3:51Good morning everyone. It's mayor Guthrie and going to call the meeting to order, but I'd like to ask everybody online if you could put on your cameras for us please just so we can confirm.

3:59Great. So we're good. Yeah, the clerks have confirmed that. Thank you very much everyone.

4:11We are here for a special city council meeting. It is Thursday, August 22nd, 2024.

4:18And we are here under under the title of delegate, not delegations, but we're here for chief administrative officer recruitment update.

4:28And to take things off stand if you're able please as we recognize our national anthem. Thank you.

4:35Thank you. And now just a moment of silent reflection.

6:03Great. Thank you everyone and our indigenous territorial acknowledgement as we gather.

6:19Let us take time to reflect on the privilege to live and work here in golf.

6:23It's a city built over rich indigenous histories.

6:26We're guests here and we should reflect upon the responsibility to care for the land, the people who live here today and the generations to come.

6:34For actions today can move us towards reconciliation.

6:37We should take pause and make those decisions with intention and gratitude.

6:41This place we call Guelph has served as traditional lands and a place of refuge for many peoples over time, but more specifically the Aniwanderach and the Honolashoni.

6:51This land is held as the treaty lands and territory with the Mississaugas of the Credit First Nation.

6:56Guelph lies directly adjacent to the Haldeman track and is part of the long established traditional hunting grounds for the six nations of the Grand River.

7:04Many First Nations, Inuit and Métis peoples who have come from across Turtle Island call Guelph home today.

7:10With that, is there any disclosure of pecuniary interest or any general nature thereof for the items in front of us today?

7:19Hearing and seeing none.

7:24With that, I'm looking for authority to move into a closed session and it is under Section 239, 2B and D of the Municipal Act.

7:36Personal matters about an identifiable individual including municipal or local board employees, labor relations or employee negotiations and the title as disclosed on the open agenda is Chief Administrative Officer Recruitment Update and Appointment Discussion.

7:53Would someone be willing to move that for me?

7:56Councillor O'Rourke would do that and Councillor Klosson would do that for seconding and I'll call the vote. Is there anyone against that?

8:07Hearing and seeing none, that's unanimous. So we will move into a closed session and once that conversation is done, a higher order summary as I normally do will take place when we come back into the open session.

1:06:32Thank you everybody. I'm going to just give the high level summary as I do coming out of closed session. So today Council met and closed to receive recommendations from our Chief Administrative Officer Recruitment Selection and Performance Subcommittee in relation to the recruitment and the selection process for a city chief's administrative officer position.

1:06:55As is well known, our previous CAO, Scott Stewart, retired in June of this year. Since May of this year, the CAO subcommittee has been involved in a search and a recruitment exercise to find the city's next CAO.

1:07:10Today we received information from the subcommittee on their search and recruitment activities that were carried out over the past few months and we also received details and information on their recommended candidate.

1:07:24Nearing the end of our discussions enclosed, Council gave direction to city staff and the executive search firm secured by the city to begin some final negotiations with that recommended candidate.

1:07:39It is anticipated that once those final negotiations are complete, that an announcement will be made in the near future. So thank you and we look forward to sharing news publicly about the city's next Chief Administrative Officer very shortly.

1:07:55With that, I would like to have someone recommend to table the recommendation that the report titled Chief Administrative Officer Recruitment updated dated August 22nd, 2024 to be received.
