0:01I will just let the committee know as well that the meeting is being recorded and there's a little bit of a privacy notice listed in the agenda on that.

0:10But I will call the meeting to order officially. I'll kind of run through the beginning piece of the agenda until we get to the election of the chair.

0:42A city built over rich indigenous histories.

0:45We are guests here and we should reflect upon the responsibility to care for this land.

0:50The people who live here today and the generations to come.

0:53If our actions today can move us towards reconciliation.

0:57We should take pause and make those decisions with intention and gratitude.

1:01This place we call wealth has served as traditional lands and a place of refuge for many peoples over time.

1:08But more specifically the Adironduranc and the Haudenosaunee.

1:12This land is held as a treaty lands and territory with the Mississaugas of the credit first nation.

1:18Well flies directly adjacent to the Haldeman tract and is part of a long established traditional hunting ground for the 6 nations of the Grand River.

1:27Many 1st nations, Inuit and Métis people have come from across Turtle Island and call Guelph home today.

1:36I will move to the 2nd part of the agenda, which is any disclosures of pecuniary interest and nature thereof asking the committee.

1:48Hearing and seeing none.

1:51So with that, we'll move to the items for discussion.

1:54And the 1st item we have is a chair and vice election vice chair election.

2:00So as per policy, I believe this is the 1st meeting of the committee this year.

2:06So we do need to elect a chair and vice chair.

2:10And now I realize that there's only 3 of you.

2:13Very small committee, small, but mighty.

2:16So with that, I will turn it over to you to see if there's anybody who would like to either self nominate themselves to step into this role.

2:27Or you can, you can nominate somebody else as well.

2:31If you are nominated by somebody else, you can respectfully decline or accept that nomination.

2:37And then we'll hold a vote.

4:56So we'll move on to item 2.2, ACOC governance framework phase 2 with Dillon from the city.

5:05Perfect.

5:06Thanks so much, Liam.

5:07I appreciate that.

5:08Just before I get started, Liz, I'll just need you to make me a presenter so I can share the screen there.

5:12But my name is Dillon.

5:14I'm normally the manager of legislative services and deputy city clerk at the city,

5:19temporarily in an acting capacity as the as the city clerk.

5:22But between Liz and I right now, anyway, we represent the staff in the clerk's office that support all of Guelph's advisory committees.

5:29We'll talk a little bit more about the number that we have in a minute.

5:31But one of the big projects we have underway is a review of all of our advisory committee.

5:37So it's a redesigning advisory committees of council project.

5:40It's a project that is about a year and a half in the making so far.

5:44So I'm going to spend some time talking to the committee about how we got here,

5:47but really the purpose of this meeting is to see how we can do that.

5:50How we got here, but really the purpose of this meeting is to get feedback from the committee members.

5:55We're lucky, I think, because Liam was on a working group that we had for the first phase of this project.

6:00So there's some knowledge on the committee already, which is helpful.

6:03But I'll try and keep my presentation fairly brief because really what we want to do today is hear from you and hopefully it'll be a nice change of pace potentially from the type of topics that you normally see coming before the committee.

6:13If you guys can just confirm for me that you're able to see that.

6:26Perfect. Okay. So we're here to talk about phase two of the redesigning advisory committee of council project phase one culminated last year when council approved an advisory committee governance framework.

6:37If you were on a committee last year, you probably would have received several emails from me and Liz on this topic.

6:43There was a number of surveys opportunities for members as well as the public at large to participate. There was also a working group. I mentioned that Liam sat on, which was fantastic.

6:53And that document is new at the city. So it's a document that for the first time tells us why do we have advisory committees? What is the purpose of an advisory committee?

7:03How do we measure the effectiveness of an advisory committee on what topics do we want to strike future advisory committees on what topics are there other forms of community engagement that may work better than an advisory committee?

7:16We've never had a document that answers those questions before.

7:19So now that we've got that in place, the next step in this project is to review the current advisory committees and we have 14 against that framework with recommendations going to council later this year to recommend changes to advisory committees to ensure that they're as effective as possible and being run consistently with the framework.

7:37There was also an information session we held early this year on the framework itself. It's a big document. If people have specific questions about the framework, what's included in it, how it was developed by all means.

7:49Reach out to me after the meeting and I'm happy to schedule some time to chat through it. But I do want to say up front that there are significant changes to advisory committees in golf coming as a result of this review.

8:00As of right now in the 2025 budget councils allocated resources to support in the range of 7 to 10 advisory committees.

8:07Like I said, we have 14. So there's by simple math going to be a reduction there.

