0:02Land acknowledgement.

0:04So as we gather, let us take time to reflect on our privilege to live and work in Guelph,

0:09a city built of our indigenous histories.

0:11We are guests here and we should reflect upon the responsibility to care for this land,

0:15the people who live here today, and the generations to come.

0:19If our actions today can move us towards reconciliation,

0:22we should take pause and make those decisions with intention and gratitude.

0:27This place we call Guelph has served as traditional lands and a place of refuge

0:30for many peoples over time, but more specifically, the Atawanda Runk and the Haudenosaunee.

0:36This land is held as the treaty, lands, and territory with the Mississaugas of the Credit

0:40First Nation. Guelph lies directly adjacent to the Haldeman Tract and is part of a long

0:45established traditional hunting ground for the six nations of the Grand River.

0:49Many First Nations, Inuit, and Métis peoples who have come from across Turtle Island call

0:53Guelph home today.

0:57All right, next on our agenda is disclosure of the culinary interest and the general nature

1:01thereof. So I'll ask if anyone has anything to disclose for today's meeting.

2:00Sure. Thank you, Chair. I'd just like to make a note that

2:05discussions about the Heritage Attributes for this property are ongoing with the property owner.

2:10This is one of our voluntary designations, so we try and be as flexible as possible. And so if

2:17there are changes to the Heritage Attributes in the report, I will bring that forward and an

2:22information item to the committee at our next meeting. Okay. Thanks for that note, Jack. If there

2:34are, you know, their comments or questions, would someone please move the motions in the consent

2:53everyone. And we will move on then to 66 Mary Street with a presentation by Stephen who's joining

3:01us online today. Hello, everyone. Thanks very much, Sarah. I'm hoping everyone can hear me well.

3:11Okay, good. If would you like me to share the screen with the report or

3:23I can, I think I can do that fairly easily here. I wonder, Jack or Garrett, maybe you could share

3:52the item from the agenda. For some reason, this share is not allowing me to look at the screen.

4:02Yes. Stephen, it's Garrett here. If you want to get started, and I'll pull that up as soon as I'm

4:06able to. Okay. Okay. Thank you. Okay. So this is a staff's presentation with a recommendation

4:16about an application that's been made for a heritage permit for 66 Mary Street.

4:22It's Heritage Permit 25-003. 66 Mary Street is located within the Brooklyn and College Hill

4:33Heritage Conservation District. And the heritage permit application has been submitted for a

4:40proposed second story addition and exterior alterations to the, what's currently a single

4:48story brick dwelling on the property. The subject property, okay. Thank you very much, Garrett.

5:05As you can see, it's within figure one that's located within the Heritage District. And

5:12in the photos that I've provided, I show the existing single story red brick cottage in figure

5:18three, but also in figure two, you can see the proportion or the relationship of that cottage

5:25to the adjacent or neighboring buildings. And this will be significant in the understanding of the

5:33reasons for the proposed design. So after the initial Heritage Permit application was made,

5:46we had pre-consultation. I did with the property owner and their agent, which is the designer.

5:56I understand that the property owner may be present here at the meeting today,

6:01chair. So just to make you aware of that. So after pre-consultation and a site visit,

6:10the proponent made some very minor visions to their initial design. The owner wants to enlarge

6:16the existing dwelling, but does not want to remove or harm the large mature tree that's

6:23directly behind the cottage. A tree that actually is growing from the trunk is actually located

6:30within a right of way between number 66 and number 64 beside it. But it's such a huge

6:38impressive tree that it overhangs both houses. The owner also would like to retain the detached

6:471920s metal clad garage in place. And so after discussion, it was, I understood that that is

6:58the reason why they've decided to not expand back or to the side, but to expand up. So even without

7:10too much guidance from the heritage planning, the owners and their designer had come up

7:17with a design to create a two-story house, but a two-story house that's in keeping, in my opinion,

7:22in keeping with the typical type of two-story, what's called a four-square residential design or form.

7:33And a very, an excellent example of that is actually next door at number 64,

7:39Mary Street, which you can see in figure number two.

7:45The proposed design is, it's influenced by Edwardian arts and crafts architectural style.

7:51And that style is seen in many homes in Guelph in the early 20th century, which is,

7:57and it's really a style and massing that was very typical at the same time that this red

8:04brick cottage was built. So the application proposes the addition of a full second story

8:14with a third floor attic space that's extended with hip roofed armors to allow for adequate

8:21headroom for the stair ceiling. All windows would be replaced with units that recreate the

8:29original orientation and style as much as possible. And the front existing front porch would be

8:36retained and repaired. And as I mentioned, the plan is to maintain and maintain the existing

8:45mature tree behind. So just in summary, Heritage Planning is of the opinion that the Heritage

8:54Permit for the construction of this addition and the alterations at 66 Mary Street is in keeping

9:00with proper heritage conservation practice. And it satisfies guidelines section 4.2 of the Brooklyn

9:07and College Hill Heritage District Plan. The design does not, in my opinion, doesn't pose a

9:13negative impact to the heritage attributes that are protected by the heritage designation bylaw.

9:19And in that way, I'm supportive of the proposed design. It should be pointed out that this is

9:30an addition. So it does not actually remove the, or it actually builds upon and retains the first

9:38story of this red brick cottage. So all the fenestration of the first floor, meaning the original

9:44openings of windows and doors, the brick wall, but also the quite prominent stonework that's in

9:54the window and door trim, but also in the foundation with its rock face exterior,

10:00that's all being retained and incorporated, that the new addition is incorporated into that.

