6:25This is in regard to the property owners intention or at least their application of intention to demolish.
6:33All buildings on the property.
6:36And the owner of 21 87 board is to just made the application.
6:42And the application was deemed complete by the general manager planning and building.
6:49March 27th of this year.
6:53And according to the provisions of the heritage act council has 90 days from that date.
7:00In March to make a decision regarding the proposed demolition.
7:05And council is going to consider this matter at their meeting council planning meeting on May 14th. So that's coming up.
7:13And as you're aware council would would want to know if there's any commentary or.
7:21From the advisory committee.
7:24This report it's purposes to bring this to the committee's attention and also to inform heritage wealth of heritage planning staffs position that the request to demolish.
7:35Should be refused as council has already moved to protect the property.
7:40Specifically the kid barn and the Blair farmhouse through the passing of heritage designation by a lot of 2024.
7:4720901 that was done in February of this year.
7:53I'll just point out, I think I had pointed this out to the committee members, but I'll just reiterate that the, and I apologize. The attachments. There should have been 3 attachments.

10:30Release the component is trying to bring forth those 2 things at the same time, but that's just my my own opinion.

12:02Okay. Just for me, just reading through the history of all the structural engineers reports and things that it's very frustrating knowing that repairs have been identified in 2018, 2021.
12:12And then, you know, we see the collapse happen last year. Like it's to me, this is a very obvious case of demolition by neglect. And I think.
12:20Like, I totally agree with staff's recommendation that this.
12:23Demolition should permit should not be approved.

14:25Uh, so I got to point you is sort of my own right and it's in something in discussion that I've chatted with the Jack a little bit about as well.
14:33And it's this lovely brightening deadline this thing up January 1st, 2025.
14:38Um, the request to extend that actually started with a letter by the architectural conservancy of Ontario that was written in February to the 4th government.
14:47Requesting an extension to the deadline and listing a whole host of reasons why that should be done since their initial letter came out municipalities across the province have also been writing in letters through their counselor through their mayor.
14:59Recently, Cambridge did so in April and I believe in March kitchen or did. So our adjacent neighbours are also writing these requests.
15:06Whether they'll have any impact on that deadline. I don't know, but I do think if we can.
15:11Um, chat about this suggested motion and we can discuss this item as well.
15:15But if there's an opportunity for us to put something to council and have the mayor send off a similar letter, there's always power numbers.
15:22And again, whether it has an impact on the deadline, I have no idea, but it isn't it isn't very far away. So, so that's what this is.

16:24Seeking authorization for the mayor to sign and send a letter to the board, be Mayor of Ontario and Michael Ford, Minister of Citizenship and Multiculturalism.
16:32Requesting that subsection 2716 and Ontario heritage act be amended to extend the above noted deadline for 5 years from January 1st, 2025 to January 1st, 2030.

17:21For 72 Gordon Street, the McCabe Bakery.
17:27I noted that the report contained an error. It's set in the 6 of the criteria, but it actually meets 5.
17:35I won't go over all the criteria since that was included in the CGR, but it meets it has design value, historical value and contextual value. So it's a strong candidate for designation.
17:47I'll read over the heritage attributes I identified. I focused primarily on the Surrey Street and Gordon Street elevations as well as the two chimney or smokestacks that emerge from the roof.
18:01The heritage attributes are as follows.
18:05One story flat roof building form.
18:09Red rug brick exterior walls on the West elevation facing Gordon Street, including posters with Corbett heads and stepped quints to recess panels.
18:19Same attribute except for the north elevation facing Surrey Street.
18:25original window openings on the Gordon Street and Surrey Street elevations.
18:32I stepped a pair of that wall on the West and North elevations and two red brick chimneys.
18:42Those are the heritage attributes I've identified.
18:46Mostly focusing on what's visible in the public realm. Again, I couldn't get back to the back of the building though that appears to have been altered in a latter half of the 20th century.
18:58So yes, those are the attributes that I believe contribute to the heritage value of 72 Gordon Street. Happy to answer questions or receive feedback.

22:56And so this is 100 Queen Street heritage attributes and designation.