8:12But we hope any reduction in the number of committees is going to have a subsequent increase in the effectiveness of committees.

8:19And when we talk about reductions, that doesn't necessarily mean that there's a significant reduction in the number of topics or mandates of advisory committees.

8:27We have a number of committees. I think this may be 1 of them that meet relatively seldom. The framework really envisions committees that have a mandate broad enough that they could meet close to once a month.

8:38So, let's say somewhere between 8, 10, 11 times per year. So we could have a situation for example where committee mandates stay relatively the same, but they're merged.

8:46So, instead of having 2 committees that look at these 2 things, it's 1 committee that considers both.

8:52But certainly, dissolutions, mergers, changes of mandate that is all on the table in accordance with the framework that council approved last year.

9:03This is the current 14 advisory committees that we have in golf.

9:07It's a relatively large number from a comparator standpoint. So most of our comparators have in the range of 7 to 10, 8, 9.

9:14But there is some nuance here because at least 5 of our committees are statutory. Those are the ones with the little asterisk next to them on this slide.

9:21There are other committees like heritage golf, for example, that although not statutory, if you establish them a whole host of statutory provisions do apply.

9:30So there's some nuance to exactly what is statutory or not.

9:32But obviously, if we're talking about 7 to 10 committees and 5 of them are statutory, you can get a sense of the challenging decisions that are head for staff, council, and committee members on this front.

9:43What I will say about the statutory committees is that they obviously do need to exist. Those are committees where provincial legislation tells us we have to have them and it establishes a mandate for those committees.

9:53It doesn't mean that we can't change or expand that mandate or merge it with another. So you could have a, and I'm just firing off examples. This is not based on any conversations I've had, but you could have, for example, a land use planning advisory committee that includes the statutory provisions of the planning advisory committee and heritage golf in one committee.

10:11So there are 5 statutory, but those could be combined to some degree as part of this review. But for reference here is that list.

10:21This project is being completed as a collaboration between the city of golf and the golf lab. The golf lab itself is a collaboration housed at the university's community engaged scholarship institute between the university and the city.

10:35They help us look at issues that have broad community impact beyond just sort of the traditional municipal services that folks might think of. So that's the team working to complete this project. We don't have anybody from the golf lab today, but it is Liz and I in the clerk's office.

10:48This is actually the last committee committee we'll be meeting with as part of our 1st round of engagement. So we've met now after tonight, at least with all 14 of our advisory committees for feedback.

10:58We've started to have discussions with senior city staff who support and oversee advisory committees.

11:04The next step from a committee member perspective will be a meeting with chairs and vice chairs held in the May, June timeframe. We don't have a confirmed date.

11:13End of May or early June and the purpose of that meeting will be to present all of the feedback to chairs and vice chairs that we've heard at the individual committees and ask chairs and vice chairs to essentially produce a prioritized list.

11:25So, if you were the ones making the recommendation to counsel and you had a limit of 7 to 10 committees, what are the topics that we deem important enough to justify the resources and the significant investment in volunteer time from committee members?

11:38Of course, we're also going to need to talk to city council because these are advisory committees of council and we want to make sure that we're striking committees that are providing advice to council on topics where council is open and willing to receive advice.

11:50Ultimately, the purpose of advisory committees is to support and provide advice to city council. So they have a significant role to play in this engagement as well.

11:59I am like I did on the last slide going to throw out all sorts of potentially weird and wonky examples of possible changes.

12:06Those are not decisions that we've made. They're not even things that I've talked to anybody about.

12:11Rory might hear some of them and think, oh man, that's a terrible idea. It's because I haven't asked him. But for the sake of getting discussion going, I will put some examples out there. But I want to be clear on the staff side and the Guelph lab side.

12:22We have not made any decisions at this point. This is just the initial round of feedback and we will be coming back to every advisory committee again in the fall with actual recommendations.

12:31So once we have a recommendation, whatever it might be regarding the naming committee, we'll come back. We'll talk about that recommendation and ultimately look for a resolution from the committee to either say you support it or you don't.

12:43Either of those is fine. Ultimately, that advice along with the staff recommendations will all will all go to council.

12:52The advisory committee governance framework that I referenced earlier that council approved last year established 7 commitments for advisory committees in Guelph.

13:00We're going to focus today on the 2nd commitment. So advisory committees of council should help shape the city's strategic goals. What we're looking for from committee members today is to get an understanding in your words.

13:13How the naming committee currently is helping to shape the city's strategic goals or not. There's no right or wrong, but we're looking to get a sense of how aligned our committees currently are with our strategic goals as a means of informing that prioritization exercise with the chairs and vice chairs.