10:05So as I said, I believe there isn't negative impact. The building to be built, as you can see in

10:12the elevation drawings that were provided in the proposal, the new building or the expanded building

10:20would still be within proper proportion based on the adjoining or neighboring houses and in general

10:28for the streetscape. I'd just like to close by saying my appreciation to the owners and the

10:37designer that has made the application. I feel they did an excellent job of presenting how

10:44what's proposed, but also visually what then the addition to the house would look like on the street.

10:54So I think that's all of what I would point out. All the visuals are in the report itself,

11:02and I'm happy to field any questions that the committee members might have

11:07before you have an opportunity to make comments that would be taken to the general manager of

11:13planning. This is a heritage permit application that is considered major, but not requiring

11:20council approval. It is approvalable or it's to be considered by Christa Wachee, who's our general

11:27manager of planning through the delegation of authority bylaw. Thank you, Stephen, for the

11:35information on that property. So I'll turn it to the committee and see if there's any questions for

11:39Stephen or comments. And just noting that if there are specific comments, they'll get added to

11:45the motion for this item. Yes, Don, go ahead. I just have a question and it's one that I always

11:56wonder about. Are they able to find breaks that can match up fairly well in appearance and color?

12:06That was Heritage Planning's recommendation to the designers and to the owners to find

12:12a brick that's as close as possible. The brick used in that cottage and even it was actually

12:20built, as you will read in the report, the cottage in question was built by the same builder of the

12:26house next door. So what was used was a very, quite at the time, quite a common hard pressed red brick.

12:34So I'm pretty certain that that would be fairly easily sourced in a new brick

12:40that would look close enough to fit in, but also to be readable as an addition.

12:48I think if it was me, I'd have used shingles because then it wouldn't have to worry about

12:55matching. They'd be appropriate for the period. And it'd be cheaper, something.

13:05Yes, David. And then Justin. Stephen, are you familiar with the architect or the,

13:11but would it be working on with the owner of the project?

13:17It's Carethers and Associates are the designers. I say designer as opposed to architect because

13:26the designers have a BCIN accreditation. Have you ever experienced what they're

13:36rather than dealing with heritage property? This is actually my first opportunity to work

13:42with Carethers and Associates. And as I mentioned, I'm highly impressed with the materials and

13:49discussions that have had with them. Justin. Thank you. Through you, Madam Chair, just a brief

14:01comment, not a question. I just would like to point out, I think this is, you know, I'm supportive

14:06of the issuance of the permit. And I think based on the existing and proposed streetscape

14:11renderings that were shown, it certainly supports the character of the area and preserves the

14:17contextual value. So I'm supportive of the permit's issuance. Thanks for that, Justin.

14:26Other comments or questions from anyone? And Garrett and Liz, just as a note, I did add

14:37to my motion for this one Don's comment about the bricks used to be as similar as possible to

14:43the existing structure. I know Stephen said it was already sort of in the report recommendation,

14:47but I did add that to our motion. We're just capturing that right now, Chair. Thank you.

15:00motion itself? I appreciate, Justin, your comment about being in support of the development

15:07or the redevelopment. And then, Garrett, will you screen share as Winnie had done in the past with

16:04probably the shortest meeting I think we have on record, unless there's a lot of announcements

16:07coming. But the next item is Chair announcements, and I have none. So I'll look to Jack, Stephen,

16:13an image, and if there's any announcements you have at this point.

16:17I'll make a couple announcements. Most of it is captured in the email I sent to the committee

16:24updating you on our work plan. I want to flag that on this coming Tuesday, which is October 7,

16:32I believe, at the Committee of the Whole Meeting Council is receiving the staff recommendations

16:39for the environmental assessment for the Mactanelle and Allen's Bridge EA. So I will be presenting

16:48a portion of that with staff's recommendation about Allen's Bridge, which as you may recall from,

16:55I believe it was April's Committee meeting, staff are recommending that the bridge be demolished,

17:01but that the ornamental railings be salvaged for reuse in the redesigned area.

17:07I will note that the committee's motion at the time was that the bridge be retained. So I do note

17:14that in the staff report, and I will be noting that to Council, but I'd just like to note that

17:19committee members may delegate at this meeting if they so choose. For some other updates, the

17:27downtown Heritage District project is going to the statutory public meeting on October 15th. So

17:34what that means is that a draft is being presented to Council and the public can weigh in,

17:42provide their thoughts on the draft plan and guidelines.

17:47Let's see, for individual designations, so we started working on voluntary properties. Now we

17:54have about 50 properties evaluated. So now we're in the process of working with the property owners

18:00to identify heritage attributes and ensure all their ducks are in a row to make certain that

18:06they want to proceed with designation. I noted in my email that a significant issue

18:13in the last six months has come up around insurance and designated properties, but staff have been

18:19working with local insurance providers to dispel some of the concerns that folks have around

18:26designation and insurance, and we're making progress with that. I anticipate sometime in the

18:34coming months staff may bring like a more formal update to the committee, but I just wanted you

18:39to know that that's something we're currently working on. Any questions for me? Thank you, Chair.

19:00I believe it was included within the report itself. I'm just updating on the Ontario Reformator

19:09Heritage District plan draft, and we are working hard to bring a revised draft for Council at a

19:20November meeting. That's all from me. Thank you. Yeah, and the downtown staff story meeting is

19:32the big milestone for the downtown project, so that really is would have been my only update.
