focus the budget on those specific changes and narrow the conversation to only those investment decisions that require a change at that time.

15:16This is a much more effective use of time and effective governance structure tied to managing to your expected outcomes.

15:25So now I'm going to hand it back to Nisils.

15:34I'm incredibly proud of our organization's commitment to performance reporting and we've learned a lot in four years and we continue to improve in this space.

15:42Strategic plan reporting takes place with our key performance indicators through reporting on initiatives that measure the desired outcomes.

15:48And we're working to better integrate that with the budget process for sure as part of this strategic planning exercise.

15:54But for our organization, the strategic planning progress report is developed and presented to council every year in June.

16:01Before I hand it over to Sabine Mathis, I have to go through the plan with you.

16:09A quick slide to make sure we're all singing from the same song sheet as far as strategic plan language goes.

16:14At the highest level, we have a theme.

16:16One example from our plan is city building.

16:18Below that comes an objective.

16:20So again, from our plan, you'll find make it easier to get around.

16:23And for each objective, there are initiatives which are the action oriented deliverables that help achieve a specific outcome.

16:32They may be a master plan.

16:33In those cases, you may find some initiatives are identified.

16:36These are really there to provide more context for the master plan.

16:39They're simply meant to bring it to life for you with some high level outcomes.

16:43And of course, as I just talked about from a performance reporting perspective, you find our key performance indicators, a quantifiable, measurable way to determine our progress.

16:52For the purpose of this workshop, some KPI targets may still be further refined over the next year until we come back to you next June.

17:00This happens as initiatives advance through policy discussions with council and for sure through the gear budget process when funding decisions may be tied to outcomes.

17:09So in a moment, I'll welcome speed, Matheson from strategy court of the floor to actually walk us through the document.

17:15But this seems like an appropriate place to take a quick pause to see if council has any governance questions about any of the processes that

17:23CAO Sir, Ms Baker and I have just described to you.

17:25So with that, maybe through the chair.

17:28I know you're remote, but happy to take any questions from council at that point.

17:35Yes, maybe Jodi, maybe you could just because we normally with workshops would allow sort of, you didn't have to come through the mayor and that we just kind of work together as a group.

17:46So if you could handle all the questions in the room there and then I'll keep an eye on Councillor

17:53Kate and Billings just to see if their hand goes up and I'll interrupt if I see those hands.

17:58Okay.

18:02Thank you.

18:03And through the mayor, just a question around, I understand the themes of the objectives.

18:07My question is around equity because when we get to the strategic initiatives, some of the things that I read in the document to me when it comes down to the KPI, I don't reflect equity.

18:20So my question is, is equity a caboose on everything else that we do?

18:24Or is it really the lens?

18:26And if so, for me, it would be an objective, the lens through which, whether it's any of these themes would be something intentional that would be part of the KPI.

18:37So I just have a question because I didn't see that in there.

18:40Sure.

18:40I don't want to steal Sabine's thunder as we walk through the document, but that was a very purposeful decision for equipping not to feel like a caboose or like something that

18:50was added on equity is part of the decision is part of the criteria of policy making and program decisions.

18:56And so we've really integrated into the work rather than have it standalone as something that happens separately.

19:02It's a, it's an important foundation of all of the work that we do.

19:06So you see it scattered through the foundations work for sure.

19:09You'll find the language there, but it is the equity lens applies to really all of the work that we do at the city.

19:14And so it is not sort of a separate piece.

19:17Is that?

19:18I could just supplement when reading the document.

19:21I didn't get that feeling.

19:23I got bits and pieces and I didn't get that comprehensive intentional.

19:27This is the objective in the lens strongly in there.

19:30And I didn't see it in some of the KPI specifically.

19:33And I know we're not getting down into those weeds, but I'm in the last strategic plan.

19:37I felt it was upfront, right there, very clear.

19:42And I, I didn't see it, but I had to dig for it.

19:45Not a strongman.

19:46Just, just a comment.

19:48Thank you.

19:48And I think the document you have in front of you doesn't have our corporate values embedded in it.

19:52And that's probably an important introduction piece that you'll see in the fullness of time when you get a final final.

20:05I think if we're okay, we'll proceed with the walkthrough.

20:08So, I just, sorry, Jody, I just saw Councillor Billings here and go up.

20:14Okay, real quick with the governance perspective under financial implication when it comes to budget time.

20:22I want to know, will the strategic initiatives be in the budget report and identified and with each tax implication associated with that strategic initiative so that it is clear, concise.

20:35We don't have to dig through the budget. It'll be just very transparent.

20:42Yes. So, so this year we've had a lot of conversation and especially from the feedback from budget about the way in which the budget was aligned as strapped plan in the past.

20:51And we made a decision to kind of decouple the department linkage to strap hand and instead focus very much specifically on these initiatives and how the investment.

21:04What investment is proposed and your ability to have a conversation around the level of that investment.

21:09And so I would say yes to your question. It will be very clear connected to the initiatives in before you.

21:19And it'll be in through you, Mr. Mary. So it'll be, it'll definitely be in the report and it'll be itemized so that we can see.

21:28So for example, under this initiative, it's like, okay, to full time are requested for that initiative.

21:38And then, and then another, this is the tax implications like it'll be outlined clear, concise. That's what I'm after.

21:45So, I will say, we'll take that back. We haven't completely decided on exactly what's in the report. But I think like I would say that I hear your request and we're aligned with with the staff approach at this point.

22:02I think there are, Mr. Mary, I think there are 2 other questions in the room before we.

22:07Yeah, okay. So, Council, Alison.

22:10Yeah, thank you. I just have a quick question about KPIs. So great to see the KPIs in there.

22:15And then I looked under the next step section, which is around approval of July, the July 5th, May the whole.

22:22I'm just sort of curious, just, you know, it is my first time doing this. How, how do we check in as a council on an annual basis?

22:31Or, you know, look at those KPIs and then is there an opportunity to discuss kind of on an ongoing basis and sort of like, you know, I think I saw something at some point, which was like check marks.

22:41How can you just talk a little bit about that process on an ongoing basis?

22:46Sure. Thank you for the question. So this June, you'll see this process for terrible years, 2022.

22:54And so you can go to bulk.ca slash progress report and you can find our reporting on our, on our strategic plan KPIs.

23:01And we're actually working as an organization to embed sort of other data in there so that you can get a, we'll have a data hub at some point where you can really find this.

23:09So that's every June. And over, you know, this year also, I believe the county is coming at Council's request to do some performance reporting at the same window.

23:19So as we look forward, we're looking to include other boards and shared services in that June reporting period. So in June, you'll really get a picture of how organizations, including the city are doing against their measures.

23:31And, you know, what environmental factors or, or other are shaping how we're doing our business, setting us up for multi-year budget in the fall.

23:39And so we're really looking to sort of bring others in our performance reporting cycle now that we've got a few years of the June cycle of reporting and then budget in the fall under our belt.

23:50So that's really how it comes to life.

23:52Thanks for your Mr. Mary Tim, Ms. Sales. Just one question in terms of the relative importance of some versus the others.

24:05And it might just be a takeaway in terms of, for example, the tree canopy is important, but it's got actually as many bullets as growing our economy, right?

24:15Or sort of simplified as many as growing our economy. So is there a way where some of them seem to be, how we are going to do it as opposed to what we're going to do?

24:27So I'm just wondering if that's part of the next review to sort of tighten it up.

24:31Yeah, absolutely. I think you'll all agree it's come a long way more in talking about what we're going to do.

24:37But we are, we continue to tighten it up and, and some people are better at describing their businesses than others.

24:42So we're helping those folks talk a little bit more about the outcomes that they want to achieve as well.

24:47So for sure, you'll see that in the next one.

24:49And then the other question is, how do we address city initiatives that perhaps aren't within the, you know,

24:59strictly the speaking the corporation, the city, and I'm thinking about the long-term bed expansion.

25:04So we know that's going to be in the next year or so.

25:08But I don't see them here yet. It's quite an accomplishment in terms of what the city will expand.