13:27So, to that end, I'd like to hear from the committee and I'll just pull up here we go. So this is a quick summary of the city's strategic plan. So you've got theme areas on the left hand side.

13:39And then you have some objectives on the right hand side and I could make some guesses based on terms of reference and my understanding of the committee.

13:47But what we'd like to do is actually hear from you about the way in which you're currently contributing to any of these particular objectives.

13:56It can be a lot of them. It can be a few of them, but we are looking for primary contributions. So I'll just point to support community well being. For example, a lot of our committees when their work is done, right? Support community well being so effective transit improves community.

14:10Well, being public art improves community well being we consider that a secondary impact. So if council wanted information on community well being, they're probably not going to the transit advisory committee.

14:20Even though their work certainly supports community well being when it's done correctly. So that would be a secondary or tertiary impact. What we're really looking at today is what are the primary impacts in your mind looking at this list.

14:32Obviously, the strategic plan is longer and more detailed than this. And if people have specific questions about the different objectives, I'm happy to pull up some other materials and we can talk about it. But at that point, I'll just hand it over to you for any feedback you might have.

14:51I can go first if that's cool.

14:56So when I was reading through the things things that I pulled out would be the city building.

15:03I thought it fit under sort of number 2 of the row and care for our community spaces and places.

15:11And then I also pulled from, I think you had included the community plan.

15:17Yes, we do have the community plan on the next couple of slides as well. So if you have, if you've taken a look at it and you have comments there by all means, I can flip around the slides.

15:25So I didn't there. I just said we, we are community. We feel well. We play and explore.

15:31Is where I think that makes sense. That's an sort of obvious connection to that component in the strategic plan as well.

15:38And those are the only 2 that I saw us fitting.

15:43Sure. Yep. That is great feedback. Thank you. Was there anything maybe I'll say anything in addition to growing care for community spaces and places and then some of the components of we are community here and I'll pull up the 2nd slide of the community plan as well.

16:01I don't think it's a bad thing for what it's worth to be narrowly focused on specific strategic priorities. Some committees are broader summer narrower. That's neither a good nor bad thing.

16:10I think I can say, oh, sorry.

16:14I think there might be an aspect and maybe this is not super focused yet, but in terms of maybe a fit under ensuring everyone feels that they belong here. But I know that someone, some of the parks and things that have been named in the past.

16:30Are trying to help be more inclusive in terms of naming after.

16:33You know, we're immigrants to the to the area or other.

16:38People that were involved in the history of wealth and beyond just like kind of the.

16:43The old historic figures that people are used to so that was under we feel well.

16:48Oh, yes. Perfect. I see it here. Yeah. Yeah. So effectively making sure that the the naming of places can help bring the community.

16:57Meaning of places can help bring a sense of belonging to different communities.

17:02Yes. Perfect. That's.

17:05Excellent. Thank you. The 1st thing I was going to add to was on that 1st slide you showed the under foundations. There's lead with accountability.

17:16Not sure exactly what the meaning is for that, but I think.

17:19In terms of naming things, we need to be accountable.

17:22To what we're naming them to ensure that they're.

17:25You know, not offensive or they're ethically, you know, because a lot of sort of accountability to if we misnamed something. I'm not sure what the meaning of accountability was there, but that's just a thought.

17:34Yeah, no, no, I think you're I think you're on the right track. So I think in the strategic plan that's mostly focused on.

17:40Like government transparency and accountability, but I can certainly see an element of that.

17:46In the work of this in the work of this committee, especially the fact that it is a public committee.

17:52Making advice that it sometimes can be can be challenging, right? It's not necessarily easy decisions that are coming before you guys for recommendations to council. And I can recall.

18:00Lots of conversations at at council over the years when these recommendations have come forward. So I think there's an element of transparency there and accountability in the way that we're naming.

18:11Community spaces and places, which is, which is really relevant.

18:17Is there anything else that folks are flagging there?

18:22Like I said, you can always email Liz and I. So this project was going to take place over the duration of 2024.

18:27There's also going to be likely tomorrow and email sent out to all committee members as an anonymous survey. So if there is something where you go, oh, I wish I touched on this. There will be more chances.

18:38Not hearing anything there I will just before I talk about next steps. Maybe just give the committee an opportunity to provide any other feedback.

18:51That you that you might have. So, you know, the number of our committees is going down.

18:56We recognize that the work of all of our committees is important and relevant. There's no committee that's just gathering dust in the corner.