23:04This is the statement of significance and heritage attributes for 100 Queen Street.
23:10I again noted that I miscounted the amount of criteria that Queen Street met it meets five of nine not four of nine as noted in the report so fix that up before it goes to council.
23:23The property meets it has design and physical value historical associated value and contextual value.
23:32So I discussed the heritage attributes with the property owner, who we all know and they were in support.
23:40I'll read them off now.
23:43The scale form and massing of the 1901 two and a half story detached residents residential dwelling.
23:501901 there because there is an addition from the 1950s so and it's like partially cinder block so I thought that that does not contribute to the heritage value of the property so I did not include the addition.
24:08The hip roof and projecting gables, the cladding materials including the exterior brick walls and faux half timbering on the second story and under the gables.
24:18All window and door openings in the 1901 structure and all extant led windows. That's the extent of the attributes I think that's actually pretty comprehensive and I was very happy that we can include the led windows.
24:36In the list of attributes because I know current property owner has put a lot of care into having those restored and I think it's, it's rare to have a property with windows like that in such good condition.
24:51So, we do recommend proceeding with designation for 100.

25:34That's that's one of his designs and it is designated. So we do have an institutional building for global and nothing residential yet.

25:54The men I'll read out our recommended notions. So the 1st is that heritage 12 supports the heritage attributes identified 400 Queen Street as outlined in the staff report. It may 624.
26:05And that heritage 12 recommends that city council could notice of its intention as it made 100 Queen Street.
26:10We will be pursuing part 4 section 5.
26:13Sorry, it's part 4 section 29 of the Ontario heritage act.

27:31So this, firstly, I'd like to acknowledge that this property was researched by one of the students in our collaboration force with the history department at U of G.
27:43Sarah Kurtz did excellent research on this property.
27:47And it was a very, it actually turned out to be a very fun property to supervise the research for.
27:55So we started out as we usually do looking at the land title abstracts and noted that William Dyson on the property from mid 1850s to the late 19th century.
28:11William Dyson is better known in Guelph as the owner of the red lion in which is still exists on the corner of fountain and Gordon Street.
28:25The red lion is called that because it used red brick made by Williams brother Joseph, who was the first brick maker in Guelph.
28:36And this red brick is exceedingly rare now because it contained a high lime content that causes it to deteriorate.
28:44And so generally only only properties that have the brick protected in some way have survived.
28:52So you can see it at one Wilson Street, I think it is 26 Wilson Street is the Apple hair salon so just across the street from city hall, I think one waterloo avenue also has this red brick and 355 Woolwich Street, I went down a bit of a rabbit hole trying to find other examples of this brick in town.
29:18So it's still being likely retained its red brick facade because there was a covered porch on it for much of its history so the right would have been protected from the alps the the portion that you see today is not original.
29:32So I think it's still passionate about. Yeah, I think we need to go back to me.

30:09Just allowing to gather my thoughts for a moment.
30:12Okay, 14 leave as we discussed at the previous meeting I considered the cultural heritage evaluation report. It meets five of the nine criteria again the report noted for that will be fixed.
30:24It possesses design historical and contextual value.
30:30Following elements of the property at 14 years should be considered as heritage attributes.
30:37For this property. I focus primarily on the stone house that exists on the property I'll talk about why I didn't include the barn but I'll go through.
30:48I'll go through the attributes for the house to begin with so form and massing of the two story three bay hip roof limestone detached residential dwelling.
30:59The yellow brick chimneys limestone exterior walls including points lentils and sills and all original window and door openings. So I think that captures the exterior of the stone residents on the property.
31:17I, I wrestled with whether to include the barn or not. And I ultimately decided not to.
31:26The barn is not the original that was built on the property that shows up in the fire insurance plans as far as we can tell it dates to the later half of the 1920s.
31:37It shows up on the 1922 and 1929 fire insurance plans.
31:42And it was likely made of some salvage material from the original barn.
31:49But it seems like it was pretty half as we construct it if you go take a look at it it's got bored and bad and then metal cladding.
31:58And it does not appear to be in great shape.
32:03Also, it's not exactly clear what its use was it was likely originally built as some kind of stable because there is a hay loft.
32:13But other materials noted that it was mostly used as a workshop or a shed.
32:19Additionally, heritage wealth was consulted on demolition application for the barn and 2008, I believe I don't have a report in front of me, and they, they determined that the barn did not have heritage value and they gave permission for it to be demolished.
32:38And that never happened.
32:41But that discussion did occur in the committee and they did kind of give the okay to demolish the barn, not the house.
32:51So those are my reasons for not, not including the barn in the list of attributes nor and also the Cinder block garage I did not include that in the list of attributes.
33:02I'm either again because that's kind of a waiter addition to the property and I, it wasn't clear to me what the heritage value of the Cinder block garage was but open to feedback and happy to answer any questions about that.
33:23I have a quick question to start is there sunset timeline on demolition permits.
33:30The barn and 2008 or whatever. Yeah, I think they came. Stephen might remember this. I wasn't here.
33:39I don't know if they applied for demolition permit. I think it was a preemptive kind of consultation with the committee at the time.
33:48Chair as I started at 12 in 2009. So it wasn't actually here.
33:56I will do to whatever you say.
33:59I, well, I, but your question though, I think is how long does it demolition.
34:08Yeah, that's another finding things that don't.
34:12That we have to confirm that building services.
34:16I do know that building permits in general there has to be a certain sort of activity that happens on a permit for it to stay open.
34:25But we have to confirm that.
34:29I'm not aware if it was actually demolition applied for but I do, I do know as Jack said that heritage golf committee was to solve the boat.