25:15So I don't know if it goes in city building, but how, how's that conversation?

25:19Because I noticed police isn't here either in the emergency services criteria.

25:23So from a governance perspective, what does that piece look like in terms of whether it's here or not?

25:30So I think to councillor Klossom's earlier question, we're hoping that the police will take us up on our,

25:35on the opportunity to come and report to council as part of the reporting cycle in June,

25:39once we have an adopted strategic plan. So I think you'll see some separate reporting from them.

25:45And your other question was about long-term care. There are lots of great things that the city does.

25:53That aren't in the strategic plan. We can't identify all of the operational things.

25:58And so I would just say you'll, you will continue to see us highlight those investments through the budget process

26:04and, and make connections to them in the storytelling we make through the reporting, but DCO,

26:08clock, push, probably. Yeah, I simply wanted to add that I think for all of our local boards and shared services,

26:14the outreach is there in terms, they do their own strap planning work.

26:18The Elliott obviously is in a distinct category because we are the license holder,

26:21but I think on that one, because it's already, it's not just work in progress.

26:25It's like so far underway that it's kind of like, we've got lots of accomplishments that we haven't put in here because

26:31they're actually, they're going to be checked off in 2023. And this is really about 2024 to 2027.

26:37And so that was one of the reasons why, as we were working through this, that long-term care about expansion,

26:43while a really important focus isn't in the document because it's 2023 work that is set to be completed this year.

26:49Okay, thanks. I was just trying to understand what the process was.

26:56Well, I,

26:58I'm going to chair through Jody to you. I think perhaps the council's thought process, when you get to June,

27:06who's not,

27:08so let me do an update. Who's missing? What board are you giving money to

27:13that you would expect that they might come and report? We might not get to this June because it's

27:18end of April.

27:20What's your expectation that they should align? I would think it would be, they should align with your strategic plan as the big board

27:27and they've all got their independence and all those things. So let me not

27:31mess up the territory.

27:33But whether it's the library, what police service is,

27:37the Elliott,

27:38the Elliott's a little unique too with the board of management, but those are places where

27:43conservation authority, where you participate with them financially,

27:48they should participate with us from a strategic plan perspective as well.

27:53Their strategic plan can be different maps. We're not one in that business,

27:57but you've influenced it. You probably expect them to do some things with KPIs.

28:02Well, I think this is an ongoing discussion that

28:04we'll have sort of board to board probably and staff to staff. So I think there might be

28:10who's not here and it's not a blame game. It's just who's not here.

28:13This is the first year, the county's coming because you asked them to.

28:17We might say to ourselves, why did we wait so long to ask?

28:21So I think maybe that's the evolution here that we've got going in front of us.

28:25And how are your KPIs aligned with council's KPIs?

28:29And maybe that's where that thing is dealt with, whether with budgets, the long-term care,

28:35popular or it could be, they do come and report. So the Elliott, that's a good one.

28:41They are actually because we've got the board of management. But in those other places,

28:47where do they report into you so that you have a sense, you get a sense from us because you see

28:51us all the time. Where's your sense from them? And I think that sort of annual general reporting in

28:57one might be June as we think about our features as well. So I think that's a fair question, but

29:03we need some direction from you to the boards that your expectations are maybe collectively

29:08moving this way so that we don't have a staff that you tell us we have to do it.

29:14It might just be a request from council. So maybe get to June, see what's there,

29:19and see if there's something missing. And maybe there's a direction, a motion that can be passed.

29:25Then just ask them to do it. It gives them lots of runway to prepare for it as well, to be fair.

29:30They really get aligned with what your expectations are.

29:38If there are no other questions, Mr. Rear, we will move to the second portion and have

29:45Sabine walk us through the document.

29:49Great. Nice to see you all. Thanks for having us. I'm here with my colleagues to see Hushan.

29:55We've been living and breathing the plan for months now with your wonderful colleagues here.

30:01Just probably have a very brief introduction. I'd say that there's been all sorts of very

30:05positive progress since the last time we met in terms of acting on your end point.

30:12And what's really nice about this process, everyone has a different flavor. I think Stacy

30:17are working on like 20 or 30 different strategic plans right now. And what's interesting is,

30:23yours has taken a number of really sort of very wealthy or wealth appropriate twists and turns

30:32that reflected the various balance points that you wanted to get at. And if we could just jump

30:37to the next slide. What we want to try and do today is make sure that we give you a chance to

30:44take you on a tour of how it's evolved. And I really like the kinds of questions that you've

30:48been asking up to now because they're very much in the spirit of exactly what the kind of

30:52feedback that we're hoping because as much as I know that you think this meeting's for you,

30:56it's actually very much for us because we want to know what you think. And the kind of input

31:00you're giving us is exactly what we need to know in order to get ourselves to the next level.

31:04And so I reckon that we have about an hour and we have about 20 pages. So we have about

31:10five minutes a page. But of course, we can take more on some and less than others. But

31:14that's the kind of level of intensity that our process can kind of handle today.

31:20So we are going to try and keep things at the level of the themes and objectives and for stuff

31:25that goes deeper into the woods. We can do that offline through working with sales.

31:32But if we could jump to the next slide, please. When we last presented back in February,

31:39there was a number of really good feedback, a lot of good feedback that you gave us. So

31:45one kind of aspect of it was to make the language more simple, more direct.

31:52Frankly, it was part of the inspiration and recognition that Council really wants to see

31:56this as a communications document that it was presented to you in a way that you could start

32:00to visualise what it would look like. And I think that's really important because the,

32:05like I love, Councillor, your comment about, wait a minute, equity is supposed to be front and

32:09center. It doesn't feel front and center. Big block letters on my note, it's supposed to. And I

32:15think it could be that we nailed the reason for that is because the final version will have a vision

32:19and a mission and values and so that wraparound will be there. And so what you're seeing is sort of

32:24the second part of the document that comes after the vision, mission and values. So that might be

32:30why. But we're going to have to test and see how that feels. But so the first thing was to make it

32:35more focused and simple. And I think you see, and I know you've been reading ahead in the document

32:40that's in front of you, there's a lot of very direct language here. It sounds a lot more active.

32:47So the second thing is to reflect the outcomes of the objectives and really answer the so what

32:54questions. And so there's been a real effort to try and, you know, tell them, tell the folks what

33:00they'll get as opposed to describing the processes. You know, what will the processes yield and so

33:05there's an attempt and attempt to make progress in that regard. There was also your instruction

33:11that one of the great risks in strategic planning is that it becomes a service inventory.

33:16And you've got a lot of services. And so if you have a service inventory, then it's actually

33:20not a strategic plan. It's a service inventory. And so I actually really like the question a minute

33:25ago, and I'd ask you to keep them coming, is if you think there's something that we've missed,

33:32please, please raise it. We're not hoping that there's things that we've missed, but if there's

33:37something that you think that's material that ought to be here, then that's certainly worth it.

33:43Staff have planned out the initiatives and they've put in some initiatives to give them

33:48more meaning. And yet I think as one of you just observed, we may not have the balance

33:54perfect as between the extraordinary detail that relates to tree canopy versus some of the other

33:59stuff that feels a little thinner. And so I think that was actually also an extraordinarily helpful

34:03reminder to us. The sub initiatives are important because they focus the master plan initiatives

34:11on projects that need to be advanced over the next four years. So what you have before you is a

34:17full draft of the second part, as we were just discussing, that has all the sort of detail.

34:24We've aimed for the simplicity and specificity, but council feedback also required the plan to be

34:32flexible to account for future changes. And so like this is one of the great tricky things about

34:37strategic planning. It's got to be really precise, but it's not got to be really precise. And it's

34:42got to be really high level, but it's got to be detailed. And so this is the attempt to literally

34:48to literally create the the portage that is just right, if you will, in terms of getting in the

34:55right place. I mentioned I used that line with the council that is less charitable charitable than

35:02you yesterday. And I say it's less charitable than you because one of them by now would have

35:08already blurted out. So what does that make you gray locks? So I declare you more charitable than a

35:14council which shall remain names. But in any event, the direction was given also to be ambitious

35:23and establish stretch goals. And so with ongoing economic uncertainty, the refresh needed to sort

35:31of focus on affordability and realistic goals. And so I guess it's for you to tell us whether we

35:37got it right. But the trick is to focus on serving a growing population and meeting a

35:44provincial direction, recognizing the challenges of doing that in the current economic reality

35:49and fiscal reality of the municipality. So where possible, the overarching goal is for the city

35:55services to remain at the level that people in Guelph have come to expect as the city grows.