19:03And we've got excellent volunteers in our committee who are engaged and want to participate.

19:09But we also acknowledge that we need to resource committees properly in order for them to be as effective as possible. So

19:15obviously we're considering everything I discussed as far as mergers, dissolutions, that type of thing.

19:20There's also the opportunity for some groups to shift from advisory committees of council to community working groups,

19:26which have a very similar function except they're providing advice more directly to staff and less directly to council.

19:32We have some committees where I ask when the last time you were called providing advice to council and like we're going back years.

19:37That's probably not great. If you're an advisory committee of council, right? We want that relationship.

19:42We want a relationship and communication flowing between ACOC's and city council.

19:48So, yeah, I just wanted to give an opportunity for any other feedback that folks might have about whether this is working well or not working well,

19:57about whether it seems like you could contribute with a broader mandate or perhaps whether your mandate could be included in the mandate of a broader committee and still be done effectively.

20:07So, you know, if there was, I don't know, arts and culture advisory committee or something like that, could commemorative naming be a part of a mandate of something a little bit broader?

20:17Or is that something like a bad idea? Any general advice you have like that is more than welcome. And like I say, if you don't have it now and you want to reach out later, that's fine too.

20:30One thought I have is, so I'm also on the Heritage Wealth Committee.

20:35It would be nice if different committees would, maybe not interact, but we would hear what the other committees are up to.

20:41If it relates to the sort of the actions of another committee, I feel like I've been on Heritage Wealth for a little while and I'm not sure if we ever been made aware of like other committee sort of advice or things like that.

20:54Just to, it'd be interesting to see what others are thinking about.

20:59Yeah, and we've heard that from a couple committees, especially where their mandates are relatively or at least somewhat related, you know, museums and public art or the variety of committees that we have sort of in that land use.

21:11Planning sphere, that's some sort of opportunity for communication between committees, potentially more spots where you're holding a spot on one committee for a member from another committee.

21:22We've got to be careful how often we do that because if committees are meeting monthly, we've got to be careful about the time that volunteers are putting forward to.

21:28But to have a little bit more collaboration between committees would be beneficial. We've heard that.

21:34It is hard to some extent because there was, well, I'm going into too much detail.

21:39There was court cases in the last couple of years that changed the legislative framework for advisory committees.

21:46So essentially now, as an advisory committee, which you are, you're also a local board under the Municipal Act, which means you're subject to all of the same requirements as council related to open meetings.

21:57The Code of Conduct applies to committee members, which means that there could be Code of Conduct complaints, integrity commissioner investigations.

22:03There's a whole host of things that apply, which is why we want to make sure that City Clerk's office staff are able to attend all of our advisory committee meetings.

22:10But there's an opportunity there if Liz and Liz's colleagues are attending each meeting.

22:15That would be the first time that we have staff who aren't just at whatever committee is in their focus area.

22:20So like Rory's just at this committee meeting. There's nobody who's at 4, 5 or 6.

22:25But the way we envision it in 2025 and moving forward is that you always have Clerk's office support there,

22:30which also gives us an opportunity to say, hey, I, you know, committee a discussed this thing kind of seems like there's overlap with committee b here.

22:37Maybe there's an opportunity for a joint meeting or even for one committee to send a chair or a representative to go to another committee and present on their work they're doing or something of that nature.

22:46So yeah, I think that's, I think that's reasonable.

22:49And the framework does talk about communication between advisory committees and then a lot about communication between committees and council as well.

22:56If there's no other feedback, like I say, there will be an email with a survey coming out in a couple of days for the recently elected chair and vice chair.

23:12There'll be an opportunity to participate in the workshop that I mentioned. We'll have a couple of dates, probably one evening, one during the day, one virtual, one hybrid, that kind of thing, or one virtual one in person.

23:23And then this isn't the last you'll hear from us. So there's going to be emails updating committee members on the project throughout the year.

23:29And then at some point late summer, early fall, we'll be back to talk in a slightly more concrete terms about the actual changes that are being recommended.

23:37And at that point, we'll look for a resolution from the committee providing advice to council on whether you think it's an idea you can support or you can support, but with changes or that you just don't support at all.

24:28Thanks. Thanks very much, Liam. And I appreciate the fact that that you've stepped into the role of chair and that Megan's been to the, sorry. And.

24:36And we have a vice chair now, which is great.

24:39I won't take up too much of your time. I just wanted to briefly bring to the attention of this committee that your services will be needed in the coming months, which is great.

24:52I know this committee is being stagnant for quite a while. And I know some of you actually haven't been a part of the naming process. Cameron and Megan. I know you.