34:57The found these in the fire insurance plans. It doesn't show up in that same location like.
35:02Until a certain point. So like, not even the foundation would have been original from some previous bar or anything like that.
35:08Yeah, it has a cast in place concrete foundation. So definitely not from the 19th century. But yeah, and it is in a different location than the original bar on the property was indicated, which was also much larger than this barn.
35:24Okay, so there's like no indication that.
35:28Anything related to this barn would be older than.
35:32You know, the mid 1900s or something the 1950s or something.
35:36That's, that's right. It was common practice to use cell materials for these types of structures, but that's speculation. I can't confirm that.

35:52Those blocks that's the entire structure or it's not just the front face of it.

37:07I'm going to share my picture again.

37:18Okay, so I'm giving you a bit of a preview of what I'm going to discuss.
37:25I'll pick back up with William Dyson, who is a very grueling settler that came to Guelph. He was born in England in 1808 and came with his parents to Guelph in 1833. So just five years after the city was founded.
37:44And among other things he was a carriage maker and keeper and a miller. He built the city's first flour mill, Victoria Mills, which later burned down.
37:58As I noted, he's maybe his most significant contribution was the construction of the red lion and also using Dyson bricks that gave it his name.
38:08And also known as the sub hotel and the fountain hotel or fountain apartments.
38:16The end was a very important feature in the community and multiple sources, cooperate that the magistrates court least a portion of the end until the completion of the courthouse on Wood Street.
38:29I think that's significant because we don't just have a house here that's we have a cultural heritage landscape and this house is inextricably linked to the history of Fountain Street, which was at the time actually called Waterloo.
38:46Waterloo Street.
38:49There are very few as I noted very few remaining buildings constructed using Dyson brick.
38:57I think that lands significance to this property. I'm also not aware of any other properties with a red brick facade and rubble stone construction on the rest of the house.
39:14So we determined that the property met before of the nine criteria.
39:23That one is correct in the report.
39:27The subject property meets criteria one because it is a rare early and unique example of the mid 19th century stone and bread residential dwelling in the city of wealth.
39:37It is particularly unique and rare due to the facade, which displays an early red brick produced in wealth of which there are very few examples.
39:46The subject property meets criteria two because it exhibits a high degree of craftsmanship in the stone masonry and Flemish bond construction of the breath of side.
39:56The subject property meets criteria and four because it has direct associations with William Dyson and early wealth settler who made significant contributions to the development of 12.
40:07Dyson is directly associated with the property as it served as his primary residence and was located in close proximity to the red lion and and his carriage shop.
40:17The subject property meets criteria eight because it is physically functionally visually and historically linked to its surroundings.
40:25The subject property is linked to the red lion in at 11th Street West, which was constructed owned and operated by William Dyson.
40:33The end was constructed of the same red brick, which is why it was called red lion and though the brick cladding has been removed from the red lion.
40:44So we do recommend that this property be designated under part four of the Ontario Heritage Act.

42:18We received the 95% draft from.
42:21As I and it's for indigenous consultation right now. So we've had.
42:25Meetings with them CFN and are receiving feedback from six nations.
42:31And we're intending to bring the downtown.
42:34HCD study to council in July.
42:38For the ward West HCD.
42:41It's off to start now the consultants are doing their research and we're intending to have a public open house.