35:59So offsetting the effects of growth on your service levels. Furthermore, within the plan,

36:05sorry, and so I guess like ultimately the budget process is your accelerator there,

36:10as has been said in other points of this presentation. Now within the plan, there are a

36:17few initiatives that are still in the planning phase. So those are not developed extensively.

36:24And the flexibility is for you to make these policy decisions into course. And if you recall,

36:32that's exactly what we had to do last time. I know a number of you said, why were we vague last time

36:39about some of the specifics about some of the big capital programming choices? And the answer was

36:45because the material wasn't ready to make the choices at the time. And so you'll call it said

36:49things like build infrastructure projects. Well, why didn't it specify the south end? Or why didn't

36:54it specify the library? Because we weren't ready to make the decisions yet. And that's exactly the

36:57same this time. So as all these various initiatives are contemplated in the future and approved by

37:04Council, they're going to wind up changing and the KPIs will be refined. And that's a reflection

37:10of it being a liveline document. So hopefully that will work out and unfold precisely as described

37:17by the CAO in his introductory comments. So what you see up on the screen right now,

37:24you have it before you in your paper copy, which I'm sure is going to be easier to read,

37:27is the overarching strategy map that's found on the page that's numbered page one.

37:36You'll see that this reflects the general direction that you provided to us,

37:41which refined the number of objectives. It's filled them down from 21 down to 13.

37:48The biggest single change in the structure of the plan was you'd asked us to have

37:55a fewer levels at the strategic theme level. So we did that. We brought it down to three.

38:03And we achieved that by taking the pillar that used to relate to transportation under the name

38:10Navigating. We can find that with building and that's now become a city building. And

38:17the separation of transportation from building really doesn't make any sense anymore,

38:22since it's all required work to build the city. And it did from a thematic storytelling,

38:27one of you, I get the numbers down. The, as before the foundations continues to support

38:34all the other themes. I think that's very appropriate for a couple of reasons. One is because

38:39it's extraordinarily contemporary and responsive to the issues that we're facing. So much of what

38:45is essential to wealth, response or interacts with these, these foundations. And we'll talk about

38:51them in a second. They are something that influences your ability to deliver on every other

38:56aspect of your mission. And it's nice that this was a suggestion by your own staff from the original

39:04draft, but it was one that I think was echoed by a number of you. So that's kind of one of the

39:10things I was referring to when I talked about this having made a process that actually had a lot of

39:13growth in it from within because of the feedback in it, which is really nice. So what we can do now

39:19is just dive through the individual pieces. I believe it makes sense to start in the foundations.

39:25And I wonder if we could switch to the PDF and put that on the screen for the benefit of those

39:31who are not on the room. Sorry, go ahead. So I just, what we have in front of us is different

39:38than what said, there's quite a lot of questions. So under city building environment and people in

39:43economy, you've got under city building, you've got creams in the sky and shovel in the ground.

39:48You didn't have that up there or the protect with conviction, or some integrity. Can we

39:55comment on those? Yeah, we'll actually be just passing into doing that right now. Okay, great.

40:00I think this is a bit a lot of real-time production and actually call it the fine work of your staff actually and putting this together so you can actually see what it looks like.

40:14The, if we can jump from the 1st page there to the perhaps go to the 1 that's labeled page 1.

40:25Actually, if you go back to page 1, I think maybe to let the councillor see how books and have a conversation, you can comment on the 3 pillars as they are together.

40:36And if you wanted to make your comment, yeah, so it is actually on those.

40:40Well, the 1st 1, the other side, find under environment.

40:44They come in great protective convention there to with integrity.

40:48Are people cared for?

40:49Finding prosperous, but under city building, I sort of the cranes in the sky and shovel in the grounds.

40:58It's not really well, but also I also think it does. It lacks inclusiveness.

41:05So, cranes in the sky are 1 type of housing. I think we should just have something like homes for everyone there, right? As if that's our outcome.

41:15We want the court of housing. We want some brains in the sky, but we want that.

41:19You know, middle of housing, we want those triplexes. We want those accessory apartments. We want all of those things. We don't want just print that our outcome can't be just cranes in the sky.

41:29And actually, we're a little frightened of that after the announcement of Bill 80, right? So, you'll be, I mean, it'll be 80 amendments. So, I mean, it's, it's, you know, I, I, I just don't think it's.

41:41It's an inclusive term. It's, it's, I don't see it as how we want to build our city. I think it's we want homes for everyone, something like that.

41:50I don't care about the shovels in the ground. It's fine. That's for every type of housing, right? So, but certainly the cranes in the sky. It sounds very exclusive.

42:04Unless it's a reference to birds.

42:05Anyway, so that's my comment on that one. And then on the environment.

42:11Empowered wealths people to help create a sustainable community.

42:16I think it's beyond people. I think, and I don't like, but you know, you'd have to use the word community. I think it's empower growths community because we also want to help create a sustainable community. We want to get to the institutions like the school board, the university, those types of things. And, um,

42:32also we want the industry, you know, the industrialists and as well, we don't, it's not just the people. It's, um, you know, businesses. So I, I, we want to bring our people along and, but it's, I think it's bigger than that.

42:49Um, to be a, which of, which is, you know, what more of an interest right now. That's sort of what I'm thinking for that one.

42:56But that that's fine.

42:57I wonder just for the sake of, if we can focus maybe on for the moment.

43:04The names of the four pillars and the little taglines underneath them and look at that holistically. And then what we can do is we can look at how, um, how satisfied we are with some of the specific.

43:17Uh, actions when we get to those individual areas. So, but so if we can just focus on that.

43:24Just to keep it working lots of.

43:27Lots of half.

43:28So, yeah, I guess with regards to those four pillars, my, my first observation on them is that I think that we tend to have and flow between concrete actions and abstract language.

43:42I have a concern about that because I think.

43:45I think she go up the concrete, but the environment.

43:50More concrete, but the environment strikes me as being far too abstract and I have a feeling that many people within the community that are very certain of that will take us on.

44:02On other comments around the tag lines on.

44:09On the tag lines and then maybe it's my English degree coming in. There's inconsistency just in the way we're phrasing words and use of verbs.

44:20We have a dangling participle on our work for it should be caring for our people growing our economy and you've got the verb at the front of.

44:28The fact that you've got the girl verbs front. So, just in some way, I like happy comments.

44:35Cranes in the sky is not how I measure city building and I would hope that our DCA. Oh, I mean, you would agree that.

44:44City building isn't just about instruction. It's about trails. It's about preserving the things that we value.

44:54I don't see anything under city building about heritage conservation, but that falls under city planning as well. So.

45:01Something I think is missing is preserve what we value or protect what we value and homes for everyone. I think city building is much more than just.

45:11Measured by building permits issues. So I think our measureables on that need to incorporate.

45:17I like or I don't know. I'm protected. The environment I'm okay with.

45:25And again, it's just the word.

45:28Need wordsmithing and had to face value. It's good work.

46:05The kind of operational action items where we make that difference.

46:09Sorry, it's not fine. I wasn't going to really break them down. Okay, but the clarification is that what I see in people in economy was abstract and concrete.

46:18And then when I look at environment, it's very abstract.

46:21And that's, that's my concern is that I think that we need to put some definition on it. What do we mean by be a leader in climate action? But I don't want to get into all this right now. We don't have enough time to do that.

47:56In our businesses and things like that is a little bit more.

48:11So, I think we want to start with foundations then for the deeper die.

48:23So, as you know, this one is attempting to sort of lay the foundations. And so it contains within it.