25:03You're new, but you're not new and you haven't had an opportunity to be a part of this committee, which is.

25:08Not, not great, but hopefully in the next couple of months, I can bring something to the table for you guys to be a part of.

25:19I'm not sure if Liz, you can bring up the agenda again and the, the registered plan that was part of the agenda. Can you do that?

25:28Yeah, let me just share the screen.

25:34So, hopefully in the coming months, we'll be able to reconvene as a committee and.

25:45And discuss a new park block that the city is in the process of assuming, which is in the court right East subdivision.

25:55That's in the south end of wealth.

25:58West of Victoria road and just off of McKellop, McAllister Boulevard.

26:04It's the, the block 49 there that you can see. It's a park block, which is just over one hectare, which is a good size park for this area.

26:16It's fronted by Ambrose Crescent.

26:20And what you can't see on this registered plan, but on the south side of that block 49 is John Brabson Crescent, which is a new road in this area too. So the park is, is fronted on two sides by public roads.

26:36And in the coming weeks, I'm hoping to go out to make a call to the public.

26:43I'm going to ask for naming suggestions of this park and start the formal process of naming this park.

26:53The, the naming, the call for naming will probably be a two or three week process where we'll go out, I'll go out and ask people in the public for naming requests.

27:04The park has closed. I hope to put together some packages for you. Hopefully we get some, some good, a good amount of naming suggestions and I can put together some packages for this committee to review and to score using our policies scoring matrix,

27:23which Liam knows about and Don.

27:26And we can take you through that process when we get to it. And then we can reconvene as a group, a committee that Liam will call as the chair, and we can openly discuss in a forum is very similar to today about some of the suggested names this park and hopefully we can all vote on a name that we're all comfortable with and make a

27:52decision to council, and that will be in the form of a council report that I will put together when we're at that point, and it will go on the next available council agenda, hopefully later this year, which is great.

28:09So just to let you know as well the parks planning team who are assuming this block in the coming weeks will be going out to the public as well probably the community at large to start the design process for this park as well so my hope is is that once they go to council with an approved

28:30design to council or for going to council with a design for approval that there'll be a name attached to this park that that we've brought forward as well so just wanted to give you guys an update on that and so if you see something in the paper or you see something on the city of wealth website about a naming call that's that's us.

28:52And that's it for me, Liam. Did you guys have any questions or concerns at this point in time.

29:02Can I ask one question or yeah absolutely yeah.

29:05Going way back. I know when we had our matrix. We had talked about updating some of the criteria or maybe adding some criteria around like diversity and inclusion and that kind of stuff.

29:21Was there any more thought into sort of reassessing that matrix or are we sort of bound to what we've been using.

29:30That's a good question, Liam.

29:35I will get back to you on that I will see if there's an opportunity for us to update that scoring matrix.

29:41I had been holding off on that because of this, this whole process that the clerks department is going through with the reassessing advisory committees and there's obviously a need and a want to update the naming policy itself to bring it up to speed.

30:01It's 14 years old now so it's in desperate need of updating like you pointed out and that we've discussed in the past so leave that with me and I will.

30:12I will refer back to Dylan to see if there's an opportunity for us to look at that scoring matrix and see if there's an opportunity for us to open that up a little bit and be a bit more inclusive as to how we are scoring.

30:27Suggested names back to committee and council.

30:41Maybe Liz can speak to it like so these meetings are public recorded.

30:48In the past some of our discussions have been maybe sensitive in nature we are discussing.

30:55The names that have been provided by the public and so as not to sort of upset or like, cause concern for why we're, you know, waiting one over another like sometimes they can get a little sensitive as to sort of why we're choosing what we're choosing and stuff like that.

31:15Is there any, do we have any flexibility around communicating outside of this forum to express sort of like prior to the meeting sort of saying like, here's my top 3 and if we can all agree on those 3, then we could discuss that in an open forum rather than.

31:35Having to make some of those decisions sort of in a public.

31:41Setting. Yeah, so under the municipal act, which Dylan kind of touched on that now all advisor committees are considered local boards. So we do have to.

31:57Follow what is same procedures as council. So under the act section 239 to gives you a list of exceptions.

32:08And 1 of that is a personal matter about an identifiable individual, including municipal or local board employees. So that might be an area that we can explore.

32:21Of course, I'll touch base with with Dylan now the city clerk to see.

32:26You know, where we might be able to go into a closed meeting to have those discussions.

32:32But again, it has to follow procedures. So we'll just have to we'll have to look into that to see what.