48:31Whole series of either relationships or commitments and as.

48:361 of you commented moment ago, there's.

48:40The owner of this that's about values, but it's also about 2 way patterns of communication. So.

48:46There's, if you will, the promise of engagement with the province and with others who we have to advocate with.

48:55So, the full suite of entities that we would have to deal with.

48:58The province of the promise of engagement with 1st nations.

49:02There's the, if you will, the promises to the to the public.

49:08In regard to accountability and fiscal sustainability and customer service.

49:14And then, in essence, the relationships with the staff.

49:20In regard to the human resources and being a lawyer of choice.

49:24So, structurally, it's meant to kind of put the city in the center of that network of relationships and make sure that.

49:32The appropriate investments are being made in each. So, as you see on 15, that's where it addresses indigenous relations and.

49:41Strategic advocacy on 16 the employer of choice dealing with an HR strategy and organizational culture.

49:52Which has explicit reference to equitable issues.

49:57Accounting, leading with accountability with respect to trust and transparency, the effectiveness of our advisory councils.

50:07And enterprise risk management culture of continuous improvement.

50:13And then on 18, you get into the financial position.

50:18A long term financial planning framework.

50:21Protecting and enhancing quality of life through the corporate asset management plan.

50:25And optimizing real estate opportunities of the city to support growth.

50:31And then finally, on 19 providing customer service.

50:35As you get to 20 deepening engagement with the community through the 1 city 1 voice share purpose by your plan, which speaks to engagement.

50:46And then on 21, the moving barriers by integrating equity lens into everything.

50:54So, I'm sorry, and protecting our digital and information records by investing in our infrastructure.

51:01So, a variety of initiatives there all bundled into the foundational layer, which are meant to be supportive and woven through all the other activities.

51:11Any comments on the sufficiency of this?

51:14Thank you. And through you just on page 20 and 21, actually was cancer.

51:19He talked about on page 1 people in economy and empowering.

51:24And when I read 5.2 about community engagement to me, that felt like as I go about my job, this is something that I have to do.

51:35Whereas an intentional empowering that is your objective is engaging a community, no, civic engagement, democratic engagement, those kinds of things.

51:47And so I saw a disconnect between the process of doing work versus an objective of the city.

51:57And I know in the consultations that I had, I talk about in municipalities like Hamilton that make engagement of the community intentional with the purpose of the continuum of service celebrate that we're growing a community so that they can take on.

52:13You know, community engagement consultation on things happening in their own community. And for me personally, this goes back to, we all sit in the council chamber and go, oh my gosh, no one voted.

52:23So, two things it's kind of like we need to create those incubators those opportunities for people that that intentionality. And so I understood 5.2, but I agreed with counselor came.

52:35I was going to say at this end, the difference is the objective, if we're in space.

52:41Thanks. I'm just going to jump in for a second. If you don't mind.

52:52For a lot of these individual ones.

52:58I don't recall and I was at every strategic planning session. I don't recall these specific ones, but some of them are very specific like.

53:08You know, the enterprise risk management program and the corporate assets.

53:15Maximize bills, real estate opportunities to oversee complex corporate property decisions to maximize value. I don't ever recall any of those specific.

53:26Pass or actions ever being raised. So, I just wonder if they came from.

53:32More from staff, which is fine. I just would like to know that and and.

53:39Sure from the counselor, I think as we've consolidated things, you've seen us choose some language that is new to put more things under a broader theme.

53:48So, I wouldn't say there are things in here that are new from the last workshop, but getting from.

53:53All of the things that were in the last workshop down to something that was a bit more sizable saw us choose some different language.

54:00Okay, because some of them refer, thank you for that because it many of them refer to implementing specific action. So.

54:09Again, just using the example looking at our corporate real estate. I.

54:14I that's that's a very specific thing. I just not sure where it came from because I don't recall that discussion.

54:23Or the do you recall a lot of the stuff, which is great and I'm seeing it under foundations.

54:31I remember being an employer choice. So, all of the stuff is in here. I definitely recall us touching on a lot of that, but there's specific actions, very specific actions about.

54:43Implementing a specific course of action that I don't recall coming out of that session. So.

54:50If you don't mind, I'm just going to jump in on that. Sorry, I need to respond.

54:56Because my, my, my memory is certainly different than yours then counselor, because I remember counselor or Rourke specifically bringing up risk.

55:05Everything about risk and she can correct me if I'm wrong, but I remember her talking about that.

55:10And when it came to that's in here, I'm okay with that.

55:15Okay, but, but it, but it is one that another counselor brought up and is now being found in this document. So, so it was brought up by a counselor.

55:24And then specifically to real estate that's been brought up by our CAO several times, including in commentary with us as a full council.

55:34Um, right after, I think surplus surplus property commentary from a couple of years ago, and even into the goal setting and the objectives of the CAO.

55:51That was also brought up to us from him. And again, he can correct me if I'm wrong, but I'm pretty sure he brought that up.

55:58So I wouldn't mind getting confirmation on that one. And again, if counselor or work can can correct me if I'm wrong, but I remember her bringing up the risk issue.

56:11staff have pulled the documents from February and my eyes are apparently getting old under the city that works to it was page 27 of the last materials that had maximize wealth, real estate opportunities to support wealth.

56:29Um, it was under insured continued financial sustainability, including asset management. We've just separated some of these things for clarity.

56:36Yeah, we're not going to them. I'm not. I don't want to be labor that and I appreciate that your response was just that you've used some new language for things that we.

56:48They have touched upon, but then when I see them actually listed as actions, I'm, I'm seeing very specific things that maybe I, I did not interpret those things as being priorities for the next 4 years. So.

57:05But this is a, this is a group document. So even though.

57:10They may not be my priorities. This is a team effort. So I'll leave it at that.

57:35Intentionally thinking about family seniors and so on, there's an opportunity to capture quantitative data to say that the benefit to equity seeking groups.

57:47Property and so on is greater the return on investment versus.

57:52I don't know, so there's, I just don't want to lose that because that's what I mean by the intentionality. It's great to say we're going to have stories and things like that. But.

58:00You know, in the key in the operations of the corporate financial, hold us accountable.

58:37You know, 1950, but in order, I think what let him just stated there is dead solid, but we're operating in some senses, both in a vacuum and with our own corporate history only and there might be things out there that we can plagiarize quite well.

59:08No, just just first to look at this so I can look and say, well, the city of Toronto said, wow, but it's not a click. I just so sorry.

59:16Lack of formality here. So I'm just going to blur it out. That's fine.

59:20This is a third go round. Like I'm just, it can't be on at all. So what is it?

59:26You know, certainly, you know, 2.2 to console.

59:30Yes, the program participants were going to draw that out.

59:34Who were the program participants? That will help us tell that story for sure.

59:40And I think what it does is you get into year one to get you to year two. Is there a better place for that investment?

59:47You know, is that investment better? You know, as a

59:50social economic conditions that will drive that investment differently. I don't doubt the answer that will be yes.

59:57But you got to do it. So how do you do it? You do this, you do program participants and then you drill down on the detail of program participants.

1:00:04Well, what did that tell us? And I think that's what

1:00:06the June versions will do.

1:00:08Can't solve that here for you today because we haven't done it yet.

1:00:12So we won't, you know, of course we're going to get there. But I think take that sort of mind here to a lot of these things.

1:01:18that's the good place for a lot of these things. What did this really look like? What was our intention?

1:01:23Well, we missed our intentions somehow with

1:01:25social economic conditions on that, you know, the energy efficient case. I would just ask help us help you

1:01:32and staff can have comments too. I was encouraged out have comments on these bloody things because you have to you have to participate with council here. So

1:01:42we will spend the time the right time on any of these, of course. It just was I was just hearing a bit of oh boy

1:01:48We weigh off on it all. So I don't think we are there's no sense of that good

1:03:16So, you know, and some of this is ongoing work as you can appreciate. So where we've been able to put times to it

1:03:21We will and then through the budget process. You'll see sort of more specifics

1:04:52Whereas that's really key to to

1:04:56Citizens and taxpayers and wealth. So that feels a bit varied for me. I don't know if there's other

1:05:03Sort of affordability pieces that belong there, but I want to share that

1:05:15I do not love a rebranding in the next four years given what's on our plate

1:05:19So that's under by point two and I just want to state that

1:05:31We bumped it up to the top 10 and it's part of the work that's being done in terms of informing our

1:05:36Next strategy and budget. So that's where we have to talk about that

1:06:40But how do we get that at play? It's been on our books for a way too long

1:06:46But maybe it has to be done with with us taking on a lead role a real estate or perhaps

1:06:54You could do a lot of things on the north side of wellington that influences the south side of wellington

1:06:59What do we love height 18 stories 23 stories? That's not today

1:07:03But how do we connect all of these things?

1:07:06Do we need more parking garages or the leverage of parking garage or a parking lot?

1:07:11And maybe we build a building thousand for students or something else

1:07:16So I think this real estate piece that we report that will come later this year on this

1:07:20I think this is about sort of spreading our thoughts past the transaction

1:07:24You know if you think about in the south then

1:07:27Who's doing all the work to get that transit facility down there?

1:07:30Nobody if we leave it the way we've got it already

1:07:33This is the stuff that gets the future ready. So that's a bit preachy on it

1:07:37But that that's to come and I think the timeline customer baller

1:07:41You should expect the fine ones the the south then wherever that is in here

1:07:46It says yes, quarterly tier once so we're not revisiting sell them. I only want to look at the one below that

1:07:54But if you get to that we wouldn't have said that in the past

1:07:57We would have said it's common. We haven't got it now. You've now it's finalized through budgets your approvals

1:08:03You're going to get quarterly updates because it's a tier one project. There will be lots of places

1:08:09I think this is the stuff you've been asking for in a different one. When do we get to put the flag up the flagpole and the stuff?

1:08:15We're there. You're starting to see it in different ways some stuff. We can get other stuff. We're not there yet

1:10:34And of course we need to build but I think there's just a a chunk

1:10:46Is that I don't see reflected and maybe maybe I could be staying corrected like is that reflected in the

1:10:54Some of our heritage the most sustainable things are the things that are already built so by centennial

1:11:50Absolutely. Well, absolutely great with counselor class and

1:11:53That's that's a missing piece for me

1:11:56Because the other we're talking about build the library build the south end but we also have the drill hall on our radar

1:12:02Where we're being purchased used for that so it all falls under heritage conservation is just

1:12:07Adaptive reuse so I think that's that really needs to be under city building

1:12:12Under improved housing capacity and again, maybe it's just me but the way it's worded is implement provincial direction from bill 23 bill

1:12:21Oh, I don't know when I to meet the housing pledge our housing pledge

1:12:27Add some calls for action from the provincial government

1:12:32And so I feel like this implement provincial direction is just

1:12:39It just doesn't capture how I'm feeling and because it's 1.1 in our strategic plan

1:12:45I've been dealing our community will have a hard time embracing it because it's the it's 1.1

1:12:52It's our number one strategic priority. I wonder about wording it just that about facilitating

1:12:59increased housing supply

1:13:04in order to

1:13:06meet our housing pledge

1:13:11implement provincial direction

1:13:13Homebuilders, you know, we don't build homes

1:13:17I know we've said this number of times

1:13:19We can't say that's our strategic plan if we don't have builders and developers that are able with us actually including the shovels in the ground

1:13:32I'm good with our transportation master plan our parks our trails are in there our

1:13:39transit facility like all of the other things that I feel are part of city building

1:13:48So I went when I opened this I was happy to see that

1:13:51Improving the housing supply was the first item because I think it's a priority for me

1:13:56I am concerned in here in the way that we've laid it out

1:14:00um, we have a report coming back to council. Um, I think next month that will tell us

1:14:07How how it works in terms of the what the county's response school what we're responsible with and I'm just wondering how that's going to line up

1:14:14Whether we're going to have that information

1:14:16Is it the way that my concern is that the county's responsible for maintaining the stock of social housing?

1:14:23I think we city of both was responsible for paying or building more social housing that that we're not doing

1:14:30So how does that work whenever port comes back? How do we change this to?

1:14:35Reflect whatever whatever that says it's there's a timing. So that's a question in terms of

1:14:42When are we approving this? When do we have that report to give feedback to that?

1:14:46So we will look for this

1:14:48In the near future, um, you know, July is a time frame we have been working with

1:14:53Um, this that report comes back in september and we acknowledge that and so I think we'll take direction from council's

1:15:00Decisions both in september and at the multi-year budget and come back to you in june with a proposed revision to reflect whatever

1:15:07Choices are made that may implement that may affect the placeholder. So so you will certainly see us keep that conversation open and we know that

1:15:17We'll just make that decision in

1:15:19In in september when you see that report that there are budget decisions associated and probably more just more than just one meeting

1:15:27I imagine on this topic great

1:15:29So we want to give you the space to continue to refine it and so updating this document for us is going to be in the june cycle

1:15:36Okay, so then with that in mind, I would like to see this changed along the lines of what uh, counselor carpara mentioned

1:15:47The developers are going to build the

1:15:51The housing the market housing

1:15:53I like that the measurements here talk about affordable housing units

1:15:56I would like to see some of this language change so that it speaks less about bill 23 and more about what the city needs to do

1:16:04uh, social housing affordable housing affordable rental housing

1:16:07Uh, through, you know, whatever policy tools, but I think that language might be more

1:16:12What I was looking for when I said that housing was my number one priority for this plan

1:16:18And so I think we've heard counselor

1:16:21Run, we've heard your comments. We've seen some nodding. So we will take that as direction unless

1:16:30So the counselor yeah, so I just make a counterpoint though because

1:16:34It's got me a great point

1:16:36We're also the governors of the corporation the city of wealth and the province has said you will build 18 000 units in the next 10 years

1:16:44There's a lot of repercussions within the organization

1:16:48So, uh, while I agree that maybe you know, obey the province should not be the first hour

1:16:57I think there is an element of like, I do think it really has to be the number one whether it's been imposed on us or not

1:17:03Um, but there has to be some element of adjusting to that legislation

1:17:08Because if you miss the targets, then you're not made whole

1:17:10And so that that's just my counterpoint and and that that whole focus can't be strictly on the affordability

1:17:17piece. There's going to be other stuff

1:18:18Making it easier to move around in particular

1:18:25So briefly because it's a kvi and we said we would talk about them

1:18:28It is an index that our engineering team is working on that would really explain how

1:18:33My understanding of it is how easy it is to get around and by various modes of transportation

1:18:42Thank you, thank you, and I really like that that we start with with building which is important

1:18:49maybe just

1:18:51The the the house of them and get you on the provincial piece

1:18:55But I I think maybe there's some language we can add in

1:18:59You have all got to agree what you want to do with the come

1:19:03I don't suggest you have it

1:19:05Because you haven't seen all the tally yet

1:19:07What in the heck anything the county's going to do you're paying the bill

1:19:11So you've got to identify the gaps. Do you want to fill them and then how do you want to fill them?

1:19:17I think that's what we go. That's what you'll be looking for

1:19:20So I you know it's separate and apart a little bit from the the bold number one because that's really

1:19:27provincial

1:19:28Underneath here the supported by updating their affordable housing strategy. That's us

1:19:34How do we want to roll the city government?

1:19:37And partnership in conjunction with

1:19:39The county so I think once you get the data back the september report a look at calling the september report and all the gaps

1:19:47I think we're going to be shocked

1:19:50And then there's some money there. So that'll be the double shock and then do you want to fill that space?

1:19:55So we're we're going to leave this so that we can put it in but we're going to really have to

1:20:00I can buckle down on what is this thing that we feel is missing in our role?

1:20:05So to that point could we have 1.1, 1.2? 1.1 is we have to do with problem analysis and we have to

1:20:13and then 1.2 might be we have to work with the county to.

1:20:19So we have a nurse support community welcoming 3.2, partner to address systemic gaps and

1:20:25opportunities related to homelessness, mental health and addictions in our community.

1:20:29So I think parts of what you're talking about will be housing in 1.1 and part of what you're

1:20:34talking about is in support community well-being that will bind in 3.2. So.

1:20:40Yeah, I'm through the mayor Jodi. I'm.

1:20:44Councillor Coller, sorry. I agree with Jodi that we captured it in 3.2 and I absolutely understand

1:20:50that there was a housing connection, but I think 1.1 is really distinct from 3.2 and I know I

1:20:57I keep saying this, I'm not going to get the Trump's to the language, but it's a difference

1:21:00between affordable housing from a social services function and attainable housing from a market

1:21:05economy point of view and 1.1 is more about housing supply and market attainability versus 3.2 is

1:21:13more than social services. Great point to only orange pages. Yeah, so page 13 really gets to the

1:21:20social services side and the work that we're undertaking and as Scott mentioned that we'll

1:21:24reporting back to you on in September and that really gets to the housing issues that relate

1:21:29to homelessness and supportive housing and that sort of social services function of housing in

1:21:34the county's role versus 1.1 that really is a little bit more in Jane's shop about housing supply

1:21:41and attainable housing and growth. If that helps to clarify, I think how we differentiated between

1:21:48them and hopes to capture them both into different buckets. Thank you. I think the completion for me

1:21:57was with 1.1 when we supported by the first one that's where I confused myself. I wonder if we

1:22:07can go to environment or if there's any other thoughts on people. So I know you've read ahead,

1:22:14so I'll just summarize it as be a leader in climate action and empowered wealths people to help

1:22:19create a sustainable community. Thank you and with respect to CAO Scott's about what's missing

1:22:26and what's missing for me and and Cam will have heard this before is I'm going to say be a community

1:22:32leader in climate action and so when I sat at the upper ground district school board December 2021,

1:22:39I called at CAM after council passed the motion of United Nations Race to Zero. School boards were

1:22:46listed in there. I said, hey, Cam, take me out to lunch. Let's talk about how we make this happen.

1:22:51He didn't take me out to lunch. And tell me how this happens because we want to work with you as a

1:22:57public sector agency in the city as a community. And what I found missing, you know, Cam and I

1:23:03talked back before this, what is the mechanism for this to happen? And I put down in myself and my

1:23:08notes was is this staff? Is this a governance, CAM's, you know, the mayor's task force on community

1:23:15climate action that includes public sector businesses for a conversation that then comes back with

1:23:21actions to council? I don't know, but I found that missing because what I've heard so far at

1:23:26city council is council is doing a great job and cities doing a great job around climate action,

1:23:31the things that we can have our fingers on, but who is leading the community conversation? And so

1:23:38it's just a question I know Cam and I batted that back and forth and I know Cam was meeting with

1:23:42University and so on and that is missing in here. So for me, it's about a community leader which

1:23:49also leads into the people part of that. Someone to point to and say that's the leader. They're

1:23:54responsible for this. And so by just May, our last community plan meeting in March was about

1:24:01sustainability and climate and convening. And so I think the community plan plays an important

1:24:07role in helping to achieve all of the things in this plan and many other things that identify

1:24:11in the community plan. So the convening piece, while you do see some community responsibilities

1:24:17through Empowered Gloves Community, I think as I heard it suggested earlier in 2.1, 2.2, and 2.3,

1:24:24certainly we think that the community plan is also an important vehicle for convening these

1:24:28conversations. It does address my question about where in the organization is this house,

1:24:35where is the responsibility and the report generated, not from the community plan, but

1:24:40in convening the conversations in the community. And again, I don't expect an answer, but for me

1:24:45that was a missing piece in this, is that this is a leader in community climate action. So not

1:24:51just our house, the City of Guelph, but so where is it? And I don't know. Can I just ask a question?

1:25:00Is some of that potentially covered in 2.1, Empowered Guelph's people to help create a

1:25:06sustainable community? I agree with you. I believe that we should also be empowering community to be

1:25:15part of the climate conversation, bringing them into the conversation. But I think that some of

1:25:20the initiatives that we're doing, of course, we, you know, bringing it always back into that

1:25:26two-way conversation, I think is ideal. And maybe some of the language in 2.1 needs to reflect that.

1:25:31But I just, that's, I remember having, the reason I bring it up is because I remember having this

1:25:36conversation and I remember thinking, yeah, we, you know, there's things that we can do as an

1:25:40organization, corporate values, and say, yes, like, we can, you know, get buses that are, you know,

1:25:49like a zero mission, we can get electric buses, we can get electric cars for, you know, but then

1:25:53there's that community piece, which is like, how are we leading our community to be better? And

1:25:59I do think the Greener Homes program definitely falls under that category. And I think that there's

1:26:04other, you know, I know we have, like, uh, you know, Rubrigo's brought this up in other conversations

1:26:10about the idea of like an office, you know, something where it's community led. I just think

1:26:15that some of those initiatives could be captured in there. Sorry to jump in there, I'm not sure.

1:26:20But yeah, I, I get me, for me, the community pieces are actions like programs. Where is the

1:26:26overarching? It speaks to the plans here, but where is that house and who is the corporate

1:26:32person who has a responsibility of the budget to have those conversations with whether it's the

1:26:36broader public sector? That's where I would start. And then the corporate or the manufacturing and the

1:26:42other sectors. Where is this? Is it housing economy development? Where is it? We can take that back,

1:26:47but I think that's a lot, again, a level of detail that's below what we need to be dealing with. So

1:26:51but maybe yeah, I'm not going to focus on the details. Just when I read this, I tried to read

1:26:58this as a person looking at it in the public and what really stood out for me and I don't know how

1:27:03you deal with this. What are the numbers that are here? 500,000 to establish a resilient community

1:27:10and then 5 to 15 million for trees. And I'm thinking like cynical community member saying we're

1:27:17going to spend 15 million on trees, but we're already putting 500,000 into a resilient,

1:27:22sustainable city. I don't know how you deal with that one. But I'm just saying it's fairly obvious

1:27:27to be right through this whole section that those numbers don't make sense to me.

1:27:37A couple of things. Now I'll find you offline on the committee tonight because it's going to sit

1:27:42in between a couple of shots. So I can get you there. Folks, a lot of this is you approved it.

1:27:51We can't be stuffed king to you.

1:27:54Yes. We're in the early stages here with this stuff. That's further advanced so you know more

1:28:03costs. Now it's not written in stone. What did we commit to it by 2070? So it's not clearly not

1:28:10written in stone, but you committed to 40% by 2070. That's why it's got a different price tag on it

1:28:16because we know that. We got that to you. You can approve it. This is, what does all this look

1:28:21like? What does it mean? This is to get us, the measurement is did we get a plan in a sustainable

1:28:27master plan? We got to put some real dollars to that. It will not be 500,000. It will not be up to

1:28:34500,000. It can't be because you see it all the time and all the questions you ask about the various

1:28:39things that come up. So a lot of these things are at different stages of their being. So that

1:28:46I'm not commenting on the readability. And that's that's just the communications. Absolutely. It's

1:28:54the communications piece because anybody reading this is going to be reading it in a vacuum.

1:29:00And the budgets in here just for this meeting? Yes, I know. For purposes. It won't be in the

1:29:05fire. I'm just very cautious about any budgets anywhere because someone will hold you to a

1:29:09yes. Absolutely. I deserve that's a good point. Just stuff from DERA. Yeah, that's a very

1:29:18point. The communications on it. So we have. Yeah, just really quickly, the one thing that I see

1:29:24missing in this section is the waste reduction or solid waste master plan and our zero waste

1:29:31strategies. It is in the circular economy section. I know that. It is the waste production

1:29:40is to me a more of a environmental. We have wrestled that one back and forth between the

1:29:47two sections of the plan several times. So we'll take it away. We'll have one more arm wrestled.

1:29:51I do see it in the plan. Yes, I'll leave it at that. Yeah, I just want to chime in. I don't think

1:29:58it's about detail as talk about the convening role for the city in this section. I through with

1:30:02Councillor Bustill talked about it before. I think this if he does have a leadership role in terms of

1:30:08bringing that and I also I wrote 2.1 and felt the meeting role for the city was missing.

1:30:18The along the same lines, I just want to say that I agree with Councillor Bustill and Councillor

1:30:23Reward that when I read this and I and I look at 2.1 I say, okay, we're measuring

1:30:30what the city can do. I still feel that it's not good enough to say that the community round table

1:30:35is going to move this forward for the community. Those as those are well-meaning community members.

1:30:40I think we need to do more than have conversations with retired folks that have time to come to

1:30:47the community around meetings and I think that the city needs to create a process

1:30:55and actually put supports behind it because as much as those folks may want to do something,

1:31:01they're not going to be able to talk to industry and get them to change around and talk to

1:31:06all the businesses and get them to change around. So I'm looking for more leadership

1:31:11in here that says that the city like when we went City Council at the time,

1:31:16our energy well, we put in $250,000 to make that happen and that has come back in the

1:31:23World Green Homes Program. So I think we need a similar level of investment on an ongoing basis

1:31:31to support the community for 2.1. And the only thing I was saying, I just don't want the perception

1:31:40being at the community plan meeting that we held up at the environment. There were certainly a

1:31:45lot of institutional partners. There were some business leaders, so it's not however else they

1:31:51were classified. I think it should be fair to the folks that participated in that meeting.

1:31:54Okay. I think if you don't mind, we should move to people in economy.

1:32:03And this summarizes as road-wells economy make downtown a vibrant place for everyone

1:32:10and support community well-being. So comments on this section?

1:32:19On the people in the downtown one, I was looking at road-wells economy 1.1.

1:32:28Yeah, go ahead. Just add a fifth bullet point, because this is 2024 to 2027,

1:32:36we need to plan for a bicentennial. I know I've made that drum a few times,

1:32:40but if you could put planned for a bicentennial as number five in there so that it's part of our

1:32:45planning. Have you covered it? I'm wondering if it's possible to mention our jobs target. I know

1:32:53we don't mention the population target, but we do have a provincial jobs target as well.

1:32:59And I'd like to ask staff and council to consider adding if there are operational

1:33:04service improvements that make wealth a great place to do business. I think that would be really

1:33:10helpful when we're not talking about KPIs, but the old strat plan had a KPI called Percentive

1:33:18Businesses reporting wealth as a good place to do business. And I'd like your consideration to add

1:33:24that back in. I think we didn't mention any KPIs there. I'm very sorry, I just cut out here on my

1:33:37end. Can you add what back in Dominique? So America 3, we used to have a KPI,

1:33:43Percentive Businesses reporting wealth as a good place to do business. And so that's a metric that's

1:33:50not our perception of our performance. And so I'm looking for a way to invite the broader business

1:33:57community to comment on that case around how we're growing the company. So I'm suggesting that,

1:34:04but defer to staff, you're a lot closer to the KPIs, but maybe any other comments on the section?

1:34:13Mr. Mayor, I think you. Oh, Councillor Musil, sir. I just had a question on page 13,

1:34:19because I've heard you mentioned Community Roundtable Community Plan meeting. Is that 3.1

1:34:25that you're referring to there in the document on page 13? Yes. And I'm speaking more about staff

1:34:33like instructors. So. Any other comments? Mr. Mayor, I think you had some comments you wanted to make.

1:34:49Yeah, thank you for letting me wrap up. I just, I've been making some notes here. I just want to,

1:34:55I guess, basically say, ditto to some of the things that I wrote down that I heard just,

1:35:00so at least you have some of my input. I did really, actually, I'll start from,

1:35:06I'll start from the most recent one. So I actually like what Leigh Ann said about the

1:35:09bicentennial thing. I think having it in the document is actually a really good idea. So I like that.

1:35:16And then the two things that jumped out on me were Councillor Caton's point about

1:35:24empowering everyone or empowering people. I think I liked that language. And then the first thing that

1:35:31Councillor Downer said, homes for everyone, that actually, I wrote that down right away.

1:35:36I really liked that. That's pretty simple to the point. I thought that was really, really good. So

1:35:42again, it's just my personal opinion on it, but saying ditto to what that was.

1:36:33this thing. I haven't done it yet. It's the next time you meet with a live version. It almost feels

1:36:40like we could land this thing in about 15 minutes. You've given us some things to add in, contemplate,

1:36:50but there isn't anything else that you're feeling we never got to. So I want to make sure,

1:36:54is there anything we never got to? It's different than some language changes, some more thoughtfulness

1:37:01on what does this mean when we implement? That I think we can get to, but have we missed anything

1:37:07as a collective? And remember, one councillor raising it, I'm sort of looking for nods that you

1:37:14all like it as well. It's a workshop. We're not voting, but also, just because one of you love that

1:37:44I was just speaking with the councillor for 3.3, page 13. Why do we not include police

1:37:51services there? Just so that when I knock at the door, people say, police response time as a

1:38:00municipality, that's something that they expect us to do. But we don't. So to directly to you,

1:38:09EMS Fire directly report to you. That's a whole different board with a whole different strategic

1:38:16plan. They have shared with me. They do their own strategic plan, not this one. Your expectations

1:38:23might be like other boards, you need to report in in June. And I hear the police chief a lot. So I

1:38:29hear him talk about data a lot. So I don't think they wouldn't have it. I'm not on the board,

1:38:34councillor Alton, but it might be something that we ask council reps to carry back.

1:38:40I think it's a good idea that these boards that council members sit on, you might think about

1:38:46having that discussion at that board to say, no, we were interested. It's just a missing piece.

1:38:51For whatever reason, I just think it's just it's a different board. It's a different hierarchy.

1:38:56You ask dollars and cents for them. We don't have a problem to the work. It's slightly different

1:39:02role here with those two that are listed in that orange set. People own convict 3.1.3.

1:39:10I just want to, I don't know if you saw enough heads nodding around the heritain and cultures.

1:39:16And what Carly said around celebrate what we value. I mean, that's where the

1:39:21vice-entendent would come in. We've got two heritage districts that are being worked on right

1:39:25now. And so I think we need to sort of maybe incorporate that, following our heritage and

1:40:192024 as tying in their own reporting back to us as well? Is that the time and place where you feel

1:40:35So I guess I only just say from you, if staff feel that way, then maybe that could just be a

1:40:42motion that is part of the report. It doesn't require any of us to consider having to table

1:40:48it if it's part of the staff recommendations. I would just, that's just a takeaway. And then

1:40:54my other question is just based on what you just said is, and I would agree that you can't maybe

1:41:00land the plane in 15 minutes. But I'm just wondering, like, so we're aiming for July for this to come

1:41:10back. Does it, does it, like, do you actually think it's required to come back in July? Or can we

1:41:19actually land the plane sooner? And I guess I'm asking that because, like, I do see the heads

1:41:26nodding in the room. This is our third meeting. You and Sabine and others have said you're taking

1:41:32notes and there is some words that are going on, which I don't disagree with at all, by the way.

1:41:38Like, is this 95% there? Because if it is 95% there, would it be, would there be an advantage

1:41:46for having it come forward sooner than July so that would it would it enable staff to have

1:41:54more time with their work plans? And would it give staff more time as a ramp up to our first

1:42:01multi-year budget to actually give them the space and time they need to dive down deeper in an

1:42:07approved strategic plan to give them more runway, no pun intended, I'm using your 15-minute landing

1:42:16the plane thing, about before that budget. I guess I'm just wondering, like, why are we prolonging

1:42:22July if we're actually almost so close? So, so you're just aware of the room,

1:42:30not that kind of, I would just separate out the first thought about invite knowledge. I think

1:42:35that we can write that. It would really be something along the lines of council respectfully ask

1:42:41what we did with the county last year. You know, that I think is positive. It's not come to the

1:42:48principal's office, you're just asking them to come and participate so that you can get a deeper

1:42:52greater understanding. We can write that and it would be along that way and we might as staff talk

1:42:57to, you know, Sam at the conservation authority would probably be a good idea that we give Sam a

1:43:02heads up CEO, lost in the heads up on that. That's his comment for next year. The other piece, I think

1:43:14I'm comfortable but there's certainly others. I wasn't the no kicker in the room,

1:43:18but I also say council, are you comfortable? We get to May, yes, we were thinking May before

1:43:25we started. There's been some add-ons. I'll look for staff just to say Scott, please, that's crazy

1:43:30talk. But how are you feeling as a council? You've heard what everybody else raised.

1:43:36Do you think you're comfortable in that space if we bring it to you in May,

1:43:40that you're able to get your heads around sort of the approval? Straight to council.

1:43:47So I was, in terms of what Councillor Bussero was saying, that we need some KPIs around equity.

1:44:01If we have something that's a separate document and we say, you know, a creation of this document,

1:44:06which will contain KPIs or something like that, then yes, I think that we could get it done sooner.

1:44:10But if we need something tangible for me to be like fully fully on board, it would need something

1:44:17there or a separate document that we referenced saying that this is going to happen. I would be

1:44:25more comfortable giving staff the time that we've already wanted. I think we want to make certain

1:44:30that we do a good job and just a question to Tara. I'm presuming you're working on budget already

1:44:37anyway, so I'm not certain that there's going to be a real challenge if we have the room out till

1:44:45July because perhaps you were a press chair. I mean, I sure through the mayor to the council,

1:44:52we're absolutely working on budget at this point, but I would say that any time that we have more,

1:45:01you know, approved direction at an earlier point, that helps to reduce the uncertainty

1:45:08in the interim process. So I'm again, I'm not the mayor, but I'm just, I'm just the mayor,

1:45:14I'm just trying to help out here in the room. I maybe go to Jody because a lot of this is in your

1:45:19job. Sure. If I could, sorry, just before Jody speaks, if July is what you want, that's fine.

1:45:26I am not trying to pressure anybody at all. But if, you know, if for some reason, you know, if we

1:45:34could get it done earlier, because it is correctly done and no one feels pressured on it, if it does

1:45:40help give that direction as Tara just said earlier, which can help with some things. I just would,

1:45:46I would rather, I guess what I'm trying to say is I personally, I don't know what the feeling is in

1:45:49the room there, but I would rather come forward earlier so that we could just, we could get it

1:45:54done and be excited about our strategic plan to say like, we've got it done, we're ready to go. I

1:46:00would like to be able for all of council to cheerlead it as early as possible, but correctly

1:46:06as possible, not just because it's early. So please don't think my question was to try to pressure

1:46:11anything. I just want to make sure that there's, if it is, if it is possible to get it done earlier,

1:46:28this under advisement. We'll kind of go away, digest all of the notes because there's no taking

1:46:33happening in a lot of places right now, sort of see what kind of work needs to be done on the

1:46:37document. We want to bring you back a document that reflects the feedback you gave us tonight that

1:46:42you can accept in, and may we become extra into council. And that's not the place where we want

1:46:47to be doing wordsmithing, not that July committee is our desire either. So let us, let us take

1:46:54this under advisement that if we can bring it forward sooner, we will. And we appreciate that,

1:47:00I think by the head nodding, I'm saying people feel comfortable enough that we're in a place

1:47:04with today's feedback to bring it back to you. So we have some things scheduled between here and

1:47:10the next milestone, including some Guelph photography to make the document a bit greener and a bit

1:47:15more vocal. Some discussions with our stakeholders is the next step for us. And so I think, you know,

1:47:23we appreciate the feedback and we will work with the executive team to get it on an agenda forecast

1:47:29that makes sense. Okay, okay. Well, if there's nothing more than I guess I would be looking for,

1:47:43first of all, thank you very much to everyone involved. I really appreciate it in the commentary

1:48:13rather than for discussion. So one of them is that the conversation about allocating funds for

1:48:20or housing and a responsibility with the community, with the county, how that works out. So for me,

1:48:27it's a bit problematic that we're going to approve this. And then depending on what comes back in

1:48:32September, you know, do we have a commitment that then we would revisit this plan based on September

1:48:38and that would help me. The other one is the environment part. Going back to the conversation,

1:48:44I think I would like to see here a way that we can have something present that acknowledges that

1:48:53there's at least some counselors that believe that the city, the corporation of the city of

1:48:58world needs to take a more active role in shepherding that the community, that the community

1:49:04alone. So I'm just hoping that, you know, and I don't know how that comes back to us for approval

1:49:11without any more conversations, but that's just one thing that, oh yes, those two things that I

1:49:16would be looking for to be substantially different from what's here for it to be approved for at

1:49:22least from where I said for when it comes back. So in a matter to the room, yes, you heard myself,

1:49:33she said earlier, this is the one area that we haven't gotten in. You've got two things happening,

1:49:38you've got June, you've got the county coming to be able to tell you something, you're going to tell

1:49:42them some things as a group. That will probably influence then how we get to September and then

1:49:47there's the work that Colleen's got pointed on in terms of the gap analysis for the mental health

1:49:56homelessness and addiction piece. That will inform your thoughts, you will then have that opportunity

1:50:02to change this, but equally as important, is there something in the multi-year budget that you're

1:50:07going to want to? Because it is outside of what you put in there now, there is no other extra money

1:50:13in there, but that's got to be the conversation. Short answer, yes, there's an opportunity for it

1:50:33you know, I just, I'm going to say one extra thing because I'm curious, it's not to put it down.

1:50:40It's both curious and just kind of any clarity on it. Councillor Kaden brought up like an equity plan

1:50:49and I'm just wondering, I don't know the answer to this, is there something that Councillor

1:50:57Kaden is looking for or all of us are looking for in regards to that issue that is already happening

1:51:05or is going to happen? Just because I just, I have no idea what an equity plan based on

1:51:14whatever Councillor Kaden's definition of that is, is like, is that a template that we could grab

1:51:21somewhere and just use it and it's free or is that a one-year long engagement process with some

1:51:27kind of a plan that that's good, it cost $100,000 or I just don't know what that means. So maybe if

1:51:36you don't mind speaking, well maybe I'll just ask Councillor Kaden, I just want to try to understand

1:51:42what that means. In your in your world, what are you asking for there? Because I just don't want

1:51:48something embedded in a strategic plan, whatever it is, from me, from any Councillor, from you,

1:51:53and it's just a takeaway for staff and then they come back and they're like, well here it is,

1:51:58but we don't know what the impacts of what that is. So what are you hoping for there?

1:52:06And then I'll ask, sorry to interrupt, I'll ask staff if they could reply to my first question,

1:52:09which is, is there something already happening? So go ahead Councillor.

1:52:13So I'm looking for us to pull out all the different pieces that we are implementing in all of our

1:52:18other plans that have equity pieces, like when like in our business plans, like how are we

1:52:24helping small businesses grow? How are we like with our transit plan, our low-income,

1:52:30fully affordable bus passes, different new processes for sidewalks, improving transit

1:52:37accessibility, doing parks that have more accessible or no barriers and like increasing

1:52:45our gender and neutral washrooms, like all of the different equity pieces that we're doing within

1:52:48all our other plans and kind of tallying them up so that we can see what we are doing that

1:52:57kind of builds our equity lens so that we have these measurable moments, right? Because like right

1:53:02now when we look at the KPI, it looks a little bit smushy, right? Like we don't have anything to

1:53:09say like if we meet these goals, we will have done a tangible amount for equity, right? And like

1:53:16feelings and things like that, they're very impactful and they do matter, but I kind of,

1:53:21you know, project manager style, like I want a list of stuff that we're doing that's going to be

1:53:27completing this goal, right? I know that they exist within the other plans, but if we pull them out,

1:53:33and we have them in our own one, then we can prioritize and we can say, hey, we need to do

1:53:36more here. Okay, so if I could just ask you a follow-up. So it's actually more under like the

1:53:46transparency of the accountability under the KPIs to report out what's being done. Yeah.
